Income Security and Social Services Grants

This grant provides funding for research initiatives that enhance the coordination of human services to improve the well-being of low-income families and those from underserved communities over a five-year period.

The purpose of the Title V Competitive Sexual Risk Avoidance Education (SRAE) program is to competitively fund projects to implement sexual risk avoidance education that teaches youth how to voluntarily refrain from sexual activity. Projects must: 1) Use medically accurate information referencing peer-reviewed publications by educational, scientific, governmental, or health organizations. 2) Implement an evidence-based approach integrating research findings with practical strategies that align with the needs and desired outcomes for the intended audience. 3) Teach the benefits associated with personal responsibility, self-regulation, goal setting, healthy decision-making, and a focus on the future. 4) Discourage sexual coercion, dating violence, and other youth risk behaviors such as underage drinking or illicit drug use. 5) Be culturally appropriate, recognizing the experiences of youth from diverse communities, backgrounds, and experiences. 6) Normalize avoiding non-marital sexual activity. 7) Be age-appropriate.

The Office of Refugee Resettlement (ORR), within the Administration for Children and Families, provides temporary shelter care and other child welfare-related services to Unaccompanied Children (UC) in ORR custody. Residential care services begin once ORR accepts a UC for placement and end when the minor is released from ORR custody, turns 18 years of age, or the minors immigration case results in a final disposition of removal from the United States. Residential care and other child welfare-related services are provided by state child placement licensed residential care programs in the least restrictive setting appropriate for the UCs age and special needs. ORR is announcing the availability of funds under this Standing Notice of Funding Opportunity (SNOFO) to seek residential care providers, including shelter, group home, and transitional foster care. At the time of application, applicants do not have to be licensed by an appropriate licensing agency to provide residential shelter, group, or foster care services for children. However, applicants must be prepared to obtain the appropriate state child placement and facility licensure post-award. All entities funded under this SNOFO are subject to the provisions of the Service Contract Act (SCA) and implementing regulations found in title 29 of the C.F.R. In 2024, SSA is looking for a new organization to help manage the ARDRAW program through a cooperative agreement. The new ARDRAW program will include one-year $15,000 stipends for supervised independent graduate-level student research on rehabilitation, work, and disability topics to a broad spectrum of graduate students, to cultivate new scholars in the field of disability research. In accordance with recent Executive Orders to advance racial equity, support underserved communities, and increased access to federal funding opportunities (including EO 13895 and EO 14112), a new objective for ARDRAW is to the increase the recruitment and participation of students of color and other underrepresented populations in the research areas of work, rehabilitation, and disability, for the purpose of fostering new and inclusive perspectives on disability research.

OVC seeks field-generated proposals that offer innovative solutions that will increase access to victim services and expand the options available to crime victims, especially in underserved communities. This solicitation encourages prospective applicants to partner with nontraditional partners that may not be typically associated with the victim services field.

The purpose of this Notice of Funding Opportunity (NOFO) is to implement the demonstration authority in Section 373(i) of the Older Americans Act of 1965, as amended (OAA), using the framework provided by the Recognize, Assist, Include, Support, and Engage (RAISE) Family Caregivers Act and the 2022 National Strategy to Support Family Caregivers (the Strategy). Specifically, this project seeks to: 1) better understand the extent to which caregiver/care navigator services are used in the programs and entities funded under Title III-E of the OAA; 2) design and test new materials and methods for delivering these services; and 3) evaluate the effectiveness and opportunities for scaling and replicating them. ACL will award one cooperative agreement to a single entity to undertake activities of a national scope and reach. The project will last for a duration of 36 months, with three, 12-month budget periods. The amount of federal funds available will be up to approximately $882,000 per year, pending availability of federal funds.The intended recipients of the technical assistance developed in this project are those entities typically involved with implementing and operating programs funded by the OAA, including state units on aging (SUAs); area agencies on aging (AAAs); local aging services and family caregiver support providers; kinship, grandparent and grandfamily services providers; tribes and tribal entities, and other entities that may be part of the aging and/or tribal services networks. Additionally, given the NFCSPs inclusion of family caregivers of individuals with early onset-dementia and older relative caregivers supporting adults with disabilities, ACL desires that proposals identify how these populations will also be included in the work.

The purpose of this Notice of Funding Opportunity (NOFO) is to implement the demonstration authority in Section 373(i) of the Older Americans Act of 1965, as amended (OAA). Grantees will be expected to develop a range of cross-agency partnerships at the state level to identify which of the Strategy's goals, recommendations and stated actions they wish to address on a statewide basis. Up to, but not to exceed, the first three months of their projects, grantees will be permitted to undertake a period of planning and coordination with project partners. At the end of the planning period, grantees must submit a sustainability plan detailing how project activities and accomplishments will be maintained and continued following the period of federal funding. During the remainder of their two-year projects, grantees will focus on implementation and execution of their proposals.

OJP is committed to advancing work that promotes civil rights and racial equity, increases access to justice, supports crime victims and individuals impacted by the justice system, strengthens community safety, and protects the public from crime and evolving threats, and builds trust between law enforcement and the community. This solicitation supports the provision of services to crime victims in American Indian/ Alaska Native (AI/AN) communities through an administrative formula program funded under a set-aside designated by law from the Crime Victims Fund (CVF). The program is not competitive and is open only to federally recognized Indian Tribes (applying individually or as consortia), ANCSA regional corporations, and their authorized designees.

The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office for Victims of Crime (OVC) is seeking applications from organizations that provide culturally responsive services to crime victims and survivors from communities that have been historically underserved, marginalized, adversely affected by inequality, and disproportionately impacted by crime, violence, and victimization. These victims often face barriers that prevent them from accessing critical services. Such barriers can isolate these victims and contribute to distrust of the government and government systems. Unaddressed needs can lead to long-term physical, emotional, social, and financial problems for survivors. Survivors from underserved communities are more inclined to seek services from organizations rooted in their communities that understand and are skilled at addressing the challenges specific to their communities. Through this funding opportunity, OVC will support services for victims by organizations that understand the complex, multilayered, culturally specific challenges that crime victims from these communities face when attempting to access assistance and services.

This program will provide invited supplemental funding for the existing Training and Technical Assistance (TTA) provider to support the current and future Emergency and Transitional Pet Shelter and Housing Assistance grantees in meeting their grant objectives, to include convening the active grantees annually.

U.S. Administration for Community Living - Funding Opportunity Announcement and Grant Application Instructions for Medicare Improvements for Patients and Providers Act (MIPPA) Funding for Beneficiary Outreach and Assistance for Older Americans Act (OAA) Title VI Native American Programs

The purpose of this Notice of Funding Opportunity is to improve access to training and technical assistance (T/TA) on adoption-sensitive care. The T/TA is targeted for hospital-based service providers, doctors, nurses, and staff who provide pregnancy or adoption information and referrals. The recipient will provide T/TA to hospital staff using the existing Understanding Infant Adoption curriculum, or an equivalent, in accordance with Infant Adoption Awareness Training Program best-practice guidelines. Such activities will help ensure that expectant parents who wish to place a child for adoption have access to appropriately trained staff and comprehensive supports throughout the adoption process. The recipient will collaborate with the Childrens Bureaus clearinghouse, Child Welfare Information Gateway, to maintain a public website with the training materials and other adoption resources.
