California Housing Grants

Since 2022, Cal ICH has partnered with California Federally Recognized Tribes and stakeholders to develop the Tribal HHAP Program. In 2024, Cal ICH is continuing and expanding our partnerships with Tribes and stakeholders in strengthening the Tribal HHAP program. Through the integration of feedback from the community’s served, Cal ICH’s goal is to continue culturally responsive programming designed to meet the needs of tribal communities, with funding accessible to all California Federally Recognized Tribes in need.Tribal HHAP is a tribal allocation set-aside from the Homeless Housing Assistance and Prevention (HHAP) program, built specifically for and with California Federally Recognized Tribes.

Projects should address one or more of the following Creative Youth Development program goals: Provide social-emotional creative experiences in safe, healthy and appropriate learning environments. Foster creative abilities of youth through culturally and linguistically responsive arts learning. Support arts programs that seek to activate youth voices, narratives, and perspectives. Utilize cultural assets of the local community to support positive self-identification and respect for diverse cultures. Empower youth through the preservation, revitalization, and/or reclamation of cultural practices. Cultivate the development of transferable life skills such as critical thinking, problem-solving, leadership, and collaboration.

Award Details: The program aims to provide funding to eligible Local Governments in California for housing-related projects and programs that address the unmet housing needs of their communities. Eligible activities include the predevelopment, development, acquisition, rehabilitation, and preservation of affordable rental housing for extremely low-, very low-, low-, or moderate-income households. It also covers the development of affordable rental and ownership housing, including Accessory Dwelling Units (ADUs), for the growing workforce earning up to 120 percent of Area Median Income (AMI) or 150 percent of AMI in High-cost areas. The program also supports matching funds for Local or Regional Housing Trust Funds and the Low- and Moderate-Income Housing Asset Fund. Additionally, it provides funding for services connected to the creation of new Permanent supportive housing, assistance for individuals experiencing or at risk of homelessness, accessibility modifications in lower-income owner-occupied housing, efforts to acquire and rehabilitate foreclosed or vacant homes and apartments, homeownership opportunities, and fiscal incentives for Affordable housing projects. Eligibility: Eligible applicants include Entitlement Local Governments, Non-Entitlement Local Governments, and Local or Regional Housing Trust Funds delegated by the Local Government. The Proposition 47 Request for Proposals (RFP), announced by the Board of State and Community Corrections (BSCC), aims to provide approximately $152 million in grant funding over a period from October 1, 2024, through June 30, 2028. This program aligns with the BSCC's mission to enhance public safety and criminal justice in California by focusing on rehabilitation and community-based solutions, rather than solely incarceration. The grant is designed to support mental health services, substance use disorder treatment, and diversion programs for individuals within the criminal justice system. The primary beneficiaries of this grant are people in the criminal justice system in California who require mental health services, substance use disorder treatment, and/or diversion programs. Eligible applicants are public agencies located within the State of California, including counties, cities, Indian reservations or Rancherias, school districts, municipal corporations, and various other public entities. The overarching impact goal is to reduce recidivism, improve public health outcomes, and foster safer communities by addressing the root causes of criminal behavior. The program prioritizes the provision of mental health services, substance use disorder treatment, and diversion programs. Additionally, applicants are strongly encouraged to offer supplemental housing-related services and other community-based supportive services. These supportive services include job skills training, case management, and civil legal services, which are critical for successful reintegration into society and long-term stability. The grant structure includes two categories: a Small Scope Category, offering up to $2 million per project with $60.8 million available in total, and a Large Scope Category, providing between $2 million and $8 million per project, with $91.2 million in total funds available. The expected outcomes include a measurable increase in access to mental health and substance use disorder treatment, a reduction in the number of individuals entering or re-entering the criminal justice system, and improved rates of employment and stable housing for program participants. The BSCC's strategic priorities, reflected in this RFP, emphasize evidence-based practices and community-driven solutions. The underlying theory of change posits that by investing in comprehensive services that address the social and economic determinants of criminal behavior, individuals can achieve sustained recovery and successful community reintegration, thereby leading to a more just and equitable society.

