With this solicitation, BJA seeks a training and technical assistance (TTA) provider to help jurisdictions prevent and reduce overdose deaths as part of the Comprehensive Opioid, Stimulant, and Substance Use Program (COSSUP). COSSUP provides funding and TTA to state, local, and tribal governments to develop, implement, or expand comprehensive programs in response to the overdose crisis and impacts of illicit opioids, stimulants, or other substances. This COSSUP Overdose Fatality Review (OFR) TTA Program provides training and supports collaborations that prevent and reduce overdose deaths. This program helps jurisdictions build and enhance multidisciplinary collaborations, collect and use multisector data, and conduct confidential individual death reviews in order to identify trends, incidents, and gaps in prevention efforts and services to inform innovative, community-specific overdose prevention and intervention strategies.

The U.S. Department of State, Bureau of Oceans and International Environmental and Scientific Affairs Office of Conservation, and Water (OES) announces the Notice of Funding Opportunity (NOFO) for a program to help address and identify solutions to shared water challenges in the Mekong sub-region by developing and hosting the 4th Mekong Research Symposium (MRS), under the Mekong-U.S. Partnership (MUSP). The MRS will convene stakeholders (including academia, private sector, media and journalists, local government, donors, development and financing partners, non-profits, civil society organizations, and indigenous communities) to present on advancements in science and technology, including local solutions, and raise awareness of existing initiatives and resources to provide long-term, equitable benefits across the sub-region.

The Saltonstall-Kennedy Act established a fund (known as the S-K fund) used by the Secretary of Commerce to provide grants or cooperative agreements for fisheries research and development projects addressing aspects of U.S. fisheries, including, but not limited to, harvesting, processing, marketing, and associated business infrastructures (seesection IV, F; Funding Restrictions). Under this authority, grants and cooperative agreements are made on a competitive basis (subject to availability of funding) to assist in carrying out projects to expand domestic and foreign markets related to U.S. commercial and recreational fisheries. The term U.S. fisheries refers to any marine fishery (including the Great Lakes) that encompasses commercial, recreational, charter, subsistence, wild capture, and aquaculture that is, or may be, engaged in by citizens or nationals of the United States or other eligible applicants. The objective of the S-K Research and Development Program, referred to throughout this document as the S-K Competitive Grant Program, is to promote U.S. fisheries by assisting the fishing community to address marketing and research needs. The term fishing community means harvesters, marketers, growers, processors, recreational fishermen, charter fishermen, fishermen, and persons providing them with goods and services. The projects from this solicitation will be deployed in these critical sectors and will reduce their demand on the grid, thereby decreasing the reliance from fossil-gas power plants during times of high electricity demand. Expected outcomes include on-site pilot-scale deployment of cost-effective and highly efficient clean, dispatchable generation technologies that will support energy demand of critical facilities and reduce the strain from the state’s electric grid while significantly reducing greenhouse gas emissions and criteria pollutants by curbing fossil-based generation. Ultimately, these projects will contribute to supporting the state's decarbonization goals, enhancing the reliability and strengthening the resilience of the state’s electric grid by increasing the availability of on-site clean, dispatchable generation technologies.

The U.S. Standard Grants Program is a competitive, matching grant program that supports public-private partnerships carrying out projects in the United States that further the goals of the North American Wetlands Conservation Act. The program promotes partnerships projects that must involve a) only long-term protection, restoration, enhancement and/or establishment of wetland and associated upland habitats to benefit diversity of wetland ecosystems and b) maintaining an abundance of waterfowl (ducks, geese, and swans) and other populations of wetlands-associated migratory birds consistent with the objectives of the North American Waterfowl Management Plan, U.S. Shorebird Conservation Plan, Waterbird Conservation Plan for the Americas, and Partners in Flight Bird Conservation Plan. Existing energy technologies generally progress on established learning curves where refinements to a technology and the economies of scale that accrue as manufacturing and distribution develop drive improvements to the cost/performance metric in a gradual fashion. This continual improvement of a technology is important to its increased commercial deployment and is appropriately the focus of the private sector or the applied technology offices within DOE. In contrast, ARPA-E supports transformative research that has the potential to create fundamentally new learning curves. ARPA-E technology projects typically start with cost/performance estimates well above the level of an incumbent technology.
