California grants for Independent school districts

The Effectiveness Monitoring Committee (EMC) is seeking project proposals that: (1)   Address one or more of the EMC’s Research Themes and Critical Monitoring Questions and; (2)   Address natural resource protection issues that are important for California forestlands. The critical monitoring questions are organized under 12 Research Themes. Four prioritized critical questions were determined by vote amongst the current EMC members at the beginning of each calendar year:  Are the FPRs and associated regulations effective in...  Question 1h: managing WLPZs to reduce or minimize potential fire behavior and rate of spread? Question 6c:  managing fuel loads, vegetation patterns and fuel breaks for fire hazard reduction? Question 6d: managing forest structure and stocking standards to promote wildfire resilience? Question 12a: improving overall forest wildfire resilience and the ability of forests to respond to climate change (e.g., in response to drought or bark beetle; reducing plant water stress) and variability, and extreme weather events (evaluate ecosystem functional response to fuel reduction and forest health treatments)? I.       FUNDING AVAILABILITY. Funding available for newly proposed projects is anticipated as follows: $973,392 over three FYs beginning in 2024/25, comprising: $173,232 in FY 2024/25; $375,160 in FY 2025/26; and $425,000 in FY 2025/26. II.     AWARD LIMITATIONS. Applicants requesting more than the stated annual amount available for funding will not be considered. In the case that EMC funding for the full three years is awarded to one new project, project solicitation may not occur in the subsequent two FYs. While the EMC may choose to fund projects that span multiple FYs up to the annual funding cap, the EMC generally prefers to fund multiple research projects annually. Proposers should keep this in mind when developing their project and annual budget requests. Longer-term projects (greater than three years) may re-apply for funding for additional years through the competitive grants process advertised in the EMC’s Request for Proposals. Annual allocations are dependent upon demonstrated progress towards project completion pursuant to the project schedule and workplan.  a.      ELIGIBLE ACTIVITIES. Eligible projects will test one or more specific FPRs or other rule or regulation under the Board’s jurisdiction and which addresses one or more of the EMC’s Research Themes and Critical Monitoring Questions. Proposed projects must clearly apply to management activities on private timberlands in California. Projects on public land may be eligible for EMC funding provided they clearly apply to the activities and systems that also exist on non-federal timberland. b.      ELIGIBLE ORGANIZATIONS. Eligible applicants are local, state, and federal agencies including federal land management agencies; institutions of higher education; special purpose districts (e.g., public utilities districts, fire districts, conservation districts, and ports); Native American tribes; private landowners; for-profit entities; and non-profit 501(c)(3) organizations.

The non-Entitlement competitive grant program component prioritizes assistance to persons experiencing or At risk of homelessness and investments that increase the supply of housing to households with incomes of 60 percent or less of area median income. A. Eligible Applicants. An Applicant must be a Non-Entitlement Local Government. A Non-Entitlement Local Government means a Local Government in an area which is not a metropolitan city or part of an urban county, a Local Government that, as of September 1, 2017, was an incorporated city with a population of less than 50,000 or a county with an unincorporated area population of less than 200,000 persons, which had not entered into a three-year Urban County Cooperation Agreement, or a Local Government that was not otherwise entitled to receive CDBG funds directly from HUD. See Appendix A for a list of eligible Applicants for Non-Entitlement Local Government for fiscal year 2019-20. For applications that include the development of a Rental Housing project, the Sponsor must be a co-Applicant with the Non-Entitlement Local Government, pursuant to Guidelines Section 400. Sponsor includes the general partner(s); if there are two general partners, both must submit all the required co-Applicant documents. B. Eligible Activities. Pursuant to Guidelines Section 401, eligible activities under this PLHA competitive NOFA are limited to the following and must take place within the jurisdiction of the Applicant Local Government: 1. Development of new multifamily rental housing that is Affordable to households at or below 60 percent of AMI or substantial rehabilitation of multifamily rental housing that will be Affordable to households at or below 60 percent of AMI, but which is not currently restricted as Affordable housing. In order to be eligible as “substantial rehabilitation”, a project must complete a minimum of $40,000 per unit in hard construction costs; or 2. Assistance to persons who are experiencing or At risk of homelessness, including, but not limited to, through rapid rehousing, or rental assistance, supportive services and case management services that allow people to obtain and retain housing, operating and capital costs for navigation centers, or new construction, rehabilitation, or preservation of permanent or transitional rental housing C. Funding Limits The maximum application amount, including administrative costs, for the development of new multifamily rental housing or substantial rehabilitation of a multifamily rental housing project, or development of a navigation center is $3 million. The minimum application amount shall be $500,000.  

