State Capacity Building Grants

The Defense Economic Adjustment Assistance Grant Program (DEAAG) is an infrastructure grant program aimed at supporting defense communities in Texas affected by changes in Department of Defense activities. This program offers financial assistance to local municipalities, counties, defense base development authorities, junior college districts, Texas State Technical College campuses, and regional planning commissions. DEAAG grants, ranging from $50,000 to $5 million per project, are available to meet matching requirements for federal funding. Grants are awarded based on criteria such as military value, project completion, dual benefit to military and community, alignment with the National Defense Strategy, support for new missions, resiliency, cost efficiency, impact significance, and funding contributions. The application process opens on September 2, 2024, with a deadline of October 11, 2024, for submission. Awards are announced in January 2025.

Utilizing CMP funds from the federal CMS, facilities will apply to obtain this grant to provide the Head-to-Toe Infection Prevention training in long-term care facilities. In an effort to support the maintenance of cognitive and mobility skills, the Illinois Department of Public Health, Office of Healthcare Regulation (OHCR) announces an opportunity for certified facilities to submit applications to implementation changes to increase the quality of life within their facility. This grant seeks to provide facility staff training in the areas of; (1) wound treatment and care, (2) skin & oral care, (3) urinary care, and (4) adapting care to fit each resident. The grantee will utilize the Head-To-Toe Infection Prevention provided by IDPH which, by addressing each of these topics, the overall quality of life within Long Term Care facilities will increase. Through Civil Monetary Penalty (CMP) funds provided by the Civil Money Penalty Reinvestment Program (CMPRP) through the federal Centers for Medicare & Medicaid Services (CMS), IDPH OHCR is able to fund opportunities such as this and others that benefit residents in long-term care (LTC) facilities. Assistance is tailored to issues which present in multiple facilities throughout Illinois. It seeks to build quality care and experiences in LTC facilities to residents as well as provide staff with training to ensure improved care. Through this funding, the facility would be reimbursed for cost of the materials produced for the training of facility staff. Funds can only be used for the production and distribution of training materials for facility staff. The participating facilities will quarterly of its sessions to the IDPH CMPRP Specialist the aforementioned information to gauge the viability of utilizing a similar program in other LTC facilities. The Illinois Department of Public Health places health equity as a top priority. Health equity is the “basic principle of public health that all people have a right to health”. Health equity exists when all people can achieve comprehensive health and wellness despite their social position or any other social factors/determinants of health. Most health disparities affect groups marginalized because of socioeconomic status, race/ethnicity, sexual orientation, gender, disability status, geographic location, or some combination of these. People in such groups not only experience worse health but also tend to have less access to the social determinants or conditions (e.g., healthy food, good housing, good education, safe neighborhoods, disability access and supports, freedom from racism and other forms of discrimination) that support health…. Health disparities are referred to as health inequities when they are the result of the systematic and unjust distribution of these critical conditions. The department’s efforts are committed to addressing health through an equity lens by empowering communities who have been historically marginalized and developing intervention strategies with the end goal of furthering health equity among all Illinoisans.

The Public Art Forward grant, made possible by the Forward family and administered by the Arts Council of the Valley (ACV), aims to support the creation and installation of new public art in downtown Harrisonburg annually through 2025. This initiative directly aligns with the ACV's mission to cultivate the arts, create experiences, and connect communities within the City of Harrisonburg and Rockingham County. The grant specifically focuses on enhancing the cultural landscape of the area through accessible public art. The primary beneficiaries of this grant are individual artists aged eighteen or older who have not received an ACV grant in the past year, are not degree-seeking students, and are not current ACV board members, employees, or their immediate family. The impact goal is to foster artistic creation and enrich the community through new public art installations, thereby creating engaging experiences and strengthening community connections through cultural expression. The grant prioritizes projects that contribute to the public art scene in Harrisonburg, with a maximum award of $15,000 per year. The grant period for projects runs from June 17, 2024, to January 31, 2025. Key focuses include supporting emerging and established artists in the creation of new public works and ensuring that the funded projects are in compliance with accessibility standards, as indicated by the explicit exclusion of events whose sponsors are not compliant with the Americans with Disabilities Act. Expected outcomes include a vibrant downtown Harrisonburg with new public art installations each year, increased community engagement with the arts, and opportunities for local artists to showcase their work. Measurable results would involve the number of new public art pieces installed, the reach and visibility of these artworks within the community, and the successful completion of projects within the specified grant period. The ACV’s strategic priority, as evidenced by this grant, is to directly support artistic endeavors that have a tangible impact on the community, thereby fulfilling their theory of change that by investing in the arts, they can cultivate cultural experiences and connect residents.

