California Income Security and Social Services Grants

This funding opportunity provides financial support to certified Skilled Nursing Facilities to acquire equipment that facilitates safe in-person visits for residents during the COVID-19 pandemic.

This funding program provides financial support to counties and their partners to develop proactive solutions for drinking water issues affecting households served by small and domestic wells, particularly in response to drought and contamination challenges.

On November 6, 2018, California voters passed Proposition 4, the Children's Hospital Bond Act of 2018. The purpose of the program is to improve the health and welfare of California’s critically ill children, by providing a stable and ready source of funds for capital improvement projects for eligible hospitals. The California Health Facilities Financing Authority (CHFFA) is responsible for administering the program. Language in Proposition 4 identifies 13 children’s hospitals in California (referred to as “Children’s Hospitals”) as eligible for $1.35 billion in funding. The 13 Children's Hospitals designated by statute are the same as the 13 hospitals that received grants under the first two Children’s Hospital Programs also administered by CHFFA and enacted by Proposition 61 in 2004 and Proposition 3 in 2008. The 13 Children’s Hospitals consist of eight private nonprofit Children’s Hospitals and five University of California Children’s Hospitals. Grant awards for each private nonprofit Children’s Hospital was limited to $135 million, less costs of issuance and administrative costs. Grant awards for each University of California Children’s Hospital was limited to $54 million, less costs of issuance and administrative costs. Costs of issuance are $0.75 per $1,000 of the authorized grant award and administrative costs are $10.00 per $1,000 of the authorized grant award. Applications are accepted on an ongoing basis until June 30, 2033 and are due the first business day of each month, except October and November, and will be presented to the Authority the following month. For the month of October, Applications are due on October 7. Applications received on October 7 will be presented for Authority consideration at a regularly scheduled meeting in December or January. Applications are not accepted in November. Applications shall be submitted in duplicate to the Authority. Each Children’s Hospital may apply more than once. WCSP provides scholarships to students in associate or bachelor’s degree programs that qualify them for WellnessCoach Certification through the education pathway in exchange for a 12-month service obligation providing CWC services in California. Eligible applicants may receive up to $35,000. The purpose of this program is to increase the number of CWCs providing direct services in California. The Wellness Coach profession is a new, certified position to increase our state’s overall capacity to support the growing behavioral health needs of our youth. It is designed to help build a larger and more diverse and representative behavioral health workforce in California that hasthe training and supervision needed to engage directly with young people where they live, study and work. Wellness Coaches will offer non-clinical services that support children and youth behavioral health and well-being. Services include wellness promotion and education, screening, care coordination, individual and group support, and crisis referral. The model will supplement and support existing behavioral health roles, fill gaps in the current behavioral health workforce, and create a larger and more diverse workforce with whom youth can connect.

The California Public Utilities Commission will give preference to programs and projects in communities with demonstrated low broadband access, including low-income communities, senior citizen communities, and communities facing socioeconomic barriers to broadband adoption. Eligible Projects: Digital Literacy Projects- Digital inclusion projects may include digital literacy training programs and public education to communities with limited broadband adoption, including low-income communities, senior citizen communities, and communities facing socioeconomic barriers to broadband adoption. Broadband Access Projects- may include those that provide free broadband access in community training rooms or other public spaces, such as local government centers, senior citizen centers, schools, public libraries, nonprofit organizations, and community-based organizations. It can also include funding community outreach, such as analysis, comparison of Internet plans with the community, and call centers that will increase broadband access and adoption.

The CASF Broadband Public Housing Account provides grants and loans to build broadband networks offering free broadband service for residents of low-income communities including, but not limited to, publicly supported housing developments, farmworker housing, and other housing developments or mobile home parks with low-income residents that do not have access to any broadband service provider that offers free broadband service that meets or exceeds state standards for the residents of the low-income community. The allocated funding for the Broadband Public Housing Account is $15 million for fiscal year 2022-2023.  The Broadband Public Housing Account will finance up to 100 percent of the costs to install inside wiring and broadband network equipment.