Funding and Duration: The CA Dept. of Food and Agriculture anticipates that up to $180,000 will be awarded to projects to support agricultural education and training. Grant amounts range from $2,500-153,000. The maximum grant duration is one (1) year, six (6) months and grant funds cannot be expended before January 1, 2025, or after June 30, 2026. CDFA reserves the right to offer an award amount less than the amount requested. * NOTE: Non-profit programs administered or managed by a university, such as the 4-H Youth Development Program are exempt from this limitation. Two funding opportunities available: Tier 1 – California Adopted Agricultural Education Programs Up to 85 percent ($153,000) of total available grant award funding is reserved for the California FFA Association; the non-profit organization that represents state-adopted Agricultural Education Programs (Education Code Sections 52450-52454). These programs have proven to be effective on a statewide basis in meeting the priorities and intent of the CalAgPlate program. Tier 1 grant awards range from $10,000 to $153,000 per project. Tier 2 – Local/Community/State Agricultural Education Programs Up to 15 percent ($27,000) of available funding will be awarded to eligible Local/Community/State Agricultural Education Programs. This Tier is open to non-profit organizations, as well as state, local, and Indian tribal government agencies within California which promote and administer agricultural education and leadership programs targeting K-12, post-secondary, and adult education. Individual schools and school districts are encouraged to partner with eligible non-profit organizations. Institutes of higher learning are ineligible to directly apply*, however, they can partner with eligible organizations on a proposed CalAgPlate project. Tier 2 grant awards range from $2,500 to $10,000 per project. Funding Category I: Agricultural Education In this funding category, CDFA will consider projects that enhance and benefit agricultural education opportunities for students and educators. Examples:• Agricultural curriculum development and implementation• School/community garden enrichment programs• Interactive agriculture learning experiences, outdoor agricultural education programs (e.g., farms/ranches)• Agriculture demonstrations/activities (e.g., exhibits). Funding Category II: Agricultural Career Awareness, Development and Training In this funding category, CDFA will consider projects that advance, promote and support agricultural career development and training for high school and college students. Examples:• Interactive training experiences and mentorship programs• Practical career preparation and career advancement opportunities• Outreach programs and career expos• Informational workshops for next-generation/beginning farmers. Funding Category III: Agricultural Leadership Development In this funding category, CDFA will consider projects that provide leadership experiences and skills for participants that encourage agricultural leadership development. Examples:• Agricultural leadership conferences• Agricultural leadership training programs• Education tours focusing on agricultural policy issues/areas.

This grant provides funding for projects in California that utilize tire-derived aggregate for various applications, such as retaining walls, stormwater management, and landfill enhancements, aimed at promoting sustainable waste tire recycling.

The Disaster Response & Resilience Fund supports charitable organizations in Humboldt, Trinity, Del Norte, and Curry counties, as well as adjoining Tribal lands during current and future disasters, including fires, earthquakes, flooding, and other natural and man-made disasters. This fund is unable to support requests for individuals and families. During an active emergency, the fund prioritizes requests that are in response to the applicable disaster and requests that are addressing the immediate needs and safety of the most vulnerable.

This funding opportunity provides financial support to organizations for repairing, replacing, and installing electric vehicle charging ports in California to improve the reliability and accessibility of the state's EV charging infrastructure.