The California Public Utilities Commission will give preference to programs and projects in communities with demonstrated low broadband access, including low-income communities, senior citizen communities, and communities facing socioeconomic barriers to broadband adoption. Eligible Projects: Digital Literacy Projects- Digital inclusion projects may include digital literacy training programs and public education to communities with limited broadband adoption, including low-income communities, senior citizen communities, and communities facing socioeconomic barriers to broadband adoption. Broadband Access Projects- may include those that provide free broadband access in community training rooms or other public spaces, such as local government centers, senior citizen centers, schools, public libraries, nonprofit organizations, and community-based organizations. It can also include funding community outreach, such as analysis, comparison of Internet plans with the community, and call centers that will increase broadband access and adoption.

This funding is available to the City of Diamond Bar for community development projects that benefit low to moderate-income residents through housing, public improvements, and economic opportunities.

This funding provides financial support to build free broadband networks for low-income communities, including public housing and mobile home parks, ensuring residents have access to high-quality internet service.

This funding opportunity provides financial support to federally recognized California tribes to address issues related to missing and murdered Indigenous people through various prevention and intervention initiatives.

The project sites eligible for the grant must be located on 'farm and ranch' property, encompassing both private and public land, where the owner is not held responsible for the illegal disposal. The definition of 'farm and ranch' property can be found in the Eligible Geographies section below. Grantees are given approximately two years to complete the project(s). The sites should be fully remediated (cleaned up) using grant funds, or a combination of grant funds and in-kind contributions in terms of funds or services. The funding covers various costs, including Administrative, Recycling/Disposal (tires), Equipment, Material, and Personnel expenses. If necessary, measures for abatement and prevention, such as site security and public education/outreach efforts, should also be addressed. The program encourages innovative approaches. The application typically includes several items for each project/site, such as Budget, Land Use/Zoning Designation, photos, Property Affidavit, Site Characterization, map, Work Plan, and Resolution. The Resolution is carried out through the governing body of the applicant (additional information is available). It is possible to include multiple projects/sites within a single application.

This program provides emergency housing support to artists in Alameda County facing eviction or severe rent increases, prioritizing those from historically marginalized communities.

This funding program supports nonprofit organizations that provide essential services and improve the quality of life for residents of Palm Desert, particularly focusing on underserved populations.

The purpose of the Program is to fund CASA Programs in California to provide more children in foster care with a CASA volunteer who will advocate for the services and support needed by children who have experienced abuse and neglect.

The City of Palo Alto is currently inviting applications for its Emerging Needs Fund (ENF), designed to support nonprofit organizations aiding Palo Alto residents through unexpected or urgent funding requirements. This initiative focuses on alleviating emergency, critical, or emerging human service needs. Priority is given based on the severity of the need, with a portion of funds reserved specifically for emergency situations. Eligible needs range from unforeseen events disrupting essential services to the development or expansion of programs enhancing the quality of life for vulnerable populations. Funding decisions are made based on the immediate need, and organizations may not receive funds more than once within a two-year timeframe. Application deadlines vary with the type of need addressed.

Grantees will be asked to focus on prevention and early intervention efforts with the end goal of increasing access to mental health services for veterans and their families.  Proposals funded under CVHI must be inclusive, equitable, and available to all veterans regardless of age, period of service, type of service, discharge status, or disability rating. Applicants must be able to meet the eligibility requirements of California Military and Veterans Code Section 881 to be considered for funding, and proposals must aim to expand the state’s capacity to provide mental health support to veterans and to fill gaps in mental health services. Applicants are required to select the program areas they are proposing and provide a description of the proposed activities and how the proposed activities would increase mental health access for California veterans. This NOFA allows for flexibility in program design to fit the specific needs of veterans and their families across the state, Outreach, Peer Support, Case Management, Outpatient Clinical Treatment, and Innovative Approaches will be eligible for funding and are further defined in the NOFA. The Grantee staff and leadership will be expected to maintain significant engagement with CalVet for monthly check-ins, operations assistance, reporting, and evaluation. Applicants are encouraged to ensure they are budgeting for appropriate levels of staff, time for data collection and reporting, time spent in CVHI meetings and trainings, and appropriate facility requirements (office space, group space, hardware and software equipment, supplies, overhead). Through an Application process responsive to the NOFA, awarded Grantees will provide clear and convincing evidence of adequate personnel, facility, and organizational capacity to effectively carry out their proposed project. The successful Applicant will describe how they meet minimum qualifications, including their breadth of experience working with Veterans, with special emphasis on treating veterans with mental health concerns.
