State Grants

The Construction Loan Program focuses on the activities that repair, replace, or create a facility. A construction loan project may comprise any combination of pre-construction and construction elements. The Public Works Board awarded funding for its most recent construction cycle at its September 8, 2023 meeting. View the full list of awardees and applicants in Box. The Board anticipates opening its next construction funding cycle in Spring 2024. The Public Works Board (Board) is authorized by state statute (RCW 43.155). Its purpose is to loan and grant money to counties, cities, and special purpose districts to repair, replace, or create infrastructure.

This funding opportunity provides financial support to small and medium-sized Colorado businesses in advanced industries to help them expand into international markets through reimbursement of eligible export-related expenses.

Vermont's Farm Agronomic Practice (FAP) Grant Program offers grants of up to $8,000 per farm operation per State fiscal year. The program supports practices such as cover cropping, rotational grazing, conservation tillage, and manure injection to improve water quality and comply with state agricultural water quality regulations. Additionally, the program provides funding for educational and instructional activities aimed at raising awareness about the impact of agricultural practices on water quality.

The Legislature created the Transportation Improvement Board to foster state investment in quality local transportation projects. The TIB distributes grant funding, which comes from the revenue generated by three cents of the statewide gas tax, to cities and counties for funding transportation projects. TIB's grant programs are catagorized by the type of customer agency each program is intended to serve. TIB typically issues a call for projects each June for the next year's funding program. The TIB application process follows these steps: Decide which TIB Funding programs your agency is eligible for. Download the appropriate funding application and complete a separate application for each project you want to be considered for funding. Funding applications are made available in June. Submit/postmark your application by the application due date - typically near the end of August. TIB engineering staff will begin reviewing and scoring all applications in September. TIB uses a priority array process for each funding program to identify projects that best meet the intent of the program. Criteria are developed by the Board in cooperation with local agencies. TIB staff present a list of recommended projects to the board at the November meeting. If your project is selected, you will be contacted by TIB engineering staff about what steps to take next.

SCRIPT Workshop Grants are available to assist Iowa school districts and accredited nonpublic schools with the cost for substitutes or stipends to attend a SCRIPT Workshop, where they will begin the development of their K-12 computer science plan. The grants aim to support the implementation of a 2020 state law, HF 2629, which mandates districts and nonpublic schools to develop and implement a kindergarten through grade twelve computer science plan by July 1, 2022. This plan should incorporate the standards. The funding for these grants comes from a portion of a 2007 court-approved settlement of a class-action antitrust lawsuit filed against Microsoft Corp., which has been designated for K-12 computer science curriculum for students and training for teachers in Iowa.

The Revitalize Iowa’s Sound Economy (RISE) Program offers immediate funding opportunities to promote economic development in Iowa by supporting the establishment, construction, and improvement of roads and streets. The grant aims to assist in creating and retaining jobs through immediate, non-speculative opportunities. Applicants should be in the process of negotiating a location or retention decision with a developer or firm and must demonstrate that immediate funding is essential to influence job creation or retention decisions. Jobs created should be value-adding in nature, such as manufacturing or industrial, with a minimum local match of 20 percent required. Any proposed roadway or development impacting state right of way will need consultation with Iowa DOT district staff, and a transportation impact study may be required prior to approval by the Iowa Transportation Commission.

The farmland preservation grant program provides funding to buy development rights on farmlands to ensure they remain available for farming in the future. Grant recipients also may use some of the funding to restore natural functions to improve the land's viability for farming. The program is part of the larger Washington Wildlife and Recreation Program, which was created in 1990 to buy land for outdoor recreation and wildlife conservation, to keep pace with a growing population. In 2005, the state Legislature expanded the Washington Wildlife and Recreation Program to include preservation of significant farmland.

