The OVW Violence Against Women Tribal Special Assistant United States Attorney (Tribal SAUSA) Initiative (Assistance Listing # 16.055) is authorized by the Consolidated Appropriations Act, 2024, Pub. L. No. 118-42, 138 Stat. 25, 143. This initiative supports Tribes and United States Attorneys Offices (USAOs) in their investigation and prosecution of domestic violence, sexual assault, dating violence, sex trafficking, and stalking cases in Indian country. Grant funds support salary, fringe benefits, training, travel, and supplies for dedicated tribal prosecutors who are cross-designated as Tribal SAUSAs to work directly with their USAOs. The goals of the initiative are to fill gaps in jurisdictional coverage; increase communication and coordination with Tribal, federal, and state law enforcement agencies; establish consistent relationships between federal prosecutors and the Tribal community(ies); and improve the quality of investigation and prosecution of domestic violence, dating violence, sexual assault, sex trafficking, and stalking cases through training and best practices, such as DOJs recently released framework for prosecutors on strengthening responses to these crimes.

With this solicitation, BJA seeks to fund three training and technical assistance (TTA) providers to support grantees selected through a companion solicitation titled BJA FY 2024 Byrne State Crisis Intervention Program (SCIP) Formula Solicitation. The companion solicitation provides funding to states and subrecipients for the creation and/or implementation of state crisis intervention court proceedings, extreme risk protection order (ERPO) programs, and related gun violence reduction programs/initiatives. These programs can include efforts to leverage the capacity and expand the scope of existing problem-solving courts, such as drug courts, mental health courts, and veterans treatment courts, to assess the risks and needs of persons with gun offenses and provide research-driven approaches to address their underlying needs to prevent further violence. In addition, this TTA program will also support recipients of the Edward Byrne Memorial Justice Assistance Grant (JAG) program, as the Bipartisan Safer Communities Act of 2022 modified the JAG program statute to include a program area for the implementation of state crisis intervention court proceedings and related programs or initiatives including, but not limited to, mental health courts, drug courts, veterans courts, and extreme risk protection order programs, and it added a reporting and evaluation component for grants awarded for crisis intervention programs or initiatives.

With this solicitation, the Office of Juvenile Justice and Delinquency Prevention seeks to invite eight applications for funding to support States and Territories with Training and Technical Assistance related to the Formula Grants Program authorized under title II, part B of the Juvenile Justice and Delinquency Prevention Act (JJDPA).

With this solicitation, OJJDP seeks applications for funding to support the activities of the National Center for Missing Exploited Children Program. The purpose of the National Resource Center and Clearinghouse, operated by NCMEC, a nonprofit organization founded in 1984, is to help prevent child abduction and sexual exploitation; find missing children; and provide technical assistance/training to victims of child abduction and sexual exploitation, their families, and the professionals who serve them.

With this solicitation, OJJDP seeks applications for funding to support training and technical assistance for project sites funding under the Supporting Effective Interventions for Youth with Problematic or Illegal Sexual Behavior program. This program furthers the DOJs mission by reducing violent crime, combating victimization, and enhancing public safety.

With this solicitation, OJJDP seeks to build the capacity of state, Tribal, and local agencies, and to encourage the development and implementation of best practices related to the investigation and prosecution of cases of missing and exploited children.

With this solicitation OJJDP seeks to provide funding for an applicant organization to support law enforcement, prosecutors and other professionals involved in investigating and prosecuting technology-facilitated child sexual exploitation. Through this program the successful applicant will provide a variety of services and support to OJJDP and the ICAC Task Force Program to fight against child sexual exploitation.

With this solicitation, OJJDP seeks to fund the Center for Youth Justice Transformation (CYJT) to strengthen state- and territory-level compliance with the Formula Grants Program; develop and implement training and technical assistance that supports state, territorial, Tribal, and community-level juvenile justice system reform efforts; and design and implement an online education platform for best practices in juvenile justice reform.

With this solicitation, OJJDP seeks to support state, local, and Tribal juvenile justice residential facilities, and the agencies that oversee them, with the recruitment and retention of staff to assist in complying with the staffing ratio requirements outlined in the national PREA standards. This solicitation prioritizes efforts to create and enhance a sexually safe culture, promoting zero tolerance of sexual abuse in juvenile facilities. With this solicitation, OJJDP seeks to fund four regional childrens advocacy centers that will deliver coordinated training and technical assistance within and across the regions to members of multidisciplinary teams, programs, and organizations to improve the investigation and prosecution of child abuse and neglect and the provision of childrens advocacy center services to child victims and their families.

With this solicitation, OJJDP seeks to provide funding to support training and technical assistance (TTA) services to develop, improve, or expand childrens advocacy centers (CACs) and multidisciplinary team responses to child abuse cases in American Indian and Alaska Native (AI/AN) communities.

With this solicitation, OJJDP seeks to fund the Center for Reducing Racial and Ethnic Disparities (R/ED) in Juvenile Justice to help strengthen state- and territory-level compliance with the R/ED core requirement of the Formula Grants Program and to support state, territory, Tribal, and community-level efforts to reduce racial and ethnic disparities among youth who come into contact with the juvenile justice system.

OJP is committed to advancing work that promotes civil rights and equity, increases access to justice, supports crime victims and individuals impacted by the justice system, strengthens community safety, protects the public from crime and evolving threats, and builds trust between law enforcement and the community. With this solicitation, BJA seeks to make payments under the statutorily required State Criminal Alien Assistance Program (SCAAP) to eligible states and units of local government that incur certain types of costs due to incarceration of undocumented criminal aliens during the July 1, 2022, through June 30, 2023, reporting period. With this solicitation, OJJDP seeks to invite the Council of State Governments for funding to continue to provide training and technical assistance to OJJDPs Second Chance Act Addressing the Needs of Incarcerated Parents and Their Minor Children and Mentoring for Children of Incarcerated grantees.

With this solicitation, OJJDP seeks to provide training and technical assistance (TTA) to enhance the national AMBER Alert network; increase and improve law enforcement response to missing, endangered, and abducted children; increase the recovery rate of abducted children; enhance public participation in the recovery of missing, endangered, and abducted children; and continue support of this work in Indian country while implementing the Ashlynne Mike AMBER Alert in Indian Country Act of 2018.

With this solicitation, OJJDP seeks to provide training and technical assistance to Second Chance Act Youth Reentry grantees and practitioners to improve community supervision practices, produce better outcomes for youth and communities, reduce recidivism, improve public safety, and enhance jurisdictions access to the tools and training to adequately identify, as well as effectively serve, these youths needs. A multidisciplinary team of experts in implementation science, community supervision, adolescent development, trauma-informed care, data analysis, and performance measurement will help the selected jurisdictions improve their community supervision and reentry programs, policies, and practices.

With this solicitation, OJJDP seeks to provide training and technical assistance to enhance state and local youth defense delivery systems. This program furthers the DOJs mission to reduce violent crime by supporting states and localities in their efforts to address barriers and gaps within their juvenile justice systems for indigent youth.
