MDF is NICs Management Development for the Future series, a dynamic, agency exclusive, individual and organizational development experience, which primarily targets the middle management tier of a correctional organization. This established curriculum simultaneously engages all levels of agency leadership through internal action-based learning strategies at the individual, team and agency levels.This agency exclusive leadership development series is conducted over up to 12+ months and is provided to participants within selected partner agencies. The U.S. Embassy Nassaus Public Diplomacy (PD) section announces an open competition for organizations to submit applications to implement a new Academy for Women Entrepreneurs (AWE) cohort in Eleuthera, The Bahamas. The PD section invites proposals from non-profit organizations, civil society organizations, and U.S. government alumni organizations to design and implement an entrepreneurship program that equips approximately 50 Bahamian women entrepreneurs with skills and knowledge to grow their businesses and adapt to adverse economic situations while growing a local network of women-led businesses. AWE program proposals need to include facilitated in-person and virtual participant sessions, with established Bahamian and American women entrepreneurs, alumni of U.S.-funded exchange programs, and other entrepreneurial experts. Applicants must include the online DreamBuilder course as part of the proposal. In addition to DreamBuilder, proposals should include supplemental activities, that could include but not limited to surveys, business accelerators, and pitch competitions. The program for the new AWE cohort must be held in Eleuthera, The Bahamas. All AWE activities should have a strong United States focus and branding. The U.S. Embassy Nassau'sPD section will work with the awardee in this regard. Each proposal should meet the following objectives: Expand participants understanding of the fundamentals of developing and scaling up a business. Expose participants to U.S. models for business development and connect them with Bahamian and American entrepreneurship experts. Facilitate the development of an ongoing network of female entrepreneurs who can offer support and ongoing best practices while sustaining their relationship with the U.S. Embassy. The purpose of this NOFO is to implement and evaluate PrEPmate, a mobile health (mHealth) intervention to increase HIV pre-exposure prophylaxis (PrEP) adherence and retention in PrEP care among young men who have sex with men (collectively referred to as YMSM) and transgender women of color. PrEPmate features youth-tailored interactive content, reminders (e.g., clinic appointments, prescription refills, and dosing reminders), short message service (SMS) for PrEP clinic patients and clinical providers, and a dashboard that may be integrated into electronic medical records (EMR) or as a stand-alone digital patient monitoring system. The recipient will facilitate implementation of the PrEPmate intervention at three clinical sites located in the southern region of the United States, where there is increased HIV disease burden. The recipient will monitor and evaluate how a mHealth intervention is integrated into the delivery of clinical services to improve PrEP adherence and retention in care. Evaluation will be conducted using a mixed-method approach involving EMR reviews and interviews with agency staff that implement PrEPmate. The project's primary outcomes include increased PrEP medication adherence and retention in PrEP care among patients and increased adaptability and sustainability among clinical providers. A secondary outcome will be the identification of best practices and lessons learned for implementing PrEPmate in clinics serving YMSM and transgender women of color.