The Employment Development Department (EDD) announces the availability of up to  $100,000. Wagner-Peyser 10 percent Governor's Discretionary funds for Campesino de California Outreach Grant-Radio Media (CCOG-RM) Program Year 2024-25 (PY 24-25) available through this Solicitation for Proposals (SFP). The EDD anticipates funding one organization for the CCOG-RM PY 24-25 grant opportunity.  The purpose of the program is to create and broadcast 24 semi-monthly, 30-minute hosted radio talk show programs in Spanish and recorded in video format media. Additionally, the awardee must create complementing media posts to publish on its website and use social media outlets to publicize the radio talk show videos and communicate additional information as necessary. Eligible applicants for the CCOG-RM PY 24-25 SFP include public and private non-profit organizations, education institutions, community-based organizations (CBOs) and faith-based organizations. The purpose of this solicitation is to provide cost share funding to applicants that apply for and receive one of the following:  An award under an eligible federal Funding Opportunity Announcement (FOA) and meet the requirements of this solicitation, or  Follow-on funding from the U.S. Department of Energy to continue research from a previously awarded federal grant that also received Energy Commission federal cost share funding under PON-14-308, GFO-18-902, or this GFO and the proposed project meets the requirements of this solicitation.   Continuously Updated Eligible Cost Share Opportunities Before applying, applicants are encouraged to check Eligibility Requirements in Section II of this solicitation. The Recipients will implement the program in their awarded region to install energy-efficient electric appliances, energy efficiency measures, and related upgrades directly to low-income households living in single-family, multifamily, and manufactured homes in underresourced communities. Applications are required to (1) include community-based organizations (CBOs) for culturally appropriate outreach, education, and support for participating households and communities, and (2) include expertise in decarbonization of single-family homes, multifamily buildings, and manufactured housing.

This funding opportunity provides financial support to California-based nonprofits and government entities for arts education projects that engage and empower young people, particularly those from underserved communities.

This funding opportunity is available to public and private nonprofit California licensed, certified or otherwise qualified substance use and/or mental health disorder providers, county and Tribal-based providers, crisis care mobile unit programs, community health centers, Federally Qualified Health Centers, Certified Community Behavioral Health Clinics, harm reduction service providers, recovery residences, transitional housing facilities, homeless shelters, youth-focused organizations, communitybased organizations, opioid treatment programs and office-based opioid treatment providers

This funding opportunity provides financial support to community organizations and public agencies in California to develop and implement strategies that reduce gun violence and improve crisis intervention systems.

Pursuant to statute, the purpose of the program is to encourage increased use of active modes of transportation, such as biking and walking. The goals of the ATP are to: •Increase the proportion of trips accomplished by biking and walking. •Increase the safety and mobility for nonmotorized users. •Advance the active transportation efforts of regional agencies to achieve greenhouse gas reduction goals as established pursuant to Senate Bill 375 (Chapter 728, Statutes of 2008) and Senate Bill 391 (Chapter 585, Statutes of 2009). •Enhance public health, including reduction of childhood obesity through the use of programs including, but not limited to, projects eligible for Safe Routes to School Program funding. •Ensure that disadvantaged communities fully share in the benefits of the program. •Provide a broad spectrum of projects to benefit many types of active transportation users.

Impact Projects grants support arts organizations for collaborations between local artist(s) and community members to develop and express their own creative and artistic goals and address a community-defined need. Collaborative projects will utilize various creative practices to impact social issues affecting their communities, including but not limited to systemic marginalization, incarceration/justice systems, arts learning, poverty/economic disparity, health disparities, accessibility for people with disabilities, housing insecurity, violence, food insecurity, cultural/social justice, intergenerational/multigenerational learning, veterans’ issues, and environmental sustainability

