The purpose of this solicitation is to fund applied research to increase California’s hydropower generation through precipitation enhancement (cloud seeding). Research funded by this solicitation will foster cost-effective, robust approaches to manage anticipated needs for zero-carbon, fast-ramping resources in the context of a rapidly evolving energy system and climate change.; The proposed research contributes to implementation of the Electric Program Investment Charge (EPIC) 2021-2025 Investment Plan and responds to the strategic objective: “Inform California's Transition to an Equitable, Zero-Carbon Energy System that is Climate-Resilient and Meets Environmental Goals” (Chapter 7). Specifically, this solicitation supports the topic 44 within the Climate Resilience Initiative: “Integrating Climate Resilience in Electricity System Planning.” Hydroelectric power is an important source of zero-carbon, dispatchable power in California. It is a critical element of the state’s electricity system and in-state generation, providing peaking reserve, spinning reserve, and load following capacity, as well as transmission line support (Somani, et al., 2021). The percentage of the state’s electricity supplied by hydropower varies, as hydropower resources are strongly dependent on magnitude and timing of snowmelt runoff and rainfall. Between 2012 and 2021, hydropower (including in-state generation and imports) provided an average of 9 percent of California’s total energy mix (California Energy Commission 2022). As the state continues to contend with drought and other climate-driven impacts on water and hydropower resource availability, as well as develop more sustainable water management practices (California Water Action Plan, 2014), the proposed research will support opportunities for increasing and sustaining hydropower generation. Specifically, the research will contribute to more effective precipitation enhancement (cloud seeding) strategies.

The CATALYST Grant aims to enhance the capabilities, efficiency, and competitiveness of small and medium-sized manufacturers in South Carolina by promoting the adoption of Advanced Manufacturing Technologies (AMT), Quality Management Systems (QMSs), and Lean Manufacturing tools. Eligible manufacturers must have a NAICS code beginning with 31, 32, or 33, be physically located in South Carolina for at least one year, operate within the Department of Defense supply chain, and employ at least four workers. The grant supports consultative assessments to identify opportunities for AMT deployment and funds pilot projects in areas such as augmented reality training, digital work instructions, and robotics. The grant application opens on October 5, 2023, following an informational webinar, and closes on June 30, 2024, or when all slots are filled. The grant provides funding for projects recommended by AMT assessments, as well as QMS and Lean Manufacturing implementations to help manufacturers eliminate waste and reduce rework, improving their effectiveness as DIB suppliers.

The Louisiana Department of Wildlife and Fisheries (LDWF) is extending the application deadline for the Commercial and Charter Vessel Access Grant Program, funded through the LDWF 2019 Flood Disaster Grant. The National Oceanic and Atmospheric Administration (NOAA) allocated funds to mitigate the effects of freshwater flooding on Louisiana’s saltwater resources. Grants of up to $500,000 will be awarded to public and private entities for constructing new facilities, acquiring land, or improving access for saltwater commercial and charter fishing vessels. The new application deadline is May 31, 2024, extending from the original date of May 15, 2024. Projects must be in coastal areas impacted by the 2019 flood and accessible to the public. Recipients must maintain facilities for at least 20 years.

Nebraska Innovation Fund (NIF) Prototype Grants offer financial support for new product development to businesses in Nebraska through a matching program. The grants are highly competitive, and applicants are advised to seek guidance from the Department of Economic Development (DED) to understand program requirements and expectations and to submit the strongest possible application. About Prototype Grants Prototype grants are awarded at up to $150,000 per project. Applicants must be businesses operating in Nebraska that can provide a minimum of 50% of the grant request as matching funds. Projects qualifying as value-added agriculture require a reduced match of 25%. Grant funds are accessed via reimbursement. DED reimburses project costs at a rate of 66%, or 80% for value-added agriculture projects. Eligible applicants must submit an application form and provide a business plan, plus evidence of matching funds. If approved, the project must be completed and all funds drawn down within 24 months. Eligible Businesses Eligible recipients include any Nebraska-based corporation, limited liability company, partnership, registered limited partnership, sole proprietorship, business trust or other entity with fewer than 500 employees that is engaged in non-retail primary industries and is adding value to products or processes in Nebraska. Eligible Use of Funds Prototype grant funds must be used towards the development of a product. Examples of eligible costs include wages for employees or contractors, prototype materials and limited preapproved tooling or equipment costs. Applicants must provide a budget at the time of application that outlines anticipated project costs. Eligible Matching Funds Includes any non-state source — e.g., private foundations, federal or local governments, quasi-governmental entities, commercial lending institutions, investors, etc. — provided they are not using funds appropriated by the Nebraska Legislature. The CASF Broadband Public Housing Account provides grants and loans to build broadband networks offering free broadband service for residents of low-income communities including, but not limited to, publicly supported housing developments, farmworker housing, and other housing developments or mobile home parks with low-income residents that do not have access to any broadband service provider that offers free broadband service that meets or exceeds state standards for the residents of the low-income community. The allocated funding for the Broadband Public Housing Account is $15 million for fiscal year 2022-2023.  The Broadband Public Housing Account will finance up to 100 percent of the costs to install inside wiring and broadband network equipment.

Individual applicants must be Hawaii residents, at least 18 years old, and heads of household, while previous MGFSP awardees are ineligible. Organizations receiving awards are required to provide matching funds of at least 10% of the grant amount, which cannot be derived from other federal sources. The program seeks to empower both individuals and organizations to contribute to local food production and security. The program's priorities and focus areas include small-scale gardening, herding, and livestock operations, and apiary. Funded activities for small-scale gardening can involve purchasing tools, equipment, soil, seeds, plants, canning equipment, refrigeration, composting equipment, and supplies for hydroponic and aeroponic farming. For small-scale herding and livestock operations, funds can be used for purchasing animals or buying, erecting, or repairing fencing. Apiary support includes bees, bee boxes, education, and expanding food markets. These diverse areas reflect a comprehensive approach to fostering local food systems. Expected outcomes of the MGFSP include an increase in the quantity and quality of locally grown food within food-insecure communities across Hawaii. Measurable results will be seen through the implementation of small-scale gardening, herding, and livestock operations, and apiary development. By providing financial support for essential resources and equipment, the program anticipates a direct positive impact on food self-sufficiency and the resilience of local food systems. The grant duration is four years, allowing for sustained development and the achievement of long-term goals.
