The U.S. Mission New Zealand Public Diplomacy Section (PDS) of the U.S. Department of State is pleased to announce an open competition for organizations interested in submitting proposals to organize a comprehensive small grants program designed to provide emerging Pacific leaders with the skills and knowledge they need to become leaders in the regions economic and civic development. As a Pacific nation, the United States has long been committed to working with partners in the region to ensure continued regional security, as well as economic growth and development. This program for young leaders will create ties across the Pacific to ensure that we are better prepared to address challenges together in the future. The State Department has convened a Young Pacific Leaders (YPL) small grants program annually since 2018, with training workshops taking place in New Zealand. All these small grants programs shared the goal of building leadership capacity and creating ties among emerging leaders from across the Pacific region (see below for a list of participating countries). This year, the small grants program should bring together a group of emerging leaders, ages 25-40, with the goal of providing them with practical leadership skills and a deeper knowledge of regional issues related to the four pillars of the YPL program: civic engagement, environment/resource management, education, and economic and social development. The small grants program should also help participants work with their peers on issues that affect the region. The small grants program should emphasize experiential learning and capacity building in order to equip participants with the tools they need for success. We encourage pre- and post-small grants programming. The location of the in-person training workshops should be in New Zealand.

The State Department has convened a diverse Young Pacific Leaders (YPL) Conference each year since 2013, taking place in American Samoa, Samoa, New Zealand, Hawaii, Fiji, Papua New Guinea, and Guam. The Space Technology Research Grants (STRG) Program within STMD seeks proposals from accredited U.S. universities on behalf of their outstanding new faculty members who intend to develop academic careers related to space technology. The solicitation will exclusively seek proposals that are responsive to one of the following two topics: Topic 1 Transformational Advanced Energetic Propulsion Topic 2 Power Systems to Enable Small System Operations in Permanently Shadowed Lunar Regions Only accredited U.S. universities are eligible to submit proposals on behalf of their outstanding new faculty members who intend to develop academic careers related to space technology. The Principal Investigator (PI) must be an untenured Assistant Professor on the tenure track at the sponsoring U.S. university at the time of award (May 2025). The PI must be a U.S. citizen or have lawful status of permanent residency at the time of proposal submission. The PI must be the primary researcher on the effort; Co-Investigators are not permitted. Collaborators (other than NASA civil servants/JPL) are permitted. See the solicitation for complete requirements regarding eligibility and for definitions and restrictions regarding collaborators. A PI may submit only one proposal in response to this appendix. The financial and programmatic support for ECF comes from the Space Technology Research Grants Program within the Space Technology Mission Directorate. Awards are planned to start in May 2025. The Tribal Colleges and Universities Program (TCUP) provides awards to federally recognized1 Tribal Colleges and Universities, Alaska Native-serving institutions, and Native Hawaiian-serving institutions to promote high quality science (including sociology, psychology, anthropology, linguistics, economics and bioeconomics, statistics, and other social and behavioral sciences; natural sciences; computer science, including, but not limited to, artificial intelligence, quantum information science, and cybersecurity), technology, engineering and mathematics (STEM), STEM education, research, and outreach. Support is available to TCUP-eligible institutions (see the Additional Eligibility subsection of Section IV of this solicitation) for transformative capacity-building or community engagement projects through Instructional Capacity Excellence in TCUP Institutions (ICE-TI), Targeted STEM Infusion Projects (TSIP),TCUP for Secondary and Elementary Teachers in STEM (TSETS), TCU Enterprise Advancement Centers (TEA Centers), Cyberinfrastructure Health, Assistance, and Improvements (CHAI), and Preparing for TCUP Implementation (Pre-TI). Collaborations led by TCUP institutions that involve non-TCUP institutions of higher education are supported through TCUP Partnerships, with the participation of other NSF programs to support the work of non-TCUP institutions. Finally, research studies that further the scholarly activity of individual faculty members are supported through Small Grants for Research (SGR). Through the opportunities highlighted above, as well as collaborations with other National Science Foundation (NSF) divisions and directorates, and other organizations, TCUP aims to increase Native individuals' participation in STEM careers, improve the quality of STEM programs at TCUP-eligible institutions, and facilitate the development of a strong STEM enterprise in TCUP institutions' service areas. TCUP supports transformative capacity-building, community