This ISO seeks solution summaries and proposals for projects that fall within the general scope of the ARPA-H Scalable Solutions mission office. SSO expands what is technically possible by developing approaches that will leverage an interdisciplinary approach and collaborative networks to address challenges of geography, distribution, manufacturing, data and information, thereby improving health care access and affordability. In the United States, many communities and remote areas lack access to timely and quality health care, which leads to disparities in health outcomes for those populations. Bottlenecks during the manufacturing processes of products and health technologies also lead to delays and limited availability, preventing effective distribution of health care solutions to areas of need, especially in emergencies.ARPA-H SSO seeks solutions to improve the scalability and affordability of health care solutions, bridge gaps in underserved areas, and extend remote access to expertise by developing location-specific interventions, telemedicine solutions, and mobile health clinics. Solutions should focus on rapid innovation and the use of partnerships, as well as flexible distribution networks and streamlined manufacturing processes. The following SSO interest areas categorize the ground-breaking solutions we seek to support:Scalable Technologies and Interventions: Approaches to improve affordability and equitable access to health care that are adaptable to various geographic, demographic, economic contexts and can be rapidly deployed at scale (e.g., drug-repurposing*, telemedicine, point-of-care diagnostics, and modular health care infrastructure). Tailored solutions for the pediatric population that provide parity in access to treatments and other health care interventions with the adult population and adapt to the pediatric patients changing physiology and developmental status over the course of years. Transformational approaches to reduce or eliminate health disparities, including tools and models for product design and care delivery that scale novel approaches in human factors and human-centered design to respond to full diversity of patients. Tools to enable the scaling of provider and institutional capabilities (e.g., school nurses and schools, walk-in clinics, homesteading care) to address unmet health care access needs and expand availability of critical services. Foundational capabilities to accelerate diagnoses and reduce the cost of treatments for rare diseases wherever patients are, without the need for specialized facilities or healthcare expertise.* Solution summaries and proposals that focus on testing drugs for effectiveness for other disease states or use cases, are unlikely to be funded unless including additional R, or providing gains in cost reduction, accessibility, and/or equity.Collaborative Distribution Networks: Methods for standardization, automation, and democratization of complex procedures 5 including, but not limited to, histopathology, rare disease diagnosis and treatment, and surgical interventions to ensure access and delivery to populations diverse in demographics, geographies, and resources at scale. Approaches to enhance delivery of effective healthcare solutions in rural or low resource settings, including but not limited to "last mile delivery, at-home monitoring, imaging, drug delivery, telehealth augmentation, and support for remote medical procedures with limited need for specialized training. Technologies to enable the deployment of critical healthcare resources rapidly, equitably, and securely at scale to the point of need in permissive and non-permissive (i.e., damaged infrastructure, cyber-denied) environments during a public health crisis or natural disaster. Solutions to scale education and training of critical healthcare resources for health care providers and patients to ensure information integrity to prevent negative impacts to resource use/uptake. Innovative information technology, data and analytic products and technologies to enable ordering, inventory management, situational awareness, allocation planning and demand forecasting of critical healthcare resources during a public health crisis or natural disaster.Biomanufacturing Innovations*: Innovative manufacturing technologies and approaches that reduce cost, shorten the timeline for production, advance domestic competitiveness and reduce supply chain risk of biologics, cellular and gene therapies, pharmaceuticals, medical devices and personal protective equipment. New approaches to support predictable, programable biological production of conventional and novel materials reliability at scale in a cost-effective sustainable manner. Novel solutions to reduce the reliance on specialized handling and cold chain management of pharmaceuticals and biologics. Scalable innovations to advance and strengthen biomanufacturing supply chain and resolve bottlenecks including:o Advances in production of active pharmaceutical ingredients, process consumables, and other critical materials (i.e., enzymes, cell lines, etc);o Novel biomanufacturing-related data products, technologies or models to integrate into supply chain situational awareness systems;o Alternative materials and new manufacturing capabilities for personal protective equipment; ando Improvement of capabilities sustainably re-shore manufacturing and utilize a broad array of readily accessible and cost-efficient feedstocks as part of strengthening the local and national industry base. Analytics and novel sensor systems to precisely manage bioproduction, real-time release assays, and predictive capabilities to inform tuning of biological chassis for efficient and effective scale-up of manufacturing to industrial scale.*ARPA-H is not interested in approaches that merely increase capacity reservation.Other high-quality submissions that propose revolutionary technologies that meet the goals of SSO will be considered even if they do not address the topics listed above.Proposals are expected to use innovative approaches to enable revolutionary advances in medicine and healthcare, and the science and technology underlying these areas. While approaches that are disease agnostic are encouraged, ARPA-H welcomes proposals that bring radically new insights to address specific diseases including, but not limited to, cancer, diabetes, neurological diseases, pediatric and maternal/fetal health, infectious diseases, and cardiovascular disease.Specifically excluded are proposals that represent an evolutionary or incremental advance in the current state of the art or technology that has reached the clinical trial stage. An example of this type of proposal might include the request to fund clinical trials of an otherwise developed product. Additionally, proposals directed towards policy changes, traditional education and training, or center coordination, formation, or development, and construction of physical infrastructure are outside the scope of the ARPA-H mission.

