Maryland grants for City or township governments

The ODAC Grant Program, part of the SFY 2025 initiative by the Governor's Office of Crime Prevention and Policy, is designed to decrease the number of fatal and non-fatal overdoses stemming from substance use. The SFY 2025 Gun Violence Reduction Grant Program (GVRG), funded by the State of Maryland and administered by the Governor's Office of Crime Prevention and Policy, aims to support law enforcement agencies and prosecutors in developing and implementing strategies to reduce firearm-related violence. The program seeks to address the statewide issues of gun violence, illegal firearm distribution, manufacturing, and seizures, with a goal to make communities safer. The GVRG encourages the development of coordinated criminal justice strategies and data-driven approaches to criminal justice in Maryland. Eligible applicants include local and state law enforcement agencies as well as local state's attorney's offices, with priority given to those not currently receiving Maryland Criminal Intelligence Network (MCIN) funds.

The SFY 2025 Domestic Violence Unit Pilot Program (DVUP), funded by the State of Maryland through the Governor's Office of Crime Prevention and Policy, aims to significantly reduce or minimize the time between the issuance of interim and temporary protective orders and their entry into the Maryland Electronic Telecommunications Enforcement Resource System/National Crime Information Center (METERS/NCIC). This initiative supports the office's objective of enhancing the availability and speed of information to support data-driven approaches to criminal justice issues in Maryland. The program has been institutionalized by the Governor's Office of Crime Prevention and Policy and continues to offer grants to local law enforcement agencies to enhance service efforts and ensure compliance with Family Law Article sections. The program anticipates making no more than 10 awards ranging from $5,000 to $50,000 for the fiscal year 2025.

The SFY 2025 Community Grant Program Fund (CGPF), managed by the Governor’s Office of Crime Prevention and Policy (previously the Governor’s Office of Crime Prevention Youth and Victim Services), aims to support local law enforcement and local government agencies in Maryland in developing community outreach and violence intervention programs. This initiative is designed to enhance public safety by fostering improved relationships between law enforcement and community members, particularly the youth. The CGPF seeks proposals for programs that offer recreational or athletic opportunities, improve resident-law enforcement relations, or otherwise benefit the community. Eligible activities may include police/community events, programs for School Resource Officers, partnerships with community groups, mentorship programs, and established community programs provided by outside organizations. The grant anticipates awarding 15-25 grants ranging from $5,000 to $50,000, with the total funding up to $500,000.

This grant provides financial support to organizations hosting family-friendly events in Downtown Hagerstown to strengthen community ties and stimulate the local economy.

Maryland’s Office of Overdose Response (MOOR) is initiating a Competitive Grant Program aimed at distributing approximately $6 million to the highest-scoring proposals from state and local governments, as well as private and non-profit community-based partners. These proposals should align with MOOR’s strategic priorities and address critical needs in substance use disorder and overdose response across the state. Eligible projects must focus on prevention, harm reduction, treatment, recovery, and public safety, with an emphasis on innovative or evidence-based approaches that fill service gaps.

The Recovery Friendly Workplace Pilot Program, launched by the Maryland Department of Labor, aims to create a supportive environment for employees recovering from substance use disorders. The program encourages employers to adopt workplace policies that assist in employee recovery, provides stigma-reducing education, and facilitates research on recovery-friendly practices. It seeks to promote workplace well-being and recovery for employees and their families while fostering community awareness.

The SFY 2024 PSNM Grant aims to support local law enforcement and partnering agencies in developing, implementing, and supporting anti-gang and violent crime enforcement strategies across Maryland. This initiative is part of a nationwide effort to enhance public safety by fostering partnerships among federal, state, local, and tribal law enforcement and community leaders to develop comprehensive solutions for violent crime problems.

This grant aims to improve outcomes for children and youth within the juvenile justice system by enhancing community-based programs and services, expanding community-based alternatives to confinement, increasing diversion opportunities, and supporting positive youth development. It focuses on addressing juvenile delinquency and improving the juvenile justice system through technical assistance, training, and effective programs.

This grant program is designed to respond to incidents of family violence, intimate partner stalking, domestic violence, and dating violence, and to develop and strengthen victim services in Maryland. With a total funding of $3,000,000, it aims to support state and local government agencies, non-profit non-governmental victim services programs, faith-based and community organizations, and the state domestic violence coalition.

The BJAG Program aims to support a broad range of activities to prevent and control crime based on the state's specific needs. Grant funds are used to improve the criminal justice system, enhance law enforcement initiatives, crime prevention, and education, as well as to support corrections, drug treatment, planning, evaluation, technology improvements, and crime victim and witness initiatives. The program is focused on reducing gaps in services, decreasing violent crime, assisting crime victims, and improving enforcement, prosecution, adjudication, detention, and rehabilitation efforts across Maryland.