engagement, or research projects at TCUP-eligible institutions through the following funding tracks: Instructional Capacity Excellence in TCUP Institutions (ICE-TI) projects provide support to design, implement, and assess comprehensive institutional improvements in STEM education and research capacity at TCUP-eligible institutions of higher education. By strengthening STEM education and STEM education research, successful projects will increase the number of STEM students and improve the quality of their preparation. ICE-TI projects create and/or adapt and assess innovative models and materials for teaching and learning in STEM, embody knowledge about how students learn most effectively in STEM teaching and learning activities, and bring STEM disciplinary advances into the undergraduate or graduate experience. The objective of this strand is to expand STEM degrees offered by TCUP-eligible institutions or significantly enhance instructional approaches. Targeted STEM Infusion Projects (TSIP) support the attainment of a short-term, well-defined goal to improve the quality of STEM education at an eligible institution. Targeted STEM Infusion Projects could, for example, enhance academic infrastructure by systematically adding traditional knowledge to the scope or content of a STEM course, updating curricula, modernizing laboratory research equipment, developing and delivering professional development for K-12 STEM educators, or improving the computational infrastructure. The objective of this strand is to expand STEM degrees or significantly enhance instructional approaches. TCUP for Secondary Elementary Teachers in STEM (TSETS) supports in-service professional development in STEM disciplinary or STEM education content and/or research for K-12 STEM teachers in the relevant service area. Examples of project activities include, but are not limited to, professional development involving seminar series and engagement in STEM instruction and content during the academic year, structured series of summer intensive workshops and trainings, and summer research opportunities. The objective of this strand is to broaden the instructional capacity for STEM in the K-12 workforce and thereby to the entire community, and to build the capacity for STEM disciplinary or education research among participating educational professionals. TCU Enterprise Advancement Centers (TEA Centers) coalesce the STEM and/or STEM education expertise into a team, designed to support and promote the STEM goals, needs, aspirations, or interests of the chartering reservation or tribe(s). TEA Centers may address a critical tribal or community need or focus on a realm of research or design that is beyond the scope of individual research grants or that is of interest to multiple tribes. The objective of this strand is to build on the capacity developed through prior TCUP support and apply expertise to collaborations with communities in the institutions service area, or nationally. The Cyberinfrastructure Health, Assistance, and Improvements (CHAI) strand supports projects at TCUP-eligible institutions of higher education to upgrade the cyberinfrastructure necessary to conduct, expand, manage and administer STEM programs of study, including research. The objective of this strand is to equip TCUP institutions to meet the demands of virtual instruction, advanced computing, and data science opportunities. Preparing for TCUP Implementation (Pre-TI) provides support for activities that prepare an institution for Implementation-level projects. Consequently, they are available only to TCUP-eligible institutions of higher education that have never received TCUP support, have not received TCUP support within the previous five years, or are embarking on a significantly novel STEM strategic plan. Examples of supported activities include completing an institutional assessment of its current STEM instructional capacity, or engaging in conversations necessary to formulate a shared vision of what that capacity should be and how to achieve it. Pre-TI awards can support staff and faculty release time, travel, stakeholder gatherings, and associated administrative costs. The objective of this strand is to conduct self-studies and formulate strategic plans for the development of STEM instructional programs of study. The TCUP Partnerships strand provides support for collaborations that will improve TCUP institutions' instructional and research capacity in STEM fields supported by NSF; attract, retain, and support TCUP students in internships and research endeavors deemed to be necessary for a complete curriculum offering; and engage partner universities to provide an academic grounding and a successful transition for students who wish to study or attain degrees in STEM fields supported by NSF. TCUP Partnerships broaden the number of scientific disciplines available to students at TCUP institution through collaborations with non-TCUP institutions. Active Pre-Engineering Education Collaboratives or Partnerships in Geoscience Education awards are not affected by this revision. The objective of this strand is the development, through instructional and research capacity-building, of academic and career pathways for TCUP students through supporting collaborative projects between and among TCUP and non-TCUP institutions. Interested teams of collaborators for which a TCUP institution serves as lead should contact the TCUP program directors. Support for non-TCUP partners must