A. PROGRAM DESCRIPTION The Bureau of Counterterrorism (CT) of the U.S. Department of State announces an open competition for organizations to submit applications to provide specialized counter improvised explosive device (C-IED) and explosive ordnance disposal (EOD) trainings and equipment to the Ivorian Force Recherche et d’Assistance de la Police (FRAP) and the United Intervention Gendarmerie Nationale (UIGN). The central Sahel is a global epicenter of terrorism. Countries in the region face an acute threat from violent extremist organizations (VEOs) affiliated with al-Qaida and ISIS operating in the central Sahel. Over the past three years, these VEOs have expanded from the central Sahel into the northern border regions of Coastal West Africa (CWA) littoral state (predominately Benin, Togo, Côte d'Ivoire, and Ghana). The VEO threat in CWA is increasing. According to Armed Conflict Location and Event Data Project (ACLED) data, 2023 recorded the highest number of VEO events in CWA ever (219), peaking in Q4 (65) with the highest quarterly sum ever experienced in the region. VEOs are increasingly utilizing improvised explosive devices (IEDs) to conduct attacks across the region. In Côte d'Ivoire, they have seen a rise in the number of IED events and sophistication of materials used in attacks. This increase is a result of an uptick in illegal and artisanal gold mining which has resulted in heavier explosive materials being trafficked into CDI’s northern border region. With FY23 funding, CT will provide C-IED/EOD training to the CDI national police and the national gendarmerie to increase their capacity to effectively disrupt, degrade, and respond to terrorist activity stemming from the Sahel. Specifically, this program will train law enforcement agents to render safe and disrupt IEDs. Police and Gendarmes slated for this training program will be assigned to EOD cells within each service’s respective intervention unit.

This program provides $145 million in financial assistance to hospitality businesses impacted by the COVID-19 pandemic through county-established grant programs.

The curriculum for Leadership Essentials for Sustainability was developed in 2017 as an instructor-led training (ILT). This 16-hour site-based program has been requested through NICs technical assistance, and specifically focuses on the soft skills of leadership and behavioral attributes that are a necessity for leading others. The topics can be customized based on the needs of the agency and may include building teams that work; strategic delegation; ethics and integrity; leading and managing change; institutional culture; and effective communication. The topics. The training allows participants with the opportunity to start thinking about their leadership philosophy, and how they might enhance their leadership aptitudes such as empathy, trust, and active listening. Additionally, by developing and practicing competency-based leadership skills, they will be on the path to becoming their organizations future leaders.