The FY24 PCRP Exploration Hypothesis Development Award supports the exploration of highly innovative, untested, potentially high-gain concepts, theories, paradigms, and/or methods that address an important problem relevant to one or more of the FY24 PCRP Overarching Challenges. This award is designed to provide investigators the opportunity to pursue serendipitous observations that may reveal entirely new avenues for investigation. Results of studies conducted through this award may provide the scientific premise upon which a new hypothesis can be based or initial proof of principle of an innovative hypothesis, laying the groundwork for future avenues of scientific investigation. Presentation of preliminary data is inconsistent with the intent of this award mechanism and is therefore strongly discouraged. However, logical reasoning and a sound scientific rationale for the proposed work must be described. Reviewers will be blinded to the identity of the Principal Investigator (PI), collaborator(s), and their organization(s). Refer to Section II.D.2.b.i, Full Application Submission Type, for more information. New for FY24: Clinical research is allowed. For the purposes of this funding opportunity, research that meets the definition of a clinical trial is distinct from clinical research. Clinical research encompasses research with human data, human specimens, and/or interaction with human subjects. Clinical research is observational in nature and includes: (1) Research conducted with human subjects and/or material of human origin such as data, specimens, and cognitive phenomena for which an investigator (or co-investigator) does not seek to assess the safety, effectiveness, and/or efficacy outcomes of an intervention. Research meeting this definition may include but is not limited to: (a) mechanisms of human disease, (b) diagnostic or detection studies (e.g., biomarker or imaging), (c) health disparity studies, and (d) development of new technologies. (2) Epidemiologic and behavioral studies that do not seek to assess the safety, effectiveness, and/or efficacy outcomes of an intervention. (3) Outcomes research and health services research that do not fit under the definition of clinical trial. Excluded from the definition of clinical research are in vitro studies that utilize human data or specimens that cannot be linked to a living individual and meet the requirements for exemption under 46.104(d)(4) of the Common Rule. Clinical trials are not allowed. A clinical trial is defined in the Code of Federal Regulations, Title 45, Part 46.102 (45 CFR 46.102) as a research study in which one or more human subjects are prospectively assigned to one or more interventions (which may include a placebo or another control) to evaluate the effects of the interventions on biomedical or behavioral health-related outcomes. Studies that do not seek to measure safety, effectiveness, and/or efficacy outcome(s) of an intervention are not considered clinical trials. A congressionally mandated Metastatic Cancer Task Force was formed with the purpose of identifying ways to help accelerate clinical and translational research aimed at extending the lives of advanced state and recurrent patients. As a member of the Metastatic Cancer Task Force, the CDMRP encourages applicants to review the recommendations (https://health.mil/Reference-Center/Congressional-Testimonies/2018/05/03/Metastatic-Cancer Research) and submit research ideas to address these recommendations provided they are within the limitations of this funding opportunity and fit within the FY24 PCRP priorities. Innovative research involving nuclear medicine and related techniques to support early diagnosis, more-effective treatment, and improved health outcomes of active-duty Service Members and their Families is encouraged. Such research could improve diagnostic and targeted treatment capabilities through noninvasive techniques and may drive the development of precision imaging and advanced targeted therapies. Applications from investigators within the military services and applications involving multidisciplinary collaborations among academia, industry, the military services, the U.S. Department of Veterans Affairs (VA), and other federal government agencies are highly encouraged. These relationships can leverage knowledge, infrastructure, and access to unique clinical populations that the collaborators bring to the research effort, ultimately advancing research that is of significance to Service Members, Veterans, and/or their Families. If the proposed research relies on access to unique resources or databases, the application must describe the access at the time of submission and include a plan for maintaining access as needed throughout the proposed research. All projects should adhere to a core set of standards for rigorous study design and reporting to maximize the reproducibility and translational potential of clinical and preclinical research. The standards are described in SC Landis et al., 2012, A call for transparent reporting to optimize the predictive value of preclinical research, Nature 490:187-191 (https://www.nature.com/nature/ journal/v490/n7419/full/nature11556.html). While these standards are written for preclinical studies, the basic principles of randomization, blinding, sample-size estimation, and data handling derive from well-established best practices in clinical studies. The funding instrument for awards made under the program announcement will be grants (31 USC 6304). The anticipated direct costs budgeted for the entire period of performance for an FY24 Exploration Hypothesis Development Award should not exceed $150,000. Refer to Section II.D.5, Funding Restrictions, for detailed