be obtained from other NSF programs, which follows the procedures of the prior Partnership strands. Small Grants for Research (SGR) strand support STEM or STEM Education faculty members at TCUP-eligible institutions to initiate or pursue research projects or programs that may include undergraduate or graduate student engagement. Awards are intended to help further the faculty member's research capability and effectiveness; improve research and teaching at his or her home institution; create and study new models and innovations in STEM teaching and learning; and enhance the understanding of diverse groups' participation in STEM education practices and interventions. International research or collaborations are strongly encouraged. TCUP students may seek support for international research opportunities under the guidance of a TCUP STEM or STEM education faculty member and an international research collaborator. These awards are particularly appropriate as a means of recruiting and retaining highly qualified scientists, engineers, and educators at TCUP-eligible institutions. The objective of this strand is to support faculty research and professional development that build research capacity at TCUP institutions. [1] Executive Order 13021 defines Tribal Colleges and Universities ("tribal colleges") as those institutions cited in section 532 of the Equity in Educational Land-Grant Status Act of 1994 (7 U.S.C. 301 note), and other institutions that qualify for funding under the Tribally Controlled Community College Assistance Act of 1978, (25 U.S.C. 1801 et seq.), as well as Navajo Community College as authorized in the Navajo Community College Assistance Act of 1978, Public Law 95-471, Title II (25 U.S.C. 640a note). The term "Alaska Native-serving institution" means an institution of higher education that is an eligible institution under section 1058(b) of the Higher Education Act; and that, at the time of submission, has an undergraduate enrollment that is at least 20 percent Alaska Native students. 2025 YSEALI Seeds for the Future

YSEALI (yseali.state.gov) is the U.S. governments signature initiative to engage emerging leaders in Southeast Asia. The program aims to create a network of young Southeast Asian leaders who work across national borders to solve common problems. Through a variety of programs and engagements, YSEALI seeks to build the leadership capabilities of youth in the region, strengthen ties between the United States and Southeast Asia, and nurture a community of leaders who work across borders to solve shared issues. YSEALI is open to young leaders ages 18 to 35 who are both citizens and residents of the Association of Southeast Asian Nations (ASEAN) member countries (Brunei, Burma, Cambodia, Indonesia, Laos, Malaysia, the Philippines, Singapore, Thailand, and Vietnam) or Timor-Leste. Responding to priorities from youth in the ASEAN region, YSEALI programs focus on four themes (i.e., Civic Engagement, Economic Empowerment and Social Entrepreneurship, Education and Environmental Issues). The YSEALI Seeds for the Future Program is one of YSEALIs many components and will be entering its 11th year. Since 2015, the program has awarded more than $2,500,000 to emerging leaders across ASEAN through the YSEALI Seeds for the Future grant competition held across Southeast Asia. While working closely with the U.S. Mission to ASEAN and the U.S. Department of States Bureau of East Asian and Pacific Affairs Office of Public Diplomacy, the recipient shall develop a robust program for the 2025 YSEALI Seeds for the Future with responsibilities as follows: Provide an online site to receive and manage subgrant participant applications, and answer questions from applicants. Provide virtual resources (e.g. webinars) to help applicants prepare. Collaborate with USASEAN to develop scoring criteria. Review and score all applications and provide a shortlist (maximum 40 projects). USASEAN will have substantial involvement in final participant selection. Work together with USASEAN to notify winning teams of approved proposals. Design and execute a two to three-day kick-off workshop in early 2025 at an ASEAN country for the selected participants, taking ownership of all logistics and programming. The goal of this workshop is to bring together all project participants (maximum 3 members per project), train them on subgrant expectations (e.g.budgeting, administration, communication, reporting, work plan, digital storytelling), and allow them to collaborate and improve their work plans. All logistics expenditures and travel costs for participants and trainers must be covered by the overall program budget. (e.g. flights, lodging, per diem, venue). The kick-off workshop should also have a cultural site visit and also include YSEALI swags to give out to the team members. Pair subgrantees with mentors that will help them with their project implementation throughout the program. Distribute funds to winning projects by January 2025 as follows: sixty percent of funding after submitting a detailed timeline and work plan (including marketing strategy for the project); thirty-five percent of funding after submitting a mid-term report (including direct and indirect impact metrics, both qualitative and quantitative); five percent of funding after submitting the final report with detailed project results. Oversee the implementation of projects and monitor subgrants by actively corresponding with the subgrant participants on at