This grant is aimed at improving the handling of child abuse and neglect cases, including child sexual abuse and exploitation. It focuses on the development of innovative programming to enhance the front-end intake and investigative stages of child welfare, aligning with the Maryland Governor’s Office's objective to reduce victimization among children. All funding is contingent upon the Governor’s Office of Crime Prevention, Youth, and Victim Services receiving the specified grant funds from the U.S. Department of Health & Human Services (HHS).

This grant is designed to improve the quality and timeliness of forensic science and medical examiner/coroner services within the State of Maryland. It aims to support state and local law enforcement agencies and medical examiner's offices by providing funds to alleviate bottlenecks and improve the overall efficiency of forensic science services, including laboratory analysis and crime scene examination. The grant supports Maryland's law enforcement goals of disrupting and dismantling criminal organizations involved in guns, gangs, drugs, and human trafficking.

This program provides financial support for specialized training to law enforcement agencies in Maryland, enhancing their skills in crime prevention, investigation, and victim services.

The Maryland Department of Transportation Maryland Transit Administration (MDOT MTA) introduces the Statewide Transit Innovation Grant, a competitive program targeting the enhancement of transit reliability, accessibility to activity centers, and the diversification of transit mobility options across Maryland. This initiative is dedicated to funding public transportation projects that are cost-effective and aim to diminish delays, improving connectivity between regional and economic centers. Projects may encompass various transit modes including bus, rail, among others, and are open to Maryland local governments, locally operated transit providers, or organizations currently receiving MDOT MTA grant funds.

The Transportation Alternatives (TA) Set-Aside, part of the Federal Highway Administration (FHWA) Surface Transportation Block Grant Program, offers reimbursable federal aid for transportation-related community projects that enhance the intermodal transportation system. Maryland’s TA Program aims to improve mobility and accessibility, and enrich the cultural, aesthetic, historic, and environmental facets of the state’s transportation network. It supports the creation of bicycle and pedestrian facilities, the restoration of historic transportation buildings, the conversion of abandoned railway corridors to trails, and the mitigation of highway runoff, with a focus on projects that enhance community connectivity and the overall transportation landscape.

Launched in 2023, this program aims to enhance Maryland's strategic sectors through innovation infrastructure projects. With $10 million allocated for FY2024, it supports a wide range of technology sectors and is set to run until June 30, 2027. Projects include various infrastructure developments to foster innovation and growth. The Build Our Future Grant Pilot Program and Fund (Fund) is a financing resource operated by the Maryland Department of Commerce (Commerce), to provide grants for innovation infrastructure projects intended to support innovation in an eligible technology sector. In FY24 $10 million is available for grants to transformative projects that accelerate the growth of the state’s strategic industry sectors. Grants may be awarded to private companies, nonprofit entities, local governments, or colleges and universities in the State.

City of Cumberland Home Rehabilitation Grant Program is a grant opportunity offered by the City of Cumberland's Community Development Department in Maryland. PROGRAM SPECIFICS  This program applies for properties assessed for under $100,000 within the city limits of Cumberland.  No construction may begin before the grant has been awarded and all approvals are in place. If any work has taken place, please contact our office to discuss the specifics, prior to submission of the application.  In most cases, any costs incurred prior to application will be cause for rejection. Under no circumstances will costs incurred prior to application approval be reimbursed.  All required permits must be obtained prior to construction. Projects that are commenced prior to receiving the proper permits will invalidate the funding.  Permits are obtained from the community development office for all work that requires a permit (electrical, plumbing, building and occupancy permits). If the property falls within the historic district, an additional permit, the Certificate of Appropriateness, would be required.  A Section 106 review may be required based on the location of the property.  Projects are required to be completed within 12 months of notice of award.  Third party inspections are required for framing, electrical and plumbing work.  Progress inspections will be conducted quarterly by the City of Cumberland.  Receipts or invoices with proof of payment and progress photos are collected quarterly.  Disclosure of all liens and encumbrances on the property is required.  All state, county, local taxes and water, sewer and trash fees must be current.  Property owner must not have any code violations with the City.  The property owner is required to maintain property and general liability insurance on buildings and other improvements on the property throughout the duration of the project at the Owner’s expense. Additionally, if the property is determined to be in a 100-year flood plain, as designated by the United States Department of Housing and Urban Development, the owner must maintain a flood plain insurance policy.  Limit one (1) grant per applicant per property  Grant amount will be determined at the conclusion of the project. The minimum grant request is $500, and the maximum request varies by fund. Grants must provide direct benefits to Frederick County, Maryland residents unless otherwise noted in the fund description. Eligibility: Eligible organizations include already existing nonprofit 501c3 organizations in good standing with the IRS, government/quasi-governmental agencies applying for extraordinary projects not funded by tax revenue, religious organizations requesting funding for non-sectarian activities, and civic groups that are not 501c3 organizations requesting funding for a community cause.
