The Department is combining three major discretionary grant programs and two fiscal years of funding into one Multimodal Projects Discretionary Grant (MPDG) opportunity to reduce the burden for state and local applicants and increase the pipeline of shovel-worthy projects that are now possible because of the Bipartisan Infrastructure Law. The National Infrastructure Project Assistance (Mega) program was created in the Bipartisan Infrastructure Law to fund major projects that are too large or complex for traditional funding programs. It is a highly competitive program. The Bipartisan Infrastructure Law provides $5 billion for Mega over 5 years, of which approximately $1.7 billion remains and will be made available through this NOFO. Half of the funds available in each fiscal year is reserved for projects greater than $500 million in cost, and half is reserved for projects greater than $100 million but less than $500 million in cost. Applications will be evaluated on six outcome criteria, economic analysis, project readiness, and statutory requirements. The six outcome criteria are: (1) safety; (2) state of good repair; (3) economic impacts, freight movement, and job creation; (4) climate change, resilience, and the environment; (5) equity, multimodal options, and quality of life; and (6) innovation areas: technology, project delivery, and financing. Applicants that wish to submit the same application to be considered for more than one grant program under the MPDG combined NOFO only need to submit their application through one Grants.gov opportunity number and that application will be considered for all programs for which it is not opted-out or ineligible. It is not necessary to submit multiple of the same application under the other MPDG Grants.gov opportunities.

The Michigan Office of the Environmental Justice Public Advocate in the Department of Environment, Great Lakes and Energy (EGLE) offers the Environmental Justice (EJ) Impact Grant program. This program is designed to reduce environmental health burdens and impacts within Michigan’s Environmental Justice communities. These include community improvement projects aimed at enhancing public health, initiating or expanding monitoring of background pollution levels in air, water, or soil (with air monitoring equipment classified as air quality sensors and not for regulatory use), new or improved equipment or management techniques to improve indoor air quality in schools, and the remediation/redevelopment of contaminated or blighted sites. These priorities reflect a comprehensive approach to environmental justice, addressing both pollution and its direct impacts on community well-being. Expected outcomes include measurable improvements in public health through community projects, enhanced understanding of pollution levels via monitoring, better indoor air quality in schools, and the revitalization of environmentally degraded areas. The program has a total of $20,000,000 available, with a maximum of $500,000 per applicant. This substantial funding allows for significant, impactful projects. Eligible applicants include federally recognized Tribes, community-based non-profit organizations (including grassroots and frontline organizations), schools, institutions of higher education, and local governments, reflecting a strategic approach to engage diverse stakeholders in achieving environmental justice.

The expected outcomes include a more engaged citizenry, increased awareness of water quality threats, and the implementation of effective water restoration efforts. Measurable results for citizen empowerment and education projects typically see average individual grant awards ranging from $10,000 to $50,000, while water restoration projects can receive up to $100,000. Grants may also include multi-year awards, not exceeding three years. The Anderson Water Council's strategic priority is to support initiatives that contribute directly to the restoration and protection of the Savannah River watershed, with a strong emphasis on community-led solutions and data-driven approaches. Their theory of change suggests that by empowering local communities with funding and support for data collection and restoration, significant improvements in water quality and resource protection can be achieved.

Total funding of approximately $3 million will be made available through sub-awards (grants) from DFFM on a reimbursement basis and awarded through a competitive process with emphasis on community protection and forest health. Multiple awards not exceeding $500,000 are expected. Organizations may submit more than one project application, but total funding may be limited to $500,000. Priority will be given to projects that support private industry and/or Arizona’s wood products industry. Priority will be given to projects that have not received prior treatments. Financial Notes: Total funding of approximately $3 million will be made available through sub-awards (grants) from the Arizona Department of Forestry and Fire Management on a reimbursement basis and awarded through a competitive process with emphasis on community protection and forest health. Awards will be limited to a minimum of $60,000 and maximum of $500,000 per project. Depending on total available funding, some projects may be offered only partial funding. All projects will require a 10% - 30% match contribution (ie: 90% Grant + 10% Match = 100% Project Total). Match source must be identified in the project application. Larger requests will require larger match contributions.  Priority will be given to projects that support private industry and/or Arizona’s wood products industry. Priority will be given to projects that have not received prior treatments. Proposals not meeting minimum match requirements will impact the overall score. Funds will be dispersed to recipients on a reimbursement basis after they incur cost and report accomplishments and expenses to the Arizona Department of Forestry and Fire Management. The program’s success will be measured by the extent to which these conservation practices are adopted and the subsequent environmental benefits realized across the Cumberland Plateau.
