The U.S. Department of State Bureau of Economic and Business Affairs (EB) announces an open competition for organizations to submit a statement of interest (SOI) to carry out a program under the International Technology Security and Innovation (ITSI) Fund, created by the CHIPS Act of 2022. Please carefully follow all instructions below. The submission of the SOI is the first step in a two-step process. Applicants must first submit a concise no more than three (3) page statement of interest designed to clearly communicate the program idea and objectives. This is not a full proposal. The purpose of the SOI process is to allow applicants to submit program ideas for evaluation prior to requiring the development of a full proposal application. Upon a merit review of eligible SOIs, selected applicants will be invited to expand on their program idea(s) by submitting a full proposal application. Full proposals will go through a second merit review before final funding decisions are made. EB administers a portion of the ITSI Fund, the ITSI Promote line of effort, to help expand international semiconductor assembly, testing, and packaging (ATP or downstream) capacity in key partner countries that will in turn diversify the global semiconductor supply chain. EBs objectives under the ITSI Fund are to: 1) Expand and diversify the required workforce for semiconductor ATP facilities to ensure growth; and 2) Improve regulatory environments that will encourage private sector efforts that generate additional capabilities in ATP facilities. This solicitation is specific to the Philippines and includes two (2) categories under which applicants may submit SOIs: 1) Workforce Development, and 2) Policy and Regulatory Reform. Grant Tiers  The OHSU Knight Cancer Institute provides awards across three tiers. Tier 1: Define Need Develop a local action plan through the identification of cancer priorities based on local capacity building, data collection and analysis. This could be achieved through one of the following: Conduct a community cancer needs assessment to define next steps for addressing a local cancer issue. Establish a committee or coalition to review existing data and collaboratively address a pressing local cancer issue. Tier 2: Develop and Pilot Develop/adapt and pilot a small program, project or activity to determine its feasibility and acceptability for addressing a priority cancer issue(s) or disparity in a specific community. This could be achieved through one of the following strategies: An evidence-based approach or intervention. A newly developed approach. Tier 3: Evaluate and Sustain Evaluate an approach with demonstrated feasibility/acceptability and establish strategies for sustainability. This could be achieved through implementation of one of the following: An evidence-based approach adapted for the target community. A previously piloted project, program, or activity in a specific community. Funding Information Tier 1: Define Need Up to $15,000 Tier 2: Develop and Pilot Up to $30,000 Tier 3: Evaluate and Sustain Up to $60,000. Grant Period 1 Year. Allowable Expenses Funds may be used for the following types of expenses provided they are directly attributable to the proposed project: Personnel: Costs include both salary and fringe benefits (see restriction below in unallowable expenses). Consultant fees. Equipment: Defined as any item that has a useful life of over one year. Materials and supplies. Travel costs (excluding travel for CPP required trainings, which will be provided). Clinical care costs. Indirect costs: Include facilities and administration and/or overhead. Not to exceed 10% of the total budget (without an approved justification). Eligibility Criteria  Individuals affiliated with community groups/organizations, schools, government bodies, health/medical clinics, health systems or businesses may apply. OHSU employees, students, divisions or departments are not eligible to apply. While the Community Partnership Program encourages collaboration between community organizations and experts in the field, funds are not intended to solely support the work of an individual who is not affiliated with a community organization. Individuals affiliated with an academic institution or university are required to partner with a local community-based organization to ensure funds are invested into the target community. This partnership should include collaboration on proposal development and, if funded, the community partner should contribute to or lead project implementation. The Community Partnership Program may limit the number of grants made to an organization in a single cycle or cumulatively. In addition, the Steering Committee may prioritize applications that propose a unique or innovative project, thereby reserving the right to deny the funding of proposals that duplicate or are similar in scope to other previously funded and/or proposed CPP projects. The Border-to-Border Broadband Development Grant Program and the Low-Density Population Pilot Program, established by the Minnesota legislature in 2014 and continued in 2023, are aimed at promoting broadband infrastructure expansion in Minnesota's unserved or underserved areas. Managed by the State of Minnesota, Department of Employment and Economic Development (DEED), these programs provide grants to assist broadband providers with the costs of infrastructure installation. The 2024 grant application cycle, announced by DEED, will open on March 12, 2024, with an application deadline of May 10, 2024. Applicants must register and submit applications via DEED’s Grants Management System, following the detailed instructions on DEED's website. The U.S. Embassy Libreville of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program to support Gabonese communities through modest grants that would positively impact communities. Program Objectives: Self-Help projects must foster community self-reliance. Self-Help activities must have community participation and contribution -- volunteer time and labor, donated land, equipment and materials -- and the U.S. contribution must be on a one-time basis only. Self-Help activities should have a significant impact, benefiting the greatest number of people possible. Projects that directly benefit a limited number of people are discouraged. Self-Help activities must help improve basic economic or social conditions at the local community or village level; Self-Help projects must also be viable and sustainable in terms of finance, personnel support (i.e. teachers for schoolrooms), and necessary expertise and services. Self-Help projects must also respect environmental norms for small projects. Self-Help activities must fall within the ability of the local community to implement. Activities that are too complex should be avoided.