Act 2A of 2020, known as the COVID-19 Emergency Supplement to the General Appropriation Act of 2019, appropriated $10,000,000 from the COVID-19 Response Restricted Account to the Department of Health. Through a sub-grant, the Department of Community and Economic Development will administer this program to eligible applicants for the rapid advancement of vaccines, treatments, and therapies in response to COVID-19. The United States Agency for International Development (USAID) is seeking applications for a Cooperative Agreement with a Total Estimated Amount of $45,000,000 from qualified entities to implement the program entitled Strengthening Integrated Health Services Activity (SIHSA) in Sierra Leone.USAID anticipates awarding a five-year cooperative agreement (CA) to advance and sustain improved health outcomes for Sierra Leoneans with a focus on, but not limited to: children under five, pregnant and postpartum women, youth and especially adolescent girls, and women and children living in hard-to-reach areas with limited access to health services. Special attention will be paid to those especially vulnerable within these groups, such as the disabled, gender andsexual minorities (GSM), and ethnic and religious minorities.SIHSA seeks to build a sustainable and resilient health system response to improving access, quality, and effectiveness of family planning (FP), reproductive health (RH), maternal, newborn and child health (MNCH), adolescent health, and malaria services. In addition, SIHSA aims at strengthening communities;apos; active engagement for community-driven solutions to improve health outcomes. Finally, SIHSA seeks to promote a paradigm shift within the health system, supporting system-wide action, especially at community and district levels, including reforms that act on the foundations of the health system and create opportunities for partnering with the local civil society and private sector for improved health outcomes.

This funding is designed to help attract and support high-quality amateur and professional sports and e-sports events in Pennsylvania, boosting tourism and economic growth throughout the state.

The purpose of this solicitation is to fund an applied research and development project that will support research to assess the impact of consolidated packages of electrified retrofit measures on air quality and other related impact categories, including resilience to extreme heat, indoor comfort, and energy and cost savings in California homes. Description: This research will identify and assess non-energy benefits of home electrification and evaluate key stakeholders’ (e.g., residents, contractors) experience with the retrofitting process. Ultimately, this work will provide guidance on how these benefits could be considered in strategies and decisions to retrofit or replace gas-fueled appliances with electric. The proposed research is intended to provide crucial support to the state’s efforts to address challenges in building decarbonization and to minimize air quality impacts to its residents. The research responds to the 2021-2025 California Energy Commission (CEC) Electric Program Investment Charge (EPIC) Investment Plan research initiative “Evaluating Air Quality, Health, and Equity in Clean Energy Solutions.” CEC’s California Building Decarbonization Assessment report, required by Assembly Bill 3232 (Friedman, Chapter 373, Statutes of 2018) suggests that efficient electrification in California’s buildings presents the most readily achievable pathway for this sector to achieve a 40 percent reduction in greenhouse gases relative to 1990 levels by 2030 (Kenney, et al. 2021). The same report acknowledges significant challenges associated with residential building decarbonization including high upfront costs, potential for increased utility bills, limited awareness of technology options and their benefits, constraints faced by renters, and systemic inequality faced by low-income and disadvantaged communities. There are many non-market factors to consider in decisions to retrofit or replace appliances, such as the non-energy benefits of home electrification (e.g., health, comfort, and household economics) that many are not aware of. Additionally, there are many not-yet characterized potential benefits of electrification retrofits in existing homes (e.g., improved air quality). These existing homes pose challenges — as well as enormous potential benefits — related to electrification; however, they are not typically covered under the Title 24 Building Energy Efficiency Standards, which apply only to new buildings and buildings undergoing permitted upgrades. Improvements in indoor air quality and related health outcomes are of particular importance to populations in low-income and disadvantaged communities, which are often disproportionately burdened by energy-related air pollutants. For example, in August 2023, the operating lives of three once through cooling (OTC) fossil gas power plants were extended through 2026 to provide reserve generation during power emergencies (CalMatters 2023, California Energy Commission 2023) and the emissions from OTC smokestacks can impact the outdoor and indoor air quality of residents living near those plants. In addition, wildfire-generated air pollution poses an added threat, possibly compounding already existing air quality issues in these communities. Eligibility Requirements Eligible Applicants: Business Individual Nonprofit Other Legal Entity Public Agency Tribal Government This solicitation is open to all public and private entities with the exception of local publicly owned electric utilities. Eligible Geographies: No local publicly owned electric utilities. Matching Funding Requirement: Match funding is required in the amount of at least 5% minimum of the requested CEC funds.

