This program is authorized by Consolidated Appropriations Act, 2023, Pub. L. No. 117-328, 136 Stat. 4459, 4532 and Consolidated Appropriations Act, 2024, Pub. L. No. 118-42, 138 Stat. 25, 143. Financial Assistance Grants for Victims of Sexual Assault, Domestic Violence, Dating Violence, and Stalking Program (FAV Program (CFDA 16.063)) supports victim service providers, Tribal governments, and Tribal organizations to provide flexible financial assistance to survivors of sexual assault, domestic violence, dating violence, and stalking, alongside other victim services. Flexible financial assistance is intended to support survivors in achieving safety, stability, and healing by paying for necessities that are not easily met by traditional service providers and with the flexibility to meet self-identified needs quickly.

With this solicitation, BJA seeks applications for funding under the Project Safe Neighborhoods (PSN) Formula Grant Program. The PSN Program is a nationwide initiative that brings together federal, state, local, tribal, and territorial law enforcement officials, prosecutors, community-based partners, and other stakeholders to identify the most pressing violent crime problems in a community and develop comprehensive solutions to address them. PSN is coordinated by the U.S. Attorneys Offices (USAOs) in the 94 federal judicial districts throughout the 50 states and U.S. territories.

The Grants to Tribal Governments Victim Service Providers for Financial Assistance to Victims of Sexual Assault and Domestic Violence Special Initiative (Tribal Financial Assistance Initiative) (CFDA 16.029) supports flexible financial assistance to survivors of domestic violence, dating violence, sexual assault, stalking, and sex trafficking by established tribal victim service providers. This program is authorized by Consolidated Appropriations Act, 2022, Pub. L. No. 117-103, 505, 136 Stat. 49, 122, 144 (2022). At recent Annual Government-to-Government Violence Against Women Tribal Consultations, OVW consulted with Indian Tribes on piloting a program to provide grants to existing victim service providers which would be used specifically to provide victims of domestic violence, dating violence, sexual assault, stalking, and sex trafficking with financial assistance. This type of assistance allows victims the flexibility to meet self-identified needs quickly, helps avert crises such as homelessness rather than responding after the fact, and may be more efficient and cost-effective than current service models. Several Tribes described the vast unmet needs of survivors in their communities and strongly supported developing funding opportunities that afforded the greatest degree of flexibility to meet those needs. Tribal testimony supported OVW developing and piloting such a program.

The Violence Against Women Act of 2013 first authorized this program as an amendment to the Indian Civil Rights Act of 1968, and it was further amended by the Violence Against Women Act Reauthorization Act of 2022 (VAWA 2022) to include Alaska Tribes (codified as amended at 25 U.S.C. 1304(h)(2)). The OVW Special Tribal Criminal Jurisdiction Grant Program (Tribal Jurisdiction Program) (Assistance Listing # 16.025) supports tribes in their efforts to exercise special Tribal criminal jurisdiction (STCJ) over non-Indians who commit covered crimes within the Tribes jurisdictional boundaries and provides technical assistance for planning and implementing changes in their criminal justice systems necessary to exercise the jurisdiction. Covered crimes are: assault of Tribal justice personnel; child violence; dating violence; domestic violence; obstruction of justice; sexual violence; sex trafficking; stalking; and violation of a protection order. The program supports tribes in preparing to exercise or exercising the jurisdiction to ensure that victims find safety and justice and that non-Indians who commit covered crimes within their communities are held accountable.

The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to further the ability of both governmental and non-governmental actors to identify, investigate, and compare declared and undeclared assets held by politically exposed persons (PEPs), their relatives and affiliates.

With this solicitation, OJJDP seeks to select organization(s) to carry out key activities designed to ensure abused and neglected children involved in dependency court proceedings have access to a court appointed special advocate.

This program is authorized by 34 U.S.C 12511(e). The Tribal Sexual Assault Services Program (TSASP) (CFDA # 16.024) supports efforts to create, maintain, and expand sustainable sexual assault services provided by Tribes, tribal organizations, and nonprofit tribal organizations within Indian country and Alaska Native villages. TSASP supported projects provide intervention, advocacy, accompaniment (e.g., accompanying victims to court, medical facilities, or police departments), support services, and related assistance for adult, youth, and child victims of sexual assault, non-offending family and household members of victims, and those collaterally affected by the sexual assault.

This funding will be used to provide Immigrant Legal Support Program (ILSP). Specifically, professional, affordable immigration legal services, and it aims to bolster immigration legal services, and meet the growing needs of the immigrant population in Illinois. The program is designed to provide comprehensive immigration legal services at scale. The program consists of four integral components, which are as follows: 1) Scalable Intake and Screening, 2) Pro-se and Limited-Scope Legal Services 3) Workshops 4) Referral Networks By incorporating these components into a centralized program, IDHS is committed to streamlining the processes to enhance access to legal services and foster collaboration among stakeholders to address the changing needs of immigrant communities effectively

With this solicitation, OJJDP seeks to support a National Community and Schools Youth Drug Prevention Program for the purpose of delivering substance use prevention programs in schools in partnership with local law enforcement and community coalitions. The successful national organization will provide funding and training and technical assistance (TTA) to local non-profits who will be required to build community coalitions in partnership with law enforcement to educate youth in schools and in extracurricular programming on drug prevention. Community coalitions consist of community leaders that organize to meet the local prevention needs of the youth and families in their communities. Partnerships among non-profit organizations, community coalitions and law enforcement ensure that communities implement comprehensive approaches to prevent youth substance use.

