U.S. Embassy Cotonou is pleased to announce an open competition for non-governmental organizations to apply for a Local Governance and Accountability Project in Borgou Department under the Prevention and Stabilization Fund (PSF). This project seeks to improve civic participation and government engagement in marginalized communities in northern Benin, fostering transparency, accountability, and collaboration by providing tools, knowledge, and resources for marginalized communities and their associated civil society groups to actively engage in local governance and the political sphere to achieve representation and receive improved service delivery. Detailed description of the grant and guidelines are below. Please read carefully to see if your project is eligible. A grant of $250,000 U.S. Dollars (USD) in FY 2023-FY 2025 Economic Support Fund (ESF) resources will be awarded (pending availability of funds) for work that will support program objectives below. Priority Region: Borgou Department with special emphasis on the communes of Bembereke, Kalale, Perere, and Sinende. Additional departments and communes may be considered at a later stage. Background: In Benin, the practice of decentralization since 2013 has gradually strengthened citizen participation in local governments by bringing citizens closer to local governments. However, marginalized communities at the local level in rural communities are not always integrated into the decision-making processes in central and local governments (communes). This compromises their ability to influence policies creating the impression central authorities are not prioritizing their needs. Of particular concern are the 6,000 internally displaced persons (IDPs) in Benin displaced by violence and insecurity in northern departments. Encouraging greater participation in party politics, voting, and civic engagement equates to empowering these groups politically as majority political parties continue to exercise significant influence over the management of communes. Civil society organizations acknowledge the need to include the local public, including marginalized communities and underrepresented groups in decision-making so that local governments ensure that all citizens needs are met through the principles of good governance. Promoting greater engagement and a more inclusive and responsive political system ensure that citizens needs and aspirations are met, which prevents violent conflicts caused by social resentment. In support of the stated goal, project objectives may include, but are not limited to, the following: Objective 1: Build capacity of women, minority ethnic groups, LGBTQI+ persons, religious minorities, and in particular internally displaced persons (IDPs) to actively participate in policy dialogue, political processes, and upcoming local and national elections. Objective 2: Promote greater civic awareness, citizen engagement and ultimately a more inclusive and responsive political system that better serves the need and aspirations of targeted groups. Objective 3: Protect and promote human rights and equal protection under the law of targeted groups and other community at risk. B. The EPA, together with states, Tribes, and its many partners, protects public health by protecting current and future drinking water sources and ensuring the availability of high-quality drinking water. Two programs within the EPA that protect drinking water sources are the Underground Injection Control (UIC) and Source Water Protection (SWP) programs. If Fellows engage in fraudulent conduct or fail to comply with any term or condition of the fellowship, funding may be withdrawn, or Fellows may be required to repay monies already received. Additionally, if the selecting official determines that satisfactory progress towards market research and the Fellowship paper is not completed within the timeframe of the award, Fellows may be required to repay any expenses borne by the government for their participation in the U.S. and Foreign Commercial Service Pilot Fellowship Program. The U.S. and Foreign Commercial Service Pilot Fellowship Program may provide, subject to appropriations, up to $35,000 of support per person for up to an eight-week fellowship program in an overseas U.S. diplomatic mission. Recipients of a U.S. and Foreign Commercial Service Pilot Fellowship will be required to participate in a mandatory one-week Office of Global Talent Management Orientation and Training in the spring of 2025. As a recipient of the U.S. and Foreign Commercial Service Pilot Fellowship, you become a recognized member of the U.S. and Foreign Commercial Service community. Global Markets will provide financial resources to help you increase the level of knowledge and awareness of the Foreign Commercial Service (FCS) and how it facilitates the growth of global trade, commerce, and American exports, as well as provide mentorship to assist you with your learning experience. There will be two separate program deliverables required of each Fellow. The first deliverable is the Individual Post Analysis Report (IPAR) which will document the up to eight-week summer enrichment program at an assigned overseas post, summarizing industry sector-focused market research that helps clients understand the opportunities available in selling their specific products and services in a select market as well as any specific tariff or non-tariff regulatory barriers that may impede market access. The IPAR must be submitted by July 31, 2025. During the succeeding Professional Development and Networking phase of the fellowship, which runs from August 2025 through September 2025, the fellows will be assigned their second deliverable, a Capstone Project. Fellows will be provided with the Capstone Project requirements including specific prompts that highlight how they will transfer the knowledge and skills learned through the fellowship into her or his professional career. Mentors will be assigned to enhance the fellows growth and help them understand their own personal career development opportunities. At the culmination of the fellowship, the Fellow will be required in September 2025 to present their project virtually before a diverse panel of ITA/Global Markets senior managers. Fellows must be ready to travel overseas and pass a Security Assurance Check. Placements to an overseas location for the duration of the fellowship are required for every fellow. Federal financial support (grant) for the summer enrichment program may be used toward allowable costs such as: travel to and from the Department of Commerce facility, housing, per diem, books/materials costs. Funds cannot be used toward research costs. Fellows are required to provide their own health insurance coverage during the program collaboration. Health insurance coverage and any supplemental insurance can be paid for with grant funds. More details on allowable costs can be found in 2 CFR part 200, Subpart E Cost Principles. The U.S. Department of State, Bureau of Political-Military Affairs, Office of Weapons Removal and Abatement (PM/WRA) is pleased to invite eligible organizations to submit applications for a cooperative agreement to conduct a physical security and stockpile management program in Nigeria during fiscal year 2025. Specific goals, objectives, and technical requirements for application packages are detailed below. PM/WRA anticipates awarding up to $500,000 under this funding opportunity.

