State Grants

This program provides funding to help unemployed or under-employed individuals, as well as those facing barriers to employment, access job training and support services for successful re-entry into the workforce.

This grant provides funding to expand Community Support Team services for individuals in nine counties who are eligible for the Northwest Crisis Care System but currently lack financial support for mental health treatment.

The Connect Illinois Broadband Grant Program includes $400 million in appropriated funds available for expansion of broadband infrastructure throughout the state. Through multiple rounds of competitive matching grants, Connect Illinois will provide direct matching grants, awarded on a competitive basis via merit based review, to grant applicants including broadband providers, rural cooperatives, local governments, nonprofit organizations, and partnerships.

The mission of AmeriCorps is to improve lives, strengthen communities, and foster civic participation through service and volunteering. The following non-federal entities (all of which are defined in 2 CFR 200.1) are eligible to apply: - Indian Tribes - Institutions of higher education - Local governments, including school districts - Nonprofit organizations - State of Illinois agencies, departments, and commissions Organizations that propose to operate only in Illinois must apply through Serve Illinois Organizations that propose to operate AmeriCorps programs in more than one State or Territory must apply directly to AmeriCorps. Serve Illinois works under the leadership of the Commission of Volunteerism and Community Service to distribute and administer Illinois AmeriCorps State funding from AmeriCorps, the federal agency. AmeriCorps and Serve Illinois' legal authority to award these grants is found in the National and Community Service Act of 1990, as amended, (NCSA) (42 U.S.C. 12501 et seq.) Serve Illinois considers new cost reimbursement proposals from any eligible applicant, as defined above, to: - Assess the feasibility and fit to AmeriCorps with applicants’ ideas. - In close partnership and assistance from select Serve Illinois staff: develop internal controls, hire and train new staff and/or re-focusing and training existing staff, develop AmeriCorps specific policies and procedures, train in the areas of AmeriCorps member recruitment, enrollment, member supervision, and cost-reimbursement grant management. These various products will be developed in a structured, iterative process during the planning period using Serve Illinois’s Program Manual.

The subrecipient shall access the current utilization of CHWs in the State of Arizona. The subrecipient shall use results to inform and develop a statewide CHW workforce development plan to expand CHW curricula, training delivery, career ladders, integration of CHWs, promotion of CHW voluntary certification, and/or sustainable payment mechanisms for CHW services. Financial Notes: Funds for the Clinical Health Worker (CHW) Sustainability come from the Centers for Disease Control and Prevention (CDC), A Strategic Approach to Advancing Health Equity for Priority Populations with or at Risk for Diabetes (Part A) CDC-RFA-DP-23-0020 grant (230020).

The purpose of the EECBG Program is to assist eligible local governments ("eligible entities") in implementing strategies to reduce fossil fuel emissions, reduce total energy use, improve energy efficiency, and build a clean and equitable energy economy. The Illinois EPA Office of Energy identified the following project topic areas for funding eligibility: Energy Planning and Energy Efficiency: Energy Audits, Building Upgrades. Entities may develop various programs and projects that address one or more of the purposes in a cost effective manner that is of maximum benefit to the population served. Funding may not be used for regularly scheduled maintenance.

This program provides training and job placement support in clean energy for individuals in Illinois Department of Corrections facilities who are nearing their release, helping them secure employment in the clean energy sector.

This program provides funding to local government units in Illinois with low median household incomes to help them create a comprehensive inventory of lead service lines, ensuring public health and regulatory compliance.

This funding opportunity provides financial support to establish networks that help clean energy contractors and nonprofits in economically challenged areas of Illinois, including Waukegan, Champaign, Danville, Carbondale, East St. Louis, and Alton.

Five Illinois counties, Alexander, Hardin, Pulaski, Gallatin and Saline; face a fundamental lack of mental health services for justice-involved youth; often having to take juveniles out of the home county for services. If the juveniles are in need of anything greater than outpatient treatment, these youth are sent outside of their home county and sent up to central Illinois, many miles away. Lack of social services coupled with the lack of public transportation, can make it very difficult for juveniles to access resources to avoid entering the Juvenile Justice system in the first place or to succeed while in the system.

The Illinois Department of Public Health is seeking to award a grant for the development and implementation, or further expansion, of a toll free abortion navigation hotline that will not only help navigate any patient who is looking for an abortion to the appropriate provider in Illinois, but that can provide education and logistical support, as needed. The grantee must have experience in abortion navigation services and will develop and maintain relationships with the abortion providers in the State and the Illinois Department of Public Health. The grantee shall promote use of the hotline by distributing information about it via low cost means to professional networks and utilize public and social media. The grantee will provide counseling and information to callers, including connecting them with the appropriate provider for their unique needs and circumstances, education on potential clinical issues prior to their appointment, and connection with support services, as needed. The grantee will be responsible for maintaining up-to-date, accurate resources on IL abortion providers, abortion support service providers, and will ensure a warm handoff (closed loop) referral takes place.

