State Housing Grants

This program provides funding to eligible local governments in South Carolina for various community development projects, including infrastructure improvements and job creation.

The 2023 Property Tax Relief Grant is a one-time grant proposed by Governor Brian Kemp to refund $950 million in property taxes to homestead owners in Georgia. The grant, also known as the Homestead Tax Relief Grant, was signed into law on March 13, 2023. The Department of Revenue has been allocated $950 million to reduce the assessed value of Georgia homesteads by $18,000. To receive the grant, property owners will see a $18,000 reduction in the assessed value of their property. Local tax officials will notify the Department of Revenue of the anticipated revenue, and the Department of Revenue will issue credits to the local taxing authorities. The grant does not apply to rental properties and is only available to homesteads claimed by Georgia taxpayers before the April 1 deadline. It is important to note that the Property Tax Relief Grant is different from a homestead exemption. Georgia offers various homestead exemptions, including exemptions for seniors over 65, disabled veterans, and surviving spouses of public safety officers. The grant program was created in the late 1990s and discontinued after the 2008 Recession, but it has been reinstated due to the State's excess reserves. The grant does not provide a paper check or direct deposit, but rather appears as a reduction on the property tax bill.

The Wisconsin Assessment Monies (WAM) program provides funding to address brownfields sites where contamination impedes economic redevelopment. Administered by the DNR's Remediation and Redevelopment Program, it offers contractor services awards for Phase I and Phase II assessments and community-managed subgrants. Eligible applicants include local governments, tribes, and private entities. Properties must meet the federal definition of a brownfield. Ineligible sites include those with responsible party contamination, on the National Priorities List, or subject to certain regulatory orders. This program provides funding to the City of Malden for home rehabilitation, social services, and community improvements that primarily benefit low- and moderate-income residents.

Since 1986, the state’s Housing Trust Fund has invested over $2 billion in capital funding and helped build or preserve more than 58,600 affordable housing units statewide. The Washington Legislature makes biennial appropriations in the capital budget and directs the Department on how to invest the funds. The Housing Trust Fund provides capital financing through loans or grants to affordable housing projects through annual competitive application cycles.For over 25 years the Policy Advisory Team (PAT) has provided recommendations and advice on affordable housing policy for Commerce and the Affordable Housing Advisory Board (AHAB). RCW 43.185A.020 requires Commerce to develop and administer its affordable housing program with advice and input from AHAB. Commerce has made it a priority to make our community feedback more representative of communities most impacted by the housing crisis and discrimination in housing. Incorporating the voices of community members, and particularly centering voices of communities that experience marginalization and discrimination in access to housing, was a priority throughout a consultant-led process, which involved multiple public meetings across 2023. As a result of this process, Commerce recognizes the need to improve engagement holistically, and is presenting a proposal that replaces the current PAT. This proposal focuses on the following strategies to increase transparency of decision making by incorporating input from diverse stakeholders with reasonable timelines, presentations and multiple feedback channels.

Export Vouchers, funded by the U.S. Small Business Administration’s State Trade Expansion Program (STEP), reimburses eligible export expenses up to $10,000, depending on the expense. The LOCAL program provides Washington municipalities with a cost-effective way to finance equipment and/or real estate projects. Participants will benefit from the current program rating of Moody’s Aa1, low fees and expenses, technical assistance, and access to the tax-exempt bond market. The LOCAL Program allows participants access to the national tax-exempt market through a competitive bid process, regardless of the size of their financing contract • By pooling with the State’s Aa1 rated COP issuances, LOCAL participants are able to take advantage of the State’s very low tax-exempt interest rates

CDBG General Purpose Grants are available annually through a competitive application process to assist Washington State small cities, towns and counties in carrying out significant community and economic development projects that principally benefit low- and moderate-income persons. The Washington State CDBG Program is funded by the U.S. Dept. of Housing and Urban Development (HUD). Examples of eligible General Purpose Grant activities include: Public facilities, such as water, wastewater, streets and sidewalks Community facilities, such as community centers, libraries, food banks and fire stations Local assistance programs such as housing rehabilitation CDBG Program Priorities: Financial need- Prioritizing applicants who do not have viable access to other funds/resources. Funding readiness- Prioritizing applicants who have secured all other funds. Funding efforts- Prioritizing applicants who have pursued other funding. Equity- Prioritizing applicants who have not recently received CDBG funding and who do not have open CDBG contracts for similar activities.

This program provides assistance to low-income households to improve energy efficiency in their homes, helping them reduce fuel costs and conserve energy through measures like insulation and weatherproofing.

