The U.S. Embassy New Zealand Public Diplomacy Section (PDS) of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program to develop and implement a Young Pacific Leaders (YPL) Alumni Roadshow. The Alumni Roadshow will bring 15 select Young Pacific Leader alumni from the Pacific to the United States to participate in leadership and professional development activities under the themes of education, environment and resource management, civic engagement, social and economic development, regional security and geopolitics, cultural preservation and traditional knowledge, and health. The Alumni Roadshow will market the Young Pacific Leaders program to raise awareness of the program and garner support and buy-in for Young Pacific Leader initiatives. PROGRAM DESCRIPTION The U.S. Embassy Seoul Public Diplomacy Section (PD) of the U.S. Department of State is pleased to announce that funding is available for a womens leadership program focused on supporting young women across the Republic of Korea (ROK). The ROK is now one of the worlds most influential countries following decades of impressive economic growth, technological innovation, cultural exports, and public sector initiatives. As like-minded democracies, both the ROK and the U.S. have a strong responsibility to make sure economic and social opportunities are open to all citizens, especially women. To support womens economic opportunity, the U.S. Embassy in Seouls Public Diplomacy Section will create a leadership and mentorship cohort of at least twenty South Korean women between the ages of 25-39 who represent diverse sectors of the economy and have shown the potential to grow as leaders in their respective fields. Through this program, participants will learn from American and Korean experts, and broaden their professional network. The U.S. Embassy seeks proposals from ROK-based organizations to run this program which includes recruiting members, planning and implementing events, and expanding its existing network that connects Korean and American women leaders. Strong preference will be given to proposals that include participants from outside of the Seoul metropolitan region and utilize our American Corner network (located in Busan, Gangneung, Gwangju, Jeju and Pyeongtaek) in addition to the American Diplomacy House in Seoul. Outputs/Outcomes This program should focus on developing leadership skills, expanding participants global mindset, and connecting emerging leaders with one another. Details/Logistics U.S. Embassy Seoul and the grantee will be jointly responsible for selecting participants. The U.S. government retains final approval authority for all participants, who will apply via a standardized application form. Participants should be between the ages of 25-39, in their early to mid-careers, and demonstrate their potential to grow as leaders in their professions. Grantee Expectations The following components should be included in the program: Minimum of 6 coaching and/or discussion sessions (either in-person or virtual) Minimum of 2 interactive workshops on leadership Minimum of 2 networking opportunities Coaching Sessions The grantee will be responsible for organizing and implementing a series of in-person, virtual, and/or hybrid engagements with U.S. and/or Korean experts who can empower and provide coaching sessions to this group of selected participants. Engagements should provide opportunities for participants to share their challenges, develop their leadership skills through professional coaching, and provide guidance on their career paths. In-Person Leadership Workshop The leadership program will also host at least 2 in-person workshops at the American Diplomacy House Seoul (or another location of choice), featuring guest experts, opportunities for candid conversations about workplace challenges, and advice for advancing ones career. As part of the workshop, Embassy Seoul will arrange engagements with a guest speaker. Networking Opportunities The grantee will be responsible for organizing a networking event where the cohort can engage one another in person and meet other leaders across various fields. The Ambassadors Resilience Fund is designed to contribute to the U.S. Strategy to Prevent Conflict and Promote Stability (SPCPS) in Coastal West Africa. The SPCPS seeks to promote peace and prevent violent conflict and violent extremism that risks destabilizing Coastal West Africa (including Guinea, Cote dIvoire, Ghana, Togo, and Benin). It aims to implement a new policy approach that addresses the political drivers of fragility and supports locally driven solutions. The submission of the SOI is the first step in a two-step process. Applicants must first submit a concise one- to three-page statement of interest designed to clearly communicate program idea and objectives. This is not a full proposal. The purpose of the SOI process is to allow applicants to submit program ideas for evaluation prior to the required development of a full proposal application. Upon a merit review of eligible SOIs, selected applicants will be invited to expand on their program idea(s) by submitting a full proposal application. Full proposals will go through a second merit review before final funding decision(s) are made.