The Community Foundation for Greater Atlanta is offering the Metropolitan Atlanta Arts grant to bolster independent arts organizations with annual operating budgets under $2 million. This initiative aligns with the foundation's mission to strengthen the arts and cultural landscape within the metro Atlanta community, promoting public access and a breadth of artistic programming. These grants are specifically for general operating support, enabling organizations to enhance public engagement and broaden access to various art forms across the region. The target beneficiaries for this grant are independent arts organizations operating in selected Georgia counties, including Cherokee, Clayton, Cobb, DeKalb, Douglas, Fayette, Forsyth, Fulton, Gwinnett, Henry, and Rockdale, with a primary mission centered on arts or culture. The program aims to increase public engagement in the arts and provide access to diverse artistic experiences, ultimately fostering a more vibrant and culturally rich metro Atlanta. Successful applicants are expected to demonstrate a primary mission in arts and cultural services, a history of vibrant programming, and strong organizational capacity. Priority consideration for 2024 support is given to organizations in alignment with the TogetherATL strategy. This includes artistic or cultural activities led by Black, Indigenous, and People of Color (BIPOC) individuals (artistic or executive leaders are BIPOC) or those that directly represent or serve BIPOC communities (evidenced by artistic works, majority BIPOC board members, staff, or population served). Additionally, new organizations that have not previously received this grant, those with less than $300,000 in total support from Metropolitan Atlanta Arts, or those that did not receive a grant in 2023 will also receive priority. The funding criteria emphasize community benefit, artistic and cultural vibrancy, and organizational capacity. The foundation's strategic priorities, as reflected in the TogetherATL strategy, aim to support organizations that increase public engagement and broaden access to the arts, particularly for underserved communities. The grants, ranging from $10,000 to $25,000 in 2024, are designed as one-year general operating support. Through these efforts, the Community Foundation for Greater Atlanta seeks to cultivate a thriving arts sector that reflects and serves the diversity of the region.

The Illinois Department of Human Services, Division of Family and Community Services, seeks an organization with which to contract for the establishment and maintenance of an Early Intervention Clearinghouse (EIC), a resource for the parents/caregivers, general public and early intervention professionals to access information and other resources related to early intervention issues including, but not limited to, culturally inclusive and culturally responsive resources. The EIC provides current, up-to-date information and reference materials that are used by parents to learn more about normal development and specific disabilities. This information is also used by educators and EI professionals to maintain and improve competencies in the evaluation and treatment of children with developmental disabilities and delays. The EIC serves as a communication link between the EI Program and families served by the program through newsletters, a Web site, and reference and lending library services. The EIC maintains a federally required central directory.

The Red Coats' Community Grants program is designed to fund smaller projects for nonprofit organizations in Northeast Florida, specifically in Baker, Clay, Duval, Nassau, and St. Johns counties. This program aligns with the Red Coats' mission, which involves a group of civic and corporate leaders overseeing THE PLAYERS volunteer efforts and a special grant program for local nonprofits. The grants are intended to support community needs within this five-county area, with individual awards of up to $15,000. The target beneficiaries of this program are citizens within the five-county area, served by eligible nonprofit organizations. The program aims to address specific community needs and provide services aligned with priority focus areas. These areas include youth services, education, character development, health, wellness and sports, and military support. The overarching impact goal is to foster broad community support and create positive change in these key sectors. The Red Coats prioritize funding organizations that demonstrate broad community support and actively address identified community needs. A crucial focus is on ensuring services are provided without discrimination, as protected by law. The program specifically excludes funding for individuals, private foundations, grant-making bodies, operational expenses (including salaries), travel or conference expenses, sponsorships with tangible staff benefits, political action committees, political causes or candidates, debt reduction, and gifts, honorariums, or gratuities. The expected outcomes of the grant program are to strengthen nonprofit organizations' capacity to deliver vital services in the priority areas. Measurable results would be tied to the specific projects funded, such as improved educational outcomes for youth, enhanced health and wellness initiatives, or increased support for military families. The foundation's strategic priorities are evident in its focus on local community development through targeted support in these key areas, leveraging the involvement of civic and corporate leaders to achieve its philanthropic goals.