The United States Agency for International Development Mission in the Democratic Republic of the Congo (USAID/DRC) is gathering information to develop health financing, governance, and information systems activities in support of the DRCs strategic plan for 2021-2030 towards universal health coverage (UHC). The purpose of the Health Financing, Governance and Information Systems (HFG/IS) activity is to strengthen national and select provincial governments capacity to identify and act upon key levers for resource mobilization and for reductions in household catastrophic health expenditures, to identify and respond to gaps in equity, quality, and coverage of health services, to strengthen citizens capacity to hold government accountable for health services, and to foster collaborative learning. Targeted systems strengthening include efforts to improve the resilience and capacity of the public health system to prevent, detect, and respond to emerging infectious disease threats with a one health approach. USAID envisions that this activity will strengthen the role of citizens, women, and marginalized groups in the design, delivery, monitoring, and accountability of health services, which in turn fosters trust in the health system and sustainability. Recognizing the interdependence of governance, financing, and information, this activity supports a targeted, synergistic approach to complement the USAID Integrated Health Services Delivery Accelerator and USAID Sant Gouvernance Activities. Provincial-level interventions will focus on the 8 provinces of implementation for these Activities (Kasai Central, Kasai Oriental, Haut-Katanga, Haut- Lomami, Lomani, Lualaba, Tanganyika, and Sud-Kivu), be coordinated to promote synergies and avoid duplication of efforts, and contribute to a broader learning agenda to foster adoption of best practices and national scale-up. USAID envisions a well-planned collaborative learning agenda for this Activity and commitment to gender and social inclusion principles.

The Rural Housing Service (RHS) announces a notice in funding availability under its Housing Preservation Grant (HPG) program. The HPG program is a grant program which provides qualified public agencies, private nonprofit organizations, which may include but not be limited to, Faith-Based and Community Organizations, and other eligible entities grant funds to assist very low- and low-income homeowners in repairing and rehabilitating their homes in rural areas. In addition, the HPG program assists rental property owners and cooperative housing complexes in repairing and rehabilitating their units if they agree to make such units available to low- and very low-income persons. This action is taken to comply with Agency regulations found in 7 CFR part 1944, subpart N, which require the Agency to announce the opening and closing dates for receipt of preapplications for HPG funds from eligible applicants. The intended effect of this Notice is to provide eligible organizations notice of these dates. Approximately $2.2 million of FY2024 funding is available for disaster assistance ($50,000 maximum award). This funding opportunity provides financial support to organizations working to improve international efforts in detecting and disrupting Russia's tactics to evade sanctions across various sectors, including finance, technology, and transportation.

Climate change is driving the devastating intersection of extreme heat, drought, and wildland fire danger across the United States, creating wildfires that move with a speed and intensity previously unseen. This has created conditions in which wildfires overwhelm response capabilities, resulting in billions of dollars in economic losses, damage to natural resources, devastation to communities, and the tragic loss of human life. The Infrastructure Investment and Jobs Act, also known as the Bipartisan Infrastructure Law (BIL), enacted in November 2021, is bringing much-needed support to communities across the country to increase the resilience of lands facing the threat of wildland fires and to better support federal wildland firefighters. The BIL provides funding and authorizes the U.S. Department of the Interior (DOI) to develop and implement a pilot program to provide local governments with financial assistance to acquire slip-on tanker units to establish fleets of vehicles that can be quickly converted to be operated as fire engines. The objective of this opportunity is to provide funding for these units that meet the required minimum specifications as outlined in Attachment 1.

The Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) National Workforce Strategy is part of a joint agency initiative between the U.S. Department of Agricultures (USDA) Food and Nutrition Service and National Institute of Food and Agriculture (NIFA) that is expected to cultivate comprehensive and sustained solutions for WIC workforce development. The joint agency initiative aims to strengthen the diversity and cultural competency of the WIC workforce, with the ultimate goals of increasing: 1) WIC participation through reaching those populations that are eligible, but not enrolled; and 2) WIC participants use of benefits and services, including nutrition education and breastfeeding support.For this RFA, NIFA requests applications for a WIC Workforce Evaluation and Technical Assistance Center to provide technical assistance and evaluation oversight to implementation projects that will be funded to respond to the https://www.nifa.usda.gov/wic-national-workforce-strategy.

The Office of Citizen Exchanges at the U.S. Department of States Bureau of Educational and Cultural Affairs (ECA) invites proposals for the FY 2024 Leaders Lead On-Demand program (LLOD). LLOD takes ideas generated across the U.S. Department of State and develops them into uniquely tailored, multi-segmented projects. LLOD supports U.S. foreign policy goals by enabling ECA to quickly respond to emerging foreign policy priorities. U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to provide a series of multi-segmented exchange projects ranging in size and scope, each involving current or potential government, business, and civil society leaders. It is anticipated that this cooperative agreement will support four to six distinct exchange projects for approximately 75 participants including approximately 55 foreign participants and 20 from the United States.A central component of each project will include a group of foreign participants who will ideally travel to the United States for an intensive, tailored program. Activities could offer a range of program components that may include participation in workshops, meetings, events, mentorships, or working placements in U.S. organizations or businesses. Any U.S.-based program should be complemented by at least one additional segment overseas that should include U.S. participants. Both foreign and U.S. participants should have experience or expertise in the field of the exchange project and U.S. participants should engage with the foreign participants during both the U.S. and foreign program components. The award recipient will work closely with ECA, other Department of State representatives, in-country or regionally-based partner organizations, as appropriate, to recruit, screen, and select the participants and develop program activities that best address the specific project goal(s). The final list of participants should be approved by ECA. U.S. participants will be selected in close consultation with ECA. Additional project components, such as regional gatherings of participants overseas, small grants competitions, or local trainings should be developed, as appropriate, based on the scope and goals of the specific exchange.
