The Community Wildfire Risk Reduction for the Built Environment grant is to increase wildfire defensible space in Oregon by funding wildfire mitigation projects from structural fire protection agencies, counties, and cities. Project Types All eligible projects will be separated into two categories: Defensible Space Projects Defensible space projects are focused on wildfire mitigation and protection in the first 100 feet around buildings. These projects will be allocated approximately 70% of the available funds. Examples include but are not limited to: A locally-managed defensible space incentive program for private landowners or residents. Direct contracts or work to create fire-resistant landscapes around residential, commercial, and municipal buildings or other critical infrastructure. Create or support existing community programs that create defensible space. Locally-managed cleanup days, debris disposal days, or chipper programs to support communities creating and maintaining defensible space around buildings. Community Protection Projects Community protection projects are focused beyond the first 100 feet from critical infrastructure to create communitywide fire breaks or other community wildfire mitigation. Examples include but are not limited to: Fuel mitigation on municipal or county properties or parks within the built environment Communitywide fire breaks or greenways within the built environment that create fire breaks that directly protect vulnerable communities or critical infrastructure. All activities on private or state land must comply with the Forest Practices Act (ORS 527.610 to 527.770, 527.990 (1) and 527.992), including work within riparian management areas or other zones with a protected or sensitive status (e.g., wetlands, protected bird sites) and known locations of species under the Federal or Oregon Endangered Species Act lists unless accompanied by a written plan for alternate practice. Allowable Costs Plant and tree fuel reduction and equipment such as: Prescribed grazing (e.g., goats) for fuel mitigation work around communities Equipment for fuel reduction efforts such as chippers Contractors for wildfire fuel reduction efforts and defensible space work Nonprofit organizations for wildfire fuel reduction efforts for defensible space Local government employees or work crews for wildfire fuel reduction for defensible space. Supplanting pre-existing work crew costs is unallowable Education, communication, and outreach methods to directly support your project Up to .5 full-time equivalent total for project coordination Partnering with a community-based organization to support your project Most of the award must be spent on direct defensible space or fuel mitigation work (i.e., it is unallowable to spend most of the award on a piece of equipment) Recipients may spend up to 10% of award on indirect costs. Programs that currently provide or propose robust, continuing education programs. Applicants with demonstrated ability to collaborate and partner with other groups and organizations. Associations between farms and schools through the cafeteria and classroom can enhance the quality of food served. With over 700 school districts in New York State, there is the opportunity to foster relationships among New York State farmers, food hubs, producers, processors, and distributors to benefit school-age children. While serving New York State produced food in school cafeterias may seem simple, developing Farm-to-School connections highlights several challenges, particularly the lack of an established infrastructure or network of stakeholders that includes all the necessary parties: farmers, food service directors, food service contract management companies, food distributors, processors, agricultural organizations, and commodity organizations. Other challenges include: Seasonality: Farmers plan their crops in January, long before schools make purchasing decisions and place bids for products in the summer. In addition, the summer growing season is when schools are not in session. Inconsistent quality, quantity, and sizing: schools require produce to be served in standard units and meet specifications. Processing and packaging: schools require vegetables and fruits to be processed and packaged in standard units. Bidding: sending and reviewing bids from individual farmers can be time-consuming and complex for school procurement and fiscal staff. Delivery/pick up: distribution can be complicated when purchasing from multiple growers. Lack of equipment and skills to store, prepare and serve fresh produce procured for school meals programs. Connecting diverse populations with their culturally appropriate foods. Lack of training and workforce development for culinary staff. The New York State Farm-to-School Competitive Grants Program began in 2015 to increase school’s purchase of New York specialty crops by building relationships between schools and New York farm product suppliers. Secondary goals of the program include increasing agricultural education opportunities for students, improving nutrition and exposing students to new, local, culinary experiences. The objective of Farm to School projects must be to increase the volume and variety of New York State farm products purchased by schools/districts and served in school meal programs. Applicants are encouraged to include other objectives including agricultural and nutrition education gardening activities and relationship building with local agricultural food businesses and farmers. Projects that partner with producers or food processors are strongly encouraged. Applicants may include partners in their project budget as contractors Funding Information A total of $1,500,000 is available for the Farm-to-School Competitive Grants Program. Minnesota Housing, in partnership with Greater Minnesota Housing Fund (GMHF) announces the availability of funds through the Single Family RFP. The Single Family RFP is funded by a variety of state resources provided by the Minnesota Legislature and Minnesota Housing’s own resources. The amount of available funding is dependent, in part, upon state appropriations approved by the Minnesota legislature, as well as demand for other uses of Minnesota Housing resources. Types of Funding Applicants can apply for a variety of funding types, and in combinations suited to the applicant’s project. Awarded applicants may receive the following types of funding: Grants Grants are awarded to selected applicants on a competitive basis to fund value gap, affordability gap/down payment assistance grants or forgivable loans, owner-occupied rehabilitation, the Tribal Indian Housing Program, interest-rate write downs, and other eligible activities for which Minnesota Housing may not recapture loans without increasing housing costs beyond affordability to the eligible homebuyer. Grants are subject to policies and requirements set by the Minnesota Department of Administration’s Office of Grants Management. Housing Infrastructure Bond (HIB) Proceeds Deferred Loans HIB proceeds are awarded to selected applicants in the form of 3-year, 0% interest, deferred, forgivable loans to finance value gap or owner-occupied rehabilitation. HIB