The Ohio Water Development Authority (OWDA) has established a grant program to fund research and development proposals addressing critical issues in wastewater, drinking water, water resource management, solid waste management, and energy resource development within Ohio. This program aligns with OWDA's mission to engage in research and development in these key areas, aiming to foster innovation and implement solutions that benefit the state. The grants are designed to support projects that fulfill a general need in Ohio and fall within the Authority's scope of powers. The target beneficiaries of this grant program are a range of public entities and academic institutions. Eligible participants include Local Government Agencies (Cities, Villages, and Counties), Water/Sewer Districts, Conservancy Districts, State agencies, and Institutions of higher learning that conduct research and/or development. The program seeks to achieve broad impact across the state by funding projects that address environmental and natural resource challenges, ultimately improving public health, water quality, and resource management for Ohio residents. Priority for grants will be given to projects that demonstrate statewide environmental and/or natural resource applications. OWDA has historically awarded grants in diverse areas such as surface water, wastewater, drinking water, solid waste, agriculture, and public health, indicating a comprehensive approach to environmental stewardship. The program focuses on fostering research and development that can lead to tangible and widespread benefits throughout Ohio, ensuring that the funded initiatives have a significant and positive impact on the state's natural resources and infrastructure. Expected outcomes include the successful completion of research and development projects that provide solutions to identified challenges in water, waste, and energy management. Grantees are required to submit a final report, which will serve as a measurable result of the program's effectiveness and the specific achievements of each funded project. While specific funding amounts can vary, the program typically offers between $100,000 to $500,000, with an allocated $200,000 dependent upon available funds, supporting eligible project costs such as start-up and research. Indirect/overhead costs are capped at 35% of the grant amount to ensure that the majority of funds are directed towards direct project activities.

The Community Climate Action Grant program, spearheaded by Albemarle County, aims to foster local projects that bolster the community's capacity to diminish greenhouse gas emissions. This initiative directly aligns with the county's broader mission to implement its Climate Action Plan, which was adopted in 2020. By leveraging external community resources and local groups, the program seeks to make climate action a more inclusive and participatory process, thereby extending the reach and impact of governmental efforts to combat climate change. The primary beneficiaries of this grant program are community-based nonprofit organizations with 501(c)(3) tax-exempt status, or those affiliated with a 501(c)(3) fiscal sponsor, that are principally and physically located in Albemarle County. Groups located outside the county may also apply if they can demonstrate that their services will primarily benefit people or places within Albemarle County. The impact goals are centered on tangibly advancing the goals, strategies, and actions outlined in the County’s Climate Action Plan, with a clear focus on reducing greenhouse gas emissions and increasing carbon sequestration. The program prioritizes projects that contribute to reducing greenhouse gas emissions across various sectors, including transportation, buildings, waste, agriculture, and natural areas. Additionally, it supports initiatives that increase carbon sequestration in agriculture or natural systems. The grant explicitly aims to achieve four key program goals: reduce greenhouse gas emissions, advance equity and inclusion, build community, and support thoughtful and achievable projects. These goals underscore the county's strategic priorities, emphasizing not just environmental impact but also social equity and community engagement as integral components of effective climate action. Expected outcomes include a measurable reduction in greenhouse gas emissions within Albemarle County, an increase in community participation and inclusivity in climate action efforts, and the successful implementation of diverse projects that align with the county’s Climate Action Plan. The program's theory of change posits that by empowering and funding local community groups, the county can harness a wider range of innovative solutions and foster a more widespread commitment to climate resilience. Grant requests can range from $5,000 to $25,000, with a total of $100,000 available for 2024, indicating a strategic investment in multiple, impactful local initiatives rather than a single large-scale project.

Comcast RISE is a grant program established in 2020 to aid small businesses severely affected by COVID-19, helping them to recover and flourish. The program returned in 2024, expanding its reach to a broader spectrum of small businesses while maintaining its core focus on diversity, inclusion, and community investment. Its overarching mission is to foster economic growth within businesses and their communities, aligning with a strategic priority to support underserved or underrepresented small business owners. The program specifically targets small businesses that are at least 51% owned by an individual aged 18 or older who is the primary decision-maker, actively engaged in daily operations, and whose business is independently owned, not a franchise, has been operating for at least three years, and has been revenue-generating for at least 12 months. It also specifies geographical locations in Atlanta, GA; Southern Colorado; Houston, TX; Jacksonville, FL; and Richmond, VA. Businesses with more than 100 employees or those falling into categories like non-profits, religious organizations, political advertisers, or businesses related to marijuana, firearms, tobacco, or adult entertainment are ineligible. In 2024, Comcast RISE aims to award 500 recipients across five cities with a comprehensive grant package. This package includes a $5,000 monetary grant, a creative and media campaign valued at approximately $17,500, a technology makeover with an approximate retail value of $7,500, access to 12 months of LinkedIn Learning for business education, and business consultation services. The focus is on providing tangible resources that directly contribute to the growth and sustainability of small businesses. The expected outcomes and measurable results include direct financial support through the cash grant, enhanced market presence and customer reach through the media campaign, improved operational efficiency and digital capabilities via the technology makeover, and strengthened business acumen through educational resources and consultation. The theory of change posits that by providing a multi-faceted support system, Comcast RISE empowers small businesses to overcome challenges, achieve sustained growth, create jobs, and contribute to the economic vitality of their local communities, ultimately fostering a more diverse and inclusive business landscape.

