The Emergency Solutions Grant Program (ESG), initially established as the Emergency Shelter Grant Program in 1987 under the Stewart B. McKinney Homeless Assistance Act, underwent significant revisions with the Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act of 2009. The program, aimed at addressing homelessness, is funded by the U.S. Department of Housing and Urban Development and administered by the Alabama Department of Economic and Community Affairs. ESG supports the upgrade of homeless and domestic abuse shelters, covers operating costs, provides essential services to homeless individuals, aids in homelessness prevention, facilitates rapid re-housing, and supports the Homeless Management Information System's administrative costs. The Emergency Solutions Grants (ESG) Program is designed to assist persons experiencing homelessness or at risk of becoming homeless across the state. Managed by the State Housing Trust Fund for the Homeless Commission and Federal HUD, the ESG Program offers sub-awards to local government entities and non-profit organizations to deliver street outreach, emergency shelter, rapid re-housing, homelessness prevention, and related services at the local level. The program aims to operate within a continuum of assistance to help individuals and families move towards housing sustainability. Award Details: The program aims to provide funding to eligible Local Governments in California for housing-related projects and programs that address the unmet housing needs of their communities. Eligible activities include the predevelopment, development, acquisition, rehabilitation, and preservation of affordable rental housing for extremely low-, very low-, low-, or moderate-income households. It also covers the development of affordable rental and ownership housing, including Accessory Dwelling Units (ADUs), for the growing workforce earning up to 120 percent of Area Median Income (AMI) or 150 percent of AMI in High-cost areas. The program also supports matching funds for Local or Regional Housing Trust Funds and the Low- and Moderate-Income Housing Asset Fund. Additionally, it provides funding for services connected to the creation of new Permanent supportive housing, assistance for individuals experiencing or at risk of homelessness, accessibility modifications in lower-income owner-occupied housing, efforts to acquire and rehabilitate foreclosed or vacant homes and apartments, homeownership opportunities, and fiscal incentives for Affordable housing projects. This program provides funding to eligible local governments in South Carolina for various community development projects, including infrastructure improvements and job creation.

The 2023 Property Tax Relief Grant is a one-time grant proposed by Governor Brian Kemp to refund $950 million in property taxes to homestead owners in Georgia. The grant, also known as the Homestead Tax Relief Grant, was signed into law on March 13, 2023. The Department of Revenue has been allocated $950 million to reduce the assessed value of Georgia homesteads by $18,000. To receive the grant, property owners will see a $18,000 reduction in the assessed value of their property. Local tax officials will notify the Department of Revenue of the anticipated revenue, and the Department of Revenue will issue credits to the local taxing authorities. The grant does not apply to rental properties and is only available to homesteads claimed by Georgia taxpayers before the April 1 deadline. It is important to note that the Property Tax Relief Grant is different from a homestead exemption. Georgia offers various homestead exemptions, including exemptions for seniors over 65, disabled veterans, and surviving spouses of public safety officers. The grant program was created in the late 1990s and discontinued after the 2008 Recession, but it has been reinstated due to the State's excess reserves. The grant does not provide a paper check or direct deposit, but rather appears as a reduction on the property tax bill.

The Wisconsin Assessment Monies (WAM) program provides funding to address brownfields sites where contamination impedes economic redevelopment. Administered by the DNR's Remediation and Redevelopment Program, it offers contractor services awards for Phase I and Phase II assessments and community-managed subgrants. Eligible applicants include local governments, tribes, and private entities. Properties must meet the federal definition of a brownfield. Ineligible sites include those with responsible party contamination, on the National Priorities List, or subject to certain regulatory orders. Application involves demonstrating eligibility, completing required forms, and submitting materials to Gena Larson. If awarded, the DNR provides support throughout the assessment project. This program provides funding to the City of Malden for home rehabilitation, social services, and community improvements that primarily benefit low- and moderate-income residents.

Since 1986, the state’s Housing Trust Fund has invested over $2 billion in capital funding and helped build or preserve more than 58,600 affordable housing units statewide. The Washington Legislature makes biennial appropriations in the capital budget and directs the Department on how to invest the funds. The Housing Trust Fund provides capital financing through loans or grants to affordable housing projects through annual competitive application cycles.For over 25 years the Policy Advisory Team (PAT) has provided recommendations and advice on affordable housing policy for Commerce and the Affordable Housing Advisory Board (AHAB). RCW 43.185A.020 requires Commerce to develop and administer its affordable housing program with advice and input from AHAB. Commerce has made it a priority to make our community feedback more representative of communities most impacted by the housing crisis and discrimination in housing. Incorporating the voices of community members, and particularly centering voices of communities that experience marginalization and discrimination in access to housing, was a priority throughout a consultant-led process, which involved multiple public meetings across 2023. As a result of this process, Commerce recognizes the need to improve engagement holistically, and is presenting a proposal that replaces the current PAT. This proposal focuses on the following strategies to increase transparency of decision making by incorporating input from diverse stakeholders with reasonable timelines, presentations and multiple feedback channels.

The LOCAL program provides Washington municipalities with a cost-effective way to finance equipment and/or real estate projects. Participants will benefit from the current program rating of Moody’s Aa1, low fees and expenses, technical assistance, and access to the tax-exempt bond market. The LOCAL Program allows participants access to the national tax-exempt market through a competitive bid process, regardless of the size of their financing contract • By pooling with the State’s Aa1 rated COP issuances, LOCAL participants are able to take advantage of the State’s very low tax-exempt interest rates

CDBG General Purpose Grants are available annually through a competitive application process to assist Washington State small cities, towns and counties in carrying out significant community and economic development projects that principally benefit low- and moderate-income persons. The Washington State CDBG Program is funded by the U.S. Dept. of Housing and Urban Development (HUD). Examples of eligible General Purpose Grant activities include: Public facilities, such as water, wastewater, streets and sidewalks Community facilities, such as community centers, libraries, food banks and fire stations Local assistance programs such as housing rehabilitation CDBG Program Priorities: Financial need- Prioritizing applicants who do not have viable access to other funds/resources. Funding readiness- Prioritizing applicants who have secured all other funds. Funding efforts- Prioritizing applicants who have pursued other funding. Equity- Prioritizing applicants who have not recently received CDBG funding and who do not have open CDBG contracts for similar activities.

This program provides assistance to low-income households to improve energy efficiency in their homes, helping them reduce fuel costs and conserve energy through measures like insulation and weatherproofing.

The Hardest Hit Fund Blight Elimination Program (BEP) assists with the removal of blighted properties in targeted areas within the state of Tennessee. Removing these properties will help to reduce foreclosures, promote neighborhood stabilization, and maintain property values. BEP is designed as a targeted, first come first served program to lend recaptured HHF funds for the demolition and/or acquisition and demolition of blighted one to four unit residential structures in targeted areas to assist in neighborhood stabilization and in preventing foreclosure by helping to stem decline in home values. To be eligible, entities must submit applications that meet BEP requirements and THDA's goals for blight elimination.
