The purpose of the Housing-related Hazards Capital Fund (HRHCF) Lead-based Paint Capital Fund Program (LBPCF) Notice of Funds Opportunity (NOFO) is to evaluate and reduce residential health hazards in public housing, including lead-based paint, carbon monoxide, mold, radon, fire safety, and asbestos. In accordance with Section 9 of the United States Housing Act of 1937 (42 U.S.C. 1437g) (1937 Act), and the Consolidated Appropriations Act, 2024, $65 million shall be made available for competitive grants to public housing agencies to evaluate and reduce housing-related hazards including lead-based paint in public housing, whereas no less than $25 million of the $65 million of the available funds shall be awarded for evaluating and reducing lead-based paint hazards specifically by carrying out the activities of lead-based risk assessments, inspections, abatement, interim controls, and clearance examinations. In the event there are not enough eligible applications to award $25 million in competitive grants to evaluate and reduce lead-based paint hazards, any remaining amounts may be awarded to qualified applicants for evaluating and reducing housing-related hazards. These amounts are combined with an additional $19.5 million in carryover funding from the Consolidated Appropriations Act, 2023 for lead-based paint and approximately $3.3 million in recaptured funds from the Consolidated Appropriations Act, 2021 for lead-based paint. Although two grant programs are combined under one funding opportunity title, applicants will request funding from each grant program separately per the program requirements and application submission guidelines. Applicants are entitled to apply for one grant program or both. Applications will be competitively scored based on the unique rating factors for each individual program and funding may be awarded, fully or partially, under one program, both, or neither based on the rating, ranking, and funding available under each program. If the applicant is applying for funding under both grant programs, the rating and rankings will be determined separately.

If applicable, create a multi-family zoning district near a transit station to comply with M.G.L. Chapter 40A, Section 3A. Conduct a zoning review to identify and remove language that hinders economic growth, such as housing and/or commercial development. Create a plan to update zoning rules to unlock potential housing production and economic development growth. Site Preparation Category (generally entails hiring of consultants, engineers, and/or contractors) Create a site master plan, including predevelopment activities, on an underutilized commercial property with the intent to create mixed use that may include affordable housing. Conduct design, engineering, and/or permitting activities to address changes to existing water, sewer and stormwater in a prospective development site. Demolish a blighted building that cannot be recovered to prepare a portion of a parcel or an entire parcel for mixed-use redevelopment that may include affordable housing. Buildings (generally entails hiring of consultants, engineers, and/or contractors) Conduct design, engineering, and/or permitting activities to address ADA accessibility requirements for public buildings and resources. Rehabilitate housing to bring an underutilized property back onto the market. Provide further subsidies to an affordable housing project to directly create affordable housing units or increase the number of affordable units in a new housing project. Infrastructure (generally entails hiring of engineers and contractors) Conduct design, engineering, permitting, and construction for road improvements, including projects that address public safety concerns, such as dangerous road conditions and/or imminent collapse of a bridge or culvert. GPD Grants Introduction The GPD Program is VAs largest transitional housing program for Veterans experiencing homelessness and is permanently authorized under Public Law 109-461. Since 1994, the GPD Program has awarded grants to community-based organizations to provide transitional housing with wraparound supportive services to assist vulnerable Veterans move into permanent housing. The grants are designed to meet Veterans at various stages as they move to stable housing. Community-based organizations receiving GPD grants offer focused transitional housing services through a variety of housing models targeted to different populations and needs of Veterans. The GPD program plays a vital role in the continuum of homeless services by providing supportive services to those Veterans who would otherwise be among the unsheltered homeless population. The result of GPD programs is that Veterans achieve residential stability, increase their skill levels and/or income and obtain greater self-determination. Types of GPD Grants Transitional housing grants: Per Diem Only (PDO) grants provide funding in the form of per diem payments to reimburse grantees for the cost of care provided to Veterans in transitional supportive housing. Special Need grants target housing and services to specific populations of Veterans (e.g., women, Veterans with chronic mental illness, frail elderly Veterans, Veterans caring for minor dependents, terminally ill Veterans). Transition-In-Place (TIP) grants offer Veteran residents housing in which supportive services transition out of the residence over time, rather than the resident. Upon completion of the TIP services, the resident retains the unit as their permanent housing with no requirement to move. Other types of grants: Case Management grants support Veterans who were previously experiencing homelessness or who are at risk for homelessness so that they may obtain or retain permanent housing. Capital grants support the costs of acquiring, renovating or constructing facilities and are only offered intermittently to improve existing facilities or to develop new transitional housing depending on the needs of the Department and funding availability. The Green and Resilient Retrofit Program (GRRP) is authorized and funded by Section 30002 of the Inflation Reduction Act of 2022, (Public Law 117-169) (the IRA), titled Improving Energy Efficiency or Water Efficiency or Climate Resilience of Affordable Housing. The program seeks to amplify recent technological advancements in utility efficiency and energy generation, bring a new focus on preparing for climate hazards by reducing residents and properties exposure to hazards, and protecting life, livability, and property when disaster strikes. GRRP is the first HUD program to simultaneously invest in energy efficiency, energy generation, and climate resilience strategies specifically in HUD-assisted multifamily housing. All of the investments under the GRRP will be made in affordable housing communities serving low-income families in alignment with the Administrations Justice 40 goals.HUD is offering GRRP funding through three separate cohorts designed to meet the different needs of HUDs assisted multifamily portfolio.
