Eligibility Requirements  Grantees must be non-profit, 501(c)3 (or eligible for IRS tax-exempt status), and based in Allegany County with programming and business conducted in Allegany County. By-laws must provide that assets do not accrue to any director, officer or member of the organization. Programs and events funded with GOG money must be open to the general public. GOG funds must be used for arts-related programming or general organizational operations. GOG funds may not be used for capital purchases, fundraising events, or social functions. Note that this is an Allegany Arts Council policy and that the Maryland State Arts Council does not match capital improvement. Programs that proselytize for specific political actions or religious beliefs are not eligible for funding. In order to stimulate rather than replace community support, a 1:1 cash match is required (i.e., GOG grant funding may not exceed 1/2 of the proposed program budget). Funds from the Maryland State Arts Council are not allowed as part of this match. In-kind or donated services are similarly ineligible to be included in the match although they should be identified on the application. Grantees must notify AAC of any major change in the program or event as described in the grant application. In the event of cancellation, or dissolution of the organization, grant funds must be returned. Grantees must comply with Title VI, Section 601, of the Civil Rights Act of 1964, which states that no persons on the grounds of race, color or national origin shall be excluded from participation in, be denied the benefits of, or be subjected to discrimination related to, the arts. Grantees must comply with Title IV, Section 1681, of the Education Amendments of 1972 and the Age Discrimination Act of 1975, and Section 6101, which prohibit discrimination on the basis of sex or age. Grantees must comply with Section 504 of the Rehabilitation Act of 1973, as amended, and the Americans with Disabilities Act of 1990 which states no otherwise qualified person shall, solely by reason of his or her handicap, be excluded from participation in, be denied the benefits of, or be subjected to discrimination related to the arts. Grantees must include the phrase “Sponsored in part by the Allegany Arts Council with funds from the Maryland State Arts Council.” whenever and wherever program credit is being given. The SFY 2025 Domestic Violence Unit Pilot Program (DVUP), funded by the State of Maryland through the Governor's Office of Crime Prevention and Policy, aims to significantly reduce or minimize the time between the issuance of interim and temporary protective orders and their entry into the Maryland Electronic Telecommunications Enforcement Resource System/National Crime Information Center (METERS/NCIC). This initiative supports the office's objective of enhancing the availability and speed of information to support data-driven approaches to criminal justice issues in Maryland. The program has been institutionalized by the Governor's Office of Crime Prevention and Policy and continues to offer grants to local law enforcement agencies to enhance service efforts and ensure compliance with Family Law Article sections. The program anticipates making no more than 10 awards ranging from $5,000 to $50,000 for the fiscal year 2025.

Requirements In order to be considered for a YEP! grant, applicants must meet the following criteria: Applicants must demonstrate that the organization is a nonprofit organization, provide a copy of the organization’s charter and bylaws, and be in good standing with the State of Maryland. Applicants must provide direct services to the residents of Howard County, Maryland. Youth programming must occur at least monthly over the course of 12 months. Programming must engage youth in activities during times when they are not in school, including on weekends, after-school hours, and during the summertime. Programming must be either free or low-cost to youth participants. If low-cost, the proposal should demonstrate how programming minimizes cost barriers to access programs. Recipients may use YEP! funding to either create new programs or expand existing programs that are already offered. If grant funding is used to expand existing programming, the proposal should demonstrate how grant funding will contribute to increased youth engagement. Grant recipients must track performance data on programs and submit quarterly reports to the Office of the County Executive detailing program outcomes. The SFY 2025 Gun Violence Reduction Grant Program (GVRG), funded by the State of Maryland and administered by the Governor's Office of Crime Prevention and Policy, aims to support law enforcement agencies and prosecutors in developing and implementing strategies to reduce firearm-related violence. The program seeks to address the statewide issues of gun violence, illegal firearm distribution, manufacturing, and seizures, with a goal to make communities safer. The GVRG encourages the development of coordinated criminal justice strategies and data-driven approaches to criminal justice in Maryland. Eligible applicants include local and state law enforcement agencies as well as local state's attorney's offices, with priority given to those not currently receiving Maryland Criminal Intelligence Network (MCIN) funds.

The Sexual Assault Services Program provides intervention, advocacy, accompaniment (i.e., accompanying victims to court, medical facilities, police departments, etc.), support services, and related assistance for adult, youth, and child victims of sexual assault, family and household members of victims, and those collaterally affected by the sexual assault. SASP, created by the Violence Against Women and Department of Justice Reauthorization Act of 2005, 42 U.S.C. §14043g, is the first federal funding stream solely dedicated to the provision of direct intervention and related assistance for victims of sexual assault. SASP provides intervention, advocacy, accompaniment (i.e., accompanying victims to court, medical facilities, police departments, etc.), support services, and related assistance for adult, youth, and child victims of sexual assault, family and household members of victims, and those collaterally affected by the sexual assault. Rape crisis centers play a vital role in assisting sexual assault victims through the healing process, as well as assisting victims through the medical, criminal justice, and other social support systems. In order to provide comprehensive services to victims of sexual assault, SASP assists states in supporting rape crisis centers in the provision of direct intervention and related assistance.

The SFY 2025 Sex Offender Compliance and Enforcement in Maryland (SOCM) Grant Program, under the Governor's Office of Crime Prevention and Policy, aims to ensure compliance with Maryland law by individuals required to register or re-register with the Maryland Sex Offender Registry. This initiative supports 24 designated law enforcement agencies in Maryland tasked with registration and compliance enforcement of sexual offenders. With an anticipated fund of $728,916, the program allocates grants to these agencies based on the number of registered offenders in their jurisdiction as of December 31, 2023. The funding is meant to assist with compliance verification and enforcement efforts, enhancing public safety and law enforcement capabilities. The program's performance period is from July 1, 2024, to June 30, 2025, with all applications required to be submitted online via the Grants Management System (GMS) by May 24, 2024.

The BJAG Program aims to support a broad range of activities to prevent and control crime based on the state's specific needs. Grant funds are used to improve the criminal justice system, enhance law enforcement initiatives, crime prevention, and education, as well as to support corrections, drug treatment, planning, evaluation, technology improvements, and crime victim and witness initiatives. The program is focused on reducing gaps in services, decreasing violent crime, assisting crime victims, and improving enforcement, prosecution, adjudication, detention, and rehabilitation efforts across Maryland.
