Bipartisan Infrastructure Law (BIL) Joint Office of Energy and Transportation: Communities Taking Charge Accelerator, Fiscal Year 2024 Funding Opportunity AnnouncementThis Funding Opportunity Announcement aims to help everyone ride and drive electric, foster public and private relationships, build interdisciplinary teams, advance the American blueprint for transportation decarbonization, and promote managed charging. The BIL appropriates more than $62 billion to the Department of Energy (DOE)3 to invest in American manufacturing and workers; expand access to energy efficiency and clean energy; deliver reliable, clean, and affordable power to more Americans; and demonstrate and deploy the clean-energy technologies of tomorrow through clean energy demonstrations. DOE’s BIL investments will support efforts to build a clean and equitable energy economy that achieves a zero-carbon electricity system by 2035, and to put the United States on a path to achieve net-zero emissions economy-wide by no later than 20504 to benefit all Americans. The BIL includes a historic $7.5 billion dedicated investment to build out a national network of Electric Vehicle (EV) chargers. As part of this investment, the BIL includes $300 million to establish a Joint Office of Energy and Transportation to study, plan, coordinate, and implement issues of joint concern between the U.S. Department of Energy and the U.S. Department of Transportation (DOT). The Communities Taking Charge Accelerator FOA and related activities align with the Joint Office mission to provide a modernized and interagency approach to support the deployment of zeroemission, convenient, accessible, and equitable transportation infrastructure. The activities to be funded under this FOA support BIL section Title VIII, Division J, Federal Highway Administration - Highway Infrastructure Program.

The Fiscal Year (FY) 2024 Intercity Bus Security Grant Program (IBSGP) is one of four grant programs that constitute the Department of Homeland Security (DHS)/Federal Emergency Management Agencys (FEMA) focus on transportation infrastructure security activities. These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by DHS to help strengthen the nations critical infrastructure against potential terrorist attacks. The IBSGP provides funds to intercity bus companies to protect critical surface transportation infrastructure and the travelling public from acts of terrorism. For FY 2024, DHS is focused on the criticality of information sharing and collaboration to building a national culture of preparedness and protecting against terrorism and other threats to our national security. DHS and its homeland security mission were born from the failures among federal agencies and between the federal agencies and state and local authorities to share critical information related to the threat of terrorism prior to the September 11, 2001, attacks. The threat profile has changed in the last two decades we now face continuous cyber threats by sophisticated actors, threats to soft targets and crowded places, threats to our democratic election process and threats from new and emerging technologies. That said, information sharing and cooperation between state, local, tribal, and territorial authorities, and federal agencies, including all DHS officials, is just as vital, and perhaps even more vital, today. Therefore, for FY 2024, we have identified two priority areas, related to some of the most serious threats that Amtrak should address with IPR funds. These two priorities areas include enhancing cybersecurity and enhancing the protection of soft targets/crowded places. Eligible Projects  Eligible projects include but are not limited to: Purchase inventory technology or other software to increase operational efficiencies. Examples include inventory management systems, online market-place platform development, environmental benefits calculators, and reporting systems. Develop or expand programs to collect and redistribute reusable clothing, footwear, bedding, electronics, home goods, and other items via social service agency networks, furniture banks, schools, and institutions. Develop reusable transport packaging systems that replace limited-life packaging used in manufacturing, transportation and/or distribution with durable alternatives designed for many years of use. Examples include the replacement of cardboard boxes with reusable hand-held plastic totes or crates and switching to reusable pallet wraps instead of using disposable plastic film used to secure loads onto pallets. Convert from single-use to reusable food service ware at schools, food service businesses, or institutional cafeterias (e.g., dishwashers, electrical, plumbing, minor kitchen modifications and/or reusable dishware). Note: Purchase of food service ware for establishing a new program/new construction is excluded. Install bulk dispensing systems in commercial, retail and/or hospitality settings for food, beverages, personal care products (soap, shampoo, lotion), or cleaning products. Projects must replace single-use packaging. Develop or expand programs to repair used furniture, appliances, electronics, bicycles, or durable household goods for resale or distribution. May include purchase of tools and supplies and/or set-up of training program. Develop textile/clothing/footwear repair programs, at or in conjunction with a second-hand goods retailer or distributor. Creation or expansion of food donation collection, storage, and distribution programs (e.g., purchase of community fridge or pantry at a community center for food rescue distribution). Develop community repair training or apprenticeship program for home goods, textiles, clothing, footwear, electronics, bicycles, etc. Develop and host trainings on deconstruction techniques targeting the construction industry, tech/carpentry schools, or individuals engaged in building and renovation work. Conduct a deconstruction pilot program involving one or more buildings (municipal or private). Promote recovery and resale of used building materials in remodel, renovation, and new construction projects to close the loop and reduce waste. Funds are not to be used to support an applicant’s regular operational costs. The applicant’s event must not be financially dependent upon receiving support from the Town of Avon. A maximum of one grant will be awarded per event. Event must be held within the limits of the Town of Avon. The recipient of the funds shall provide the Town with recognition as a sponsor in a method consistent with other sponsors who have provided funds of an equivalent value. Preference will be given to grant requests that fund the purchase of items or services that will assist event organizers in protecting the public health, safety and welfare. Examples of such items and services include, but are not limited to, emergency medical services, refuse and recycling collection and disposal, portable restrooms and wash stations, portable lighting, security services, and transportation. This program funds projects that improve the safety, efficiency, and reliability of intercity passenger and freight rail. The Consolidated Rail Infrastructure and Safety Improvements (CRISI) Program is authorized under 49 U.S.C. 22907. The purpose of the CRISI Program is to invest in a wide range of projects within the United States to improve railroad safety, efficiency, and reliability; mitigate congestion at both intercity passenger rail and freight rail chokepoints to support more efficient travel and goods movement; enhance multi-modal connections; and lead to new or substantially improved Intercity Passenger Rail Transportation corridors. This program invests in railroad infrastructure projects that improve safety, support economic vitality (including through opportunities for small businesses), create good-paying jobs with the free and fair choice to join a union, increase capacity and supply chain resilience, apply innovative technology, and explicitly address climate change, gender equity and racial equity. The INFRA program, part of the MPDG, allocates $2.7 billion towards competitive grants for significant multimodal freight and highway projects that aim to improve the safety, efficiency, and reliability of freight and people movement across rural and urban areas. The Massachusetts Food Ventures Program (MFVP) is designed to increase access to healthy, affordable food options and improve economic opportunities for low to moderate income communities. An entity can coordinate submission on behalf of multiple beneficiaries. A community may be a part of multiple submissions as long as they are not the prime applicant (i.e., the one executing the grant agreement with OED) in more than one submission. Tiered subawards are not allowable under the federal award, so the prime recipient may only release funds to subcontractors to perform work on the project and may not make further subawards.
