State Agriculture Grants

The Governor’s Agriculture and Forestry Industries Development Fund (AFID) Infrastructure Grant Program provides grants of up to $50,000 per grant to political subdivisions for community infrastructure development projects that support local food production and sustainable agriculture. The grants are awarded competitively, paid out as reimbursements, and require matching funds. Projects that may be considered include processing facilities, farmers markets, food hubs, and other agricultural aggregation facilities. Priority is given to projects that benefit multiple small-scale agricultural producers and projects located in economically distressed communities. Eligible applicants include political subdivisions of the Commonwealth, such as Counties, Cities, Towns, Industrial and Economic Development Authorities, or Planning District Commissions. Matching funds are required, with a dollar of matching funds required for every dollar requested. The matching funds can be a combination of applicant match and other match, with applicant match consisting of local cash match and local in-kind match. Other match can come from federal grant awards, contributions from non-profit organizations, or funds from the Virginia Tobacco Region Revitalization Commission. Reduced match requirements are available for projects in economically distressed localities and for projects benefiting multiple small-scale agricultural producers at shared-use facilities. The Secretary of Agriculture and Forestry will make funding recommendations to the Governor and determine how and when grant applications are reviewed and awards made. There will be two funding rounds each fiscal year, with specific application periods and award announcement dates. Awards will be made on a competitive basis, with criteria including the expected impact of the project, likelihood of success, support from the agricultural community, and demonstration of sustainable agriculture practices. Grant awardees have two years to complete their deliverables and are required to submit interim and final grant reports. The Build Our Future Grant Pilot Program and Fund (Fund) is a financing resource operated by the Maryland Department of Commerce (Commerce), to provide grants for innovation infrastructure projects intended to support innovation in an eligible technology sector. In FY24 $10 million is available for grants to transformative projects that accelerate the growth of the state’s strategic industry sectors. Grants may be awarded to private companies, nonprofit entities, local governments, or colleges and universities in the State.

The Tennessee Agricultural Enhancement Program (TAEP) was established in 2005 to provide cost share dollars to agricultural producers for the purpose of making long-term investments in Tennessee farms and communities. Participation allows producers to maximize farm profits, adapt to changing market situations, improve operation safety, increase farm efficiency, and make a positive economic impact in their communities.

Federally funded program to enhance competitiveness of specialty crops such as fruits, vegetables, grapes, horticultural, etc. The purpose of the Specialty Crop Block Grant Program (SCBGP) is to enhance the competitiveness of specialty crops. Specialty crops are defined as “fruits, vegetables, tree nuts, dried fruits, horticulture, and nursery crops (including floriculture).” Projects must show a benefit to the specialty crop industry. This program is not designed for start-ups or projects that only benefit one operation. Universities, institutions, cooperatives, producers, industry, or community-based organizations may submit a proposal for funding. A review committee will select projects to be included in Tennessee’s state plan. This is a competitive program. Projects must directly impact multiple Tennessee producers. The Tennessee Department of Agriculture seeks to identify and support projects that are forward thinking with a positive, long-lasting impact on Tennessee Agriculture.

The program aims to enhance fish and wildlife resources through the funding of various projects related to outdoor recreation use, habitat restoration/enhancement, stocking projects, maintenance projects, and miscellaneous projects. The grants are funded by the revenue generated from the sale of hunting and fishing licenses and state sales tax on hunting and fishing equipment. Eligibility: County and tribal governing bodies participating in county fish and wildlife programs are eligible to apply for this grant. Award Details: The statewide allocation for the current fiscal year is $148,500. Funds are allocated to each county in proportion to the ratio of the size of each county to the total area of the state. Unused funds revert to five regions available to county and tribal governments within region boundaries. Application Process: Interested applicants can download the County Conservation Aids (CCA) Application & Grant Agreement Form #8700-045A from the website. Applicants may need to obtain permits if required or seek approval from the property manager if their project is occurring on DNR-owned land. Matching Requirement: If an applicant receives a grant of federal pass-through funds from the DNR, those funds can be used as a match for the 50% cost-share required by the CCA program. State funds cannot be used as a match for a CCA grant. County Agriculture and Farmland Protection Planning Grants in New York aim to support local efforts to sustain the economic viability of the state's agricultural industry and its land base, while also preserving the environment and landscape associated with agriculture. Eligible counties can receive grants of up to $50,000 or 50% of the planning costs (whichever is less) to develop a county agriculture and farmland protection plan. The county must contribute at least 20% in cash (with no more than 80% in in-kind services), and two counties can collaborate on an application. Counties with an established agricultural and farmland protection board that have not had an approved plan in the last ten years are eligible for funding.

The Municipal Agriculture and Farmland Protection Planning Grants in New York aim to support local initiatives that sustain the economic viability of the state's agricultural industry and its supporting land base, while also preserving the environment and landscape values associated with agriculture. These grants are available to municipalities (cities, towns, and villages) for developing local farmland protection plans through zoning, land use, and subdivision regulations. Eligible municipalities can receive grants up to $25,000 or 75% of the cost for plan development, with a required local funding share of at least 20% in cash. Collaboration between two municipalities on an application is permitted. Additionally, any municipality without a previous agricultural and farmland protection plan is eligible for funding.

The Specialty Crop Assistance program, administered by the Florida Department of Agriculture and Consumer Services (FDACS), provides assistance for eligible expenses related to COVID-19 that benefit the production and distribution of Florida specialty crops. Eligible expenses include Personal Protection Equipment (PPE) and facility adjustments for worker and product safety. The program is open to specialty crop growers, processors, and distributors. Funding is provided through the Specialty Crop Block Grant Program, with a minimum reimbursement of $565.00 and a maximum reimbursement of $300,000.00 over the life of the project. The program has a total fund availability of $2,735,124.99, and applications will be processed on a first come first served basis until funds are depleted. Marketing service to connect wood products consumers with Tennessee wood using industry’s primary & secondary producers, artisans & others in the supply chain to increase sales of locally produced & processed wood products. The goal of the Tennessee Wood Products brand is to increase visibility and enhance marketing opportunities for Tennessee’s wood products industry. A primary benefit of this program is to connect consumers of wood products to Tennessee producers and manufacturers through the use of a brand logo that signifies common values and attributes of Tennessee’s abundant, sustainable and quality forest resources, the talented and skilled human resources that service the industry, and the wide diversity of products produced and used in our everyday lives.

Forestry programs under the Southern Pine Beetle Initiative were developed to promote long term investments in Tennessee’s pine forests by providing cost share incentives to qualifying landowners. The Southern Pine Beetle Initiative (SPBI) was developed to encourage landowners to proactively manage their pine forest stands and make them more resilient to beetle infestations. Funds are provided by the USDA Forest Service and administered by the Tennessee Department of Agriculture Division of Forestry (TDF).

Provide grants to address water quality impairments from nonpoint source pollution from agriculture and other sources. The ARCF provides cost-share assistance to Tennessee landowners to install Best Management Practices (BMPs) that reduce agricultural water pollution. This assistance is facilitated primarily through Soil and Water Conservation Districts although Resource Conservation and Development Councils, universities, and other agricultural associations may participate.
