The Employment Development Department (EDD) Workforce Services Branch (WSB), announces the availability of $2.7 million of Wagner-Peyser 10  percent Governor's Discretionary funds through this Solicitation for Proposals (SFP) for the DHH grant opportunity for PY 24-25. This program provides deaf and hard of hearing individuals with enhanced services and training in select America’s Job Center of CaliforniaSM (AJCC) locations throughout California. The program will ensure effective communication and increased service opportunities for deaf and hard of hearing individuals by providing specialized counseling, interpretive services, job placement, follow-up services and advocacy, and specialized training to assist them in becoming job ready. Eligible applicants for DHH PY 24-25 SFP include public agencies or private non-profit organizations. Individuals are not eligible apply. Proposals must be received by 3 p.m. PT on May 22, 2024. This grant provides up to $750,000 in matching funds to public entities for the cleanup and restoration of local landfill sites, with the aim of protecting public health, safety, and the environment.

EBIP is intended to encourage adoption for low-income individuals of electric bicycles as a replacement for motor vehicle trips. Consistent with the goals of SB 375, EBIP would increase access to clean transportation options while offsetting vehicle miles traveled (VMT) by way of incentivizing electric bicycles (e-bikes). A portion of project funds would support the development and administration of a virtual bike safety class, so that consumers understand bicycle road safety. EBIP will provide incentives for eligible e-bikes to income-qualified consumers at the time of purchase, on a first-come, first-serve basis. Furthermore, EBIP will pilot an approach that aims to 1) help people replace car trips with e-bike trips, 2) increase access to electric bicycles, and 3) reduce GHG emissions. EBIP will be administered and implemented through a partnership between CARB and a Grantee, selected via this completive solicitation. The Department of Toxic Substances Control's (DTSC) Site Mitigation and Restoration Program Office of Brownfield manages the Equitable Community Revitalization Grant, which provides approximately $185 million in grants through a competitive process for investigations and cleanup of brownfields, in disadvantaged, vulnerable communities, to protect public health and provide opportunities for community revitalization.

This grant provides funding to agricultural landowners to implement projects that enhance wildlife habitats while supporting sustainable farming practices.

Grants are provide to acquire mountainous or natural community conservation lands in the Coachella Valley and its surrounding mountains, or in limited cases, to provide capital improvements on existing conservation lands.  Priority acquisitions are those that support the implementation of the Coachella Valley Multiple Species Habitat Conservation Plan.   Matching funds are preferred, but not required.

The Rancho Bernardo Community Foundation (RBCF) invites nonprofit organizations to submit grant applications for projects that will enhance the quality of life for those who live, work, and play in Rancho Bernardo. The foundation's purpose and vision are to improve the quality of life and meet emerging needs by increasing responsible and effective philanthropy, building a community endowment, providing annual funds to community organizations, and offering a vehicle for legacy planning. This directly aligns with their mission of fostering community well-being and long-term sustainability within Rancho Bernardo. The grant program targets nonprofit organizations, schools, or government agencies whose projects clearly address Rancho Bernardo-specific issues and needs, and enhance civic engagement, with a clear impact on local residents. The overall impact goal is to improve the quality of life for the community. Funding can be used to expand existing programs, replicate successful programs from other communities, or launch entirely new initiatives, emphasizing practicality and achievability within a 12-month timeframe. RBCF's grantmaking for its 36th year focuses on two key areas: Music and Community Enhancement. For music-related programs, RBCF will award between $1,500 and $5,000 from the RB Symphony on the Green Fund. For community enhancement projects, which aim to inspire community pride, revitalization, and increase the quality of life, grants will range from $1,500 to $10,000. These focus areas reflect the foundation's strategic priority to directly invest in specific sectors that contribute to a vibrant and thriving community. Expected outcomes include projects that demonstrate and/or foster collaboration with other successful entities, have a strategic impact with long-lasting benefits, are based on a proven track record, and target clearly defined, measurable results attainable within a reasonable timeframe. Sustainability is a key criterion, meaning projects should be replicable, repeatable, and/or scalable. The foundation's theory of change posits that by supporting well-managed programs that address unmet needs, foster collaboration, and demonstrate long-term viability, they can effectively contribute to the sustained improvement of the community's quality of life. They particularly seek projects that focus on problem areas, opportunities, or populations not currently funded or serviced by existing entities.