The Hardest Hit Fund Blight Elimination Program (BEP) assists with the removal of blighted properties in targeted areas within the state of Tennessee. Removing these properties will help to reduce foreclosures, promote neighborhood stabilization, and maintain property values. BEP is designed as a targeted, first come first served program to lend recaptured HHF funds for the demolition and/or acquisition and demolition of blighted one to four unit residential structures in targeted areas to assist in neighborhood stabilization and in preventing foreclosure by helping to stem decline in home values. To be eligible, entities must submit applications that meet BEP requirements and THDA's goals for blight elimination.

To correct, repair, or replace an essential system and/or critical structural problem for low-income homeowners who are elderly (60+) or disabled. This is not a comprehensive home renovation program; the aim is to stabilize the homeowner's residence by making essential repairs to make the home more livable. Grant Opportunity: Energize Delaware Residential Solar Loan Program Description: The Energize Delaware Residential Solar Loan program offers low-interest loans to encourage the purchase of customer-owned renewable generation. The program aims to achieve utility bill savings, reduce environmental impact, and promote local job growth in the solar installation industry. Eligibility Criteria: - Must be a Delaware resident - Must be a homeowner of a single-family home or duplex - Minimum credit score of 650 - Maximum monthly debt-to-income ratio of 40% - Total loan cannot exceed 70% of the total project cost Loan Details: - Total loan amount: $5,000 - $30,000 - Interest rate: 3.9% - Loan term: Up to 10 years Additional Requirements: - Any storage capacity must be priced such that the total system cost does not exceed $6.00/installed watt of generation. - The system must meet specific Green Energy Grant Delaware requirements regarding grid connection, array orientation and tilt, and daily sunshine hours. Application Process: 1. Complete an online application at energizedelawareloans.org. 2. The application consists of two parts: initial and final. 3. After Part I is submitted, applicants will receive an eligibility letter via email. 4. Approved applicants can begin their solar project within three months of acceptance. 5. Once installation is complete, applicants must complete Part II within six months. 6. After Part II documents are reviewed, funds will be dispersed directly to the installer. Payment and Repayment: - Participating installers pay an initiation fee of $100 and must provide state licensing information. - Homeowners will begin loan repayment the month following fund disbursement. - Monthly payments cannot be adjusted. - There is no penalty for prepayment. Contractor Information: - Contractors must register with the program before being selected by homeowners. - Payment to contractors is issued after all Part II documents are submitted, including a signed Authorization Form, Promissory Note

Competitive grant process. Rental housing development program designed to encourage the production and preservation of affordable rental housing. Two competitive grant rounds offered during the spring and fall of each year. THDA's Tennessee Housing Trust Fund Competitive Grants are awarded to agencies for the purpose of developing and/or preserving rental housing for low- and very-low income households, the elderly, and those with special needs. Examples of special needs populations include the disabled, formerly incarcerated individuals, victims of domestic abuse, and youth aging out of foster care.

The Rebuild and Recover Disaster Program, initiated by the Tennessee Housing Development Agency, aims to aid local communities in recovering from weather-related incidents. Eligible incidents include those with significant damage to owner-occupied homes, either without a Presidential Disaster Declaration or with one necessitating federal assistance before completion of a damage assessment. Grants, ranging from $100,000 to $500,000, are available to affected city or county governments. Funds can be utilized for rehabilitation, demolition, relocation, and administrative costs. Credit against federal tax liability for investors in the construction or rehabilitation of affordable rental housing. The Low-Income Housing Credit is a credit against federal income tax liability each year for 10 years for owners and investors in low-income rental housing. The amount of tax credits is based on reasonable costs of development, as determined by THDA, and the number of qualified low-income units.

Federal program designed to assist low income households, particularly those who pay a high proportion of household income for home energy bills, meet their immediate home energy needs by providing an annual energy benefit. The Low Income Home Energy Assistance Program (LIHEAP) is 100 percent federally funded through a grant from the Federal Department of Health and Human Services. LIHEAP provides funds to the states to help meet the utility costs of low-income eligible elderly and disabled adults.

This program provides funding to build wheelchair ramps and make home modifications for individuals with mobility disabilities in Tennessee, ensuring they have better access to their homes.

Services are designed to be flexible and responsive to individual or family needs. Services can include but are not limited to: Respite care, day care services, home modifications, equipment, supplies, personal assistance, transportation, homemaker services, housing costs, health related needs, nursing and counseling.
