All funding is contingent upon 2024-2025 budget appropriations. This notice establishes the procedures by which grant applications will be solicited and reviewed, and by which grants will be awarded. Research Topic Areas  Though not exclusive of original research topics, the Department is particularly interested in funding projects in the following areas: Ongoing multiyear research projects. The Department has, in previous years, provided funding for various multiyear research projects that might be continued or extended to complete research the Department identifies as addressing continued priorities of the agricultural industry, such as: Examining the economic impact of pest infestations like Phorid Flies and Spotted Lanternflies and identifying mitigating measures. Measuring the impacts on the Chesapeake Bay on farm management practices that have not received Federal or State Government cost-sharing assistance. Agriculture The Department requests applications for projects that: Gather and analyze food action plans. Study the impact of the Double Up Food Bucks program. Analyze of the Senior Food Nutrition Program and the Farmers Market Nutrition Program. Study of the surplus food recovery. Validate consumer affairs reporting on PA food prices. Analyze of the TEFAP program. Analyze/survey PA workforce. Study economic impact. Survey carbon community planners. Analyze Urban Agriculture capacity index. Incentivizing urban agriculture land stewardship. Identify current and potential funders for urban agriculture. Identify soil testing and remediation strategies for urban agriculture, particularly how these strategies can be operationalized, their benefits measured and the cost of implementation. Assess the quantity and quality of available on-farm and off-farm housing for agricultural workers, including farm owners. Study barriers to land access, particularly for BIPOC farmers and in rural communities. Energy in agriculture The Department is interested in further scientific study in areas such that: Analyze and map energy generation from agricultural products, plastic products and waste products. Analyze options to reduce greenhouse gases emitted by normal agricultural operations. Identify challenges and opportunities with Agrivoltaics such as gaps, barriers, implementation of panels modified to support Pennsylvania agriculture. Life Science The Department seeks applications that address animal health concerns, such as: Wildlife crop damage. Impacts to states on changing Medicare rules to allow more fresh foods to consumer health. One Health—Proposals that promote humans, the environment, animals, living together harmoniously. Animal Health—Proposals that improve or seek to understand aspects of animal health important to agriculture in this Commonwealth. Diagnosis of Animal Diseases—Proposals that promote the diagnosis of animal diseases that are important to Commonwealth animal agriculture. Animal Productivity—Proposals that seek to improve the productivity of agricultural animals in this Commonwealth. Animal Welfare—Proposals that seek to improve the welfare of agricultural animals in this Commonwealth. Review and recommend Federal Milk Marketing Order recommendations that would be most beneficial to PA dairy industry. Review and recommend alternatives to the current PA Milk Board Over-Order Premium that would be most advantageous to the PA dairy industry. Chronic Wasting Disease strategy development to reduce incidents and (or) live animal test development. Manufacturing The Department requests applications for projects that address: Food production residual waste. Assess incentives needed to increase organic processing. Biodegradable packaging and other environmental factors in selecting food and beverage products. Pharmaceutical or industrial uses for milk proteins or other milk components. Assess conversion of spent mushroom substrate to bio-char on energy and biomass uses and soil amendment uses. Robotic Technology Research what technology farmers use now and what technology they may use in five years. Priority Areas The TSIP grant provides funding to support traffic safety improvement projects for one or more of the following priority areas: Reduce injuries and fatalities resulting from driving at excess speeds. Encourage the proper use of occupant protection devices. Reduce injuries and fatalities resulting from driving while impaired. Prevent crashes and reduce injuries and fatalities resulting from crashes involving motor vehicles and motorcycles. Reduce injuries and fatalities from school bus crashes. Project Period The award period for this grant shall be October 1, 2024 – September 30, 2025. Eligibility Criteria State agencies, units of local government, universities, colleges, coalitions, and 501(c)(3) nonprofits are eligible to apply for TSIP funding. A unit of local government is defined as: a city, county, town, township, or other political subdivision of a state. Additionally, all applicants awarded a grant from ICJI must agree to: Comply with all provisions of the grant agreement. Comply with all award conditions set forth in the Special Conditions. Submit all reports in the prescribed format and timeframes as determined by ICJI. Submit quarterly performance measures as listed in the Special Conditions. The Louisiana Department of Wildlife and Fisheries (LDWF) is extending the application deadline for the Commercial and Charter Vessel Access Grant Program, funded through the LDWF 2019 Flood Disaster Grant. The National Oceanic and Atmospheric Administration (NOAA) allocated funds to mitigate the effects of freshwater flooding on Louisiana’s saltwater resources. Grants of up to $500,000 will be awarded to public and private entities for constructing new facilities, acquiring land, or improving access for saltwater commercial and charter fishing vessels. The new application deadline is May 31, 2024, extending from the original date of May 15, 2024. Projects must be in coastal areas impacted by the 2019 flood and accessible to the public. Recipients must maintain facilities for at least 20 years.

This funding program provides financial assistance to community water systems in California for constructing and improving water infrastructure to ensure safe and clean drinking water for residents, particularly those in need.

