The purpose of this NOFO is to solicit applications for Guardrail Safety Training program that will result in the award of one (1) cooperative agreement award and the distribution of up to $500,000.00 in Federal funding over the life of the project. The actual amount available to be awarded under this notice will be subject to the availability of funds. PROGRAM GOALS The goal of Guardrail Safety Training is three-fold:1. To provide technical assistance;2. To develop support materials for training activities; and3. To develop and conduct webinar trainings for roadway agency standards engineers/sections.Through the development of the products outlined in this cooperative agreement the desired outcome is improved guardrail design and installation.ADMINISTRATION GOALSThe FHWA seeks to fund tasks under this NOFO that advance the United States Department of Transportations National Roadway Safety Strategy (NRSS). The NRSS outlines the Departments comprehensive approach to significantly reducing serious injuries and deaths on our Nations highways, roads, and streets. This is the first step in working toward an ambitious long-term goal of reaching zero roadway fatalities.

The purpose of this notice is to solicit applications for the Innovative Finance and Asset Concession Grant Program (IFACGP or the Program). Up to $57.72 million will be awarded on a competitive basis to assist eligible public entities in facilitating and evaluating public-private partnerships and exploring opportunities for innovative financing and delivery for eligible transportation infrastructure projects, including highway, transit, passenger rail, certain freight facilities, certain port projects, rural infrastructure projects, airports, and transit-oriented development projects. This notice will award funding from Fiscal Years 2022, 2023, and 2024. Eligible applicants for this Program are public entities that own, control, or maintain assets that could be developed into enhanced assets. Eligible assets are those activities that would reasonably be deemed eligible to receive a Transportation Infrastructure Finance and Innovation Act (TIFIA) loan through the Bureau.

The Transit Ridership Incentive Program (TRIP) aims to create more accessible, safe, and regionally significant transit networks by funding projects across four categories: zero and reduced fare, regional connectivity, public safety, and passenger amenities and facilities. The program encourages applications for both capital and planning projects related to these categories, with requirements and match rates generally mirroring those of the MERIT Capital and Technical Assistance Programs. Regional Connectivity focuses on improving regional transit services and accessibility, especially in urban areas with populations exceeding 100,000. Zero and Reduced Fare projects support the deployment of fare reduction programs to enhance system accessibility and ridership. Public Safety initiatives fund equipment, infrastructure, and programs to ensure the safety of transit riders and workers. Passenger Amenities and Facilities projects invest in infrastructure improvements to enhance the rider experience and system accessibility. Grant renewed every year. Maryland’s TA Program aims to improve mobility and accessibility, and enrich the cultural, aesthetic, historic, and environmental facets of the state’s transportation network. It supports the creation of bicycle and pedestrian facilities, the restoration of historic transportation buildings, the conversion of abandoned railway corridors to trails, and the mitigation of highway runoff, with a focus on projects that enhance community connectivity and the overall transportation landscape.

US DOT Pipeline and Hazardous Materials Safety Administration (PHMSA) provides funding to Washington state for tribal, state, and local governments to sustain and enhance hazardous materials-related emergency preparedness. The funding is specifically targeted to increase effectiveness in safely and efficiently handling hazardous materials accidents and incidents and to encourage a comprehensive approach to emergency training and planning by incorporating the unique challenges of responses to transportation situations. The HMEP grant program was established in 1990 by the Hazardous Materials Transportation Uniform Safety Act. In 1993, PHMSA began issuing grants to assist States, Territories, and Native American Tribes to "develop, improve, and carry out emergency plans" within the National Response System and the Emergency Planning and Community Right-To-Know Act of 1986. The HMEP grant program is designed to allow grantees the flexibility to implement training and planning programs that address differing needs for each location based on demographics, emergency response capabilities, commodity flow studies, and hazard analysis. Relevant trainings are found in the National Fire Protection Association (NFPA) 472: Standard for Competence of Responders to Hazardous Materials/Weapons of Mass Destruction Incidents publication and the Occupational Safety and Health Administration (OSHA) regulations found in 29 CFR § 1910.120. Governors in each State, or their counterparts within Territories or Tribes, designate an agency to receive the HMEP grant funds. Agencies submit grant applications to PHMSA annually requesting funds for proposed activities. PHMSA reviews and evaluates applications to make certain the proposed activities support the program mission to ensure the safe transportation of hazmat. If approved, PHMSA offers the agency a Notice of Grant Award (NGA) for acceptance and signature. Once executed, the agency may distribute grant funds in accordance with the planned activities identified in the grant application within the State, Territory, or Tribe to Local Emergency Planning Committees (LEPCs) and first responder organizations.