The Recovery Friendly Workplace Pilot Program, launched by the Maryland Department of Labor, aims to create a supportive environment for employees recovering from substance use disorders. The program encourages employers to adopt workplace policies that assist in employee recovery, provides stigma-reducing education, and facilitates research on recovery-friendly practices. This grant provides funding to law enforcement agencies to cover travel costs for peace officers attending Advanced Law Enforcement Rapid Response Training (ALERRT). The funding aims to enhance the response capabilities of peace officers to active shooter and attack situations. The program supports overtime, travel expenditures, and training stipends for participating agencies and is open to law enforcement agencies operated by school districts, higher education institutions, local government units, and other educational entities employing peace officers. Training must comply with ALERRT's standards, and funds are allocated based on various eligibility criteria, including compliance with cybersecurity and UCR data reporting, adherence to federal and state immigration enforcement requirements, participation in the DPS Sexual Assault Evidence Tracking System, registration in the SAM database with a UEI number, and reporting of convictions to the DPS. The program prohibits the use of funds for indirect costs unrelated to travel and overtime for ALERRT training.

Blue Cross and Blue Shield of North Carolina Foundation is seeking applications to expand access to mental and behavioral health services and resources for youth through models that are effective in the short term (1-3 years), and which leverage a trained workforce that goes beyond specialty trained behavioral health care clinical and professional roles. Fiscally sponsored program: A group or project with a nonprofit 501(c)(3) organization acting as a fiscal sponsor. Funding Areas The overall goal for this initiative is to reduce violent crime and promote safe communities across the Eastern District of Virginia through the reduction of gun violence and gang activity, with special focus on areas with increased rates of violent crime/gang activity. Toward that goal, the program seeks to fund projects that will enhance progress toward the below priorities. However, innovative, evidence-based projects outside of these priorities, which are aimed at reducing firearm and gang violence, will also be considered.  Group Violence Intervention (GVI): Strategies and programs that promote prevention and intervention by forming partnerships between law enforcement, local government, and the community. GVI includes community members with moral authority connecting with group members or individuals susceptible to violence to deliver a credible moral message against violence. Law enforcement puts groups on prior notice about the consequences of further group-involved violence for the group as a whole. And support and outreach providers make a genuine offer of help for those who want it.  Gun and Gang Crime Investigation/Suppression: Programs (or task forces) to focus on perpetrators of gun and gang-related crimes. This can include the illegal possession of firearms, the illegal sale of guns, or other crimes committed to benefit a “gang.” Multiagency cooperation should be demonstrated (e.g., both state and federal involvement). Firearms Analysis: Programs that should enhance and provide support for state and local law enforcement agencies that analyze firearms and ballistic evidence (including NIBIN analysis and tracing of firearms).  Prevention and Reentry Programs: Programs dedicated to violent crime prevention and the identification of persons at high risk of offending (e.g., educational, faith-based, community-oriented, outreach, etc.). Additionally, programs dedicated to the successful reentry of offenders with housing, educational, and vocational partnerships. Funding Information The amount of funding available for this solicitation of the Project Safe Neighborhoods Grant Program is approximately $295,000. Applicants submitting a grant may apply for funds between $25,000 and $200,000. Project Period Grants will be awarded for a twelve (12) month period, once the grant program is approved by BJA; however, a 24-month period may be considered depending on the need specified in the application. Eligibility Criteria This grant announcement is open to local and state law enforcement agencies, local and state governmental entities, educational institutions, and 501(c)(3) non-profit organizations located in, or serving the Eastern District of Virginia. Three regions impacted most by violent crime will receive a funding preference—Richmond, Newport News, and Norfolk—but other cities across the Eastern District with high violent crime rates will also be considered.