CMP In-Person Visitation grants provide funding for nursing homes to facilitate safer in-person visits through use of outdoor and indoor equipment such as tents, clear dividers, portable fans, and portable room air cleaners with high-efficiency particulate air (HEPA, H-13 or 14) filters in response to the COVID-19 pandemic. Replacement air filters are a prohibited expense under this program.  Facilities must attest they meet the requirements to purchase the materials and facilitate in-person visitation for residents. Facilities must be certified through the Centers of Medicare and Medicaid Services (CMS). Applicants may request up to a maximum of $3,000.00 per facility. This grant aims to fund innovative projects that increase demand flexibility in the Industrial, Agricultural, and Water (IAW) sectors, with the goal of reducing greenhouse gas emissions, enhancing grid stability, and developing new technologies and strategies for load shifting, in line with California's goal of achieving a 7,000 MW load shift by 2030.

This grant provides funding for innovative projects that enhance energy storage technologies to improve grid reliability and support California's transition to 100% clean energy.

Eligible Applicants: Local public agencies, 501(c)(3) nonprofit organizations qualified to do business in California, Public Utilities, Federally and non-federally recognized Native American tribes on the Native American Heritage Commission’s list, and Mutual water companies. Eligible Uses: Eligible projects include recycled water treatment; recycled water storage, distribution, and pumping; groundwater recharge; and indirect potable reuse. Ineligible Uses: Operation and maintenance costs.  Eligible Costs: All costs necessary to determine the feasibility of using recycled water and to select an alternative to offset or augment the use of fresh/potable water from state or local supplies may be eligible for the planning grant. This grant provides funding to nonprofit organizations and government agencies in California to create and expand service opportunities specifically for young men and boys, promoting their engagement in community service and personal development.

The Tobacco Grant Program, administered by the Office of the Attorney General, California Department of Justice, aims to foster a healthier California by curtailing illegal cigarette and tobacco sales and marketing to minors. This highly competitive program, enabled by Proposition 56, allocates funds to applicants with robust enforcement capabilities. Funded agencies will focus on enforcing tobacco-related laws, conducting retailer and online inspections, and enhancing local coordination and education efforts.

The purpose of this solicitation is to fund demonstrations of community-based virtual power plant (VPP) approaches and demonstrations of innovative energy management systems (EMS) in commercial buildings with the goal of increasing demand flexibility. Demand flexibility refers to comprehensive programs and strategies that align electricity consumption with dynamic grid conditions. These can include both event-based demand response (DR) and load shifting strategies. Accelerating demand flexibility is a key strategy for California to reduce greenhouse gas emissions and meet the state’s climate and clean energy goals reliably and affordably.    VPPs are portfolios of distributed energy resources (DERs) such as smart thermostats, rooftop solar photovoltaics, electric vehicles (EVs), batteries, and smart water heaters that are actively controlled by software to benefit the power system, consumers, and the environment. While these resources have the potential to meet grid needs as reliably as conventional alternatives such as gas-fired generators, their advantages extend further, offering greater affordability and substantial decarbonization benefits.[3] However, research and development of both technologies and business models is needed to fully capitalize on and understand VPPs’ potential, especially the systems that feature predictive controls and require minimal consumer engagement. The examples of predictive controls relevant to this research include, but are not limited to, the use of artificial intelligence or model predictive controls for EV load shifting or building pre-cooling applications.   Projects will be funded in two groups. Group 1: Virtual Power Plants: Demonstrations that showcase community-based demand flexibility programs as a long-term (10 or more years) grid resource. Project teams must partner with local governments or non-profits to facilitate customer participation and smart device installations. Projects must evaluate the benefits and cost-effectiveness of community-based VPP approaches that use state-of-the-art DER management software (DERMS).   ·       Group 2: Commercial Building Energy Management in Low-Income or Disadvantaged Communities: Demonstrations of innovative EMS in commercial buildings focused on specific characteristics such as interoperability and adherence to open-source standards. Demonstrations require participation in electric investor-owned utility (IOU) or third-party DR programs and partnerships with device and original equipment manufacturers (OEMs). These projects must showcase the latest advancements in energy management in the commercial sector and ensure technology adaptability, efficiency, and collaboration within the broader energy landscape.       

This funding furthers the purposes of the Conservancy’s mission, enabling legislation Public Resources Code, Division 22.9, Sections 32630 et al. (“the San Diego River Conservancy Act”), the Conservancy’s Strategic Plan Update 2018-2023, and other state approved priorities and plans.
