Maryland Law Justice and Legal Services Grants

General Operating Grants support the daily operations of 501(c)3 arts agencies, and are intended to fill critical funding gaps which often limit arts organizations in paying professional staff, managing facilities or in pursuing capital improvements. Grant Period July 1, 2024 – June 30, 2025. Eligibility Requirements  Grantees must be non-profit, 501(c)3 (or eligible for IRS tax-exempt status), and based in Allegany County with programming and business conducted in Allegany County. By-laws must provide that assets do not accrue to any director, officer or member of the organization. Programs and events funded with GOG money must be open to the general public. GOG funds must be used for arts-related programming or general organizational operations. GOG funds may not be used for capital purchases, fundraising events, or social functions. Note that this is an Allegany Arts Council policy and that the Maryland State Arts Council does not match capital improvement. Programs that proselytize for specific political actions or religious beliefs are not eligible for funding. In order to stimulate rather than replace community support, a 1:1 cash match is required (i.e., GOG grant funding may not exceed 1/2 of the proposed program budget). Funds from the Maryland State Arts Council are not allowed as part of this match. In-kind or donated services are similarly ineligible to be included in the match although they should be identified on the application. Grantees must notify AAC of any major change in the program or event as described in the grant application. In the event of cancellation, or dissolution of the organization, grant funds must be returned. Grantees must comply with Title VI, Section 601, of the Civil Rights Act of 1964, which states that no persons on the grounds of race, color or national origin shall be excluded from participation in, be denied the benefits of, or be subjected to discrimination related to, the arts. Grantees must comply with Title IV, Section 1681, of the Education Amendments of 1972 and the Age Discrimination Act of 1975, and Section 6101, which prohibit discrimination on the basis of sex or age. Grantees must comply with Section 504 of the Rehabilitation Act of 1973, as amended, and the Americans with Disabilities Act of 1990 which states no otherwise qualified person shall, solely by reason of his or her handicap, be excluded from participation in, be denied the benefits of, or be subjected to discrimination related to the arts. Grantees must include the phrase “Sponsored in part by the Allegany Arts Council with funds from the Maryland State Arts Council.” whenever and wherever program credit is being given. The total funding anticipated under this program is $1,300,000, expecting to make up to 50 awards ranging between $10,000 and $300,000.

The SFY 2025 Violence Intervention and Prevention Program (VIPP) Grant, managed by the State of Maryland's Governor's Office of Crime Prevention and Policy, is dedicated to preventing and reducing gun violence through the support of competitive grants funding evidence-based or evidence-informed health programs. This initiative aligns with the Office’s objectives to develop coordinated criminal justice strategies and enhance data availability to support data-driven decisions. Grantees are required to report on collaborative efforts and data collected throughout the award period, with this information publicly shared on the Office’s website. The anticipated funding pool is $2,768,000, intending to award up to 15 grants ranging from $50,000 to $400,000 each.

The SFY 2025 Local Warrant Apprehension & Absconding Grant Program (WAAG), funded by the State of Maryland's Governor's Office of Crime Prevention and Policy, aims to support local law enforcement agencies in reducing the number of open warrants, particularly those for violent crimes, and in apprehending individuals who have absconded from court-ordered drug and/or alcohol treatment facilities. The program is designed to improve the quality of life and create safer communities by reducing violent crime through the effective apprehension of wanted individuals. This initiative supports coordinated criminal justice strategies and enhances data availability for informed decision-making. The program anticipates a minimum of $2,000,000 in grant funding and plans to make up to 35 awards ranging from $10,000 to $150,000. Applications that do not meet the minimum or exceed the maximum award allocation may be removed during the initial technical review. The funding is contingent upon final approval of the budget by Maryland’s General Assembly.

The SFY 2025 Sex Offender Compliance and Enforcement in Maryland (SOCM) Grant Program, under the Governor's Office of Crime Prevention and Policy, aims to ensure compliance with Maryland law by individuals required to register or re-register with the Maryland Sex Offender Registry. This initiative supports 24 designated law enforcement agencies in Maryland tasked with registration and compliance enforcement of sexual offenders. The SFY 2025 Protecting Against Hate Crimes Grant, issued by the State of Maryland's Governor's Office of Crime Prevention and Policy, aims to enhance the security and support for non-profit organizations, including faith-based entities that are at risk of being targeted for hate crimes. This grant is designed to provide financial assistance to eligible organizations for implementing measures that improve their security infrastructure and safeguard their facilities and members against hate crimes. The grant is open for applications from non-profit organizations holding 501(c)(3) or (4) status within Maryland, and the funding will prioritize projects that demonstrate a critical need for security enhancements based on the local incidence and severity of hate crimes. The application process is entirely online, and hard copy submissions are not accepted. The grant period runs from July 1, 2024, through June 30, 2025, with a total funding pool of $5,000,000. Individual applications may request up to $150,000, but funds are not to be used for capital improvements or large IT projects. The SFY 2025 Internet Crimes Against Children (ICAC) Grant, funded by the State of Maryland through the Governor's Office of Crime Prevention and Policy, aims to support the investigation and prosecution of internet crimes against children. The SFY 2025 Adult Day Reporting Center Grant Program (DRCE), funded by the State of Maryland through the Governor's Office of Crime Prevention and Policy, aims to support local jurisdictions in implementing or enhancing Adult Day Reporting Centers. These centers provide community-based services and treatment to individuals under pretrial or probation supervision or those sentenced directly to a Day Reporting Center. The primary goal is to reduce recidivism, jail and prison populations, and corrections-related costs by offering a comprehensive range of services, including counseling, cognitive behavioral therapy, drug treatment, educational remediation, job training, and intensive supervision. The program targets non-violent individuals and focuses on addressing criminogenic needs such as substance use, anger management, employment, education, and life skills. The Governor's Office anticipates awarding up to three grants, ranging between $90,000 to $270,000, to support these efforts.

