Prioritizes diversity, equity and inclusivity and supports BIPOC, LGBTQIA+ and other historically marginalized communities. Integrates new and up & coming talent into the line-up. Provides a unique distinctive Pacific Northwest experience. For example, the event should not re-create what’s happening in Seattle.  Attracts a significant number of tourists, with an emphasis on the Canadian visitor and yields a strong likelihood of overnight stays Generates numerous secondary economic benefits. Promotes walkability, the food and restaurant scene, and highlights or incorporates, where appropriate, businesses, history, area attractions, other events and environmental stewardship.  Creates a long-lasting positive impression of the event and of Bellingham/Whatcom County.  Becomes self-sustaining after a few years – specifically, significant City funding is not required for longer than three years. Funding Information The anticipated commitment is up to three years for purposes of providing seed money necessary to launch a new event. Up to $100,000 is available for the first year and approximately $70,000 is available for the two following years for one or more signature events.  Eligible Expenses Marketing and operational expenses are eligible. Marketing expenses includes activities designed to increase tourism, including but not limited to advertising, publicizing, or otherwise distributing information for the purpose of attracting and welcoming tourists; developing strategies to expand tourism and funding marketing of special events and festivals designed to attract tourists. Ideally, putting heads in beds (hotel stays). Funding is limited to activities which draw tourists to Bellingham. Types of Grant The Start-Up Grant- They offer a Start-up Grant for those events or activities that are three years young. This allows you to utilize funds for more than just marketing. You can put some funds toward eligible operating expenses which are limited to venue rentals (i.e. conference rooms), equipment rentals (i.e. cones, traffic signs, etc.), a portion of rent (must be proportionate to the event), and/or the purchase of goods/supplies with prior approval by the City. For example, payroll, travel, alcohol and equipment expenses are NOT allowed. The United States Agency for International Developments (USAID) Mission to the Pacific Islands is developing a new program entitled Pacific Economic Growth Activity (PEG). The Regional Office of Acquisition and Assistance (ROAA)/USAID Pacific Islands has drafted preliminary technical requirements for the purpose of market research and also to provide industry implementers and stakeholders an opportunity to review, comment, suggest and enhance areas of the draft document. It also provides an advance opportunity for interested parties to establish teaming arrangements and identify key personnel in the event a solicitation is issued. It is anticipated that this technical requirements draft will result in a final Statement of Objectives or Program Description that may lead to a formal solicitation issued for response. It is anticipated that this requirement will result in two separate awards with an expected period of performance of five years within an award range of $15-$18 million for Papua New Guinea/Solomon Islands/Vanuatu (PNG/SI/VAN) and $18-$22 million for Fiji, Kiribati, Palau, Republic of Marshall Islands (RMI), Federated States of Micronesia (FSM), Nauru, Samoa, Tonga, and Tuvalu. The United States Government, represented by the United States Agency for International Development (USAID) in the Republic of Peru, is designing an activity that aims to provide a demand-driven mechanism to help USAID empower local organizations that are current partners or prospective partners to effectively mobilize development funding and manage it to global standards, while successfully delivering strong development outcomes. According to USAID regulations, a local entity is: an individual, company or organization that (1) is legally organized under the laws of one of the above countries; (2) has its principal place of business or operations in one of the above countries; (3) is majority owned by individuals who are citizens or lawful permanent residents of the above countries; and (4) is managed by a governing body the majority of whom are citizens or lawful permanent residents of the above countries. This Request for Information (RFI) is not restricted to any organization category.This RFI has the following purposes:Gather ideas, strategies, and/or approaches on how to facilitate the empowerment of local organizations, thus contributing to the locally-led development in Peru.Request capability statements from interested entities capable of performing the work described in the RFI.USAID is conducting market research to collect information from local and foreign organizations with knowledge and experience in capacity building of different types of organizations (public, private, civil society, non-government organizations, etc.) focused on organizational strengthening.
