This notice announces a funding opportunity and requests grant applications for FHWA's Advanced Digital Construction Management System (ADCMS), Round 2 as provided by Section 13006(a) of the Bipartisan Infrastructure Law, enacted as the Infrastructure Invesment and Jobs Act (Public Law 117-58), whichestablished the ADCMS Program, which is codified at 23, U.S.C. 503(c)(5).Established in Title 23, United States Code (CODE) 503(c)(5). PHMSA, through this NOFO, is requesting applications from States for Hazardous Materials State Inspection (HMSI) funding to carry out State-based inspections of HAZMAT shippers to increase compliance and ensure safe transport of hazardous materials. The U.S. Department of Transportation (DOT) Pipeline and Hazardous Materials Safety Administration (PHMSA) protects people and the environment by advancing the safe transportation of energy and other hazardous materials (HAZMAT) that are essential to our daily lives. The National Electric Vehicle Infrastructure (NEVI) Formula Program, established under the Bipartisan Infrastructure Law (BIL) as part of the Infrastructure Investment and Jobs Act (IIJA), aims to strategically deploy electric vehicle (EV) charging infrastructure across the United States. With a total allocation of $5 billion over fiscal years 2022 through 2026, the program focuses on building a reliable, equitable, and interconnected network of EV chargers, particularly along designated Alternative Fuel Corridors (AFCs) and the Interstate Highway System. States are required to submit an annual EV Infrastructure Deployment Plan outlining their intended use of NEVI funds, which must be approved by the Federal Highway Administration (FHWA). The program emphasizes reducing greenhouse gas emissions, supporting equitable EV adoption, and creating sustainable jobs. Plans must address technical standards, data sharing, workforce training, and public engagement, with a strong focus on benefiting disadvantaged communities.

The Category A Economic Development Road Projects grant, administered by the MDOT Office of Economic Development, aims to promote increased economic potential and improve quality of life by supporting job creation and retention in Michigan. The program funds transportation projects that enhance the network of highway services essential to economic competitiveness, improve accessibility to target industries, support private job-creating initiatives, and encourage economic development and redevelopment efforts. Eligible recipients include MDOT, county road commissions, and city and village street agencies. Projects must address transportation needs critical to economic development, relate to target industries such as agriculture, tourism, manufacturing, and more, create or retain permanent jobs, and have an immediate positive impact on local employment and the economy. Applications are accepted year-round, and funding decisions are made up to five times a year.

This notice details the application requirements and procedures to obtain grant funding for projects on the Northeast Corridor (NEC) under the Federal-State Partnership for Intercity Passenger Rail Program for Fiscal Year 2024. The program aims to reduce the State of Good Repair backlog, improve performance, or expand or establish new intercity passenger rail service. Eligible applicants include states, groups of states, interstate compacts, public agencies, political subdivisions, Amtrak, federally recognized Indian tribes, and combinations of these entities. The total funding available is $2,034,420,932, and applications are due by July 15, 2024. The projects must be listed in the 2024 Northeast Corridor Project Inventory and comply with the selection and evaluation criteria outlined in the notice.

Notice of funding availability - Arizona Automobile Theft Authority - FY25 Arizona Vehicle Theft Task Force Annual Grant funding for the Arizona Department of Public Safety to administer the statewide Vehicle Theft Task Force. Grant applications require the approval of the AATA Board of Directors on June 21, 2024 - 10am. The FY24 Intercity Bus Program Section - 5311 grant, overseen by the Alabama Department of Transportation, provides $1,900,000 in funding to enhance bus connectivity between rural and urban areas in Alabama, supporting capital and operating expenses for existing, expanded, or new services.

The United States Marine Highway Program (USMHP), codified at 46 U.S.C. 55601, was originally established by Section 1121 of the Energy Independence and Security Act of 2007 to reduce landside congestion through the designation of Marine Highway Routes. The USMHP statute authorizes the U.S. Department of Transportation (Department or DOT) to make grants to implement Projects or components of Projects that 1) provide a coordinated and capable alternative to landside transportation; mitigate or relieve landside congestion; promote Marine Highway Transportation; or use vessels documented under 46 U.S.C. chapter 121; and 2) develop, expand, or promote Marine Highway Transportation or shipper use of Marine Highway Transportation.

