California Energy Grants

This solicitation has two purposes: 1) make $1,050,000 available to California Native American tribes for clean energy future planning as well as to better enable their participation in statewide clean energy and energy infrastructure planning activities and 2) make $500,000 available to local government entities to develop new or updated land use planning documents that support and advance the development of clean energy in their jurisdiction.

This funding opportunity provides financial support to California organizations that have received federal clean energy grants, helping them cover the required cost share to access additional federal funding.

This solicitation will target technologies that have the potential to demonstrate cost-effectiveness and scalable to multiple industrial facilities with potential to increase confidence for adoption.

The 2024 Dairy Digester Research and Development Program (DDRDP) and Alternative Manure Management Program (AMMP) offer grants, funded by the California State Budget, to support projects that reduce methane emissions from dairy and livestock operations in California, with a focus on funding new projects and those that have successfully implemented AMMP projects in the past.

The purpose of this solicitation is to fund applied research to increase California’s hydropower generation through precipitation enhancement (cloud seeding). Research funded by this solicitation will foster cost-effective, robust approaches to manage anticipated needs for zero-carbon, fast-ramping resources in the context of a rapidly evolving energy system and climate change.; The proposed research contributes to implementation of the Electric Program Investment Charge (EPIC) 2021-2025 Investment Plan and responds to the strategic objective: “Inform California's Transition to an Equitable, Zero-Carbon Energy System that is Climate-Resilient and Meets Environmental Goals” (Chapter 7). Specifically, this solicitation supports the topic 44 within the Climate Resilience Initiative: “Integrating Climate Resilience in Electricity System Planning.” Hydroelectric power is an important source of zero-carbon, dispatchable power in California. It is a critical element of the state’s electricity system and in-state generation, providing peaking reserve, spinning reserve, and load following capacity, as well as transmission line support (Somani, et al., 2021). The percentage of the state’s electricity supplied by hydropower varies, as hydropower resources are strongly dependent on magnitude and timing of snowmelt runoff and rainfall. Between 2012 and 2021, hydropower (including in-state generation and imports) provided an average of 9 percent of California’s total energy mix (California Energy Commission 2022). As the state continues to contend with drought and other climate-driven impacts on water and hydropower resource availability, as well as develop more sustainable water management practices (California Water Action Plan, 2014), the proposed research will support opportunities for increasing and sustaining hydropower generation. Specifically, the research will contribute to more effective precipitation enhancement (cloud seeding) strategies.

This funding opportunity provides financial support to tribal governments, nonprofits, and educational institutions for solar energy projects that enhance energy independence and benefit low-to-moderate income communities.

The California Fire Foundation supports projects that actively address wildfire preparedness and/or prevention needs, which protect and enhance the public’s safety or the safety of California’s firefighters and other first responders. Grant Period Projects are typically expected to be completed within 12 months of receiving funds, if awarded. Eligibility Criteria  Applicant must be a California-based fire department, firefighter association or a nonprofit organization. Other groups may apply when doing so in collaboration with one of the three above-referenced entities, including fiscal agents; Fire departments serving and firefighter associations representing the same community, or whose personnel/members serve the same geographic region, are eligible to individually apply for funding; Project must benefit communities in California, with priority given to disinvested communities and historically marginalized populations located in high-threat areas; Requested amount should not exceed $25,000 (requests outside of this range will be considered on an as-needed basis); CFF does not require matching funds; and Funding decisions are generally communicated several weeks after the application window closes. The Northgate Boulevard Storefront Improvement (NBSI) Grant Program provides small business owners to complete exterior improvements such as new paint, signage, lighting, windows, doors, or awnings. The Equitable Building Decarbonization (EBD) Direct Install Program aims to distribute funds across Northern, Central, and Southern California to improve energy efficiency in low-income households. This involves installing electric appliances and related upgrades in single-family, multifamily, and manufactured homes within underresourced communities. The program emphasizes collaboration with community-based organizations to ensure culturally appropriate outreach and education. Applicants must exhibit expertise in residential building decarbonization.