funding information. Awards supported with FY24 funds will be made no later than September 30, 2025. The CDMRP expects to allot approximately $3.60M to fund approximately 15 Exploration Hypothesis Development Award applications. Funding of applications received is contingent upon the availability of federal funds for this program, the number of applications received, the quality and merit of the applications as evaluated by peer and programmatic review, and the requirements of the government. Funds to be obligated on any award resulting from this funding opportunity will be available for use for a limited time period based on the fiscal year of the funds. It is anticipated that awards made from this FY24 funding opportunity will be funded with FY24 funds, which will expire for use on September 30, 2030. Research Involving Animals: All research funded by the FY24 PCRP Exploration-Hypothesis Development Award involving new and ongoing research with animals must be reviewed and approved by the USAMRDC Office of Human and Animal Research Oversight (OHARO; previously the Human Research Protection Office), Animal Care and Use Review Office (ACURO), in addition to the local Institutional Animal Care and Use Committee (IACUC) of record. The United States Agency for International Development in Vietnam (USAID/Vietnam) is seeking applications from qualified entities to implement the "USAID Reducing Pollution" activity. The overall objective of this activity is to reduce environmental pollution in targeted areas through a collective impact approach. The USAID Reducing Pollution project supports Vietnam’s efforts to address environmental pollution challenges in targeted areas through a collective impact approach. Working in close partnership with the Ministry of Natural Resources and Environment’s Vietnam Environment Administration (VEA), the project will demonstrate clear connections between environmental benefits and other social benefits, including public health, employment, and sustainable economic growth. COLLECTIVE IMPACT APPROACH A collective impact approach addresses complex challenges by mobilizing diverse actors to collaborate, identify ways to solve a shared problem, and take action based on their roles and comparative advantages. The USAID Reducing Pollution project will follow the collective impact framework to strengthen networks of local organizations, government, private sector, and academic institutions working together to prevent, mitigate, and reduce environmental pollution. SUPPORTING A PORTFOLIO OF COLLECTIVE IMPACT INITIATIVES The project will facilitate a broad consultative process with local government officials, community leaders, local organizations, and motivated businesses to identify 5-7 priority collective impact initiatives that reflect strong political will, community leadership, and engagement from private sector partners to address environmental pollution challenges. Preliminary consultations have identified air pollution and ocean plastics as areas of focus. GRANT-MAKING TO VIETNAMESE LOCAL ORGANIZATIONS To foster Vietnamese leadership in addressing environmental pollution, the project will make grants to a local organization to serve as the “backbone” for each collective impact initiative. These backbone organizations will serve as the local leaders for each initiative by building public support, advancing policy, leveraging additional funding, and designing and implementing targeted awareness and behavior change campaigns. Additional small grants to local research institutions and community-based organizations will provide targeted support for complementary research and advocacy efforts. EXPECTED RESULTS Through the Reducing Pollution project, USAID expects to attain the following results: 1) 5-7 collective impact initiatives launched, including air pollution and ocean plastics; 2) Grants awarded to one backbone organization to lead each initiative; 3) Capacity of backbone organizations and local actors strengthened to advance collective impact initiatives; 4) Sustainable funding mechanisms identified to strengthen long-term effectiveness of collective impact initiatives; and 5) New policies and guidance developed to support the 2020 Law on Environmental Protection and create a stronger enabling environment for addressing environmental pollution challenges.

PAS Hong Kong and Macau invites U.S., Macau, and Hong Kong organizations skilled in facilitating and managing academic exchange programs to strengthen cultural ties between the United States and Hong Kong and Macau to submit proposals for a Cooperative Agreement to implement administrative and logistical aspects of this program. All proposals must address the following elements:1) Administration: Carrying out all administrative, logistical, and reporting responsibilities, as established by the assistance award, and following all relevant federal guidelines and circulars. Planning, organizing, and administering the program to include:a. Enroll students in the participating U.S. universities.b. Collect passports, forms, and other materials for visa processing.c. Work with students to sign all necessary documents, including waivers, consent forms, bank account statements, school documents, etc.d. Organize pre-departure orientation(s) for the group, to be held at the Consulate, with light refreshments.e. Organize debriefing upon the groups return to Hong Kong and Macau, to be held at the Consulate, with light refreshments.f. Liaise with parents and teachers regarding the students participation in this program.g. Determining any reasonable accommodation requirements of the students and relaying that to the Consulate for procuring appropriate services, if needed.h.