The U.S. Embassy New Zealand Public Diplomacy Section (PDS) of the U.S. Department of State announces an open competition for organizations to submit applications to implement the Academy for Women Entrepreneurs (AWE) to promote womens social and economic empowerment, pending the availability of funds. The cohort should take place sometime between 2025-2026. Each AWE cohort should include about 30 women meeting either online or in person. AWE cohorts may take place in any, all, or the following select countries: New Zealand, Niue, the Cook Islands, Tokelau, French Polynesia, New Caledonia, Wallis and Futuna, the Solomon Islands, Vanuatu, Samoa, Palau, the Republic of the Marshall Islands, or the Federated States of Micronesia. About the Academy for Women Entrepreneurs By ensuring that women have the skills, capabilities, and resources to fully participate in the economy, AWE directly supports the U.S. National Strategy on Gender, Equity, and Equality. AWE was established in 2019 to provide women with the knowledge, networks and access to launch or scale successful businesses. Cohorts of approximately 30 women meet online and in-person to learn core business skills such as strategic planning, marketing and finance, then discuss the material with local facilitators, business leaders, and U.S. exchange alumni mentors. Through its partnership with Arizona State Universitys Thunderbird School for Global Management and the Freeport-McMoran Foundation, AWE utilizes a no-cost, online learning platform. Used by AWE since 2019, DreamBuilder teaches participants the fundamentals of starting or growing a small business from a U.S. perspective, offering modules on marketing, pricing, and bookkeeping, and includes a built-in business plan generator. It is available only in English and Spanish, though posts may conduct mentoring and facilitation in local languages. This year, implementing partners may also use a new online curriculum, in whole or in part the Najafi 100 Million Learners Global Initiative - alongside or instead of DreamBuilder. 100 Million Learners Global Entrepreneurship and Innovation Bootcamp may be most suitable to implementing partners who are looking for a more challenging business curriculum, or who wish to provide complementary modules on key topics in entrepreneurship and innovation. 100 Million Learners is currently offered in 20 languages and will add up to 20 more in the future. Proposals to establish new AWE cohorts must use either DreamBuilder or 100 Million Learners for their curriculum.

Executive Summary: Competitive proposals will show the capacity to manage both the PD operational/programmatic and ASSF programmatic activities at the Spaces. Thus, the most competitive applicants will submit at least two proposals, as appropriate. Furthermore, applicants demonstrating the capacity to manage multiple Spaces will be highly competitive. The recipient will receive significant Public Diplomacy Section input and assistance to ensure the programming under both awards meets U.S. Embassy Dushanbe goals and objectives. The expected date range for implementation of all projects is October 1, 2024, to September 30, 2025. Please follow the instructions below for the application. Background American Spaces are the premier public diplomacy platform of the U.S. Embassy in Tajikistan that has been strengthening mutual understanding and friendship between the people of Tajikistan and the United States of America for almost 21 years. The eight American Spaces in Tajikistan are located in Bokhtar, Dushanbe, Gharm, Isfara, Khorugh, Khujand, Kulob, and Panjakent and offer English resources and development opportunities to meet interests of diverse audiences, while also serving as gateways for Tajik citizens to learn about American society, culture and education. The American Spaces are well known in the community for their regular English-language activities, such as conversation groups with native speakers, workshops with visiting specialists, and regular presentations by Americans on U.S. life and culture. American Spaces operate based on the global standards of the American Spaces program. These standards mandate that every American Space offer programming in six core areas free of charge for all the participants: 1. English language teaching and learning: Increase English language proficiency and instructional skills of English language learners and English language teachers, particularly for underserved audiences by facilitating a wide range of programs (designed and delivered by American Space coordinators, USG grantees, and volunteer networks) that build the skills of English language teachers and promote English language learning. American Spaces provide access to English language speakers and professional development/teacher training resources provided by the State Department. 2. Information about the United States: Increase awareness and understanding of school and university students about American history, culture, and society through people-people diplomacy. American Spaces also offer collections of English books, videos, newspapers, magazines, photo galleries, and Internet access and ensure these collections remain accurate, up to date, and audience appropriate. 