Introduction EEM projects must contribute to mitigation of the environmental effects of transportation facilities. The California Natural Resources Agency (Agency) prescribes procedures and criteria to evaluate grant project proposals and submits a list of projects recommended for funding to the California Transportation Commission (CTC). The CTC awards grants to projects from Agency’s list. Related Transportation Facility EEM projects must mitigate, either directly or indirectly, the environmental impacts of a) the modification of an existing Transportation Facility or b) the construction of a new Transportation Facility (hereafter Related Transportation Facility or RTF). The EEM project can be the required mitigation for the RTF or enhancement to mitigation required for the RTF. Statewide Project Goals Agency grant programs assist state and local entities to develop more sustainable communities, increase adaptability to climate change using nature-based strategies, and protect biodiversity in compliance with Executive Order N-82-20, the Pathways to 30 x 30 California, and the Natural and Working Lands Climate Smart Strategy. Projects that demonstrate the following multiple benefits will be more competitive: • Improved air and/or water quality. • Reduced consumption of natural resources and energy. • Increased reliability of local water supplies. • Increased adaptability to climate change. • Increased protection and restoration of biodiversity Eligible Projects Examples The list below isn't comprehensive, but provides examples of project elements that meet statutory conditions. Urban Forestry: • Planting of trees and plants along urban streets and medians. • Greening existing public lands and structures, including school campuses and urban parks. • Greening vacant lots and abandoned sites. • Restoration of urban creeks. Resource Lands: • Removal of invasive and restoration of natural plant species. • Enhancement or restoration of natural areas such as inland wetlands, forests, oak woodlands, mountain meadows, creeks, and streams with riparian or riverine fish or wildlife habitat, wildlife corridors and fish passages, coastal estuaries, grazing land and grasslands. • Acquisitions in fee title or through conservation easements to safeguard regional water supplies, protect riparian and wildlife habitats, conserve agricultural lands for secure wildlife migration corridors, and provide public access for compatible wildlife/nature-oriented recreation by the wider community. • Acquisitions to preserve in perpetuity Resource Lands for agricultural uses, open space, wetlands, biodiversity, etc. Mitigation Projects Beyond the Scope of the Lead Agency: Project examples listed under Urban Forestry and Resource Lands categories may be eligible for the Mitigation Projects Beyond the Scope of the Lead Agency category, if the mitigation or enhancement measures for the RTF were infeasible or beyond the jurisdiction and/or authority of the Lead Agency for the RTF. Project Criteria Questions Applicants must choose only one project category and respond to all questions in the selected category. If a question doesn't apply to the project, indicate Not Applicable with a brief explanation.

The UST Cleanup Fund provides a means for petroleum UST owners and operators to meet the federal and state requirements of maintaining financial responsibility to pay for damages arising from unauthorized releases from their petroleum USTs. The Fund assists a large number of small businesses and individuals by providing reimbursement for expenses associated with the cleanup of leaking USTs.

This funding is available to current property owners for cleanup and investigation of unauthorized petroleum releases from underground storage tanks, covering activities like site assessments, soil and groundwater investigations, and corrective action planning.

This grant provides funding to public agencies for the development and improvement of boat launching facilities, including ramps and parking areas, to enhance access for both motorized and non-motorized watercraft.

Eligible Applicants: Local public agencies, 501(c)(3) nonprofit organizations qualified to do business in California, Public Utilities, Federally and non-federally recognized Native American tribes on the Native American Heritage Commission’s list, and Mutual water companies. Eligible Uses: Eligible projects include recycled water treatment; recycled water storage, distribution, and pumping; groundwater recharge; and indirect potable reuse. Ineligible Uses: Operation and maintenance costs.  Eligible Costs: All costs necessary to determine the feasibility of using recycled water and to select an alternative to offset or augment the use of fresh/potable water from state or local supplies may be eligible for the planning grant. Eligible Communities: All community types are eligible for funding.  This includes small and large communities, non-disadvantaged, disadvantaged, and severely disadvantaged communities. Grants will be awarded for specific eligible activities, such as speaking on a panel, participating in a working group, or participation in other decision-making processes. The PP Grant Account cap per organization of $15,000 will ensure a proportional distribution of funds over time and across various organizations. Submissions for grant awards will be accepted on a rolling basis throughout the grant period and payment for these discrete engagements will be prompt.

This funding opportunity provides financial support for local agencies and nonprofit organizations in California to develop projects related to recycled water treatment, storage, and distribution, benefiting communities of all types.

EBIP is intended to encourage adoption for low-income individuals of electric bicycles as a replacement for motor vehicle trips. Consistent with the goals of SB 375, EBIP would increase access to clean transportation options while offsetting vehicle miles traveled (VMT) by way of incentivizing electric bicycles (e-bikes). A portion of project funds would support the development and administration of a virtual bike safety class, so that consumers understand bicycle road safety. EBIP will provide incentives for eligible e-bikes to income-qualified consumers at the time of purchase, on a first-come, first-serve basis. Furthermore, EBIP will pilot an approach that aims to 1) help people replace car trips with e-bike trips, 2) increase access to electric bicycles, and 3) reduce GHG emissions. EBIP will be administered and implemented through a partnership between CARB and a Grantee, selected via this completive solicitation.
