The Urban Forestry Catastrophic Storm Grants is for tree repair, removal or replacement within urban areas following a catastrophic storm event for which the governor has declared a state of emergency under s. 323.10, Wis. Stats. Catastrophic storm does not include insect infestation or disease, forest fire, drought or water saturation due to flooding. Funding Information  Grants range from $4,000 to $50,000. Grant Period 1 Year. Eligible Costs Eligible costs are limited to damaged tree repair, removal or replacement within urban areas in the geographic area covered by the state of emergency and incurred as a direct result of the catastrophic storm event for which the governor has declared a state of emergency. Eligible costs are those necessary for—and consistent with—damaged tree repair, removal or replacement. Costs must be documented and reasonable. Eligible costs include regular wages and fringe benefits of people working directly on tree repair, removal or replacement (overtime costs are not eligible) and cost of services, supplies, equipment or facilities used for tree repair, removal or replacement. Costs reimbursed by another funding source (including federal disaster assistance or insurance) are not eligible. Eligibility Criteria Cities, villages, towns, counties, tribes and 501(c)(3) organizations that have experienced damage to an urban forest as a direct result of a catastrophic storm event for which the governor has declared a state of emergency are eligible to apply for an urban forestry catastrophic storm grant. Private property owners are not eligible for this funding. Urban forest damage must have occurred in an area with a minimum of 100 residents per square mile. This funding opportunity provides financial assistance to local governments, state agencies, and eligible nonprofits in areas affected by wildfires to implement measures that reduce future wildfire risks and enhance community resilience.

Under the Infrastructure Investment and Jobs Act ("IIJA"), the Department of Energy (DOE) provides formula grants to states and Indian Tribes for projects aimed at improving the resilience of the electric grid against disruptions caused by extreme weather, wildfires, or natural disasters. The Texas Division of Emergency Management (TDEM) manages the application process, expense reviews, and reimbursements for eligible entities, with funding provided on a reimbursement basis. The program partners with the Public Utility Commission of Texas (PUC) and the Texas Commission on Environmental Quality (TCEQ) to establish program objectives and metrics for resilience investments. The DOE will allocate $459 million annually over five years, with Texas expecting approximately $150 million. Eligible entities include electric grid operators, electricity storage operators, electricity generators, transmission owners or operators, distribution providers, and fuel suppliers. Preferred resilience measures include weatherization technologies, fire-resistant technologies, monitoring and control technologies, vegetation management, and adaptive protection technologies. This program provides funding to local governments in Michigan to create and improve affordable housing for low- and moderate-income families through rehabilitation and reconstruction projects.

The SB 1 Grant Program offers funding to local, regional, and tribal governments for planning and implementing projects to adapt to sea level rise and climate change impacts, with additional technical assistance available for those representing Environmental Justice communities.

The Fiscal Year 2024 Emergency Operations Center (EOC) Grant Program is intended to improve emergency management and preparedness capabilities by supporting flexible, sustainable, secure, strategically located, and fully interoperable EOCs with a focus on addressing identified deficiencies and needs. Fully capable emergency operations facilities at the state and local levels are an essential element of a comprehensive national emergency management system and are necessary to ensure coordination and unity of effort among multiple emergency management organizations and across multiple jurisdictions during major disasters or emergencies caused by any hazard. The Hazard Mitigation Grant Program (HMGP) provides grants to states, local governments, and Native American tribes for long-term hazard mitigation projects after a major disaster declaration. The program aims to reduce the loss of life and property in future disasters by funding mitigation measures during the recovery phase of a natural disaster. States receive HMGP funding when a Presidential Disaster Declaration has been made.

This program provides funding to local governments and non-profit organizations for projects that improve water quality, enhance flood resilience, and protect drinking water sources across the state.

The New York State Department of Environmental Conservation (DEC) is offering grants to local governments and Soil and Water Conservation Districts to assist in the initial planning of non-agricultural nonpoint source water quality improvement projects. The grants are also available for regulated MS4 Operators for mapping. The program supports projects like upgrading wastewater treatment systems and streambank stabilization. Applicants seeking planning grants for wastewater treatment systems should refer to the NYS DEC/EFC Wastewater Infrastructure Engineering Planning Grant Program. The program also focuses on projects affecting environmental justice and disadvantaged communities, and includes a variety of eligible report categories such as green infrastructure, stormwater retrofits, and stream culvert repair.

The Vermont Emergency Management (VEM) announces the availability of FEMA Hazard Mitigation Grant Program (HMGP) funds for the Presidential Declaration DR-4720 Severe Flooding. Up to $64,170,000 is available for hazard mitigation projects and up to $4,830,000 for planning activities. The program supports projects aimed at enhancing resilience, reducing loss of life, and minimizing damages to property. Eligible applicants include local governments, state agencies, and certain non-profits performing government-like functions. Priority is given to projects that benefit frontline and disadvantaged communities and those that align with the Vermont State Hazard Mitigation Plan. Pre-applications are accepted on a continual basis until August 16, 2024. Projects must be proven cost-effective through a Benefit-Cost Analysis (BCA). VEM provides technical assistance throughout the application process. HMGP funding is available statewide and does not need to be related to damages from the July 2023 flood.