The Illinois Department of Human Services (IDHS), Division of Family and Community Services (FCS), awards a successful candidate a grant for the establishment and operation of an Early Intervention (EI) Training Program. The Individuals with Disabilities Education Act (IDEA) Part C (34 CFR 303) and the state Early Intervention Services System Act (325 ILCS 20/), both require the establishment of a comprehensive system of personnel development for the Early Intervention Program. This system must provide pre-service and in-service training for providers serving children in the EI Program. The EI Training Program helps ensure that the Illinois EI Program meets Federal rule (34 CFR Part 303.118) requirements for a comprehensive system of personnel development, which must include the following: (1) Training personnel to implement innovative strategies and activities for the recruitment and retention of EI Providers; (2) Promoting the preparation of EI Providers who are fully and appropriately qualified to provide EI services under this part; and, (3) Training personnel to coordinate transition services for infants and toddlers with developmental disabilities or delays who are transitioning from an EI Program 663 under Part C of the Act to a preschool program under section 619 of the Act, Head Start, Early Head Start, an elementary school program under Part B of the Act, or another appropriate program.

It is the policy of the State to enhance the development of all eligible infants and toddlers to minimize developmental delays and maximize individual potential for adult independence. It is the need of the State to implement, on a statewide basis, locally based, comprehensive, coordinated, multidisciplinary, interagency, Early Intervention (EI) services for all eligible infants and toddlers. The EI Program is a statewide program for the evaluation and assessment of infants and toddlers ages birth to three, as well as the provision of services for those who have a qualifying disability or diagnosis, a 30 percent delay in development in one or more of the five developmental domains, or who are at risk of developmental delays. Children and families access EI services through one of 25 Child and Family Connections (CFC) offices. This Notification of Funding Opportunity (NOFO) issued by the Illinois Department of Human Services (IDHS), Division of Family and Community Services, Bureau of EI, seeks agencies located within Illinois to serve as the CFC offices for designated geographic areas. (See chart in Appendix I to identify the area served by each CFC office.) CFC offices are the regional intake entities defined in state statute (325 ILCS 20) and rule (89 IL Admin. Code 500) as IDHS’s designated entity responsible for implementation of the EI Program within its designated geographic area. IDHS is required to assure the designation of regional points of entry to accomplish consistent and equitable intake and service coordination throughout the State, with services defined in Section A.2. Separate proposals for each geographical intake region must be submitted for those agencies submitting for more than one geographical intake region.

The Oregon Department of Energy's Energy Efficiency and Conservation Block Grant (EECBG) Program aims to reduce fossil fuel emissions, decrease overall community energy use, and improve energy efficiency across various sectors including transportation and buildings. This initiative is aligned with a broader mission to build a clean and equitable energy economy, specifically prioritizing disadvantaged communities and promoting equity and inclusion in workforce development and deployment activities. The program seeks to solicit subgrant applications from eligible local governments not already receiving direct EECBG formula grants from the U.S. Department of Energy, through a rolling selection process. The primary beneficiaries of this grant program are Oregon units of local government and the communities they serve. The impact goals are centered on environmental sustainability and maximizing benefits to communities. Key objectives include reducing fossil fuel emissions in an environmentally sustainable manner, reducing a community's total energy use, and improving energy efficiency in transportation, buildings, and other sectors. A significant focus is placed on the Justice40 Initiative, ensuring that disadvantaged communities are prioritized in the transition to a clean energy economy. The program prioritizes projects related to energy efficiency, renewable energy, and transportation. The Oregon Department of Energy has approximately $1.2 million available for these grants, with individual grant amounts ranging from a minimum of $50,000 to a maximum of $100,000 for qualifying communities. The strategic priorities are clearly outlined through the objectives, emphasizing a holistic approach to energy conservation and equitable distribution of benefits. Expected outcomes include a measurable reduction in fossil fuel emissions and total energy consumption within participating communities. Improved energy efficiency in various sectors and the creation of equitable workforce opportunities in the clean energy sector are also anticipated. The grant duration for projects is generally 24 months from the date of the Performance Agreement, allowing sufficient time for implementation and completion of the energy-saving initiatives.
