Notice of Funding Opportunity Summary This Notice of Funding Opportunity (NFO) is being released prior to appropriation and/or apportionment of funds for fiscal year 2024. Enactment of additional continuing resolutions or an appropriations act may affect the availability or level of funding for this program. The Natural Resources Conservation Service (NRCS), an agency under the United States Department of Agriculture (USDA), is announcing the potential availability of funding for agreements for the purpose of leveraging NRCS resources, addressing local natural resource issues, encouraging collaboration and developing state-and-community-level conservation leadership. Proposals must be for projects based in Iowa and focus on conservation issues. Collaborative projects that provide on-the-ground support for Iowa NRCS Field Offices are highly encouraged. Research proposals will not be accepted, nor considered. NRCS anticipates that the amount available for support of this program in FY 2024 will be up to $5,000,000.00, however, budget constraints may prevent NRCS from funding 2024 proposals. Proposals are requested from City or township governments, county governments, federally recognized Native American tribal governments, state governments, nonprofits having a 501 (c)(3) status with the IRS (other than institutions of higher education), or institutions of higher education for competitive consideration of awards for projects between 2 and 5 years in duration. Awarded organizations may be required to present project updates in the form of a formal presentation to the Iowa NRCS Leadership. Organizations may use this opportunity to request additional funding for existing Iowa IPC agreements. System and Capacity Building Grants offer substantial financial support for infrastructure and significant system change projects aligned with the core initiatives of the Delta Dental of Iowa Foundation. Interested parties are required to submit a Letter of Interest (LOI) by the specified deadlines. Successful LOIs, as determined by a grant committee, will advance to the next stage, where they will have the opportunity to present their proposal to the Delta Dental of Iowa Foundation Board of Directors. This grant provides funding to support the maintenance, safety, and enhancement of recreational walking and cycling trails in Warren County.

Business Innovation & Support Grants are available for small businesses in Iowa with one to 10 employees. This program, funded by the American Rescue Plan Act (ARPA) and administered in partnership with the City and Chamber of Commerce, aims to provide financial support to small businesses that have faced challenges during the COVID-19 pandemic. Grant funding ranges from $5,500 to $15,500, and recipients will also receive up to five hours of mandatory business counseling from a pre-approved business coach, with $500 reserved from each cash award for this coaching fee.

The Revitalize Iowa’s Sound Economy (RISE) Program offers immediate funding opportunities to promote economic development in Iowa by supporting the establishment, construction, and improvement of roads and streets. The grant aims to assist in creating and retaining jobs through immediate, non-speculative opportunities. Applicants should be in the process of negotiating a location or retention decision with a developer or firm and must demonstrate that immediate funding is essential to influence job creation or retention decisions. Jobs created should be value-adding in nature, such as manufacturing or industrial, with a minimum local match of 20 percent required. Any proposed roadway or development impacting state right of way will need consultation with Iowa DOT district staff, and a transportation impact study may be required prior to approval by the Iowa Transportation Commission.

Human Needs Recovery Grants for Linn County are available for organizations addressing important community needs aligned with fund priorities. Applications will be reviewed based on criteria including the organization's connection to a system of care, capacity to achieve goals, and equity impact. Five points are possible for each criterion, and successful applicants will receive funding to support their proposed initiatives.

Humanities Iowa's Mini Grants Program for Not-for-profit Organizations aims to support the furthering of humanities across the state of Iowa by collaborating with communities, non-profit organizations, and humanities scholars. The program provides grants, builds community partnerships, and creates programming that reaches over 250,000 Iowans annually. Projects funded by the program cover a wide range of activities including community roundtables, intergenerational storytelling projects, documentaries, rural archives restoration, the Iowa Poet Laureate program, the statewide Speakers Bureau series, and the journal Voices from the Prairie.

Funding for the program is made possible by an annual appropriation from the Iowa Legislature to the Iowa Arts Council, which exists within the Iowa Economic Development Authority, and by the National Endowment for the Arts, a federal agency. Funding Information Grant recipients will receive up to $5,000 in each fiscal year, for a total maximum award of $15,000 over three years, to support opera ng expenses that are incurred within each eligible funding period. Funding Period The three-year funding period will be in effect from July 1, 2024 – June 30, 2027. Who Qualifies? Iowa 501(c)3 nonprofit organizations whose primary mission and purpose is focused on arts or culture and arts or cultural divisions of a municipal government. Eligible entities must maintain a cash operating expense budget of no less than $10,000 per year. Applicant must have a minimum of one dedicated staff or volunteer position that works for the organization year-round and is responsible for oversight and management of the organization.
