The FY24 New Jersey Youth Corps (NJYC) Continuation Grant is a grant opportunity available to current FY 2023 NJYC grantees. The purpose of the grant is to implement a statewide coordinated service system to assist disconnected out-of-school youth, aged 16-25, without a high school diploma, in reengaging with educational, training, and employment opportunities for long-term career development. The NJYC program will provide full-time, cohort-based education, community service learning projects, individual counseling, and transition services to help Corpsmembers overcome barriers, obtain a high school diploma or measurable skill gain, and transition to a qualified post-corps placement along a career pathway. The grant program will run from July 1, 2023, to June 30, 2024, and is part of a 4-year grant cycle. The funds awarded through this grant can be used for various purposes related to the NJYC program. The Washington Emergency Management Division Human Services Program works with Federal, State, and Local partners to support disaster preparedness and recovery for Washington’s individuals, households, and businesses. Programs include: The Individual Assistance Program (IA): IA is the Federal Emergency Management Agency (FEMA) program to support individual and business recovery and is authorized through a Presidential Major Disaster Declaration. The IA program has multiple components including cash assistance and crisis counseling, a detailed declaration process and benefits that vary depending on several factors. The Small Business Administration (SBA) Disaster Loan Program: SBA disaster loans are available even without a Presidential Disaster Declaration and are a great tool to provide low-interest loans to individuals, families, businesses and organizations that suffer physical or economic loss due to a disaster or other disruption. Limited English Proficiency Program: The LEP program supports language accessibility for individuals, families and businesses by working with state and local governments and community organizations to promote preparedness activities in communities around the state. US DOT Pipeline and Hazardous Materials Safety Administration (PHMSA) provides funding to Washington state for tribal, state, and local governments to sustain and enhance hazardous materials-related emergency preparedness. The funding is specifically targeted to increase effectiveness in safely and efficiently handling hazardous materials accidents and incidents and to encourage a comprehensive approach to emergency training and planning by incorporating the unique challenges of responses to transportation situations. The HMEP grant program was established in 1990 by the Hazardous Materials Transportation Uniform Safety Act. In 1993, PHMSA began issuing grants to assist States, Territories, and Native American Tribes to "develop, improve, and carry out emergency plans" within the National Response System and the Emergency Planning and Community Right-To-Know Act of 1986. The HMEP grant program is designed to allow grantees the flexibility to implement training and planning programs that address differing needs for each location based on demographics, emergency response capabilities, commodity flow studies, and hazard analysis. Relevant trainings are found in the National Fire Protection Association (NFPA) 472: Standard for Competence of Responders to Hazardous Materials/Weapons of Mass Destruction Incidents publication and the Occupational Safety and Health Administration (OSHA) regulations found in 29 CFR § 1910.120. Governors in each State, or their counterparts within Territories or Tribes, designate an agency to receive the HMEP grant funds. Agencies submit grant applications to PHMSA annually requesting funds for proposed activities. PHMSA reviews and evaluates applications to make certain the proposed activities support the program mission to ensure the safe transportation of hazmat. If approved, PHMSA offers the agency a Notice of Grant Award (NGA) for acceptance and signature. Once executed, the agency may distribute grant funds in accordance with the planned activities identified in the grant application within the State, Territory, or Tribe to Local Emergency Planning Committees (LEPCs) and first responder organizations.

The Construction Loan Program focuses on the activities that repair, replace, or create a facility. A construction loan project may comprise any combination of pre-construction and construction elements. The Board anticipates opening its next construction funding cycle in Spring 2024. The Public Works Board (Board) is authorized by state statute (RCW 43.155). Its purpose is to loan and grant money to counties, cities, and special purpose districts to repair, replace, or create infrastructure.

The NYFIRST medical school grant program aims to support the recruitment or retention of exceptional life science researchers at New York State medical schools. The program offers a maximum grant of $1.0 million, with a requirement for grantees to provide $2 in matching funds for every $1 of NYFIRST program assistance. Eligible expenses include laboratory establishment or upgrades, purchase of capital equipment and specialized supplies, and working capital for professional staff costs. Eligible applicants are limited to medical schools in New York State, and the recruited or retained Principal Investigator must have a history of translational research and be pursuing innovative solutions for unmet clinical needs with a clear path to commercialization. Additionally, the talent must demonstrate a history of entrepreneurship, be tenured or on a tenure track, hire from outside New York State or retain full-time scientists or doctoral students/post-doctoral fellows, and have potential for significant life sciences economic development benefits in New York State. The purpose of the grant is to provide academic instruction and education services below the postsecondary level. Services include Adult Basic Education, Adult Secondary Education, English as a Second Language and Corrections Education. Adult Education, as part of the Workforce Innovations and Opportunity Act (WIOA), provides services to adults to build the knowledge and skills necessary for high school equivalency (HiSET), employment, post-secondary opportunities, and economic self-sustainability.

The HOME-ARP Housing Plus Support Program provides funding for service providers to provide short term financial assistance and critical services to qualifying populations who are exiting homelessness as well as to prevent vulnerable qualifying populations from losing housing.; The HOME-ARP Program is a one time allocation awarded to states, units of local government, insular areas, and consortia of units of general local government that qualified for an allocation of HOME funds in Fiscal Year 2021. Funding is intented to address the need for homelessness assistance and supportive services specifically for qualifying populations defined as homeless, at risk of homelessness, fleeing, or attempting to flee domestic violence, dating violence, sexual assault, stalking, or human trafficking and other vulnerable populations at risk of housing instability. HOME-ARP funding for this NOFA will provide grants to nonprofit and Native American Entities. The Department will award HOME-ARP funds to provide critical services to those experiencing homelessness, exiting homelessness and to prevent vulnerable populations from losing housing.
