The Statewide Creative Catalyst Grants are designed to support new initiatives that enhance the cultural, educational, or economic vitality of Pennsylvania's communities through the arts. Eligible projects should align with the Pennsylvania Council on the Arts' goals of strengthening communities through the arts, connecting Pennsylvanians to lifelong learning through the arts, and promoting public awareness and appreciation of the arts. Applications will be assessed based on their statewide impact, benefit to Pennsylvania's creative sector, and incorporation of diversity, equity, and inclusion.

Program Description: EDA makes planning and local technical assistance investments to support economic development, foster job creation, and attract private investment in economically distressed areas of the United States. Under the Planning program, EDA makes Partnership Planning, Short-Term Planning, and State Planning awards to eligible recipients to create and implement regional economic development plans designed to build capacity and guide the economic prosperity and resiliency of an area or region. More specifically, EDA makes Partnership Planning investments to designated planning organizations (i.e., District Organizations) serving EDA-designated Economic Development Districts and to Indian Tribes to facilitate the development, implementation, revision, or replacement of Comprehensive Economic Development Strategies (CEDS), which articulate and prioritize the strategic economic goals of recipients respective regions. EDA also makes Short-Term and State Planning awards for economic development planning activities that guide the eventual creation and retention of high-quality jobs, particularly for the unemployed and underemployed in the Nations most economically distressed regions. Under the Local Technical Assistance program, EDA makes awards to strengthen the capacity of local or State organizations, institutions of higher education, and other eligible entities to undertake and promote effective economic development programs through projects such as feasibility studies, impact analyses, disaster resiliency plans, and project planning. *Please note: While the published Notice of Funding Opportunity (available under "Related Documents") states that the ED900A form and the SF424B form are both required for a complete application, these forms are no longer required and have therefore been removed from the package template.

Community Grants Summer Round grant applications (for projects beginning after August 1): The Community Foundation of Greene County's General Community Grants are funded through the Field of Interest Funds and discretionary funds such as The Good For Greene Fund and The Francis “Bob” Bradford Fund. These grants support projects aligning with the goals of specific funds, aimed at enhancing the quality of life in Greene County, Pennsylvania. Projects can span various sectors including animal welfare, environmental protection, arts and culture, community development, education, health, and human needs. The award for a Community Grant does not exceed $5,000. Applications are considered based on their potential impact, promotion of cooperation among agencies, and effectiveness in addressing community needs. Grant renewed every year. This program provides funding to local and state entities for environmentally friendly road maintenance projects that reduce pollution from dirt, gravel, and low volume roads.

This grant provides financial support to non-profit organizations in the Delaware Valley that offer direct services to individuals affected by HIV/AIDS.

The Infrastructure Grants, part of the Pennsylvania Department of Agriculture's Resilient Food Systems Infrastructure Program, aim to enhance the middle of the food supply chain through improved aggregation points, food processing infrastructure, and storage facilities. This grant supports projects that upgrade equipment, facilitate transition to licensed spaces, and expand storage capacities to boost local food production. Priority is given to projects that benefit underserved and veteran farmers, and socially disadvantaged individuals. Funding is prioritized for needs such as food hubs, cooperative developments, and increased cold storage, especially in urban areas.

The ARLE Transportation Enhancements Grant Program, administered by the Pennsylvania Department of Transportation (PennDOT), funds safety and mobility projects using revenue from automated red light and speed enforcement systems. Established in 2010, ARLE aims to reduce vehicle crashes and improve safety at signalized intersections by utilizing fines collected through enforcement systems. Eligible projects include roadway safety upgrades, bicycle and pedestrian improvements, traffic signal improvements, and other transportation enhancements. The program is reimbursement-based with no match requirement, and the total anticipated funding for FY 2024-2025 is approximately $32 million.

The Appalachian Regional Energy Hub Initiative aims to strengthen regional economies by investing in energy resilience through research and planning grants, and implementation grants. The initiative focuses on establishing a regional energy hub for natural gas and natural gas liquids, including hydrogen production. Eligible applicants include local development districts, Indian Tribes, states, counties, cities, and higher education institutions, among others. The total funding available is $5 million, with a grant proposal due by July 24, 2024.