This program provides financial assistance to businesses and organizations in Pennsylvania for developing and implementing alternative and clean energy projects, helping to create jobs and promote sustainable energy solutions.

The U.S. Department of State, Bureau of Democracy, Human Rights, and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that increase transparency in citizens’ rights to due process. Uzbekistan’s constitution and law prohibit arbitrary arrest and detention and provide for the right of any person to challenge the lawfulness of his or her arrest or detention in court. Additionally, by law a judge must review any decision to arrest accused individuals or suspects. Judges grant arrest warrants in most cases. Detention without formal charges is limited to 48 hours, although a prosecutors may request that a judge extend detention an additional 48 hours, after which the person must be charged or released. Judges typically grant such requests, and the judge who issues such an extension is often the same one who presided over the trial, which creates incentives to cover up violations. The arresting authority is required to notify a relative of a detainee of the detention and to question the detainee within 24 hours of arrest. Visibility into arrest procedures and treatment of detainees is low, even for family members of detainees and Uzbekistani civil society engaged on the issue of due process. 2 Through this award, DRL aims to support the safe, secure, and professional collection of credible information on political detainees by Uzbekistani media, Civil Society Organizations, (CSOs) and human rights defenders, for human rights reporting and advocacy and to improve the capacity of Uzbekistani CSOs to advocate for transparency and improved conditions in detention facilities.

The purpose of this solicitation is to fund applied research to increase California’s hydropower generation through precipitation enhancement (cloud seeding). Research funded by this solicitation will foster cost-effective, robust approaches to manage anticipated needs for zero-carbon, fast-ramping resources in the context of a rapidly evolving energy system and climate change.; The proposed research contributes to implementation of the Electric Program Investment Charge (EPIC) 2021-2025 Investment Plan and responds to the strategic objective: “Inform California's Transition to an Equitable, Zero-Carbon Energy System that is Climate-Resilient and Meets Environmental Goals” (Chapter 7). Specifically, this solicitation supports the topic 44 within the Climate Resilience Initiative: “Integrating Climate Resilience in Electricity System Planning.” Hydroelectric power is an important source of zero-carbon, dispatchable power in California. It is a critical element of the state’s electricity system and in-state generation, providing peaking reserve, spinning reserve, and load following capacity, as well as transmission line support (Somani, et al., 2021). The percentage of the state’s electricity supplied by hydropower varies, as hydropower resources are strongly dependent on magnitude and timing of snowmelt runoff and rainfall. Between 2012 and 2021, hydropower (including in-state generation and imports) provided an average of 9 percent of California’s total energy mix (California Energy Commission 2022). As the state continues to contend with drought and other climate-driven impacts on water and hydropower resource availability, as well as develop more sustainable water management practices (California Water Action Plan, 2014), the proposed research will support opportunities for increasing and sustaining hydropower generation. Specifically, the research will contribute to more effective precipitation enhancement (cloud seeding) strategies.

NRCS is announcing the availability of Conservation Innovation Grants (CIG) State Program funding to stimulate the development and adoption of innovative conservation approaches and technologies. Applications are accepted from eligible entities (Section C) for projects carried out in the state of New York A total of up to $500,000 is available for the New York CIG competition in FY 2024. All non-Foreign, non-federal entities (NFE) and individuals are invited to apply, with the sole exception of federal agencies. Projects may be between one and three years in duration. The maximum award amount for a single award in FY 2024 is $500,000. This grant provides financial support to organizations hosting family-friendly events in Downtown Hagerstown to strengthen community ties and stimulate the local economy.

