Department of Veterans Affairs (VA) is announcing the availability of funds for Cooperative Agreements (CA) establishing Suicide Mortality Review (SMR) processes and SMR committees (SMRC). Awards made for SMR-CA are anticipated to be funded by September 30, 2024. This is anticipated to be a one-year award with an optional one-year extension possible. This opportunity supports States, territories, and Tribal entities in establishing, coordinating, and managing SMRCs to identify and characterize suicide deaths and support the capacity to develop and implement data-informed strategies to prevent suicide, including suicide among veterans. These SMR-CAs aim to establish and increase the capacity of States, territories, and Tribes to collect high-quality uniform suicide death data, expand suicide death reviews, and ultimately translate data into suicide prevention actions at community, State, territorial, Tribal, and national levels. States, territories, and Tribes may identify key counties, cities, municipalities, or other political subdivisions in their own jurisdictions with whom they wish to coordinate for local SMRC development and implementation.

The Rural Housing Service (RHS) announces a notice in funding availability under its Housing Preservation Grant (HPG) program. The HPG program is a grant program which provides qualified public agencies, private nonprofit organizations, which may include but not be limited to, Faith-Based and Community Organizations, and other eligible entities grant funds to assist very low- and low-income homeowners in repairing and rehabilitating their homes in rural areas. In addition, the HPG program assists rental property owners and cooperative housing complexes in repairing and rehabilitating their units if they agree to make such units available to low- and very low-income persons. This action is taken to comply with Agency regulations found in 7 CFR part 1944, subpart N, which require the Agency to announce the opening and closing dates for receipt of preapplications for HPG funds from eligible applicants. The intended effect of this Notice is to provide eligible organizations notice of these dates. Approximately $2.2 million of FY2024 funding is available for disaster assistance ($50,000 maximum award). Preapplications for disaster assistance grants may be utilized for calendar year 2022 presidentially declared disaster area(s) only (2022 presidentially declared disaster areas can be viewed at https://www.fema.gov/disaster/declarations).

The Vermont Emergency Management (VEM) announces the availability of FEMA Hazard Mitigation Grant Program (HMGP) funds for the Presidential Declaration DR-4720 Severe Flooding. Up to $64,170,000 is available for hazard mitigation projects and up to $4,830,000 for planning activities. The program supports projects aimed at enhancing resilience, reducing loss of life, and minimizing damages to property. Eligible applicants include local governments, state agencies, and certain non-profits performing government-like functions. Priority is given to projects that benefit frontline and disadvantaged communities and those that align with the Vermont State Hazard Mitigation Plan. Pre-applications are accepted on a continual basis until August 16, 2024. Projects must be proven cost-effective through a Benefit-Cost Analysis (BCA). VEM provides technical assistance throughout the application process. HMGP funding is available statewide and does not need to be related to damages from the July 2023 flood.
