OFSR is partnering with MCPS representatives to identify the school sites that will be prioritized for support based on the level of need within the school community and anticipated impact of new or expanded school-based food assistance programming.  Applicants will provide details within the Strategy Narrative regarding the scope of services they are capable of providing, and successful applicants will be asked to serve specific MCPS schools that have been identified based on alignment of individual school’s needs with providers’ current programs, experience, and capacity. Awardees will be matched with one or multiple school(s) following the grant review period; the school match(es) will be indicated in grant agreements.  The range of programming allowed under this grant is intentionally very flexible. Examples of project models that will be considered for funding include, but are not limited to: Choice pantry at the school site, offering school community members a choice model with access to a variety of culturally relevant, healthy shelf-stable and fresh food items including fruits, vegetables, dairy, meat, and eggs; Pre-packed box/bag distribution for students that includes healthy, locally sourced produce options; Delivery of nutritious, medically and/or preference-tailored prepared meals to school populations with unique needs; and Grocery Gift Cards distributed to school families that allow for flexible food purchasing and delivery options for families that experience transportation or other barriers to food access. Target Population  For students and families that rely on school meals and/or face barriers to food access related to transportation or otherwise, an in-school pantry or at-school food distribution can help to address nutrition insecurity and provide convenient access to necessary resources. Recipients may use YEP! funding to either create new programs or expand existing programs that are already offered. The property will be subject to both third-party and City inspections, and may require a Section 106 Review. Grant funds will be released when the renovations are completed as provided for in the application, an occupancy permit is issued, and the property owner submits invoices and before and after photos. PROGRAM SPECIFICS  This program applies for properties assessed for under $100,000 within the city limits of Cumberland.  No construction may begin before the grant has been awarded and all approvals are in place. If any work has taken place, please contact our office to discuss the specifics, prior to submission of the application.  In most cases, any costs incurred prior to application will be cause for rejection. Under no circumstances will costs incurred prior to application approval be reimbursed.  All required permits must be obtained prior to construction. Projects that are commenced prior to receiving the proper permits will invalidate the funding.  Permits are obtained from the community development office for all work that requires a permit (electrical, plumbing, building and occupancy permits). If the property falls within the historic district, an additional permit, the Certificate of Appropriateness, would be required.  A Section 106 review may be required based on the location of the property.  Projects are required to be completed within 12 months of notice of award.  Third party inspections are required for framing, electrical and plumbing work.  Progress inspections will be conducted quarterly by the City of Cumberland.  Receipts or invoices with proof of payment and progress photos are collected quarterly.  Disclosure of all liens and encumbrances on the property is required.  All state, county, local taxes and water, sewer and trash fees must be current.  Property owner must not have any code violations with the City.  The property owner is required to maintain property and general liability insurance on buildings and other improvements on the property throughout the duration of the project at the Owner’s expense. Additionally, if the property is determined to be in a 100-year flood plain, as designated by the United States Department of Housing and Urban Development, the owner must maintain a flood plain insurance policy.  Limit one (1) grant per applicant per property  Grant amount will be determined at the conclusion of the project. Eligible Project Tracks Track 1: Reforestation/Afforestation of Protected Lands Funding partners seek reforestation and afforestation projects that provide ecological benefits by establishing, enhancing and/or preserving riparian buffers; creating, enhancing and/or preserve larger contiguous tracts of forest; and/or creating, enhancing, and/or preserving wildlife habitat, including habitat for forest interior dwelling species. Track 2: Permanent Protection of Forested Lands Applicants can apply to purchase, execute, record, and monitor permanent conservation easements to protect, maintain, and preserve existing tree canopy in Anne Arundel County. The permanent conservation easements shall be acquired, held, and maintained by the grantee or by a land trust subcontracted by the grantee. The best projects under this track are those seeking to protect ecologically valuable sites or existing habitats, such as riparian buffers, large contiguously forested tracts, and/or important wildlife habitat. Track 3: Reforestation/Afforestation and Protection of Uneased and Unforested Lands Applicants may request support for reforestation/afforestation projects on land that is not currently under conservation easement or otherwise protected. In such a case, the land must be owned by an individual or entity that will agree to place a permanent conservation easement, deed restriction, or long-term protective agreement for tree planting on the property on which the project is installed and that will protect the tree project. As in Track 2 above, funds for easement costs will be considered as eligible budget request items with the exception that the threshold value for requiring appraisals is $8,800, the NRCS WRP threshold for cropland. As described in Track 2 above, applicants may a) request easement costs below the threshold without incurring an obligation to obtain appraisals, b) request easement costs above the threshold and be responsible for obtaining appraisals as a condition of the award at an expense that will only be reimbursed if the project moves forward, or c) request easement costs above the threshold and supply justification in the form of at least one appraisal. Funding Information Up to $238,000 is currently available for this round of the program. Reimbursement cannot be made for already completed projects. Project Period Projects must be completed within 24 months upon receipt of the award. Requests to extend project completion period will be reviewed and considered on a case-by-case basis. The performance period for these grant awards is one year (anticipated to be on/about October 15, 2024 to October 15, 2025).  Eligibility Criteria  Applicant organizations must meet all of the following conditions: Be a non-profit food assistance provider that has provided regularly scheduled, uninterrupted food assistance services at least: once per month, at one consistent site, for a minimum of two years.  Organizations designated as Service Consolidation Hubs in partnership with the Montgomery County Department of Health and Human Services are not eligible to apply;  Provide a Letter of Support from organizational leadership or partner(s) confirming commitment to allow use of all key physical infrastructure assets and/or resources (storage space, packing or distribution location, vehicles, etc.) outlined in the proposal for the entire grant period; Be currently registered and in Good Standing with the Maryland State Department of Assessments and Taxation (SDAT);  The organization’s principal place of business for delivering these services must be located in Montgomery County; if a national or regional organization, it must have a location in Montgomery County through which it provides related services; and  Be in compliance with all reporting obligations and performance requirements for other County grants and procurement contracts.