The Conservancy may fund activities within or benefitting the Delta and Suisun Marsh as defined in Public Resources Code section 85058 (a map can be found at this link: https://www.deltacouncil.ca.gov/pdf/delta-plan/figure-1-1-delta-boundaries.pdf). The Conservancy may fund an action outside the Delta and Suisun Marsh if the Board makes all the findings described in the Sacramento-San Joaquin Delta Reform Act of 2009 (CWC, div. 35, §§ 85000 – 85350). The Conservancy will fund planning projects, which include pilot projects. Allowable activities for planning projects include, but are not limited to, project scoping (partnership development, outreach to impacted parties, stakeholder coordination, negotiation of site access or land tenure); planning and design (engineering design, identifying appropriate best management practices); and environmental compliance (permitting, California Environmental Quality Act (CEQA) activities, Delta Plan consistency). The Conservancy will fund implementation projects, which include acquisition projects. Implementation projects are specific, on-the-ground projects that result in the construction, improvement, or acquisition of a capital asset that will be maintained for a minimum of 15 years. Implementation projects are "shovel-ready" projects. Applicants must submit a concept proposal, as found on the Conservancy’s website, before submitting a full proposal. Partnerships are encouraged but not required. There are no limitations on number of submissions by organizations. Applications are received via email for concept proposals and by uploading files to a designated site for full proposals. Awards are announced at a Board Meeting and applicants are informed with a letter.

The Behavioral Health Scholarship Program (BHSP) makes awards to eligible applicants currently accepted or enrolled in an accredited academic or certificate program that prepares them to become one of the eligible professionals under this program for a scholarship of up to $25,000 in exchange for a 12-month service obligation practicing and providing direct patient care in an underserved community in California.

This funding furthers the purposes of the Conservancy’s mission, enabling legislation Public Resources Code, Division 22.9, Sections 32630 et al. (“the San Diego River Conservancy Act”), the Conservancy’s Strategic Plan Update 2018-2023, and other state approved priorities and plans.

The Golden State Social Opportunities Program (GSSOP) makes awards to eligible applicants currently enrolled in a graduate program from a University of California or California State University campus or a nonprofit independent institution of higher education that prepares them to become a Licensed Clinical Social Worker, Licensed Marriage and Family Therapist, Licensed Professional Clinical Counselor, or a Licensed Clinical Psychology (PhD or PsyD) for a scholarship of up to $25,000 per year for a total of up to $50,000 in exchange for a 24-month service obligation practicing and providing direct patient care in a community-based organization.

The Employment Development Department (EDD) Workforce Services Branch (WSB), announces the availability of $2.7 million of Wagner-Peyser 10  percent Governor's Discretionary funds through this Solicitation for Proposals (SFP) for the DHH grant opportunity for PY 24-25. This program provides deaf and hard of hearing individuals with enhanced services and training in select America’s Job Center of CaliforniaSM (AJCC) locations throughout California. The program will ensure effective communication and increased service opportunities for deaf and hard of hearing individuals by providing specialized counseling, interpretive services, job placement, follow-up services and advocacy, and specialized training to assist them in becoming job ready. Assembly Bill (AB) 716 established the California Cultural and Historical Endowment (CCHE) in 2002. Funds for the CCHE came from Proposition 40, the California Clean Water, Clean Air, Safe Neighborhood Parks, and Coastal Protection Act of 2002. $122 million in grants were distributed competitively for the acquisition, restoration, preservation, and interpretation of historical and cultural resources. In 2013, AB 482 (Atkins) authorized the creation of a specified competitive grant program administered by CCHE to support small capital projects in museums. On September 23, 2018, Senate Bill (SB) 1493 was approved and expanded the museum grant program’s project focus to include exhibits, educational programs, outreach programs, public programs, curriculum, marketing, and collections care in museums. The Budget Act of 2020 (SB 74) states that the California Natural Resources Agency shall prioritize the funds for museums severely affected by COVID-19 and that serve historically underserved communities and/or students subject to Title 1 of the Federal Elementary and Secondary Education Act. The Budget Act of 2021(AB 128) appropriated $50 million for museum grants and directed the California Natural Resources Agency to continue prioritizing the funding for museums severely affected by COVID-19 and that serve historically underserved communities or students subject to Title 1 of the Federal Elementary and SecondaryEducation Act. On September 13, 2022, SB 963 amended the Museum Grant Program’s 20-year-old statutes to reflect the state’s evolving priorities.

Wagner-Peyser 10 percent Governor's Discretionary funds for Campesino de California Outreach Grant-Radio Media (CCOG-RM) Program Year 2024-25 (PY 24-25) available through this Solicitation for Proposals (SFP). The EDD anticipates funding one organization for the CCOG-RM PY 24-25 grant opportunity.  The purpose of the program is to create and broadcast 24 semi-monthly, 30-minute hosted radio talk show programs in Spanish and recorded in video format media. Additionally, the awardee must create complementing media posts to publish on its website and use social media outlets to publicize the radio talk show videos and communicate additional information as necessary.