Under the broader Program Enhancement Projects for Adult Education, Section 243 focuses on Integrated English Literacy and Civics Education (IELCE). This program supports English language learners in improving their literacy and understanding of American civics, aiming for better integration, employment, and educational opportunities. Eligible providers are encouraged to propose projects that combine IELCE educational services with integrated education and training (IET), reflecting the Workforce Innovation and Opportunity Act’s (WIOA) objectives. This funding opportunity, spanning fiscal years 2025 through 2028, promotes collaborations to fulfill the educational needs of English language learners in Connecticut. Grant renewed every year. It will be a 4-year program ( last application probably around May 2027)

This funding provides financial support to Pennsylvania counties, cities, and local governments to aid in COVID-19 response, economic recovery, and public health improvements.

The primary purpose of the LOFFAP is to provide a source of funding for landowners and lessees of a livestock operation who require reconstruction assistance as a result of infrastructure damage caused by a wildfire and that wildfire's associated flooding. The Manual is designed to assist applicants with the preparation of applications for grant monies from the LOFFAP FY 2024 grant cycles.  Section I of the Manual provides general information on the AZDA’s LOFFAP granting process.  Section II contains information describing how to complete a grant application.  Section III contains information on the process of grant awards and Grant Agreements.  Section IV contains all necessary grant application forms and instructions.  Section V contains appendices A – E.   Financial Notes: The source of funding for LOFFAP is the Livestock Operator Fire and Flood Assistance Fund, established under A.R.S. § 3-109.03. The legislature has appropriated $10,000,000.00 to the Fund, of which an amount of $9,500,000.00 will be available for grant awards. Multiple grants may be awarded. Grant of LOFFAP funds is limited as follows: a. No more than 50% of the monies in the Fund may be awarded with respect to infrastructure projects in any one county in one fiscal year. b. A grant cannot exceed 50% of the total cost of the grantee’s infrastructure project cost as a result of that wildfire’s associated flooding, including all amounts received from other sources, whether from the grantee or from other state and federal programs.  Grantees will be required to sign a consent to allow sharing of information between AZDA and other state and federal programs.  Sources of other funding include but are not limited to: i. A grant cannot exceed an aggregate of $250,000 for damage caused to a livestock operation as a result of a single wildfire and that wildfire’s associated flooding.

The Land and Water Conservation Fund (LWCF) is a federal program administered in Michigan by the Department of Natural Resources on behalf of the National Park Service. It aims to develop public outdoor recreation facilities and offer matching grants to local governments for creating public outdoor recreation areas and facilities. The grant focuses on aligning with the priorities of the 2022-2027 State Comprehensive Outdoor Recreation Plan, which includes trails, community recreation, green technology, coordination, communication, and universal access. Acquisition of land is not eligible for funding under this grant. Eligible applicants include state agencies and local government units such as cities, villages, townships, counties, and Native American Tribes. The application process is exclusively online via the MiGrants system, and the funding requires a 50% match from the applicant. Grant renewed every year. Grant Annual deadline: April 1st

The Connect Illinois Broadband Grant Program includes $400 million in appropriated funds available for expansion of broadband infrastructure throughout the state. Through multiple rounds of competitive matching grants, Connect Illinois will provide direct matching grants, awarded on a competitive basis via merit based review, to grant applicants including broadband providers, rural cooperatives, local governments, nonprofit organizations, and partnerships.

Focuses on funding new initiatives or expanding existing workforce training programs and studies in the offshore wind sector, with an emphasis on Diversity, Equity, and Inclusion (DEIJ) principles.