The Employment Development Department (EDD), in coordination with the California Labor and Workforce Development Agency (LWDA), announces the availability of up to $1 million in California State General Funds for the Evaluation and Technical Assistance (ETA) for the Displaced Oil and Gas Worker Fund (DOGWF). The DOGWF ETA PY 23-24 awardee will be responsible for providing evaluation and technical assistance for DOGWF PY 23-24 program awardees as they pioneer initiatives that guide displaced oil and gas workers into new jobs and career trajectories by extending beyond singular sectors, committed to securing stable, well-compensated, and gratifying roles for these workers across diverse industries. The DOGWF ETA PY 23-24 grant aims to enhance the effectiveness and sustainability of DOGWF projects. The initiative seeks to fund an organization with expertise in assessing program and operational capacity, facilitating Communities of Practice (CoPs), conducting a developmental evaluation for continuous learning and improvement, and addressing the needs of displaced workers impacted by energy sector shifts for future policy and program planning. In addition, the ETA awardee will support program grantees with developing and implementing strategies for partnership development, participant assessment, skills transfer, career navigation, administering training stipends, providing wrap-around support, identifying relevant career pathways and training programs, and guidance on participant tracking and performance outcomes reporting. Applicants for the DOGWF ETA must be organizations with the capacity, relationships, and expertise to deliver ETA to grantees across the state. Proposals from non-profit or for-profit consulting, technical assistance, evaluation, capacity-building organizations, labor organizations, community colleges, adult education providers, workforce boards, and education and training providers will be accepted. n recent years, California has experienced increased electrical system outages caused by climate-related events such as increased wildfires, heat waves, and storms, or through public safety power shutoffs (PSPS). These events, as well as aging infrastructure, threaten grid reliability, public health and safety, economic prosperity, communities, and ecosystems. They also pose disproportionate consequences for the most vulnerable populations in both rural and urban areas. The intent of this solicitation is to invest in projects that increase the electric reliability and resiliency of communities in California by reducing outage frequency, duration, magnitude, and associated community impacts, while bolstering California’s workforce and promoting equity. The CERRI Program is designed to prioritize projects that will generate the greatest community benefit by reducing the likelihood and consequences of electrical system outages. As such, projects that are close to shovel-ready, have initiated the environmental review process, or leverage otherwise stranded assets or existing infrastructure will be scored favorably based on criteria listed in Section IV.F. The objectives are oriented around four main themes outlined below. These themes are not listed in rank order. Energy reliability and resilience: Reduce the frequency, duration, and magnitude of power outages and strengthen communities’ ability to function during power outages by providing day-to-day and emergency services for its constituents.Community Benefits: Ensure that the benefits of clean, safe, affordable, and reliable energy are shared by all, particularly communities with critical energy reliability and resilience needs.Advancement of Energy and Climate Goals: Support California’s energy modernization and climate goals.Workforce Development and Labor: Create high-quality jobs with strong labor standards and protections that attract and train a skilled workforce for lasting careers in the clean energy industry.

The goal of the Façade Improvement Grant Program (FIGP) is to be a catalyst for improving the exterior of business-use properties that result in quality improvements and enhancements that benefit the business and the City. The improvements must enhance the appearance of the property and the environment in which the property is located. The FIGP has been established as a one-time program to provide grant funding for business owners and/or property owners of retail, commercial, industrial and office properties in the focus area to complete exterior improvements to business-use properties. The grant is not intended for new “ground up construction” but for improvement of existing large scale commercial buildings and the property around them. Funding Information The City anticipates awarding funds to 4-6 projects. Any awarded funding $100,000 and over will require a 10% match in private investment and a public hearing before the City Council. For example, if an applicant is awarded a grant for $150,000 in eligible improvements, the applicant is required to match $15,000 (10% of $150,000). In this example, a business or property owner can realize a total of $165,000 in improvements with a $15,000 investment. Private investment may exceed the matching grant portion of the project if, for example, interior improvements are included in the scope of work even though they are not eligible for the grant.  Purchase of the materials and services shall be funded in whole or in part by a grant from the U.S. Treasury and as such the recipient shall be required to abide by certain Federal provisions and requirements. The procurement regulations and guidelines require that all agreements with sub-recipients for projects using these funds adhere to all applicable requirements relating but not limited to non-discrimination, equal employment opportunity, training and business opportunity, and non-segregated facilities. Eligible Activities  The purpose of the FIGP is for significant and impactful façade improvements and renovations that includes improvements or renovations of existing buildings. For example, a cumulative number of eligible activities that may include a combination of several of the following: structural façade improvements, paint, awnings, signs, addition of architectural detail to façade, façade tile or stone accents, decorative entry walkway area, outside dining with decorative features, irrigated landscape/flower planters or pots, outside decorative lighting, and/or new windows. Eligible Applicants  Small Business – has no more than 500 employees or, if applicable, the size standard in number of employees established by the Administrator of the Small Business Administration for the industry in which the business concern or organization operates; and (2) Is a small business concern as defined in section 3 of the Small Business Act (15 U.S.C. 632). Non-profit – a tax-exempt organization under Section 501(c)(3) of the U.S. Internal Revenue Code.  Impacted Industry – an industry or businesses within an “impacted” industry that experienced a negative economic impact during the pandemic including tourism, travel, and hospitality. If the industry is outside of travel, tourism or hospitality sectors, the industry is impacted if: 1) The industry experienced at least 8 percent employment loss from pre-pandemic levels, or 2) The industry is experiencing comparable or worse economic impacts as the tourism, travel and hospitality industries as of the date the ARPA Final Rule (published 12/6/2022).

Carbon Removal Innovation Support Program (CRISP) This program was created under Assembly Bill (AB) 209 (The Energy and Climate Change budget bill, Chapter 251, Section 13, Chapter 7.8, Article 1, enacted in September 2022). The purpose is to implement advanced technologies for direct  air capture of atmospheric carbon.   Program and Funding Areas Eligible projects include, but not limited to, technology research, development and demonstrations and prototype and pilot research test centers to remove atmospheric carbon. Ineligible projects do not include a project to benefit petroleum or gas production, processing or refining through enhanced oil or gas recovery. 

This program provides financial assistance to low-income homeowners in Garden Grove for minor home repairs, helping them improve safety and accessibility in their residences.

The California Department of Food and Agriculture is offering a grant of over $1 million for the implementation of dairy digesters on California dairy farms, aiming to reduce greenhouse gas emissions by converting methane into renewable energy, with a focus on projects that use at least 80% dairy livestock manure as feedstock.

This grant provides funding to non-profit arts organizations and individual artists to create and present cultural programs in Ojai and the surrounding valley, fostering artistic excellence and community engagement.