The ODAC Grant Program, part of the SFY 2025 initiative by the Governor's Office of Crime Prevention and Policy, is designed to decrease the number of fatal and non-fatal overdoses stemming from substance use. The program emphasizes the coordination of law enforcement and public health efforts to combat the substance abuse epidemic through enhanced investigative strategies, data sharing, and community outreach. The ODAC initiative aligns with the state's goals to improve public health and safety by addressing the root causes of drug abuse and facilitating access to treatment and support services.

The SFY 2025 Gun Violence Reduction Grant Program (GVRG), funded by the State of Maryland and administered by the Governor's Office of Crime Prevention and Policy, aims to support law enforcement agencies and prosecutors in developing and implementing strategies to reduce firearm-related violence. The program seeks to address the statewide issues of gun violence, illegal firearm distribution, manufacturing, and seizures, with a goal to make communities safer. The SFY 2025 Domestic Violence Unit Pilot Program (DVUP), funded by the State of Maryland through the Governor's Office of Crime Prevention and Policy, aims to significantly reduce or minimize the time between the issuance of interim and temporary protective orders and their entry into the Maryland Electronic Telecommunications Enforcement Resource System/National Crime Information Center (METERS/NCIC). This initiative supports the office's objective of enhancing the availability and speed of information to support data-driven approaches to criminal justice issues in Maryland. The program has been institutionalized by the Governor's Office of Crime Prevention and Policy and continues to offer grants to local law enforcement agencies to enhance service efforts and ensure compliance with Family Law Article sections. The program anticipates making no more than 10 awards ranging from $5,000 to $50,000 for the fiscal year 2025.

The SFY 2025 Community Grant Program Fund (CGPF), managed by the Governor’s Office of Crime Prevention and Policy (previously the Governor’s Office of Crime Prevention Youth and Victim Services), aims to support local law enforcement and local government agencies in Maryland in developing community outreach and violence intervention programs. This initiative is designed to enhance public safety by fostering improved relationships between law enforcement and community members, particularly the youth. The CGPF seeks proposals for programs that offer recreational or athletic opportunities, improve resident-law enforcement relations, or otherwise benefit the community. Eligible activities may include police/community events, programs for School Resource Officers, partnerships with community groups, mentorship programs, and established community programs provided by outside organizations. The grant anticipates awarding 15-25 grants ranging from $5,000 to $50,000, with the total funding up to $500,000.

The SFY 2024 PSNM Grant aims to support local law enforcement and partnering agencies in developing, implementing, and supporting anti-gang and violent crime enforcement strategies across Maryland. This initiative is part of a nationwide effort to enhance public safety by fostering partnerships among federal, state, local, and tribal law enforcement and community leaders to develop comprehensive solutions for violent crime problems.

Police Accountability, Community, and Transparency Grant support law enforcement agencies across the State of Maryland with the development of effective accountability procedures to achieve their goals of lawfulness and legitimacy while enhancing community relations and transparency. Funds are intended to increase safety and training for law enforcement, and promote safe communities and encourage community engagement between law enforcement and the communities they serve.

This grant aims to improve outcomes for children and youth within the juvenile justice system by enhancing community-based programs and services, expanding community-based alternatives to confinement, increasing diversion opportunities, and supporting positive youth development. It focuses on addressing juvenile delinquency and improving the juvenile justice system through technical assistance, training, and effective programs.

The purpose of the FY 2023 Child Sex Trafficking Screening and Services Act Regional Navigator Program Grant (RNPG-ARPA) grant funding is to expand programming projects in up to 14 additional jurisdictions. The RNPG Notice of Funding Availability (NOFA) was developed to obtain needed services to comply with the Child Sex Trafficking Screening and Services Act of 2019. The BJAG Program aims to support a broad range of activities to prevent and control crime based on the state's specific needs. Grant funds are used to improve the criminal justice system, enhance law enforcement initiatives, crime prevention, and education, as well as to support corrections, drug treatment, planning, evaluation, technology improvements, and crime victim and witness initiatives. The program is focused on reducing gaps in services, decreasing violent crime, assisting crime victims, and improving enforcement, prosecution, adjudication, detention, and rehabilitation efforts across Maryland.

This grant program is designed to respond to incidents of family violence, intimate partner stalking, domestic violence, and dating violence, and to develop and strengthen victim services in Maryland. With a total funding of $3,000,000, it aims to support state and local government agencies, non-profit non-governmental victim services programs, faith-based and community organizations, and the state domestic violence coalition.
