The United States Marine Highway Program (USMHP), codified at 46 U.S.C. 55601, was originally established by Section 1121 of the Energy Independence and Security Act of 2007 to reduce landside congestion through the designation of Marine Highway Routes. The USMHP statute authorizes the U.S. Department of Transportation (Department or DOT) to make grants to implement Projects or components of Projects that 1) provide a coordinated and capable alternative to landside transportation; mitigate or relieve landside congestion; promote Marine Highway Transportation; or use vessels documented under 46 U.S.C. chapter 121; and 2) develop, expand, or promote Marine Highway Transportation or shipper use of Marine Highway Transportation.

This funding opportunity is designed to support innovative projects that develop and demonstrate Direct Air Capture technologies in California, while also engaging and educating local communities about carbon removal efforts.

The HMEP Grant Program is authorized under 49 U.S.C. 5116 and provides federal financial and technical assistance to states, territories, and federally recognized tribes to increase local effectiveness in safely and efficiently handling hazardous materials (HAZMAT) in accidents and incidents.

The Department of Transportation (DOT), Federal Aviation Administration (FAA) announces the opportunity to apply for $20 million in FY 2025 Airport Infrastructure Grant funds for the FCT competitive grant program, made available under the Infrastructure Investment and Jobs Act of 2021 (IIJA), Pub. L. 117-58, herein referred to as the Bipartisan Infrastructure Law (BIL). The purpose of the FCT competitive grant program is to make annual grants available to eligible airports for airport-owned airport traffic control tower (ATCT) projects that address the aging infrastructure of the nations airports. The FAA will consider ATCT projects that sustain, construct, repair, improve, rehabilitate, modernize, replace, or relocate non-approach control towers; or acquire and install air traffic control, communications, and related equipment to be used in those towers; or construct a remote tower certified by the FAA including acquisition and installation of air traffic control, communications, or related equipment. In addition, FT grants will align with DOTs Strategic Framework FY2022-2026 at https://www.transportation.gov/administrations/office-policy/fy2022-2026-strategic-framework. The FY 2025 FCT will be implemented consistent with law and in alignment with the priorities in Executive Order 14052, Implementation of the Infrastructure Investments and Jobs Act (86 FR 64355), which are to invest efficiently and equitably; promote the competitiveness of the U.S. economy; improve job opportunities by focusing on high labor standards; strengthen infrastructure resilience to all hazards including climate change; and to effectively coordinate with State, local, Tribal, and territorial government partners.

The California Department of Resources Recycling and Recovery (CalRecycle) offers the Rubberized Pavement Grant Program, previously known as the Rubberized Asphalt Concrete (RAC) Grant Program. Its primary mission is to foster markets for recycled-content surfacing products derived from waste tires generated within California. This program directly aligns with environmental stewardship and resource recovery objectives, seeking to mitigate the adverse environmental impacts caused by the unlawful disposal and stockpiling of waste tires. The impact goals are centered on increasing the use of rubberized pavement, thereby diverting waste tires from landfills and illegal dumps. This also contributes to the longevity of road infrastructure, as RAC roads are proven to last 50% longer than those made with conventional materials. RAC is produced by blending ground tire rubber with asphalt binder, which is then mixed with conventional materials. Expected outcomes and measurable results include a reduction in waste tire stockpiles and illegal dumping, an increase in the number of miles of roads constructed or rehabilitated with RAC, and a corresponding extension of pavement lifespan. The program measures success through the amount of waste tires diverted and the scale of rubberized pavement projects undertaken. By providing financial incentives, CalRecycle strategically promotes a market for recycled tire products, demonstrating a theory of change where economic support drives environmental and infrastructural improvements. The funding structure, with maximum awards ranging from $250,000 for individual applications to $500,000 for qualifying Indian Tribes, is designed to stimulate diverse projects and ensure accessibility for various eligible entities.

This program provides low-interest loans to communities, railroads, and shippers in Illinois to improve rail freight services and support economic development through strategic infrastructure investments.

The purpose of this NOFO is to solicit applications for the National Culvert Removal, Replacement, and Restoration Grant Program. The program is referred to in this NOFO as the Culvert Aquatic Organism Passage (AOP) Program. This NOFO establishes a multi-year funding opportunity for applicants to submit projects for the remaining available amount of funds provided to the Culvert AOP Program in division J of Title VIII of the Infrastructure Investment and Jobs Act (also known as the Bipartisan Infrastructure Law or BIL), covering funds available for FY 2023 through FY 2026. A weir is a constructed barrier on a stream channel designed to provide hydraulic control without completely stopping flow or creating a large storage impoundment. A dam is not a weir for the purposes of this program. Funding Infrastructure Investment and Jobs Act (Pub. L. 117-58, November 15, 2021), also known as the Bipartisan Infrastructure Law, provides $200 million annually for FY 2022-2026. DOT intends to use $4 million annually to pay the administrative expenses necessary to carry out the program, in accordance with 49 U.S.C. 6703(h), leaving $196 million available annually, along with any unused funds from previous FYs, including FY 2022. L. 112-141). Since that time, the program has continued under Fixing Americas Surface Transportation Act (Pub. L. 114-94) and the Bipartisan Infrastructure Law (Pub. L. 117-58). The Louisiana Department of Wildlife and Fisheries (LDWF) is extending the application deadline for the Commercial and Charter Vessel Access Grant Program, funded through the LDWF 2019 Flood Disaster Grant. The National Oceanic and Atmospheric Administration (NOAA) allocated funds to mitigate the effects of freshwater flooding on Louisiana’s saltwater resources. Grants of up to $500,000 will be awarded to public and private entities for constructing new facilities, acquiring land, or improving access for saltwater commercial and charter fishing vessels. The new application deadline is May 31, 2024, extending from the original date of May 15, 2024. Projects must be in coastal areas impacted by the 2019 flood and accessible to the public.
