The aim of USAID/Namibias Key Populations - Resilience, Innovation, Sustainability, and Empowerment (KP-RISE) activity is to provide innovative HIV service delivery, build capacity of KP-led organizations, promote policy, legal and societal environment to increase access to health services, and to use data for program improvement and advocacy. USAID desires to support Activities which offer high impact prevention options to those that are HIV negative, initiate those who are HIV+ and not yet on treatment, reinitiate those who are HIV positive and whose treatment has lapsed, and provide care and support for all.At this time USAID has not selected a type of obligating instrument for the anticipated activity. In the spirit of co-design, feedback provided to this RFI will be utilized in the finalization of the activitys design.

The National Cancer Institute intends to promote a new initiative by publishing a Notice of Funding Opportunity (NOFO) to solicit applications for pilot/exploratory research on the confluence of cancer stigma and HIV stigma in HIV-positive individuals diagnosed with cancer. This NOFO will utilize the R21 grant mechanism (clinical trial optional), which is intended to encourage exploratory/developmental research by providing support for the early and conceptual stages of project development. Up to three (3) R21 awards are expected to be funded as part of the initiative. Research projects will advance the current understanding of the confluence of cancer stigma and HIV stigma in people with HIV (PWH) diagnosed with cancer; investigate the resultant impact of these dual stigmas on cancer outcomes among PWH with cancer; and promote research in diverse domestic and international contexts, focusing on regions in which the HIV-cancer burden is elevated. Pilot interventional research, which addresses modifiable mechanisms of stigma that contribute to negative cancer outcomes among PWH with cancer, is also suitable for this funding mechanism. The NOFO is expected to be published in late Summer 2024 with an expected application due date in late Fall 2024. Details of a pre-application webinar will be announced after the publication of the NOFO. This Notice is being provided to allow sufficient time for potential applicants with relevant expertise and insights to consider applying for this NOFO. USAID/DRCs vision for Kitumaini is a five-year long activity that will focus on service deliveryresults in five (5) health zones in Haut-Katanga, with possible expansion to other provinces asguided by Office of the Global AIDS Coordinator (OGAC)/PEPFAR. This service delivery activity will prioritize services that focus on prioritypopulations, orphans and vulnerable children (OVC) and key populations (KP). The recipient willcoordinate with other implementing partners to facilitate the transition of the existing KPprogram, Meeting Targets and Maintaining Epidemic Control (EpiC) to Kitumaini.

HRSA-25-002, HRSA-25-003, and HRSA-25-004 announces the opportunity to apply for funding under Ryan White HIV/AIDS Program (RWHAP) Part C Early Intervention Services (EIS) Program: Existing Geographic Service Areas. The purpose of this program is to provide comprehensive primary health care and support services in an outpatient setting for low-income people with HIV. Under this announcement, successful applicants must provide: (1) counseling for individuals with respect to HIV; (2) targeted HIV testing; (3) periodic medical evaluations of individuals with HIV and clinical and diagnostic services for HIV care and treatment; (4) therapeutic measures for preventing and treating the deterioration of the immune system, and for preventing and treating conditions arising from HIV; and (5) referrals for people with HIV to appropriate providers of health care and support services. These services are to be provided directly or through referrals, contracts, or memoranda of understanding (MOUs). This competition is open to current RWHAP Part C EIS recipients and new organizations proposing to provide RWHAP Part C EIS funded services in the geographic service areas listed in Appendix C. Please note that there are 3 funding announcement numbers included in this document with 3 different periods of performance (See Appendix C). If you are applying for more than one service area, you must submit a separate application for each proposed service area. All allowable services must relate to HIV diagnosis, care, and support, and must adhere to established HIV clinical practice standards consistent with U.S. Department of Health and Human Services (HHS) Guidelines. Please refer to the HIV/AIDS Bureau (HAB) Policy Clarification Notice (PCN) 16-02 Ryan White HIV/AIDS Program Services for a list of RWHAP allowable core medical and support services and their descriptions. According to the RWHAP Part C statute: At least 50 percent of the amount received under the award must be expended on EIS costs (except counseling and referrals/linkage to care); At least 75 percent of the award (after reserving amounts for administrative costs, planning/evaluation, and clinical quality management (CQM)) must be expended on core medical services costs (Please note: EIS is a subset of this 75 percent of the award) and; Not more than 10 percent of the total RWHAP Part C award funds can be expended on administrative costs. Applicants seeking a waiver to the core medical services requirement must submit a waiver request with this application as Attachment 15. For more details, see Program Requirements and Expectations.
