Bipartisan Infrastructure Law (BIL) Joint Office of Energy and Transportation: Communities Taking Charge Accelerator, Fiscal Year 2024 Funding Opportunity AnnouncementThis Funding Opportunity Announcement aims to help everyone ride and drive electric, foster public and private relationships, build interdisciplinary teams, advance the American blueprint for transportation decarbonization, and promote managed charging. The Joint Office of Energy and Transportation (Joint Office), through the U.S. Department of Energy Office of Energy Efficiency and Renewable Energy (EERE), is issuing a Funding Opportunity Announcement (FOA) entitled “Bipartisan Infrastructure Law (BIL) – Joint Office of Energy and Transportation: Communities Taking Charge Accelerator, Fiscal Year 2024 Funding Opportunity Announcement”. Awards made under this FOA will be funded, in whole or in part, with funds appropriated by the Infrastructure Investment and Jobs Act1, more commonly known as the Bipartisan Infrastructure Law (BIL). The BIL is a once-in-a-generation investment in modernizing and upgrading American infrastructure to enhance U.S. competitiveness, driving the creation of good-paying union jobs, tackling the climate crisis, and securing environmental justice and economic opportunity for disadvantaged communities2. The BIL appropriates more than $62 billion to the Department of Energy (DOE)3 to invest in American manufacturing and workers; expand access to energy efficiency and clean energy; deliver reliable, clean, and affordable power to more Americans; and demonstrate and deploy the clean-energy technologies of tomorrow through clean energy demonstrations. DOE’s BIL investments will support efforts to build a clean and equitable energy economy that achieves a zero-carbon electricity system by 2035, and to put the United States on a path to achieve net-zero emissions economy-wide by no later than 20504 to benefit all Americans. The BIL includes a historic $7.5 billion dedicated investment to build out a national network of Electric Vehicle (EV) chargers. As part of this investment, the BIL includes $300 million to establish a Joint Office of Energy and Transportation to study, plan, coordinate, and implement issues of joint concern between the U.S. Department of Energy and the U.S. Department of Transportation (DOT). The Communities Taking Charge Accelerator FOA and related activities align with the Joint Office mission to provide a modernized and interagency approach to support the deployment of zeroemission, convenient, accessible, and equitable transportation infrastructure. The activities to be funded under this FOA support BIL section Title VIII, Division J, Federal Highway Administration - Highway Infrastructure Program.

The United States Department of States Bureau of Western Hemisphere Affairs (WHA) announces a Notice of Funding Opportunity (NOFO) to address systemic barriers and socio-cultural attitudes that challenge gender equity and equality in the Caribbean economy, to build the economic resilience and skills capacity of women and adolescent girls aged 16 and older to enable them to enter the labor force and obtain economic security. The project should start in October 2024, exact start dates to be determined. It is anticipated that the award will be executed through a cooperative agreement. This project will be administered by WHAs Office of Policy Planning and Coordination (PPC). Subject to availability of funds, WHA intends to issue one award to not exceed $1,973,359 in FY 2023 Gender Equity and Equality Action (GEEA) Economic Support Funds (ESF) for a project period up to three (3) years. WHAs Caribbean United for Womens Economic Empowerment (CUWEE) project seeks proposals that demonstrate how the potential grantee will strengthen local civil society support actors engaged in advancing womens economic security in the region to help provide economic gender equity and equality in the Caribbean region. The project should include plans to first identify problematic country-specific and/or regional systemic barriers and socio-cultural attitudes, and then work with local civil society organizations (CSO)s to address those barriers. The CUWEE project intends to support a competition that will promote local CSOs to develop and implement pioneering solutions to overcome the local systemic barriers to economic security for women in their country/region. Additionally, the project should provide a training curriculum that builds the capacity of and strengthens the regional Caribbean network of local CSOs engaged in womens economic security.

This grant provides financial support for unique projects that improve the quality of life for seniors and youth in Steamboat Springs and Routt County, Colorado.

The U.S. Embassy to Papua New Guinea of the U.S. Department of State announces an open competition to submit a statement of interested to implement the Civil Society Partnership Program: Building Organizational Capacity program focusing on empowering non-profits and civil society organizations in Papua New Guinea. This Program will emphasize holistic interventions that address fundamental inequalities and empower vulnerable groups, paving the way for a more peaceful and prosperous nation. By investing in the leadership development and public engagement capacity of these organizations, this program aims to drive positive social change and create a more equitable and thriving future for all Papua New Guineans.

