The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART Office) seeks applications for funding under the SMART FY 2024 Support for Adam Walsh Act Implementation Grant Program. This program furthers DOJs mission by assisting states, the District of Columbia, principal U.S. territories and certain federally recognized Indian Tribes with implementation and ongoing maintenance of requirements under the Adam Walsh Child Protection and Safety Act of 2006, specifically Subtitle A of Title I of the Sex Offender Registration and Notification Act (SORNA). OJP is committed to advancing work that promotes civil rights and equity, increases access to justice, supports crime victims and individuals impacted by the justice system, strengthens community safety and protects the public from crime and evolving threats, and builds trust between law enforcement and the community. With this solicitation, the SMART Office seeks to assist jurisdictions with developing and enhancing programs designed to implement SORNA requirements. SORNA requires all states, the District of Columbia, the principal U.S. territories and participating federally recognized Indian Tribes to maintain a sex offender registry; and sex offenders to register and maintain a current registration in each jurisdiction where the individual lives, works or goes to school. SORNA also sets forth requirements regarding what jurisdictions must include in their sex offender registries, and what information sex offenders and sex offender registries must provide. With this solicitation, OJJDP seeks to build the capacity of state courts, local courts, units of local government, and federally recognized Tribal governments to establish new family treatment courts, enhance existing family treatment courts, or expand family treatment courts at the larger state and county levels. This program furthers the Department;apos;s mission to expand access to evidence-based prevention and treatment by supporting states and communities as they develop and implement effective and coordinated substance use intervention programs.

The Secretariat Against Sexual Violence, Exploitation, and Trafficking in Persons (SVET) of the Guatemalan Government is the entity with the mandate to ensure the coordination of the prevention, security, justice, welfare, and attention from local authorities to victims and create awareness of these crimes. Cultural awareness and crime prevention in Guatemala have been delegated to the National Civil Police (PNC). However, there are multiple institutions who work with SVET that need to take a more active role in addressing these crimes. The Ministry of Education (MINEDUC) is one of these stakeholders, who has the key responsibility of promoting positive values and addressing these kinds of issues with the next generation of Guatemalans. SVET has interinstitutional agreements between them and both MINEDUC and PNC to coordinate and collaborate in topics related to sexual violence, exploitation, and TIP.Standardize and strengthen SVET, with strong knowledge in sexual crimes, exploitation, trafficking in persons (TIP) and a capable train the trainer program to coordinate all the Government of Guatemala (GoG) institutions to conduct awareness campaigns to combat sexual and GBV by rejecting stereotypes and cultural norms that permit these crimes. In addition, empower SVET to identify and initiate through corresponding authorities investigations against criminal structures engaged in money laundering and human trafficking.

With this solicitation, BJA seeks to support small and rural agencies in their efforts to combat violent crime through the implementation of a comprehensive violent crime reduction strategy. The goal of this program is to increase the capacity of police departments or prosecutors’ offices to fully implement programming and activities that reflect critical elements found in the Violent Crime Reduction Operations Guide or the Prosecutors' Guide to Reducing Violence and Building Safer Communities to combat violent crime.

The proposal includes a reasonable implementation timeline. Goals and objectives 15 points: Goals and objectives are clearly stated and program approach is likely to provide maximum impact in achieving the proposed results. Embassy priorities 10 points: Applicant has clearly described how stated goals are related to and support U.S. Embassy Kuwaits priority areas or target audiences. Budget 10 points: The budget justification is detailed. Costs are reasonable in relation to the proposed activities and anticipated results. The budget is realistic, accounting for all necessary expenses to achieve proposed activities. Monitoring and evaluation plan 15 points: Applicant demonstrates it is able to measure program success against key indicators and provide milestones to indicate progress toward goals outlined in the proposal. These crimes are committed using networked computers, handheld devices, and internet technology; some examples include various kinds of theft (financial, identity, etc.), cyberstalking, hijacking accounts on social networking websites, infrastructure intrusions, and hacking (i.e., reconfiguring or reprogramming a system to function in ways not approved by the owner, administrator, or designer).

This funding opportunity provides financial support to state agencies, nonprofit organizations, local governments, and tribal governments to improve law enforcement strategies and victim services aimed at reducing violence against women.

As a center of learning, innovation, and leadership that shapes and advances effective correctional practice and public policy, NIC is a vital partner in planning, developing, delivering, and supporting training focused on gender-responsive approaches to working with justice-involved women. NIC training helps correctional staff address the significant challenges they face regarding gender-informed facility operations, policies and procedures, and the development and implementation of evidence-based programs and services that meet womens needs. The growth of knowledge about the types of women who may need to be considered in an agencys response to women and the management strategies that may be most effective for working with this population has also led to advancements in training.This solicitation is for a proposal to enter into a 12-month cooperative agreement to coordinate and deliver two trainings each of Gender-Informed Practices in the Management of Womens Prisons and Justice-Involved Women: Developing an Agencywide Approach, two training programs that address the importance of gender-responsive intervention in a correctional facility.

A. PROGRAM DESCRIPTION The Bureau of Counterterrorism (CT) of the U.S. Department of State announces an open competition for organizations to submit applications to provide specialized counter improvised explosive device (C-IED) and explosive ordnance disposal (EOD) trainings and equipment to the Ivorian Force Recherche et d’Assistance de la Police (FRAP) and the United Intervention Gendarmerie Nationale (UIGN). The central Sahel is a global epicenter of terrorism. Countries in the region face an acute threat from violent extremist organizations (VEOs) affiliated with al-Qaida and ISIS operating in the central Sahel. Over the past three years, these VEOs have expanded from the central Sahel into the northern border regions of Coastal West Africa (CWA) littoral state (predominately Benin, Togo, Côte d'Ivoire, and Ghana). The VEO threat in CWA is increasing. According to Armed Conflict Location and Event Data Project (ACLED) data, 2023 recorded the highest number of VEO events in CWA ever (219), peaking in Q4 (65) with the highest quarterly sum ever experienced in the region. VEOs are increasingly utilizing improvised explosive devices (IEDs) to conduct attacks across the region. In Côte d'Ivoire, they have seen a rise in the number of IED events and sophistication of materials used in attacks. This increase is a result of an uptick in illegal and artisanal gold mining which has resulted in heavier explosive materials being trafficked into CDI’s northern border region. With FY23 funding, CT will provide C-IED/EOD training to the CDI national police and the national gendarmerie to increase their capacity to effectively disrupt, degrade, and respond to terrorist activity stemming from the Sahel. Specifically, this program will train law enforcement agents to render safe and disrupt IEDs. Police and Gendarmes slated for this training program will be assigned to EOD cells within each service’s respective intervention unit.

The Bureau of Counterterrorism's mission is to promote U.S. national security by taking a leading role in developing coordinated strategies and approaches to defeat terrorism abroad and securing the counterterrorism cooperation of international partners.

This program provides financial guarantees to support local governments and developers in revitalizing underutilized properties and stimulating economic growth in communities across the Commonwealth.

This program provides $11 million to law enforcement agencies to develop community policing initiatives that strengthen partnerships with local communities and promote collaborative problem-solving.

The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to improve and strengthen the institutional capacities of the Colombian National Police CNP and the Directorate of Veterans and Inclusive Rehabilitation DIVRI to provide CNP officers and Colombian Military permanently wounded in the course of eradication, drug interdiction, rural security, antiterrorism, and anti-drug trafficking operations; access to vocational assistance. The project should include the design of strategies to access educational scholarships, vocational training, entrepreneurship and/or employment opportunities. The CNP and DIVRI will benefit from the project as the designed strategies will assist in improving their access to career development and employment opportunities.