The Pennsylvania Department of Agriculture (PDA) is currently accepting applications for grant projects under the Resilient Food Systems Infrastructure program (RFSI). To be more resilient, the food system of the future needs to be more diversified, distributed, and local. Funding Priorities The USDA encourages projects that benefit underserved farmers and ranchers, new and beginning farmers and ranchers, veteran producers, and processors and other middle of the supply chain businesses owned by socially disadvantaged individuals, as defined by the Small Business Administration (SBA). The Pennsylvania Department of Agriculture will prioritize funding projects that pertain to the following gaps identified in the middle of the food supply chain in Pennsylvania. Aggregation Points – Aggregation points, include food hubs or farmer cooperatives to help individual producers fulfill bigger orders while saving costs on storage, packaging, and distribution. Food Processing Infrastructure – As Pennsylvanian food processors look to expand their production capacities by adding product types, increasing production volumes, or increasing packaging and labeling capacities for retail product lines, they need to upgrade equipment and often need to move to a licensed space outside of their homes. Food processing infrastructure also includes large-scale commercial equipment. Storage – In Pennsylvania, more storage is needed to hold produce to be washed and distributed. Limited cold storage is available in urban areas. More storage is also needed to segregate and supply identity preserved grains, whole grains, and dry bean for human consumption to processing plants in Pennsylvania. Funding Information Simplified Equipment-Only Grants will range in value from a minimum award of $10,000 and a maximum award of $100,000 and do not require cost sharing or matching. The Simplified Equipment-Only Grant is a fixed price grant, meaning it will fund only equipment purchases (and not associated facility upgrades, staffing, or other costs), and the amount awarded will be equal to the cost of the equipment up to $100,000. Funds will be awarded no earlier than July 1, 2024, and projects must be completed by June 30, 2026. Eligibility Criteria  The following are eligible to apply for grants under the Program: Agricultural producers or processors, or groups of agricultural producers and processors. Nonprofit organizations operating middle of-the-supply-chain activities such as processing, aggregation or distribution of targeted agricultural products. For-profit entities operating middle of-the-supply-chain activities such as processing, aggregation or distribution of targeted agricultural products, whose activities are primarily focused for the benefit of local and regional producers and that meet the eligibility requirements of the SBA small business size standards. Local government entities operating middle of-the-supply-chain activities such as processing, aggregation or distribution of targeted agricultural products. Tribal governments operating middle of-the-supply-chain activities such as processing, aggregation or distribution of targeted agricultural products. Institutions such as schools, universities or hospitals bringing producers together to establish cooperative or shared infrastructure or investing in equipment that will benefit multiple producers’ middle of-the-supply-chain activities such as processing, aggregation or distribution of targeted agricultural products. For-profit entities must meet the eligibility requirements of the SBA small business size standards matched to industries described in the North American Industry Classification System. Applicant businesses and organizations must be domestically owned and applicants’ facilities must be physically located within this Commonwealth. The Pennsylvania HOME-American Rescue Plan Supportive Services (HOME-ARP SS) funds can provide a broad range of supportive services to individuals and families that meet one of the qualifying populations as defined in Notice CPD-21-10: Requirements for the Use of Funds in the HOME-American Rescue Plan Program. Supportive services may be provided to individuals and families who are not already receiving the services outlined in the Notice through another program. Applicants may establish a separate supportive services activity or activities or may combine supportive services with other HOME-ARP activities. Notice CPD-21-10: Requirements for the Use of Funds in the HOME-American Rescue Plan Program HOME-ARP funding is provided by the U.S. Department of Housing and Urban Development (HUD) and administered by DCED. The 2024 Parks, Fields, Trails Grant, funded by the Erie County Gaming Revenue Authority, offers $10,000 to $100,000 for capital projects that improve public parks, athletic fields, and trails in Erie County, Pennsylvania, aiming to promote healthy lifestyles, enhance local tourism, and rejuvenate neighborhoods, with a focus on projects that provide social, educational, cultural, health, recreation, and/or economic benefits to residents.

The U.S. Department of Agriculture, Forest Service will support projects in the Great Lakes basin that implement the following strategic, priority actions: Mitigate Invasive Forest Insect and Disease ImpactsImplement targeted reforestation and forest protection actions to minimize invasive forest insect and disease impacts on watersheds. Reduce Runoff through Green Infrastructure Capture or treat stormwater runoff by planting trees and other vegetation as an integral component of green infrastructure. Restore and Connect Coastal and Riparian Forest Habitats Protect, restore, and enhance high-quality coastal zone and connecting riparian ecosystems where trees are an important component.