The Drinking Water State Revolving Fund (DWSRF) makes funds available to drinking water systems to pay for infrastructure improvements. This program is funded through federal and state money and subject to state laws and additional federal regulations. The program provides: Low-interest construction loans to publicly (municipal) and privately owned drinking water systems. These loans cover capital improvements that increase public health and compliance with drinking water regulations. Construction loan repayments can range from 20 to 30 years. In some cases, partial loan forgiveness is offered. Planning and engineering loans to cover preconstruction work and activities such as water system plans, engineering designs, and cultural reviews. Consolidation Feasibility Study grants allow larger Group A community water systems such as cities, town, counties, public utility districts, and water districts to determine feasibility and capital improvements needed to consolidate smaller or struggling water systems into their service area.

Grant Opportunity: Short-term Teaching Artist Residency Program (Illinois) The Short-term Teaching Artist Residency Program in Illinois supports elementary schools, community centers, and public libraries in engaging teaching artists for short-term residencies. The program prioritizes advancing equity and access in the arts, particularly for underserved audiences such as BIPOC communities, individuals with disabilities, older adults, and those with limited access to the arts. Eligible applicants can request a minimum of $250 and a maximum of $4,500 to cover 75% of residency costs. Additional percentages can be added under specific conditions. Applicants must be tax-exempt organizations or units of government in Illinois, while the selected artists must be based in Illinois. We offer post-cleanup grants to local governments who independently clean up contamination under the Voluntary Cleanup Program. The purpose of Independent Remedial Action Grants (IRAGs) is to encourage and expedite cleanups and decrease the associated costs of cleanup for ratepayers and taxpayers. IRAGs are grants offered to local governments that independently clean up contamination under the Washington State Department of Ecology’s (Ecology) Voluntary Cleanup Program. These grants encourage and expedite cleanups, and decrease the associated costs of cleanup for ratepayers and taxpayers. Local governments are welcome to apply for this funding if they have 1) completed an independent cleanup through the Voluntary Cleanup Program, and 2) have received a determination of No Further Action from Ecology. IRAGs are just one of several “remedial action” grants and loans provided to local governments by Ecology. The grants and loans are used to investigate and clean up contaminated sites under Washington state’s environmental cleanup law, the Model Toxics Control Act (MTCA).

LIHEAP provides energy assistance to households in Washington through a network of community action agencies and local partners. These local organizations will help determine your eligibility and how much assistance you might receive. If you qualify, your local LIHEAP agency will send a payment directly to your energy utility on behalf of your household. LIHEAP primarily assists households by making an energy assistance grant directly to the energy provider on behalf of the eligible household. LIHEAP may also help repair or replace an unsafe, dysfunctional, and inoperative heating or cooling system in some situations. Households eligible for LIHEAP may also qualify to have their homes made more energy efficient through the Weatherization Program. The amount of money awarded to your household will depend on multiple factors. For example, each household’s size, income and annual heat cost will affect the amount of their LIHEAP grant. You’ll have to schedule a LIHEAP appointment with the provider in your community to find out how much you could receive.

This program provides funding and support to municipalities and designated organizations in New York State to develop and improve large industrial sites, attracting major employers in key industries like semiconductor and high-tech manufacturing.

Forestland preservation grants provide funding to lease or buy voluntary land preservation agreements (also called conservation easements) for forests to ensure they remain available for timber production in the future. Grant recipients also may use some of the funding to restore habitats in forests. The program is part of the larger Washington Wildlife and Recreation Program, which was created in 1990 to conserve land for outdoor recreation and wildlife, to keep pace with a growing population. In 2016, the Legislature expanded the Washington Wildlife and Recreation Program to include preservation of forestland with the goal of supporting working forests that also provide habitat for wildlife, environmental benefits, and public access.

