The Hazard Mitigation Grant Program (HMGP) provides grants to states, local governments, and Native American tribes for long-term hazard mitigation projects after a major disaster declaration. The program aims to reduce the loss of life and property in future disasters by funding mitigation measures during the recovery phase of a natural disaster. States receive HMGP funding when a Presidential Disaster Declaration has been made.

The Volunteer Fire Capacity (VFC) Program is a federally funded grant program that allows California to provide local and rural fire departments with minor firefighting, training, communications and safety equipment for their volunteer firefighters. The VFC Program has a 50/50 match requirement which means that the applying department must be able to meet the intended grant award, dollar for dollar. The Fire Management Assistance Grant Program is a grant program authorized under the Stafford Act that can reimburse a large portion of the costs to state, local and federally recognized tribal governments for the mitigation, management and control of fires on publicly or privately owned forests or grasslands. The program is authorized when a fire receives a federal fire declaration from the Federal Emergency Management Agency (FEMA). A federal fire declaration may be requested and issued for an uncontrolled fire when a threat of a major disaster exists. The fire declaration process is initiated by the state when an authorized representative submits a request for a federal fire declaration to the FEMA Regional Administrator. These declarations are requested while a fire is burning uncontrolled and threatens to cause enough damage as would warrant a major disaster declaration (under the criteria for either Public Assistance or Individual Assistance). The entire process is accomplished on an expedited basis and a FEMA decision is rendered in a matter of hours. The FMAG Program provides a 75 percent Federal cost share for eligible emergency response and fire suppression costs.

Objectives include: Ensure extensive stakeholder engagement throughout the lifecycle of a project so that stakeholders have access to flood hazard data and risk information to validate and use for community resiliency. Stakeholders in CTP projects typically include community and tribal leaders; business and property owners; regional, tribal, and state partners; and local elected officials. Enhance communities ability to make informed decisions on development using updated information by ensuring it is delivered to communities in a timely manner and on budget. Improve acceptance and use of the flood hazard data and risk information, through delivery of high-quality products to communities.