proceeds may also be used by community land trusts (CLTs) for land acquisition, demolition and utility connections. HIB proceeds loans will be forgiven if the awarded applicant satisfies all contract conditions. Interim Loans Interim loans are awarded to selected applicants in the form of 42-month, interest bearing, deferred, repayable loans to finance the acquisition, demolition, rehabilitation or construction of owner-occupied homes. Interim loans must be repaid and include monthly interest payments, quarterly financial reporting, and a demonstration of the ability to meet net asset and current ratios according to contract conditions. Interest rates will be set at a future time and are anticipated to be between 4.5% and 8.5% subject to the market. Interim loans may be secured or unsecured and may not be transferred to eligible homebuyers. Deferred Loans Deferred loans are awarded to selected applicants to originate and close affordability gap/downpayment assistance loans to homebuyers or owner-occupied rehabilitation loans to homeowners. Loans to homebuyers and homeowners are structured as 30-year, 0% interest, deferred, repayable loans. Deferred loans are originated and closed by the awarded applicant then assigned to Minnesota Housing. Funding Information GMHF provides funding for affordability gap in the form of deferred, subordinate loans at 0% interest. The maximum loan amount per homebuyer is $15,000. GMHF will give preference to applications that apply a racial and economic equity lens to promote economic inclusion in the benefits of homeownership among households of color, immigrant households, and households with disabled members, and that seek to leverage cross-sector health and housing partnerships to improve community and individual health through investments in affordable housing. Grant Period Funded awards will have 3-year contract terms, with the exception of Interim Loans which will have 42-month contract terms. Awarded applicants are expected to complete funded projects within three years, not to exceed five years. Services are to be delivered to EHS-eligible children, families and CCPs through a District-wide hub responsible for EHS services in all Wards of the District either directly or through contractual agreements with other organizations. Eligible applicants include non-profits, for-profits and faith-based organizations that can demonstrate expertise in: early childhood education; EHS; financial management; quality assurance; ongoing monitoring of program deliverables; as well as previous experience providing supports related to education and child development, health, family engagement, transition services, disability services, program management and quality improvement and human resources, including within the District’s mixed delivery early care and education system. Eligible organizations to serve as the hub(s) must have a track record, experience and capacity to: Serve EHS-eligible children, families and CCPs located in Wards 1, 2, 4, 5, 6, 7 and 8. All local law enforcement agencies and sheriff’s offices are eligible for the grant. Grants are made for a one-year period. The Attorney General’s Safe Oklahoma Grant Program provides local law enforcement agencies and sheriff’s offices with additional resources to address violent crime in the state. The money from the grant helps pay overtime costs for officers, technology upgrades, enhanced analytical capabilities and funds community partnership projects that focus on preventing youth violent crime. Purpose Areas To be eligible for a Safe Oklahoma Grant, local law enforcement agencies shall submit proposals to the Office of the Attorney General that focus on decreasing violent crime within their jurisdiction through one of the following priority strategies found at 74 O.S. § 20k(B)(1)-(5), as listed below: Focusing on intervention and enforcement through the use of increased staffing resources with overtime funds to target violent crime with evidence-driven approaches. Policing initiatives may include directed patrols, “hot spot” policing, intelligence-led policing, or youth and gang violence interventions [funds cannot be used for new hires or regular salary and benefits]; Increasing technological capacity to support intervention and enforcement with the purchase of technology for crime prevention and criminal justice problem solving. Technology shall include, but not be limited to, crime-mapping software, Global Positioning Systems (GPS) technology and smart phone tools; Enhancing analytical capacity through the development or expansion of analytical capabilities that focus on crime mapping, analysis of crime trends and developing data-driven strategies that focus on violent crime reduction; Engaging with community partners in order to develop partnerships and projects that focus on preventing violent crime in the community. Community partners may include, but are not limited to, public and private service providers, the courts, and probation and parole services. Projects shall include, but are not limited to, programs that focus on drug enforcement efforts, youth violent crime, gang violence, and offender recidivism; and Increasing direct services to crime victims through local law enforcement efforts which shall include, but not be limited to, addressing gaps in crime victims’ services by enhancing accessibility to services, increasing awareness of victimization and partnering with local community providers to improve supports and services to victims of crime. Safe OK Grant Can Help The grant funds can help local law enforcement agencies to directly target crime hot spots in their communities through strategies like increasing the frequency of patrols in high-crime areas; ability to increase the number of boots on the ground; as well as find innovative ways to increase safety in the communities. Each law enforcement agency faces unique challenges depending on location. The Safe OK Grant funds steps to making communities safer by helping the law enforcement partners by providing additional resources. These resources could include upgrading antiquated equipment; purchasing new resources; and helping pay overtime costs for officers. The following costs are allowable for shelters who provide emergency housing to victims: Operating expenses (rent, utilities, etc.) of the facilities for a shelter at a prorated amount. Eligibility Criteria To be eligible to receive a subgrant from a State under 42 U.S.C. § 10408 (c), an entity shall be— a local public agency, or a nonprofit private organization (including faith-based and charitable organizations, community-based organizations, tribal organizations, and voluntary associations), that assists victims of family violence, domestic violence, or dating violence, and their dependents, and has a documented history of effective work concerning family violence, domestic violence, or dating violence; or a partnership of 2 or more agencies or organizations that includes— (A) an agency or organization described in paragraph (1); and (B) an agency or organization that has a demonstrated history of serving populations in their communities, including providing culturally appropriate services.