GOALS OF THE IDAHO WORKFORCE DEVELOPMENT TRAINING FUND (WDTF): Increase the economic mobility of Idahoans through training that leads to wage gains and retention. Provide timely assistance to businesses while shifting focus to broader talent pipeline development strategies that serve multiple employers. Support growth of the economy by assisting employers with job creation and integration of technology, specifically through the development of skills in their existing and/or new employees. Provide a return on investment to Idahoans as evidenced by increased wages, job creation, capital investment, retention of Idaho's workforce, credential attainment, and/or customer satisfaction (employer and trainee). Promote innovation in talent development. Encourage replication of best practices in talent pipeline development. Grant Name: Nebraska Film Office Grant Funding Source: Nebraska Film Office Fund Purpose: The grant aims to promote the State of Nebraska through marketing efforts and contribute to job creation and economic development. Applications are accepted on a rolling basis, and awards are made at the discretion of the Department of Economic Development (DED) to further the state's best interests. The application and guidelines can be accessed through the Nebraska Film Office Grant webpage or by contacting the program coordinator. This grant provides Virginia landowners who harvest timber with a tax credit for preserving streamside forest buffers, promoting water quality protection while incentivizing sustainable forestry practices.

Alaska State Council on the Arts, with support from Rasmuson Foundation, offers Access Grants of up to $1,000 to support short-term arts and cultural activities for grades K-12 at a school site during the school day. These grants aim to bring high-quality arts experiences to students and are part of the Cultural Collaborations program. Cultural Collaborations Grants The Cultural Collaborations and Arts Educator Fellowship Programs are made possible through support from the Rasmuson Foundation, administered by the Alaska State Council on the Arts. A school may apply for and receive an Arts Excursion grant, and a Project or Access Grant per school year. A school may also receive support for an Artists in Schools residency in the same school year, either as an individual school or through a district grant. Cultural Collaborations Project Grants Deadlines: June 1, for residency projects beginning no earlier than July 1; December 1 for residency projects starting no earlier than January 1. Cultural Collaborations Project Grants are matching awards of up to $6,000 in support of high-quality arts and cultural programs for youth that emphasize skill acquisition and direct participation in settings outside of the school day/year, in Alaska. Cultural Collaborations Project Grants are a program of the Alaska State Council on the Arts, with support from Rasmuson Foundation. Eligible projects/programs provide regularly scheduled sessions over an extended period of time. Nonprofit organizations, schools or school districts are eligible to apply. Cultural Collaborations Access Grant Guidelines and Application Word format PDF format Cultural Collaborations Access Grant Final Report Form Word format PDF format Arts Educator Fellowships Deadline: March 15 Rasmuson Foundation initiated the Arts Educator Fellowships to encourage the reconnection of artists who are teachers to the practice of their art; Arts Educator Fellowship are a program of the Alaska State Council on the Arts (ASCA), supported by funding from Rasmuson Foundation. The Arts Educator Fellowship program provides grants to certified, permanently-assigned, full and part-time K-12 teachers to immerse themselves in their own creative work, interact with professional artists, and stay current with new artistic practice. The Arts Educator Fellowship is meant to create opportunities for Alaska teachers to fill their own artistic wells. Eligible applicants may apply for up to $3,000 in support of Arts Educator Fellowship (AEF) activities, based on actual expenses.

County Agriculture and Farmland Protection Planning Grants in New York aim to support local efforts to sustain the economic viability of the state's agricultural industry and its land base, while also preserving the environment and landscape associated with agriculture. Eligible counties can receive grants of up to $50,000 or 50% of the planning costs (whichever is less) to develop a county agriculture and farmland protection plan. The county must contribute at least 20% in cash (with no more than 80% in in-kind services), and two counties can collaborate on an application. Counties with an established agricultural and farmland protection board that have not had an approved plan in the last ten years are eligible for funding.

Grants for Workforce Development Innovation Initiatives in the District of Columbia are available to support innovative solutions for residents to enter and sustain employment, ultimately contributing to the District's economy. The grant program encompasses various areas such as youth programs, initiatives for returning citizens and adults with barriers to employment, labor market research, workforce and federal programs, labor standards, unemployment insurance outreach, paid family leave support, and infrastructure job assistance. Service categories include work readiness, job readiness, occupational skills development, job placement assistance, research, and education/outreach efforts.

This program provides assistance to low-income households to improve energy efficiency in their homes, helping them reduce fuel costs and conserve energy through measures like insulation and weatherproofing.