The Federal Transit Administration (FTA) announces the opportunity to apply for $216 million in competitive grants under the Fiscal Year (FY) 2024 Ferry Service for Rural Communities Program (FSRC) (Federal Assistance Listing #20.532). FSRC makes funding available competitively to assist in the financing of capital, planning, and operating assistance for eligible ferry services. This is a joint Notice of Funding Opportunity (NOFO) and announces the availability of FY 2024 funding for the Passenger Ferry Grant Program (Passenger Ferry Program), Electric or Low-Emitting Ferry Pilot Program (LowNo Ferry Program), and Ferry Service for Rural Communities Program (Rural Ferry Program). All programs can be found under Federal Assistance Listing: 20.532. Federal public transportation law (49 U.S.C. 5307(h)) authorizes FTA to award grants for passenger ferries through a competitive process. The Passenger Ferry Program provides funding to designated recipients and direct recipients under FTA’s Urbanized Area Formula Program, as well as public entities engaged in providing public transportation passenger ferry service in urban areas that are eligible to be direct recipients. Projects funded under the program will improve the condition and quality of existing passenger ferry services, support the establishment of new passenger ferry services, and repair and modernize ferry boats, terminals, and related facilities and equipment. Section 71102 of the Infrastructure Investment and Jobs Act (also called the ‘‘Bipartisan Infrastructure Law’’ or ‘‘BIL’’) (Pub. L. 117–58) authorizes FTA to award grants for electric or lowemitting ferries through a competitive process, as described in this notice. The Low-No Ferry Program is available to any eligible designated or direct recipient of FTA’s Urbanized Area Formula Program or Formula Grants for Rural Areas funding, including States (including territories and Washington, DC), local governmental authorities, and tribal governments. Grants will be awarded under this program for the purchase of electric or low-emitting ferries, the electrification of or other reduction of emissions from existing ferries, and related charging or other fueling infrastructure (for which the applicants will maintain satisfactory continuing control) to reduce emissions or produce zero onboard emissions under normal operation. Section 71103 of the BIL authorizes FTA to award grants for the Rural Ferry Program through a competitive process, as described in this notice. The Rural Ferry Program provides funding for capital, operating, and planning expenses to States and territories for ferry service to rural areas. Applicants to this program are required to have operated ferry public transportation service on a regular schedule at any time during the five-year period from March 1, 2015, to March 1, 2020, and operated at least one route segment of more than 50 sailing (nautical) miles between two rural areas. The Department seeks to fund projects that advance the Departmental priorities of safety, equity, climate and sustainability, workforce development, job quality, and wealth creation as described in the USDOT Strategic Plan, Research, Development and Technology Strategic Plan, and in executive orders.1

The Federal Transit Administration (FTA) announces the opportunity to apply for $51 million in competitive grants under the Fiscal Year (FY) 2024 Passenger Ferry Grant Program (PFG) (Federal Assistance Listing #20.532). Of that amount, $5 million is available only for low or zero-emission ferries or ferries using electric battery or fuel cell components and the infrastructure to support such ferries. As required by Federal public transportation law, funds will be awarded competitively to designated recipients or eligible direct recipients of Urbanized Area Formula funds to support capital projects to improve existing passenger ferry service, establish new ferry service, and repair and modernize ferry boats, terminals, and related facilities and equipment.

The Federal Transit Administration (FTA) announces the opportunity to apply for $49 million in competitive grants under the Fiscal Year (FY) 2024 Electric or Low-Emitting Ferry Pilot Program (ELEF) (Federal Assistance Listing #20.532). ELEF makes funding available competitively to assist in the financing of capital projects for the purchase of electric or low-emitting ferry vessels that reduce emissions by using alternative fuels or on-board energy storage systems and related charging infrastructure to reduce emissions or produce zero onboard emissions under normal operation.

The Federal Highway Administrations (FHWA) Accelerated Implementation and Deployment of Pavement Technologies (AIDPT) Program was established more than a decade ago under the Moving Ahead for Progress in 21st Century Act (Pub. L. 112-141). Since that time, the program has continued under Fixing Americas Surface Transportation Act (Pub. L. 114-94) and the Bipartisan Infrastructure Law (Pub. L. 117-58). The program encourages highway agencies to adopt and implement new technologies proven to save money, enhance safety, improve performance and quality, increase efficiency, reduce delay, and enhance road user satisfaction.The purpose of this funding opportunity and planned cooperative agreement (Agreement) is to stimulate, facilitate, and expedite the deployment and rapid adoption of new and innovative technologies relating to the design, specification, production, testing, control, construction, investigation, operation, and impacts of concrete pavements. This program funds projects that improve the safety, efficiency, and reliability of intercity passenger and freight rail. The Consolidated Rail Infrastructure and Safety Improvements (CRISI) Program is authorized under 49 U.S.C. 22907. The purpose of the CRISI Program is to invest in a wide range of projects within the United States to improve railroad safety, efficiency, and reliability; mitigate congestion at both intercity passenger rail and freight rail chokepoints to support more efficient travel and goods movement; enhance multi-modal connections; and lead to new or substantially improved Intercity Passenger Rail Transportation corridors. This program invests in railroad infrastructure projects that improve safety, support economic vitality (including through opportunities for small businesses), create good-paying jobs with the free and fair choice to join a union, increase capacity and supply chain resilience, apply innovative technology, and explicitly address climate change, gender equity and racial equity. The INFRA program, part of the MPDG, allocates $2.7 billion towards competitive grants for significant multimodal freight and highway projects that aim to improve the safety, efficiency, and reliability of freight and people movement across rural and urban areas. It focuses on projects that enhance economic benefits, reduce congestion, increase resiliency, and improve critical freight movements. The program encourages applications that address supply chain bottlenecks and are of national or regional significance. The application deadline is May 6, 2024.