3. Educational advising: Increase the knowledge and skills of high-school students on higher education opportunities in the United States by providing accurate, comprehensive, and up-to-date guidance on applying to U.S. colleges and universities. In collaboration with Education USA, American Spaces conduct virtual sessions providing accurate, comprehensive, current information about opportunities to study in the United States. American Spaces host students/ alumna of different exchange programs to talk about their study, life in the States, sharing tips from their personal experience. They also conduct essay writing clubs and TOEFL sessions for the student who seek opportunity to study in the States. 4. Alumni engagement: Support continuing engagement with alumni of U.S. exchange programs and cultural enrichment programs, connecting them to local audiences by sharing their U.S. experience and expertise to benefit the local communities. 5. Skills Building: Develop skills and increase capacity of the Tajik population to meet global challenges, mitigate crises, increase trade, support inclusive and sustainable economic growth and opportunity and strengthen resilience to economic, technological, environmental and other global challenges. American Spaces continue offering programs to meet interests of diverse audiences in the regions especially by organizing projects that promote English language, innovation, entrepreneurship, environmental protection, and gender equality in STEM, as well as teach skills such as critical thinking and media literacy, resume writing and job promotion, how to launch entrepreneurial or social development projects, how to use makerspace equipment to conduct projects. 6. Strategic Cultural Programs: Foster people-to-people connections, increase understanding and build respect towards the United States with Tajikistan audiences through cultural programs and holiday celebrations, that can include visual and performing arts, film, literature, health, food culture/cuisine, sports, science and technology, volunteerism, makerspace activities, environment, civil society, and entrepreneurship. The American Spaces in Tajikistan also actively partner with international and local organizations to conduct highly impactful programs. Funding Opportunity 1: Operational/Programmatic (PD): Competitive proposals will show a cost-share for space/rent or staffing. Competitive proposals will seek to maintain current Spaces locations or justify proposals to relocate to a new facility. Project Goal: Strengthen relationships, deepen trust, and expand people-to-people exchanges between the United States and Tajikistan. Objectives: Objective 1: Oversee and administer American Spaces operations within the allocated budget over a 12-month period, demonstrated by implementation of innovative solutions to technical and logistical challenges, maintenance of staffs high professional standards, and cost-efficient maintenance of spaces, while maintaining the modern aesthetic and accessibility standards of American Spaces. Provide skilled, innovative staff, comfortable with social media, to attract and work with public audiences. Objective 2: Increase the reach and engagement outreach to target American Spaces audiences by creating and launching a unified social media strategy within the second months of the programs implementation. Objective 3: Improve program management, reporting, and other professional skills of American Space Coordinators at six American Spaces through in-person and virtual professional development training and activities. a. Training topics may include but are not limited to: project planning, report writing techniques, methods on tracking Key Performance Indicators (KPIs) and metrics, budget management, data collection tools and techniques, data analysis, social media management, graphic design and content development, customer service, first aid, etc. b. Offer free-of-charge skills building workshops and educational programs to showcase American culture, holidays, and traditions at six American Spaces of Tajikistan: Gharm, Isfara, Khorugh, Khujand, Kulob, Panjakent. Objective 4: Design and execute a range of diverse programming activities across six core areas of American Spaces (described above) at six American Spaces in Tajikistan: Gharm, Isfara, Khorugh, Khujand, Kulob, and Panjakent, demonstrated by sustained participation and increases in participant turnout. Funding Opportunity 2: Programmatic (ASSF) Goal: Strengthen relationships, deepen trust and expand people-to-people exchanges between the United States and Tajikistan through the promotion of the English language, providing a supportive and tolerant community to combat violent extremism, increasing regional connectivity, and promoting economic opportunities. Objective: Design and execute a range of diverse programmatic activities across six core areas of American Spaces (explained below) in alignment with Mission goals at eight American Spaces in Tajikistan, demonstrated by sustained participation and increases in participant turnout. 7.
