State Housing Grants

This program provides funding to public housing authorities, local governments, and nonprofit organizations to improve energy efficiency in homes occupied by low-income residents in areas facing environmental challenges.

The State of Arizona through the Department of Forestry and Fire Management (DFFM) invites proposals from Arizona public and private landowners for emergency repairs for infrastructure damaged by fires or fire suppression activities occurring July 1, 2020 and after. The Post-Wildfire Infrastructure Assistance Program goal is to assist in infrastructure repairs to physical systems, operational structures and facilities needed for the use of urban, rural, agricultural, cultural and natural resources.

With $15 million in federal funding, the program aims to return shelter capacities to pre-COVID levels. Eight awards, ranging from $500,000 to $2,000,000, are anticipated. The Emergency Solutions Grants (ESG) Program is designed to assist persons experiencing homelessness or at risk of becoming homeless across the state. Managed by the State Housing Trust Fund for the Homeless Commission and Federal HUD, the ESG Program offers sub-awards to local government entities and non-profit organizations to deliver street outreach, emergency shelter, rapid re-housing, homelessness prevention, and related services at the local level. The program aims to operate within a continuum of assistance to help individuals and families move towards housing sustainability. It supports targeted populations, including single women, men, youth, veterans, families, and those experiencing domestic violence. Grant renewed every year.

The Emergency Solutions Grant Program (ESG), initially established as the Emergency Shelter Grant Program in 1987 under the Stewart B. McKinney Homeless Assistance Act, underwent significant revisions with the Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act of 2009. The program, aimed at addressing homelessness, is funded by the U.S. Department of Housing and Urban Development and administered by the Alabama Department of Economic and Community Affairs. ESG supports the upgrade of homeless and domestic abuse shelters, covers operating costs, provides essential services to homeless individuals, aids in homelessness prevention, facilitates rapid re-housing, and supports the Homeless Management Information System's administrative costs. The Fall 2024 Grant Cycle, running from July 1 – September 30, will award grants to organizations in two categories: Housing and Economic & Workforce Development. In each area, the Charitable Trust Board will consider a range of programs such as but not limited to the following: Housing: Short Term Housing and Supportive Services Emergency Financial Support to prevent homelessness Foreclosure Prevention Counseling Affordable Housing advocacy/construction/rehabilitation Accessibility in Housing Fair Housing Counseling/Education Homeownership Counseling Renters Rights Workforce & Economic Development: Small Business Development Councils Entrepreneurship Training or Services Resume Preparation Interview Training Placement and Retention Services GED Classes Vocational Training Apprenticeship Training Industry Certifications Workforce Development for People with Disabilities Grant Eligibility Information Only applicants that meet all the following requirements will be considered: A not-for-profit corporation that is exempt from federal income taxation under Section 501(c)(3) of the federal Internal Revenue Code: A not-for-profit organized under the Illinois General Not for Profit Corporation Act of 1986 for the purpose of providing charitable services to the community: The organization is domiciled in the State of Illinois, and provides charitable services exclusively in the State of Illinois. The organization has the equivalent of at least one full-time paid employee. The organization has an operating budget of $1 Million or less. The organization has adopted a policy of non-discrimination on the basis of race, gender, sexual orientation, age, national origin, disability, family status, or religion. Additionally, non-for-profits with a person, or immediate family member (including but not limited to a spouse/domestic partner, sibling or child) holding an elective office making in excess of $60,000, where any such person holds a position of paid staff, consultant, director, officer, or board member of an organization will not be eligible. The total grant request should not be more than 30% of the organization’s budget, and should not exceed 25% overhead costs, unless the grant will be used for a one-time expenditure. Previous grant recipients are eligible to apply if the term of their grant has been complete for at least one calendar year. A grantee may not receive a grant award in more than 2 consecutive calendar years. Fiscal sponsors, sub-grantees, and other applications on behalf of another organization will not be considered. Organizations that do not file AG990-IL forms on a regular basis due to an exemption must provide a recent audited financial statement in order to be considered.

The Kansas Department of Commerce is seeking applications for its Emergency HEAL Grants to bring rural downtown buildings back from likely demolition or collapse and rehabilitate them into productive use as spaces for new or expanding businesses, childcare, housing, arts and culture, or entrepreneurship. Eligible Building Grant Project Expenses Masonry (including rebuilding of exterior walls), insulation, foundations, roofs and guttering, fire stairs, windows, doors, chimneys, walls, ceilings, floors, interior stairs, elevators, lighting and fixtures, electrical wiring, data and communication, wiring (not including equipment), HVAC systems and components, plumbing systems, fire suppression sprinkler systems and ADA accessibility solutions. This list is not exhaustive. Project expenses not listed here are at the discretion of the Kansas Secretary Commerce for eligibility under the grant. Up to 2% of the grant award may be retained by the applicant organization for project administration expenses. Eligibility Criteria A private building owner MUST have an eligible local partnering support organization apply for the grant on their behalf. This organization will commit to supporting the project through the fiscal administration of the grant funds tracking the bi-annual financial reports, and ensuring that the building owner is on track with program deadlines. Award Details: The program aims to provide funding to eligible Local Governments in California for housing-related projects and programs that address the unmet housing needs of their communities. It also covers the development of affordable rental and ownership housing, including Accessory Dwelling Units (ADUs), for the growing workforce earning up to 120 percent of Area Median Income (AMI) or 150 percent of AMI in High-cost areas. The program also supports matching funds for Local or Regional Housing Trust Funds and the Low- and Moderate-Income Housing Asset Fund. Additionally, it provides funding for services connected to the creation of new Permanent supportive housing, assistance for individuals experiencing or at risk of homelessness, accessibility modifications in lower-income owner-occupied housing, efforts to acquire and rehabilitate foreclosed or vacant homes and apartments, homeownership opportunities, and fiscal incentives for Affordable housing projects.