least a weekly basis. Collect monthly, mid-term and final reports. Track budget usage. Provide USASEAN with quarterly and final program and financial reporting. The program reports should summarize the progress on the subaward projects, identifying key milestones, successes, and challenges. Include both qualitative and quantitative success metrics to measure the impact of each project on their community. Collect media (photos/videos) and project stories to amplify on YSEALI website and social media through a robust and detailed communication and social media plan. Ensure that all program content and media adhere to the YSEALI and Department of State branding guidelines, including US flag and the YSEALI Seeds logo. Develop a lessons learned for future Seeds programs. The proposal should include workshop follow-on activities such as virtual collaborative work, projects funded through small seed grants, or ongoing mentorship. The follow-on activity should be included in the monitoring and evaluation plan. For example, design virtual engagement opportunities for a minimum once per two months post kickoff workshop for the grantees to keep connected with other participants, an implementing partner, and U.S. Mission to ASEAN as a way for them to connect and learn from each other and help run their projects throughout the year. The proposal should include a pre and post workshop survey to measure the overall effectiveness of the workshop as well as any changes to the participants knowledge of the workshop topic. The concepts of leadership, giving back, and strengthening a Southeast Asian/ASEAN identity based on shared values and shared challenges should be integrated into the program. Workshop speakers/facilitators/mentors should be citizens of the United States, an ASEAN member country, or Timor-Leste. The recipient is expected to develop syllabus materials and an event program with participant and speaker biographies, as well as design banners, backdrops, and other printed materials. The recipient is expected to design a digital engagement strategy for workshop participants and social media audiences, including live video or live online engagement during the program. YSEALI (yseali.state.gov) is the U.S. governments signature initiative to engage emerging leaders in Southeast Asia. The program aims to create a network of young Southeast Asian leaders who work across national borders to solve common problems. Through a variety of programs and engagements, YSEALI seeks to build the leadership capabilities of youth in the region, strengthen ties between the United States and Southeast Asia, and nurture a community of leaders who work across borders to solve shared issues. YSEALI is open to young leaders ages 18 to 35 who are both citizens and residents of the Association of Southeast Asian Nations (ASEAN) member countries (Brunei, Burma, Cambodia, Indonesia, Laos, Malaysia, the Philippines, Singapore, Thailand, and Vietnam) or Timor-Leste. Responding to priorities from youth in the ASEAN region, YSEALI programs focus on four themes (i.e., Civic Engagement, Economic Empowerment and Social Entrepreneurship, Education and Environmental Issues). The 2025 YSEALI WLA: InnovateHER will advance all of the YSEALI themes and the U.S. Mission to ASEANs strategic goals: Sub-objective 3.2.1. ASEAN recognizes the contribution of women in the economic recovery of the region and strives to promote DEIA principles across its economic community pillar. Sub-objective 3.2.2. The United States creates a program to promote the role of women across ASEAN in contributing to peace and security across the region. The 2025 YSEALI WLA: InnovatHER will be designed for 50 to 60 female participants who have professional experience working in the tech industry. Possible fields include artificial intelligence technology, clean energy, cybersecurity, software development, medical technology research, and tech start-up incubators. The participants, age 20 to 35, must represent all 10 of the Association of Southeast Asian Nations (ASEAN) member states and Timor-Leste. The Academy will have pre-workshop virtual activities and an in-person four-day or five-day workshop located in Southeast Asia. The purpose of the pre-workshop and workshop activities will be to: (1) create a network of Southeast Asian women making advances in technology who will design future activities and workshops for women in the YSEALI network; (2) explore how technological advancements, including artificial intelligence, could improve the daily lives of women; (3) discuss political and governmental policies that are affecting womens access to the digital economy and technological advancements; (4) develop general leadership skills, including self-awareness of personal professional strengths. LIGHT intends to shine a light on the lymphatic system, illuminating the unseen both literally via novel diagnostic approaches and figuratively through insight gained into the critical role the lymphatic system plays in health as well as its impacts when dysfunctional. LIGHT aims to improve the lives of tens of millions of Americans by creating agile tools that are scalable, accessible, accurate and clinically useful to detect lymphatic structure and function. Multiple diagnostic technologies will enable targeted interventions that result in better patient outcomes and reduced treatment costs, and will advance our understanding of lymphatic dysfunction, a key factor in the pathophysiology