The purpose of this solicitation is to award grants to fund projects focused on geothermal energy and lithium recovery from geothermal brine that support local jurisdictions and private entities to advance the geothermal sector and related activities per Public Resource Code (PRC) Sections 3800-3827 and California Code of Regulations (CCR) Sections 1660-1665. ; This solicitation aims to support the goals of Senate Bill 100 (SB 100, De Leon, Chapter 312, Statures of 2018), Assembly Bill 32 (AB 32, Nunez, Chapter 488, Statutes of 2006), and SB 32 (Pavley, Chapter 249, Statutes of 2016) to meet the eligible renewable energy, zero-carbon energy, and greenhouse gas emission reduction goals. The proposed projects must not exceed thirty-six (36) months in length – the project term must be in alignment with the proposed project scope and budget, and it is encouraged to explain that alignment in the Project Narrative (Attachment 3). The proposed projects are limited to addressing one of the eligible purposes allowed by the Geothermal Grant and Loan Program, as presented in Section I.C., Project Focus, per PRC Section 3823. This solicitation will be conducted as a two-phase process. Phase one is for local jurisdictions that want to compete for technical assistance funds to develop and prepare the full proposal for this solicitation. Phase one applicants need to complete a 1) Technical Assistance Application Form, 2) Technical Assistance Project Summary, and 3) Technical Assistance Scope of Work. Phase two is for local jurisdictions and private entities to submit the full proposal, as indicated in Section I E. (Key Activities Schedule) of this solicitation. See Part II of this solicitation for applicant and project eligibility requirements. Phase one and Phase two applications will be evaluated as follows: (1) proposal screening and (2) proposal scoring, as fully described in Section IV. Applicants may submit multiple applications, though each application must address only one of the eligible purposes identified in Section 1 C. (Project Focus) of this solicitation. If an applicant submits multiple applications, each application must be for a distinct project (i.e., no overlap with respect to the tasks described in the Scope of Work).

Rising Restaurateur: A Community Grant Program is an innovative microgrant program that offers $200,000 in microgrants to New York City Latino, Black, Indigenous, Asian American and/or Pacific Islander restaurateurs. From brick-and-mortar establishments to food trucks and carts, BIPOC/AAPI+ entrepreneurs in the food and beverage industry can apply for microgrants of up to $10,000 to uplift their businesses. Selected participants will also have access to additional business development opportunities through Oyate Group. Rising Restaurateur is a partnership between Oyate Group, Grubhub and the New York State Latino Restaurant Bar & Lounge Association. To participate, restaurateurs must be Latino, Black, Indigenous, Asian American and/or Pacific Islander, based in Manhattan, Brooklyn, the Bronx, Queens and Westchester County (Mt. Vernon and Yonkers), operating as a single business with 30 or fewer employees and a revenue of $2 million or less. Members of the New York State Latino Restaurant Bar & Lounge Association are encouraged to apply. Grant funding is made possible by Grubhub and Oyate Group.

The Clean Vessel Act (CVA) Program is a competitive federal grant initiative aiming to mitigate pollution in the nation's waterways. The program, funded through the Federal Sport Fish Restoration Account of the Aquatic Resources Trust Fund, allocates about $10 million annually across the United States. The CVA Program supports the construction, renovation, operation, and maintenance of pump-out and dump stations, including floating restrooms and facilities used exclusively by boaters. It also emphasizes educating the public about the environmental impacts of vessel sewage discharges, thereby promoting cleaner water bodies. The program encourages partnerships with private marinas, businesses, and local government units to establish these facilities. With an application deadline of September 1st, eligible entities include private marinas or businesses with public access and local units of government. Grant renewed every year.