The 2024 States’ Economic Development Assistance Program (SEDAP), announced by the Delta Regional Authority (DRA), seeks applications for grants to target federal resources toward communities in the Mississippi River Delta and Alabama Black Belt regions. With a focus on economically distressed counties and parishes, SEDAP aims to invest in community-based and regional projects across four congressionally mandated funding categories: basic public infrastructure, transportation infrastructure, business development with an emphasis on entrepreneurship, and workforce development. The Rotary Club of Steamboat Springs offers an annual Community Impact Grant of $15,000 to a local non-profit organization in Routt County. Northeast Delta Dental is accepting applications for grants focused on increasing access to, and the quality of, oral health care in Maine, New Hampshire, and Vermont. Grants are available to organizations that meet specific criteria, including having nonprofit status (501(c)(3) or 501(c)(4)), not discriminating on the basis of race, sex, religion, or other protected classes, and being involved in projects that address oral health needs. Funding will support initiatives such as educational programs on oral health, preventive oral health care programs, dental clinics aiming to make care more accessible, education and continuing education of dental health professionals, and research to improve oral health.

The Seward Community Foundation (SCF), an Affiliate of The Alaska Community Foundation (ACF), offers mini-grants up to $1,000 to support a wide array of community needs in Seward and/or Moose Pass. The Transportation Alternative and Recreational Use FY25 Grant, administered by the Maryland State Highway Administration, aims to fund transportation alternative and recreational use projects within the state. The Cultural Facilities Grants are designed to support Vermont nonprofit organizations and municipalities in enhancing, creating, or expanding the capacity of existing buildings to offer cultural activities to the public. These activities broadly include artistic, creative, aesthetic, historic, or scholarly events such as performances, exhibits, readings, film screenings, workshops, and more. Eligible projects may involve improvements to wiring, heating, lighting, plumbing, accessibility features, stage enhancements, permanent display installations, environmental controls, hazard mitigation, and energy efficiency upgrades. The grant period is set from September 1, 2024, to August 31, 2025, and includes a mandatory match on a 1:1 basis with specific requirements for cash and in-kind contributions. Applications are encouraged from entities that own a facility in Vermont that has been in existence for at least ten years.

Under the Resilient Food Systems Infrastructure Program managed by the Pennsylvania Department of Agriculture (PDA) and funded by the USDA Agricultural Marketing Service (AMS), Simplified Equipment-Only Grants are designed to support Pennsylvania's food system transformation. Coastal Resilience Grant (CRG) Program Guidelines A. Purpose The CRG funding opportunity supports projects that: Build capacity, Advance planning, and Develop designs to increase coastal resilience, including community and/or habitat resilience, in one or more of New Hampshire’s Coastal Zone communities. Coastal Zone communities include: Dover, Durham, Exeter, Greenland, Hampton, Hampton Falls, Madbury, New Castle, Newfields, Newington, Newmarket, North Hampton, Portsmouth, Rollinsford, Rye, Seabrook, and Stratham. B. Eligible Applicants and Project Categories Eligible Applicants: Coastal municipalities, Quasi-governmental organizations, Non-governmental organizations, Academic institutions, and State agencies. Preference given to lead applicant organizations with no prior CRG awards. Preferred Project Approaches: Minimize negative impacts to environmental resources. Focus on coalition-building, cultural heritage preservation, environmental justice, inclusive access, and protecting/restoring natural coastal resources. Collaboratively-develop goals, purpose, work plan, products, and outcomes. Achieve fair distribution of benefits and burdens, prioritizing those with the highest need. Eligible Project Categories: Building Capacity Projects: Increase community resilience through network building, knowledge enhancement, and resource access. Planning Projects: Develop strategic plans, assessments, or regulations to guide resilience efforts. Design Projects: Develop designs for site-specific resources/assets to increase resilience. C. Funding, Match Commitment, and Project Timeframe Funding: Total anticipated federal grant funding: ~$100,000. Request between $9,000 and $30,000 in federal grant funds per project. Federal funds cannot cover final engineering designs, permitting, construction costs, or equipment purchases exceeding $5,000. Match Commitment: Non-federal match commitment: 4:1 federal grant funds to non-federal match (cash or in-kind services). Justification for reduced or no match commitment may be provided. Humanities North Dakota offers general grants ranging from $2,001 to $10,000 to support projects centered in the humanities. These projects must explore critical issues, involve humanities scholars, and be designed to attract and engage a public audience. The Central Minnesota Community Foundation, in partnership with the Initiative Foundation, offers the Rural Poverty Fund grants during even years (2020, 2022, 2024, etc.) for planning and implementation of projects or programs aimed at addressing rural poverty in central Minnesota.