of many important diseases. Signs and symptoms of lymphatic dysfunction do not manifest until the disease has progressed, and current assessment tools neither adequately appraise lymphatic anatomy nor measure lymphatic function. The Government reserves the right to select for negotiation all, some, one, or none of the proposals received in response to this ISO. If warranted, portions of resulting awards may be segregated into prepriced options. In the event the Government desires to award only portions of a proposal, negotiations will commence upon selection notification. The Government reserves the right to fund proposals in phases with options for continued work, as applicable. The Government reserves the right to request any additional, necessary documentation to support the negotiation and award process. The Government reserves the right to remove a proposal from award consideration should the parties fail to reach agreement on award terms, conditions, cost, and/or if the proposer fails to provide requested additional information in a timely manner. In all cases, the Government will have sole discretion to negotiate all instrument terms and conditions with selectees. ARPA-H will apply publication or other restrictions, as necessary, if it is determined that the research resulting from the proposed effort will present a high likelihood of disclosing sensitive information including Personally Identifiable Information (PII), Protected Health Information (PHI), financial records, proprietary data, any information marked Sensitive but Unclassified (SBU), etc. Any award resulting from such a determination will include a requirement for ARPA-H concurrence before publishing any information or results on the effort. ARPA-H seeks proposals from all eligible entities (see Section 2 Eligibility Information) to accomplish the LIGHT Program goals as described in this solicitation package. Ultimately, ARPA-H intends to negotiate multiple Other Transaction agreements (OTs) and/or Cooperative Agreements (CAs) with proposers whose proposals are most advantageous to the Government and are poised to meet the goals of the LIGHT program. Proposals are expected to use innovative approaches that may include both existing and novel technology, enabling revolutionary advances in medicine and healthcare. The LIGHT program aims to develop a comprehensive diagnostic toolkit to assess lymphatic structure and function, and potential performers should consider an approach to ensure the final technology includes an imaging modality plus biomarkers and/or genetic integration. Initially proposers should consider primary lymphatic 5 diseases as the targeted disease state; however, consideration of other chronic conditions associated with lymphatic dysfunction is encouraged. Specifically excluded are proposals that represent an evolutionary or incremental advance in the current state of the art, including clinical trials of an otherwise developed product. Additionally, proposals directed towards policy changes, traditional education and training, or center coordination, formation, or development, and construction of physical infrastructure are outside the scope of the ARPA-H mission.

Program Objectives: The IKR is overly dependent on petroleum export for economic purposes; helping various demographics launch online businesses will help diversify the economy, leading to greater economic stability and advancing overall climate goals. This program will train individuals from specific rural demographics on how to successfully monetize existing businesses or business ideas online. Participants and Audiences:This program envisions two separate programs: (1) one focused on IT students or recent (previous 2 years) graduates from any of the following seven universities: University of Zakho, University of Garmian, University of Halabja, University of Raparin, Soran University, Koya University, and Charmo University. This program would (a) help students conceive of a new app, (b) provide mentorship from experienced app designers to lead them through the process of app developments, and (c) mentor them as they launch their apps to be monetized online ideally through existing app marketplaces. Outcomes should include one monetized app for each participant. (2) The second program should focus on visual artists (sculptors, painters, digital artists, weavers, jewelry makers, crafters, ceramicists, etc) with an existing social media following of at least 5,000 individuals. This program would assist them with learning how to create an online sales platform or make use of existing online sales platforms through which they can monetize their work online. Outcomes should include each participant successfully using an online sales platform to monetize their work. All participants must be based in either the Iraqi Kurdistan Region or Kirkuk Governorate. Above-mentioned programs should be designed in a way that they strengthen cultural ties between the United States and the Iraqi Kurdistan Region through programming that highlights shared values and promotes bilateral cooperation. All programs must include an American cultural element, or connection with American expert/s, organization/s, or institutions in a specific field that will promote increased understanding of U.S. policy and perspectives. Such inclusion may consist of U.S.-developed materials or resources, virtual speakers, or using key examples from the United States to advance outcomes.