The focus of this RFP is to help growers transition away from non-selective, biologicallydisruptive pesticides, especially those of high regulatory concern. The BIFS program supportsthe demonstration, refinement, and outreach of SPM-based farming systems that areeconomically viable and protective of human health and the environment. All aspects of thefarming system may be considered as they relate to pest management, including factors such asadjacent landscapes, whether they are farmed or not. For the current solicitation, CDFA is prioritizing projects focusing on the following topic:• Dacthal (dimethyl tetrachloroterephthalate, DCPA) alternatives in Brassica and onioncrops• Neonicotinoid alternatives in tomato• Lygus management in cotton• Fumigant alternatives Projects will typically include all the following elements:1. On-farm demonstration/evaluation of an innovative, biologically based farming systemthat employs SPM strategies;2. A collaborative outreach effort for sharing technical information about the farmingsystem with growers, PCAs, commodity groups, and others engaged in pestmanagement, and;3. An organized program for monitoring key biological and economic variables to informon-farm decision making and evaluate project success. The BIFS application process will occur in two stages: 1) concept proposal submission and 2) fullproposal development. This RFP is to solicit concept proposals. After concept proposal reviewand scoring is complete, OPCA will select up to three applicants to develop full proposals, whichincludes a detailed workplan, budget, budget justification, and letters of support. We anticipatefunding one proposal at the full $1 million. Prior to full proposal development, OPCA scientistswill meet with the selected applicants to discuss reviewer comments as part of a pre-projectconsultation.

This solicitation aims to reduce building dependency on grid electricity, increase energy efficiency of HVAC equipment operating on DC power, decrease burdens – and enhance access – to solar and heat pump adoption, and create business and manufacturing opportunities for those who develop DC HVAC nanogrid modules. The potential technology solution could be a modular system that includes an appropriately-sized PV array and energy storage integrated with a DC HVAC system. Such systems could support cost-effective decarbonization, summer electric demand management, and increased market adoption of clean HVAC electrification while avoiding the complexities of interconnection and stand-alone PV and storage installation, particularly for those in under-resourced communities. These systems could provide the benefits of solar and storage to ratepayers who have limited roof space or cannot afford a larger building-level PV/storage system. The installation would ideally be similar to an HVAC replacement, in that it would not require an inverter, onsite electrician, interconnection agreement, conduits, wiring, electric panel upgrades, or other utility-side requirements. Power from the solar PV and energy storage would be used entirely onsite and would not be exported to the grid. Rather, these systems would gain efficiency benefits from direct DC connections among the solar PV, storage, and HVAC equipment. Projects under this initiative could also eliminate or reduce building HVAC load during peak hours in summer months, improving reliability on the grid. The unit would typically be powered by solar PV and energy storage, except when either solar or stored energy is unavailable; at those times, the HVAC would use an AC/DC converter to be powered by the grid. The HVAC could continue operation uninterrupted during a grid outage when there is adequate solar and storage power available to meet the HVAC system’s load. Funded projects must develop and demonstrate the following technologies in existing buildings: ·       DC-powered HVAC equipment that directly uses onsite solar generated electricity; ·       Energy and/or thermal storage integrated into the system to improve cost effectiveness; and ·                A transfer switch incorporated into the module to isolate generation equipment from the grid and simplify installation. Projects must fall within one of the following project groups: ·       Group 1: Residential DC HVAC Nanogrid; and ·       Group 2: Commercial DC HVAC Nanogrid.

This grant provides funding to public agencies for the development and improvement of boat launching facilities, including ramps and parking areas, to enhance access for both motorized and non-motorized watercraft.

This grant provides funding to California-based nonprofit organizations and local governments for collaborative art projects that address social issues in underserved communities.

The Budget Act of 2022 (Senate Bill 178, Skinner) and Government Code section 12100.140 et seq. established an Export Training program within GO-Biz. The program is one-time funding for competitive grants to service providers to develop or scale export training programs and curricula. Respondents to this Request for Proposal (“RFP”) must demonstrate their knowledge, skills, and ability to provide such training. The key purpose of this program is to fund export training programming that supports California small business owners, provides access to export services for underserved businesses, advances immigrant integration and supports immigrant entrepreneurs, and includes training programs in languages other than English wherever possible. Additionally, this program may consider funding export training programs that are aimed at developing an export-capable workforce should there be sufficient program funding. Organizations are strongly encouraged to collaborate on applications and to utilize each other's resources effectively. Program Objectives:• Equip new-to-export businesses with comprehensive knowledge of global markets and essential international trade knowledge.• Provide ongoing assistance to current exporters, aiding them in sustaining and broadening their presence in foreign markets.• Cultivate a fresh cohort of businesses eligible for the California State Trade Expansion Program, preparing for participation in export promotion activities, including trade shows.