With this solicitation, the SMART Office seeks applicants to design and implement a program that aims to safeguard amateur athletes through the prevention of sexual, physical and emotional abuse in the athletic programs of the USOPC and each NGB. Under the KYAS program, the grantee will design and implement measures to protect young athletes through the development of educational materials, training programs and policies, and necessary tools to help prevent and address identified abuse. Additionally, the grantee will develop background screening policies for new and existing USOPC organizational staff, including coaches, instructors and volunteers, and oversee regular and random audits to ensure that, once implemented, the policies and procedures to prevent and identify amateur athlete abuse are followed correctly. The KYAS program requires reporting of any allegations of sexual and physical abuse, following applicable state and federal reporting requirements.

Through this Notice of Funding Opportunity (NOFO), GCJ seeks applications to support accountability processes for alleged atrocity crimes committed globally by members of the Wagner Group and analogous Kremlin-backed paramilitaries, including tracking enablers of these entities, which include corporate actors and financial services firms. Accountability processes can include investigations being pursued by national authorities, including by Ukraines Office of the Prosecutor General (OPG), or other domestic authorities, including where national systems may exercise extraterritorial jurisdiction; cases before international and hybrid courts; efforts to achieve corporate accountability through corporate governance, civil, or administrative proceedings; and proceedings before human rights mechanisms.

The goal of the award is to provide logistical and administrative support to distinct rule of law, citizen security, and law enforcement projects in the Caribbean. The selected organization will work closely with designated project managers to determine implementation needs, arrange travel and coordinate training events in a timely and efficient manner. Goal 1: The goal of this project tis to deliver prompt and efficient programmatic, logistical, travel, and administrative services to support capacity building through INL/Caribbean programs in accordance with Federal regulations. The U.S. government estimates that a minimum of 200 people and up to approximately 600 people (although there is no maximum limit), as well as several law enforcement canines, will attend INL capacity-building events in an 18-month period through this solicitation. The number of participants per event can range from one-two to dozens. The events usually last anywhere from a few days to 6 months, but the average event is approximately one week. Proposals should include a cost estimate based on the administrative costs of organizational processing of plane tickets, lodging reservations, facilities rental, refreshments, bedding supplies, translation, electronic funds transfer, managing conferences and meetings, and other associated costs, which may include transport of training materials and canines. INL understands that costs are estimates and the applicant will not know what fluctuations may exist in pricing over the course of the project period. Therefore, estimates should not be based on individual plane tickets and meeting locations, for example, but rather on the administrative costs of processing participation in capacity-building/training events for participants.

The U.S. Department of States Bureau of Democracy, Human Rights, and Labor (DRL), in coordination with the Bureau of International Narcotic and Law Enforcement Affairs (INL), announces an open competition for organizations interested in submitting applications for a professional development program to strengthen the practical skills and resiliency of anticorruption actors to combat corruption more effectively in Central America.

The Office of Community Oriented Policing Services (COPS Office) is the component of the U.S. Department of Justice responsible for advancing the practice of community policing by the nations state, local, territorial, and tribal law enforcement agencies through information and grant resources. The COPS Office has been appropriated more than $20 billion to advance community policing, including grants awarded to more than 13,000 state, territorial, local and tribal law enforcement agencies to fund the hiring and redeployment of more than 136,000 officers. The FY24 COPS Technology and Equipment Program (TEP) provides funding to state, territorial, local, Tribal, and other entities designated under the heading Community Oriented Policing Services, Technology and Equipment Community Projects/COPS Law Enforcement Technology and Equipment in JES Division C, which is incorporated by reference into Public Law 118-42, to develop and acquire effective law enforcement equipment, technologies, and interoperable communications that assist in responding to and preventing crime. With this solicitation, BJA seeks to fund four national training and technical assistance (TTA) programs to support law enforcement and criminal justice stakeholders in Task Force Leadership, Operations and Management (Category 1), Specialized Units TTA (Category 2), Crime Gun Intelligence Center TTA (Category 3) and Police Recruiting and Retention Among Underrepresented Groups (Category 4).

With this solicitation, OJJDP seeks to support projects designated for funding in the Consolidated Appropriations Act, 2024 (Public Law No. 11842) to improve the functioning of the criminal justice system, to prevent or combat juvenile delinquency, and to assist victims of crime (other than compensation).

With this solicitation, BJA seeks to support the Departments priorities of reducing violent crime and supporting law enforcement officers and prosecutors by: Providing jurisdictions (including rural and tribal) with resources to address unsubmitted sexual assault kits (SAKs) (including partially tested kits) in their custody that have not been submitted to a forensic laboratory for testing with Combined DNA Index System (CODIS)-eligible DNA methodologies. Improving investigations and prosecutions in connection with evidence and cases resulting from the SAK testing process, as well as other violent cold case crimes. Providing sites with resources to collect DNA samples from qualifying individuals who should have a sample in CODIS, but from whom a sample has never been collected or submitted to a laboratory for testing, as well as developing/reforming policies for arrestee collections, if legally permissible in the awardees jurisdiction. In addition to addressing unsubmitted SAKs, the National Sexual Assault Kit Initiative (SAKI) addresses partially tested SAKs, as defined herein, and untested evidence associated with sexually motivated homicides and other violent cold case crimes.
