The Climate Smart Communities (CSC) grant program, administered by the New York State Department of Environmental Conservation (DEC), offers funding to municipalities to tackle greenhouse gas (GHG) mitigation and climate change adaptation at a local level. The program is designed to align with broader environmental conservation goals by fostering resilience and reducing environmental impact within New York State communities. It supports projects that either reduce GHG emissions or adapt to the changing climate, directly contributing to a more sustainable future for the state's residents and natural resources. The primary beneficiaries of this program are municipalities across New York State, including counties, cities, towns, villages, and boroughs. The grant aims to reduce risks from climate hazards and decrease GHG emissions, ultimately improving the quality of life and environmental safety for residents. The impact goals are centered on building local capacity to respond to climate change, whether through direct implementation projects or through certification activities that enhance planning and assessment capabilities. The program prioritizes projects that fall into two main categories: Implementation and Certification. Implementation projects are further divided into GHG Mitigation (e.g., reduction of vehicle miles traveled, organic waste, refrigerant management, renewable energy in low-income housing) and Climate Adaptation (reducing risks to residents, infrastructure, and/or natural resources from changing climate hazards). Certification projects focus on assessments, inventories, and planning activities that help municipalities achieve or work towards certified Climate Smart Community status. Projects must demonstrate an ability to identify, mitigate, and/or adapt to climate change vulnerability and risk or demonstrate potential to reduce greenhouse gas emissions. Expected outcomes include a measurable reduction in greenhouse gas emissions through various mitigation strategies and a meaningful decrease in climate-related risks for residents, infrastructure, and natural resources. For certification projects, the expected outcome is an increased local capacity to respond to climate change, leading to more informed planning and future grant applications. The grant explicitly states that implementation projects must have a minimum useful life of 10 years, ensuring long-term impact. The strategic priority is to empower local governments to take concrete actions against climate change, with a clear theory of change that by funding targeted projects and capacity-building efforts, the state can achieve significant environmental improvements and enhance community resilience.

The CDBG-CV Healthy Houses program is a grant aimed at supporting housing projects that maintain health and safety in low to moderate income multi-family rentals, by funding the installation or replacement of entire HVAC systems.

Since 2022, Cal ICH has partnered with California Federally Recognized Tribes and stakeholders to develop the Tribal HHAP Program. In 2024, Cal ICH is continuing and expanding our partnerships with Tribes and stakeholders in strengthening the Tribal HHAP program. Cultivate the development of transferable life skills such as critical thinking, problem-solving, leadership, and collaboration.

The THDA Challenge Grant Program provides initial seed funding to support the private fundraising efforts of nonprofit organizations across Tennessee to implement housing and related activities that represent unique milestones, are part of a broad community initiative, or are part of a significant expansion of work outside the normal day-to-day activities of the organization. Selected proposals must generate cash leverage of at least 300% within nine months of THDA’s commitment of Challenge Grant resources to the housing initiative.

Award Details: The program aims to provide funding to eligible Local Governments in California for housing-related projects and programs that address the unmet housing needs of their communities. Eligible activities include the predevelopment, development, acquisition, rehabilitation, and preservation of affordable rental housing for extremely low-, very low-, low-, or moderate-income households. It also covers the development of affordable rental and ownership housing, including Accessory Dwelling Units (ADUs), for the growing workforce earning up to 120 percent of Area Median Income (AMI) or 150 percent of AMI in High-cost areas. The program also supports matching funds for Local or Regional Housing Trust Funds and the Low- and Moderate-Income Housing Asset Fund. Additionally, it provides funding for services connected to the creation of new Permanent supportive housing, assistance for individuals experiencing or at risk of homelessness, accessibility modifications in lower-income owner-occupied housing, efforts to acquire and rehabilitate foreclosed or vacant homes and apartments, homeownership opportunities, and fiscal incentives for Affordable housing projects. Eligibility: Eligible applicants include Entitlement Local Governments, Non-Entitlement Local Governments, and Local or Regional Housing Trust Funds delegated by the Local Government. The Proposition 47 Request for Proposals (RFP), announced by the Board of State and Community Corrections (BSCC), aims to provide approximately $152 million in grant funding over a period from October 1, 2024, through June 30, 2028. This program aligns with the BSCC's mission to enhance public safety and criminal justice in California by focusing on rehabilitation and community-based solutions, rather than solely incarceration. The grant is designed to support mental health services, substance use disorder treatment, and diversion programs for individuals within the criminal justice system. The primary beneficiaries of this grant are people in the criminal justice system in California who require mental health services, substance use disorder treatment, and/or diversion programs. Eligible applicants are public agencies located within the State of California, including counties, cities, Indian reservations or Rancherias, school districts, municipal corporations, and various other public entities. The overarching impact goal is to reduce recidivism, improve public health outcomes, and foster safer communities by addressing the root causes of criminal behavior. The program prioritizes the provision of mental health services, substance use disorder treatment, and diversion programs. Additionally, applicants are strongly encouraged to offer supplemental housing-related services and other community-based supportive services. These supportive services include job skills training, case management, and civil legal services, which are critical for successful reintegration into society and long-term stability. The grant structure includes two categories: a Small Scope Category, offering up to $2 million per project with $60.8 million available in total, and a Large Scope Category, providing between $2 million and $8 million per project, with $91.2 million in total funds available. The expected outcomes include a measurable increase in access to mental health and substance use disorder treatment, a reduction in the number of individuals entering or re-entering the criminal justice system, and improved rates of employment and stable housing for program participants. The BSCC's strategic priorities, reflected in this RFP, emphasize evidence-based practices and community-driven solutions. The underlying theory of change posits that by investing in comprehensive services that address the social and economic determinants of criminal behavior, individuals can achieve sustained recovery and successful community reintegration, thereby leading to a more just and equitable society.

