In an ongoing effort to extend the conservation of natural and cultural resources, the National Park Service American Battlefield Protection Program (NPS ABPP) promotes the preservation and interpretation of these important places. NPS ABPP supports community-driven stewardship of historic resources through four grant opportunities: Preservation Planning, Battlefield Restoration, Battlefield Interpretation, and Battlefield Land Acquisition. NPS ABPP administers the Battlefield Restoration Grant opportunity to provide assistance for the restoration of day-of-battle conditions within eligible Civil War battlefields listed in the Civil War sites Advisory Commission's (CWSAC) Report on the Nation's Civil War Battlefields (1993) and in the principal battlefields of the Revolutionary War and War of 1812 identified in NPS ABPP’s Report to Congress on the Historic Preservation of Revolutionary War and War of 1812 Sites in the United States (2007) (Survey Reports). Restoration sites must be located outside the external boundaries of a unit of the National Park System and must have been protected with assistance from a NPS’s Battlefield Land Acquisition Grant (BLAG) established under 54 U.S.C. §308103(b) or are owned by state or local government entities (e.g., state or local battlefield parks) and are located within the boundaries of battlefields listed in the Survey Reports. These grants are funded from the Land and Water Conservation Fund, which invests earnings from offshore oil and gas leasing to help strengthen communities, preserve history and protect the national endowment of lands and waters. This program provides funding to states for the construction and maintenance of facilities that help recreational boaters dispose of sewage safely and effectively.

The Washington Wildlife and Recreation Program provides funding for a broad range of land protection and outdoor recreation, including local and state parks, trails, water access, and the conservation and restoration of state land. The Washington Wildlife and Recreation Program was envisioned as a way for the state to accomplish two goals: acquire valuable recreation and habitat lands before they were lost to other uses and develop recreation areas for a growing population. This landmark legislation passed in 1990 and the grant program's continued funding have come about through the support of governors, the Legislature, and groups such as the many organizations comprising the Washington Wildlife and Recreation Coalition.

The Youth Athletic Facilities program provides grants to buy land and develop or renovate outdoor athletic facilities such as ball fields, courts, swimming pools, mountain bike tracks, and skate parks that serve youth through the age of 18. While the program focuses on youth, RCO strongly encourages grant recipients to design facilities to serve all ages and multiple activities. An athletic facility is an outdoor facility used for playing sports or participating in competitive athletics and excludes playgrounds, tot lots, vacant lots, open or undeveloped fields, and level open space used for non-athletic play. Typical Projects Adding lights to a field to allow evening games Changing an underused tennis court to a high-demand basketball court Changing the field surface, such as installing artificial turf, to allow more games per season or more seasons when the field may be used Expanding a youth-sized softball field to accommodate broader community uses

The Nonhighway and Off-road Vehicle Activities program provides funding to develop and manage recreation opportunities for such activities as cross-country skiing, hiking, horseback riding, mountain bicycling, hunting, fishing, sightseeing, motorcycling, and riding all-terrain and four-wheel drive vehicles. A portion of the funding also is available for education and enforcement programs that encourage environmentally responsible use of the outdoors and for helping to minimize conflict between visitors through positive management techniques. Except for off-road vehicle facilities, activities supported by this program must be accessed via a non-highway road, which is a public road that was not built or maintained with gasoline tax funding. Non-highway roads are found most often in state and national forests and national parks.

The program funds projects that acquire, develop, and renovate firearm ranges and archery training and practice facilities. It was created by the Legislature in 1990 after a report assessing the needs of law enforcement, sports groups, and the public identified a need for a program and funding to support shooting facilities. Award Details: Eligible sponsors may be reimbursed for up to 80% of eligible project costs. Funds from this program may be used in conjunction with funds from other state grant programs that also fund trail projects. Eligibility: Towns, villages, cities, counties, tribal governing bodies, school districts, state agencies, federal agencies or incorporated organizations are eligible to apply. Incorporated organizations must be incorporated under s. 181, Wis. Stats., and have a primary purpose of promoting outdoor recreation trails activities. Eligible Projects (in order of priority): 1. Maintenance and restoration of existing trails 2. Development and rehabilitation of trailside and trailhead facilities and trail linkages 3. Construction of new trails (with certain restrictions on federal lands) 4. Acquisition of easements and fee simple title to property for recreational trails or recreational trail corridors (must comply with the provisions of the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970) Deadline: Applications are typically due on May 1 each year. Additional Information: The RTP legislation prohibits using funds for condemnation of any kind of interest in property. Non-motorized projects constitute 30% of funding category definitions while motorized projects constitute another 30%. Award Details: Grants cover 50% of eligible project costs. Eligible Applicants: Towns, villages, cities, counties, tribal governments, school districts or other state political subdivisions. Eligible Projects: 1. Land acquisition or development projects that provide opportunities for public outdoor recreation. 2. Property with frontage on rivers, streams, lakes, estuaries and reservoirs that provide water-based outdoor recreation. 3. Property that provides special recreation opportunities such as floodplains, wetlands, and areas adjacent to scenic highways. 4. Natural areas and outstanding scenic areas that preserve scenic or natural values and are open to the general public for outdoor recreation use without impairing the natural attributes of the areas. 5. Land or development within urban areas for day-use picnic areas. 6. Land or development of nature-based outdoor recreation trails. 7. Development of basic outdoor recreation facilities. 8. Renovation of existing outdoor recreation facilities in danger of being lost for public use. Ineligible Project Examples: 1. Projects not supported by a local comprehensive outdoor recreational plan. 2. Acquisition and development of golf courses. 3. Projects where stormwater management is the primary purpose. 4. Lands that include cell towers. 5. Land that will be used for non-outdoor public recreation purposes. Deadlines and Funding Cycles: - Completed applications must be submitted to your regional Stewardship community service specialist by May 1 each year. - Department of Natural Resources regional staff review and rate eligible projects in early June. - Final project listing is compiled in July with projects ranking the highest selected for grants based on available funds. - Final selected projects will be reviewed and approved by the National Park Service before the sponsor receives an agreement with the DNR.
