The City of Bakersfield is announcing competitive grants for property and/or business owners along five Downtown business district corridors: 18th, 19th streets and Wall Street Alley between F and Q streets, H Street and Chester Avenue between 24th Street and Truxtun Avenue. Funding Information The City anticipates awarding funds to 4-6 projects. Any awarded funding $100,000 and over will require a 10% match in private investment and a public hearing before the City Council. For example, if an applicant is awarded a grant for $150,000 in eligible improvements, the applicant is required to match $15,000 (10% of $150,000). In this example, a business or property owner can realize a total of $165,000 in improvements with a $15,000 investment. Private investment may exceed the matching grant portion of the project if, for example, interior improvements are included in the scope of work even though they are not eligible for the grant. Project Period ARPA funds must be obligated by December 31, 2024, and expended by December 31, 2026. Eligible Applicants Small Business – has no more than 500 employees or, if applicable, the size standard in number of employees established by the Administrator of the Small Business Administration for the industry in which the business concern or organization operates; and (2) Is a small business concern as defined in section 3 of the Small Business Act (15 U.S.C. 632). Non-profit – a tax-exempt organization under Section 501(c)(3) of the U.S. Internal Revenue Code. Impacted Industry – an industry or businesses within an “impacted” industry that experienced a negative economic impact during the pandemic including tourism, travel, and hospitality. If the industry is outside of travel, tourism or hospitality sectors, the industry is impacted if: 1) The industry experienced at least 8 percent employment loss from pre-pandemic levels, or 2) The industry is experiencing comparable or worse economic impacts as the tourism, travel and hospitality industries as of the date the ARPA Final Rule (published 12/6/2022). Eligibility Criteria Eligible Businesses: The business must be listed on the Legacy Business Registry The business must be a for-profit business located within Los Angeles city limits. Must be operating from a commercial, industrial, or manufacturing location and have a valid commercial lease (home-based businesses are not eligible) Annual revenue cannot exceed $3 million. If applicable, the business must be in good standing with the Secretary of State. The business must have an active Business Tax Registration Certificate (BTRC) with the City of Los Angeles that is current and in good standing. The business must demonstrate that the grant funds will be used for recovery from the COVID-19 pandemic. The business must disclose whether they have received funding from other federal, state, or local sources (including PPP and EIDL). This grant provides funding to community groups in San José for projects that enhance neighborhood beauty, improve quality of life, and foster community engagement.

The program prioritizes Projects that benefit vulnerable and LMI populations as well as those located inside the Most Impacted and Distressed area (MID) or documented to impact the MID. Per the grant requirements program funds must benefit the MID and 50 percent of the program funds are required to benefit LMI persons. Additionally, for CDBG-MIT funds to be used as the non-federal cost share local match, the Project must be a HUD eligible activity and must meet a HUD national objective, per CDBG-MIT rules and regulations. Similarly, the Project must fully comply with all applicable federal rules and regulations, to include Davis Bacon and related acts, Section 3, Section 504, procurement, environmental review, and all other CDBG-MIT, cross-cutting, state and local applicable statutes, rules, and regulations. Jurisdictions within the MID that do not meet the allocation requirements are still eligible to submit Projects towards a 20 percent set aside. Applicants will then be required to submit Project applications which will be reviewed against eligibility thresholds to ensure they meet program requirements. The Level Up LB: Extreme Small Business Makeover and Grant Program aims to propel small businesses towards success and sustainability. This initiative offers entrepreneurs a unique opportunity to connect with essential support resources and participate in a 12-week series of comprehensive workshops aimed at crafting new business and marketing plans. Upon completion of the program, participants become eligible to apply for $10k grants, empowering them to expand their business capacity and enhance resilience. 25 businesses will be selected to participate in this program and receive grant awards upon completion. 10 additional businesses will be selected to participate in the workshop series only, and may be eligible for grant awards if funds become available. The United States Department of Energy’s (DOE) Energy Efficiency and Conservation Block Grant (EECBG) program was originally created by the Federal Energy Independence and Security Act of 2007 and expanded under the American Recovery and Reinvestment Act of 2009 (ARRA). New funding wBIL as allocated to the program in 2021 under the Infrastructure Investment and Jobs Act (IIJA) with the broad goals to reduce carbon emissions and energy use, improve energy efficiency, and increase community investment and local workforce development. IIJA funding made available in 2021 under the EECBG (2021 EECBG) allocated funds directly to state and certain local jurisdictions that met program criteria, with approximately $4.5 million allocated to the State. Of the funds allocated to the State, $4,070,070 are available for the LGBDC.