The California Public Utilities Commission will give preference to programs and projects in communities with demonstrated low broadband access, including low-income communities, senior citizen communities, and communities facing socioeconomic barriers to broadband adoption. Eligible Projects: Digital Literacy Projects- Digital inclusion projects may include digital literacy training programs and public education to communities with limited broadband adoption, including low-income communities, senior citizen communities, and communities facing socioeconomic barriers to broadband adoption. Broadband Access Projects- may include those that provide free broadband access in community training rooms or other public spaces, such as local government centers, senior citizen centers, schools, public libraries, nonprofit organizations, and community-based organizations. It can also include funding community outreach, such as analysis, comparison of Internet plans with the community, and call centers that will increase broadband access and adoption.

The Emergency Solutions Grant Program (ESG), initially established as the Emergency Shelter Grant Program in 1987 under the Stewart B. McKinney Homeless Assistance Act, underwent significant revisions with the Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act of 2009. The program, aimed at addressing homelessness, is funded by the U.S. Department of Housing and Urban Development and administered by the Alabama Department of Economic and Community Affairs. ESG supports the upgrade of homeless and domestic abuse shelters, covers operating costs, provides essential services to homeless individuals, aids in homelessness prevention, facilitates rapid re-housing, and supports the Homeless Management Information System's administrative costs. Grant renewed every year.

The Pennsylvania HOME-American Rescue Plan Supportive Services (HOME-ARP SS) funds can provide a broad range of supportive services to individuals and families that meet one of the qualifying populations as defined in Notice CPD-21-10: Requirements for the Use of Funds in the HOME-American Rescue Plan Program. Supportive services may be provided to individuals and families who are not already receiving the services outlined in the Notice through another program. Applicants may establish a separate supportive services activity or activities or may combine supportive services with other HOME-ARP activities. Notice CPD-21-10: Requirements for the Use of Funds in the HOME-American Rescue Plan Program HOME-ARP funding is provided by the U.S. Department of Housing and Urban Development (HUD) and administered by DCED. Financial Info: The minimum funding request for Supportive Services projects is $25,000. Up to 5% may be requested for administrative costs.

The project sites eligible for the grant must be located on 'farm and ranch' property, encompassing both private and public land, where the owner is not held responsible for the illegal disposal. The definition of 'farm and ranch' property can be found in the Eligible Geographies section below. Grantees are given approximately two years to complete the project(s). The sites should be fully remediated (cleaned up) using grant funds, or a combination of grant funds and in-kind contributions in terms of funds or services. The funding covers various costs, including Administrative, Recycling/Disposal (tires), Equipment, Material, and Personnel expenses. If necessary, measures for abatement and prevention, such as site security and public education/outreach efforts, should also be addressed. The program encourages innovative approaches. The application typically includes several items for each project/site, such as Budget, Land Use/Zoning Designation, photos, Property Affidavit, Site Characterization, map, Work Plan, and Resolution. The Resolution is carried out through the governing body of the applicant (additional information is available). It is possible to include multiple projects/sites within a single application.
