Expected outcomes include increased access to in-home personal care, education on maintaining community living, psychological, economic, or functional assistance, greater awareness of and equitable access to resources, improved supportive services and care coordination, reduced social isolation, affordable transportation options, and assistance with home modifications. Notice of Funding Opportunity Summary This Notice of Funding Opportunity (NFO) is being released prior to appropriation and/or apportionment of funds for fiscal year 2024. Enactment of additional continuing resolutions or an appropriations act may affect the availability or level of funding for this program. The Natural Resources Conservation Service (NRCS), an agency under the United States Department of Agriculture (USDA), is announcing the potential availability of funding for agreements for the purpose of leveraging NRCS resources, addressing local natural resource issues, encouraging collaboration and developing state-and-community-level conservation leadership. A Need to Close the Opportunity Gaps Our economic system doesn’t work for everyone. It widens income and opportunity gaps, restrains economic mobility, and traps people and communities in a cycle of poverty and injustice. A disproportionate number of Native Americans, people of color, refugees, immigrants, and rural Americans are living in crisis—or just a paycheck away from it. Nationally, six in 10 families of color don’t have the cash on hand to cover basic expenses—like rent, medical emergencies, or the need to fix a car—for three months.

The Iowa Community Cultural Grant program helps cities, county governments, tribal councils, and nonprofit, tax-exempt organizations support the development of community programs that provide jobs for local Iowans while promoting Iowa’s cultural, ethnic, and historical heritages through festivals, music, drama, cultural programs, and tourism projects. Second, a significant focus is placed on partnering with Iowa State University (ISU) Extension and Outreach for their Rural Housing Readiness Assessment workshops. These workshops are integral to helping communities assess their current housing landscape and identify areas for improvement. The grant funds are specifically designed to support housing assessment data collection, participation in these workshops, and the subsequent implementation of workshop outcomes within the contract period. Expected outcomes include the completion of housing assessment reports, successful participation in the ISU Extension and Outreach Rural Housing Assessment Readiness Workshop, and the implementation of policy and procedural changes that attract developers. Measurable results will be tied to the completion of these deliverables and the demonstrable progress made in adjusting local regulations to be more conducive to housing development. Grant recipients can be awarded up to $20,000, with a funding period for all project activities and incurred expenses spanning from October 1, 2024, to June 30, 2026. The program also requires a $5,000 cash match for each city or full county partnering on an application, ensuring local commitment and investment.

The program aims to increase the ability of these farmers to implement practices that mitigate nutrient pollution and reduce the impact of frequent flooding, leading to improved water quality and land management. The grant prioritizes projects that directly address nutrient pollution and flooding. The expected outcomes include a reduction in nutrient runoff into waterways and enhanced flood resilience within historically underserved farm communities. Measurable results would involve tracking the number of projects funded, the types of conservation practices implemented, and the environmental improvements achieved in the targeted areas. The theory of change suggests that by providing financial resources and support to underserved farmers, the program will lead to widespread adoption of environmentally beneficial farming practices. Projects funded through this grant can receive up to $250,000, with $700,000 currently remaining for subawards. Eligibility for subawards extends to a broad range of entities, including conservation districts, institutions of higher learning, local or state government entities (such as Watershed Management Authorities), NGOs and nonprofits, Tribal nations, beginning farmer groups, and U.S. military veteran farmer groups. This inclusive approach ensures that various stakeholders can contribute to the program's overarching goals and amplify its impact across Iowa's agricultural landscape.