The Hospital Health Protection Grant Program (HHPGP-24Extended25) for State Fiscal Year 2025 provides funding to named hospitals to support their ordinary and contingent expenses. The aim is to improve health equity, access to quality care, and reduce health disparities in underserved communities, in accordance with the Safety-Net Hospital Health Equity and Access Leadership Grant Program. The total funding available is $3,000,000.00, with individual awards ranging from $1,000,000.00 to $2,000,000.00. Applications are due by August 30, 2024.

The Construction Loan Program focuses on the activities that repair, replace, or create a facility. A construction loan project may comprise any combination of pre-construction and construction elements. The Public Works Board awarded funding for its most recent construction cycle at its September 8, 2023 meeting. View the full list of awardees and applicants in Box. The Board anticipates opening its next construction funding cycle in Spring 2024. The Public Works Board (Board) is authorized by state statute (RCW 43.155). Its purpose is to loan and grant money to counties, cities, and special purpose districts to repair, replace, or create infrastructure.

The primary beneficiaries of this grant are historical societies, organizations, nonprofits, and municipalities responsible for historic structures or archaeological sites. Eligible applicants must be Somerset County-based. The program's impact goals revolve around increasing public access to New Jersey history, expanding knowledge of the state's past, and improving the management capabilities of local history organizations. This approach is intended to create a more robust and accessible local history ecosystem within Somerset County. The grant prioritizes organizations that provide programs or services that achieve these goals. Specifically, applicants must demonstrate a commitment to enhancing public access to history or expanding historical knowledge. Another key focus is on improving the operational and managerial effectiveness of local history organizations, thereby ensuring their long-term sustainability and impact. The foundation's theory of change appears to be that by empowering local organizations with financial support and clear objectives, they can more effectively serve the public and preserve historical assets. Expected outcomes include a more engaged public with New Jersey history, a greater depth of historical knowledge disseminated, and more efficiently run local history organizations. Measurable results would likely include increased participation in historical programs, documented improvements in organizational management, and successful preservation efforts of historic sites. Organizations are also required to have provided public history programs and/or services in Somerset County for the benefit of the general public for at least two years prior to application, and must provide proof of stability and fiscal responsibility, ensuring the grant's investment is directed towards established and accountable entities.

The California Energy Commission (CEC) is offering a grant to evaluate the feasibility of using existing underground gas storage facilities to store clean renewable hydrogen in California. This project aligns with the CEC's mission to advance California's clean energy goals by exploring innovative solutions for energy storage. The overarching goal is to assess the technical and economic viability of converting these facilities for hydrogen storage, contributing to the state's renewable energy infrastructure. The grant specifically targets projects that will benefit California Gas Investor Owned Utility (IOU) ratepayers. The project focuses on developing comprehensive technical and economic assessments of storing and retrieving hydrogen blends and/or pure hydrogen. Key priorities include engaging with local communities and Community Based Organizations (CBOs) around selected sites to assess awareness and support for underground hydrogen storage, and leveraging this feedback to inform experimental design. The project also emphasizes studying the characteristics of at least two existing underground gas storage facilities, conducting experiments to assess the impacts of hydrogen introduction on well integrity and reservoir dynamics, and proposing necessary mitigation measures for safety and reliability. Expected outcomes include quantitative risk assessments and techno-economic analyses for converting selected facilities, comparing costs and risks of various use cases, and estimating levelized costs of hydrogen storage, capital costs, and operations and maintenance costs. The project will also develop recommendations for Gas IOUs, CBOs, policymakers, and relevant stakeholders to guide decision-making on the future role of underground hydrogen storage in California. Optional but desired elements include comparing the levelized cost of hydrogen storage and life-cycle emissions with alternative storage options and examining the potential of storing hydrogen in saline aquifers. The CEC's strategic priority in offering this grant is to support the integration of clean renewable hydrogen into California's energy mix. The theory of change is that by thoroughly assessing the feasibility, risks, and economic implications of underground hydrogen storage, the state can make informed decisions about deploying this technology, thereby accelerating the transition to a cleaner, more resilient energy system. The grant, with a funding range of $2.5 million to $3 million and a duration of three years (November 1, 2024 – September 30, 2027), aims to produce actionable insights that can directly influence future policy and infrastructure development in California's hydrogen economy.
