For Facility Maintenance, eligible applicants can request any amount up to $499,999. Project Eligibility  Must be in Bellevue, Washington. Site control in various forms, depending on the project, will be required. For projects above $500,000 (Capital Projects for acquisition and construction), the applicant must attest to owning and operating facility for a minimum of ten (10) years after the application date. For acquisition, site control can include an executed purchase and sale agreement with the owner of the site with a closing date that is not more than twenty-four (24) months from the date of the applicant’s application. For projects below $499,999 (Capital Projects for renovation or capital equipment and Facility Maintenance), the applicant must attest to owning and operating facility for a minimum of five (5) years after the application date. If the applicant does not own the real property on which the subject facility is located, the applicant must attest in the application that the applicant has a long-term lease of at least five (5) additional years at the date of applying with options to review with the landlord, pursuant to which the applicant is responsible for maintenance and repair of the leased premises and attach a copy of such lease. Applications will not be considered for maintenance by landlords who may own a cultural facility leased out to an art or cultural nonprofit. Eligible Capital Projects include design, architectural, and engineering work; building permit fees; archaeological and historical review; construction labor and materials; demolition and site preparation; construction management (from external sources only and does not include grant writers, project managers or employees of the grantee); ADA accessibility or environmental improvements; historical preservation; information technology infrastructure (cables and wiring); acquisition of real property, explicitly purchased as part of a “turn-key,” construction or renovation project, as well as its associated costs (appraisal fees, title opinions, surveying fees, real estate fees, title transfer taxes, easements of record, and legal expenses); capitalized equipment specifically for art and cultural uses such as spring floors, stage lighting, or gallery display equipment, and building furnishings with a ten (10) or more year lifespan. Eligible Facility Maintenance projects include regular maintenance on existing building systems and structures such as a new roof, interior or exterior paint, HVAC, plumbing, elevators, and non-specialized and capitalized equipment replacement such as regular building lighting and flooring. Eligibility Criteria Must be a nonprofit organization in good standing for at least two years. “Good standing” means the nonprofit is financially solvent, current on its filings with the State of Washington and the IRS, has not filed for bankruptcy, and none of its members, directors, or officers have been criminally convicted or debarred from participating in federal contracts. Must attest to having a sustainable long-term financial model that is not dependent on any City funding to sustain the staffing of the applicant’s operations and that is not dependent on City funding to pay the cost of maintaining and repairing the facilities the applicant currently owns or intends to own. The Flood Control District is accepting applications for its Flood Reduction Grants. Coastal Erosion/Coastal Flooding Must be located within a mapped flood zone along the Puget Sound shoreline of King County. Must result in reducing potential or existing flooding. Must focus on increasing resiliency to sea level rise in coastal flood hazard areas. Must restore shorelines and/or retrofit or relocate infrastructure out of flood-prone areas to reduce risk. Cannot result in any increase in hard armored shoreline such as bulkheads, seawalls, or hardened revetments. May include acquisition as long as demolition/relocation of structures out of flood-prone areas is included or addressed under this or other funding. Example project types include acquisition and restoration, demolition of at-risk structures, relocation of houses or other structures at tops of bluffs at risk for landslide due to coastal erosion, removal of armoring/bulkheads, modification of shoreline stabilization to use soft armoring techniques, design/permitting of shoreline stabilization. Culvert Replacement/Fish Passage Must restore fish passage by replacing and/or removing culverts or other instream structures that have been identified as partial or complete barriers to fish passage. Must demonstrate reduction of potential or existing flood risks as well as improving fish passage. Must demonstrate that project reflects a coordinated effort to restore fish passage in the watershed. Must demonstrate that the project has been or will be designed to meet or exceed minimum fish passage standards per Washington Department of Fish and Wildlife requirements. Can include stream shoreline stabilization and habitat improvement near fish passage barriers that will be remedied. Example project types include replacement or removal of barriers to fish passage, revegetation to improve habitat and reduce erosion in areas affected by removal of blockages, design and permitting of barrier removal/replacement. Funding Information The total amount available for Flood Reduction Grants for 2024 is at least $12 million. Matching/leveraged funds are encouraged but not required – this is taken into consideration during the scoring process. The Washington Legislature makes biennial appropriations in the capital budget and directs the Department on how to invest the funds. The Housing Trust Fund provides capital financing through loans or grants to affordable housing projects through annual competitive application cycles.For over 25 years the Policy Advisory Team (PAT) has provided recommendations and advice on affordable housing policy for Commerce and the Affordable Housing Advisory Board (AHAB). RCW 43.185A.020 requires Commerce to develop and administer its affordable housing program with advice and input from AHAB. Commerce has made it a priority to make our community feedback more representative of communities most impacted by the housing crisis and discrimination in housing.
