Program Description: EDA makes planning and local technical assistance investments to support economic development, foster job creation, and attract private investment in economically distressed areas of the United States. Under the Planning program, EDA makes Partnership Planning, Short-Term Planning, and State Planning awards to eligible recipients to create and implement regional economic development plans designed to build capacity and guide the economic prosperity and resiliency of an area or region. More specifically, EDA makes Partnership Planning investments to designated planning organizations (i.e., District Organizations) serving EDA-designated Economic Development Districts and to Indian Tribes to facilitate the development, implementation, revision, or replacement of Comprehensive Economic Development Strategies (CEDS), which articulate and prioritize the strategic economic goals of recipients respective regions. EDA also makes Short-Term and State Planning awards for economic development planning activities that guide the eventual creation and retention of high-quality jobs, particularly for the unemployed and underemployed in the Nations most economically distressed regions. Under the Local Technical Assistance program, EDA makes awards to strengthen the capacity of local or State organizations, institutions of higher education, and other eligible entities to undertake and promote effective economic development programs through projects such as feasibility studies, impact analyses, disaster resiliency plans, and project planning. *Please note: While the published Notice of Funding Opportunity (available under "Related Documents") states that the ED900A form and the SF424B form are both required for a complete application, these forms are no longer required and have therefore been removed from the package template.

Community Grants Summer Round grant applications (for projects beginning after August 1): The Community Foundation of Greene County's General Community Grants are funded through the Field of Interest Funds and discretionary funds such as The Good For Greene Fund and The Francis “Bob” Bradford Fund. These grants support projects aligning with the goals of specific funds, aimed at enhancing the quality of life in Greene County, Pennsylvania. Projects can span various sectors including animal welfare, environmental protection, arts and culture, community development, education, health, and human needs. The award for a Community Grant does not exceed $5,000. Applications are considered based on their potential impact, promotion of cooperation among agencies, and effectiveness in addressing community needs. Grant renewed every year. The ARLE Transportation Enhancements Grant Program, administered by the Pennsylvania Department of Transportation (PennDOT), funds safety and mobility projects using revenue from automated red light and speed enforcement systems. Established in 2010, ARLE aims to reduce vehicle crashes and improve safety at signalized intersections by utilizing fines collected through enforcement systems. Eligible projects include roadway safety upgrades, bicycle and pedestrian improvements, traffic signal improvements, and other transportation enhancements. The program is reimbursement-based with no match requirement, and the total anticipated funding for FY 2024-2025 is approximately $32 million.

The Appalachian Regional Energy Hub Initiative aims to strengthen regional economies by investing in energy resilience through research and planning grants, and implementation grants. The initiative focuses on establishing a regional energy hub for natural gas and natural gas liquids, including hydrogen production. Eligible applicants include local development districts, Indian Tribes, states, counties, cities, and higher education institutions, among others. The total funding available is $5 million, with a grant proposal due by July 24, 2024.

The Pennsylvania Department of Agriculture (PDA) is offering grants under the Resilient Food Systems Infrastructure (RFSI) program. This program aims to transform the food system by increasing options, improving access, and creating new and better markets for small and mid-size producers. The core mission is to build a more diversified, distributed, and local food system to enhance its resilience and benefit consumers, producers, and rural communities. The RFSI program targets a broad range of beneficiaries, including agricultural producers and processors (or groups thereof), nonprofit organizations, for-profit entities, local government entities, tribal governments, and institutions such as schools, universities, or hospitals. The primary impact goal is to strengthen the middle of the food supply chain in Pennsylvania. Expected outcomes include increased production capacities for food processors, improved storage for produce and grains, and enhanced aggregation points like food hubs and farmer cooperatives. Funding priorities are aligned with addressing critical gaps in Pennsylvania's middle food supply chain. Specifically, the program prioritizes projects that establish or enhance aggregation points, improve food processing infrastructure (including equipment upgrades and moves to licensed spaces), and expand storage facilities, particularly cold storage in urban areas and storage for identity-preserved grains and dry beans. The USDA also encourages projects that benefit underserved farmers and ranchers, new and beginning farmers, veteran producers, and businesses owned by socially disadvantaged individuals. The grant program offers Simplified Equipment-Only Grants ranging from $10,000 to $100,000, which do not require cost sharing or matching. These are fixed-price grants solely for equipment purchases, with funds to be awarded no earlier than July 1, 2024, and projects completed by June 30, 2026. This focused approach on equipment aims to directly support tangible improvements in the food system's infrastructure, enabling producers and processors to expand and diversify their operations.

The Pennsylvania HOME-American Rescue Plan Supportive Services (HOME-ARP SS) funds can provide a broad range of supportive services to individuals and families that meet one of the qualifying populations as defined in Notice CPD-21-10: Requirements for the Use of Funds in the HOME-American Rescue Plan Program. Supportive services may be provided to individuals and families who are not already receiving the services outlined in the Notice through another program. Applicants may establish a separate supportive services activity or activities or may combine supportive services with other HOME-ARP activities. Notice CPD-21-10: Requirements for the Use of Funds in the HOME-American Rescue Plan Program HOME-ARP funding is provided by the U.S. Department of Housing and Urban Development (HUD) and administered by DCED. Financial Info: The minimum funding request for Supportive Services projects is $25,000. Up to 5% may be requested for administrative costs.
