Led by EPA Region 1, the Southeast New England Program (SNEP) is a geographically based program intended to serve as a collaborative framework for advancing ecosystem and community resiliency, protecting, and restoring water quality, habitat, and ecosystem function, and developing and applying innovative policy, science, and technology to environmental management. The program was created to help communities, Tribes, municipalities, government agencies and private organizations improve ecosystem health and build resilience to the unique water quality, habitat and climate stressors faced within southeast coastal New England watersheds, recognizing that the regions economy and community health are vulnerable and directly tied to the health of its ecological systems.The Mission of the SOAR Fund is to improve and support the resilience of disadvantaged communities throughout the SNEP region with meaningful community involvement as it relates to the design and implementation of projects to address the anticipated effects of climate change and the historic, long-term impacts of environmental and social injustices. Through this initiative, SNEP plans to fund a host of planning, implementation, outreach, training, capacity, and staff-building projects that correspond with the goals, objectives and priorities outlined in SNEPs Five-Year Strategic Plan.

The purpose of this notice of funding opportunity (NOFO) is to support investigators who will form large, electronically-generated cohorts in Latin America of HIV-negative men who have sex with men (MSM), transgender women (TGW), people who inject drugs (PWID), and/or female sex-workers and follow them to study the epidemiology of HIV incidence. Continued follow-up of those persons who acquire HIV will be required to study the epidemiology of viral suppression. Comparisons of participants by seroconverstion status will provide information on geographic and socially defined areas of high HIV incidence as well as on both personal and structural vulnerabilities to HIV infection. Among participants who seroconvert, comparisons of those becoming rapidly engaged in care and who reach non-detectable HIV levels to those whose virus remains detectable will inform on the treatment of HIV in Latin American countries. This NOFO will allow digital trials to determine optimal study approaches, or to pilot evidence-based digital (mHealth and online) HIV prevention and treatment interventions to both reduce HIV incidence and improve treatment in the most vulnerable populations.Letter of Intent Due Date(s) 30 days prior to the application due date

Eligible states and tribes may receive grant funding to improve the completeness, automation, and transmittal of records to state and federal systems.

With this solicitation, NIJ seeks rigorous, applied evaluative research on: (1) police training; (2) police accountability policies and practices; (3) investigative practices to enhance clearance rates; and (4) police officer health and wellness programs. Successful applicants should propose the most rigorous design to answer their proposed research questions. NIJ will consider research designs that include qualitative, quantitative, and mixed methods designs. Randomized controlled trials (RCTs) and strong quasi-experimental designs are required for proposals to conduct outcome evaluations. NIJ will give special consideration to proposals with methods that include meaningful engagement with the people closest to the subject of study, including practitioners as well as community members representing crime victims, people under criminal justice supervision, and members of high-crime communities. Applicants are encouraged to propose multidisciplinary research teams to build on the complementary strengths of different methods and areas of subject matter expertise. NIJ also seeks proposals that include consideration and measurement of issues of diversity, discrimination, and bias across age, gender, race, ethnicity, religion, and sexual orientation, as applicable. Applications proposing research involving partnerships with juvenile justice, criminal justice or other agencies should include a strong letter of support, signed by an appropriate decisionmaking authority from each proposed, partnering agency. A letter of support should include the partnering agency’s acknowledgment that de-identified data derived from, provided to, or obtained through an award funded by NIJ will be archived by the grant recipient with the National Archive of Criminal Justice Data (NACJD) at the conclusion of the award. Applicants and their potential partners are encouraged to review NIJ’s data archiving guidance. If selected for an award, grantees will be expected to have a formal agreement in place with partnering agencies by January 1, 2025. That formal agreement must include a provision to meet the data archiving requirements of the award. NIJ seeks proposals that include robust, creative, and multi-pronged dissemination strategies that include strategic partnerships with organizations and associations that are best equipped to ensure that research findings lead to changes in policies and practices. Special consideration will be given to proposals that dedicate at least 15% of the requested project award funding toward implementing such strategies, as demonstrated in the “Budget Worksheet and Budget Narrative.” In the case of partnerships that will involve the use of federal award funds by multiple partnering agencies to carry out the proposed project, only one entity/partnering agency may be the applicant (as is the case with any application submitted in response to this solicitation); any Page 8 O-NIJ-2024-172011 others must be proposed as subrecipients. The applicant is expected to conduct the preponderance of the work proposed.

The purpose of the RRTCs, which are funded through the Disability and Rehabilitation Research Projects and Centers Program, is to achieve the goals of, and improve the effectiveness of, services authorized under the Rehabilitation Act through well-designed research, training, technical assistance, and dissemination activities in important topical areas as specified by NIDILRR. As part of this program, EPA is launching a $7 billion Solar for All competition designed to spur the deployment of residential distributed solar energy to lower energy bills for millions of Americans and catalyze transformation in markets serving low-income and disadvantaged communities. Solar for All will tackle the financial and non-financial barriers that limit the ability of low-income and disadvantaged communities across the country to benefit from the rapid growth in distributed solar capacity, thus advancing the Biden-Harris Administrations climate and environmental justice goals. This Notice of Funding Opportunity (NOFO) is for the $7 billion Solar for All competition. This competition will award up to 60 grants to states, territories, Tribal governments, municipalities, and eligible nonprofit recipients to expand the number of low-income and disadvantaged communities primed for distributed solar investmentenabling millions of low-income households to access affordable, resilient, and clean solar energy. Grantees will use funds to expand existing low-income solar programs or design and deploy new Solar for All programs nationwide. EPA will not fund individual projects under this competition. EPAs $7 billion Solar for All competition will help deliver on the climate and environmental justice goals of the United States. To achieve these goals, Solar for All grantees will provide subsidies and other financial assistance to residential rooftop and residential-serving community solar projects in and benefiting low-income and disadvantaged communities in addition to project-deployment technical assistance such as workforce development, community outreach, and other project-deployment support (e.g., interconnection technical assistance, siting and permitting support) to help overcome barriers to solar deployment.
